Scholarship programs
of the Higher Education Commission
(HEC) of Pakistan
Since 2009, Campus France has been in charge of scholarship programs,
funded by the Higher Education Commission of Pakistan, Ministry of Higher
Education in Pakistan.
The main program, called « Ms leading to PhD », was created for the training
of future experts in hard sciences and social sciences and allows students
in M2 and PhD to study abroad for 3 or 4 years.
English-speaking countries were until now the most common choice
for HEC scholars but since 2015, a growing number of Pakistani students
choose France.
More than 90 students are currently studying in French Higher Education
institutions through different scholarship programs:
• Program Ms leading to PhD;
• Engineering Program;
• Balochistan Program for the students coming
from this economically deprived area.
Priority fields of study: economics, political sciences,
management, pharmacology, engineering sciences, biology…
Step 1
Selection
process
HEC calls for applications: applicants for a
Masters 2 must have completed 16 years of
education, 4 of which must have been at an
institution of higher learning (Baccalauréat +
4 in the French system);
applicants for a PhD must have completed
18 years of education, 6 of which must
have been at an institution of higher
learning (Baccalauréat + 6 in the French
system).
Step 2
Written tests are
organized by HEC.
Services provided
HEC programs in numbers
Campus France handles the management of HEC programs to offer students
the following services:
• Payment of a monthly stipend of 1,000 €;
• Assistance in obtaining an acceptance letter in a M2 or PhD;

(universities, laboratories
or schools).
• Transfer and train tickets to their city;
• Accommodation in a student residence;
• Refund of registration and tuition fees;
• Enrollment of students over the age of 28 in the Campus France private
insurance plan/refund of the yearly cost of enrollment in a student
insurance plan for students under the age of 28;
• Monitoring of academic performance through a yearly progress report.

Step 3
Selected applicants
are interviewed during
sessions organized
jointly by HEC, the
French Embassy
in Pakistan, and
representatives of
French universities.
Step 4
HEC draws up the
final list of selected
applicants for the
placement of students
in French Higher
Education institutions.
Step 5
French language courses
are set up for students in
the Alliances Françaises
of Islamabad, Karachi
and Lahore prior to their
departure. Language
training in France is
provided to a small
number of candidates
under social sciences.
