Projektbeschreibung/Projektbeteiligte
Il s’agit d’un projet promu par ABS, un collectif des associations de lutte contre
le sida au Burundi. Il s’adresse aux groupes les plus marginalisés de la
Justice pour les Victimes de population qui font l’objet de l’exclusion sociale, à savoir : 1) Les femmes et les
l’exclusion sociale
jeunes filles qui sont victimes violences sexuelles, celles qui ont été exclues de
l’école ou rejetées par leurs familles suite aux grossesses non désirées et qui

ont été contraintes à faire des mariages précoces, 2) Les enfants qui sont nés
en dehors du mariage, dont la plupart à la suite d’un viol ou de rapports
sexuels forcés. Ces enfants sont particulièrement marginalisés par la société
qui les considère comme des « enfants de honte ». Ils font parfois l’objet
d’infanticides, d’abandon à la naissance ou d’abus, de violence et très souvent
de rejet social par leurs familles. Ils ne sont pas enregistrés à l’état civil, ce qui
fait d’eux des enfants sans identité, 3) Les enfants handicapés que la société
qui les considère comme une punition divine. La plupart des familles ont
tendance à les cacher, ce qui fait d’eux des « enfants invisibles » au regard de
la société, 4) les autres personnes en situation de marginalisation légale en lien
avec le genre, comme les travailleuses de sexe et les personnes ayant des
rapports sexuels avec les personnes de même sexe (LGBT). Ces personnes ont
en commun de se trouver face à une situation de stigmatisation sociale et à
une législation qui criminalise les travailleurs de sexe et l’homosexualité. Elles
subissent des violences policières de toutes sortes, ce qui les oblige à opérer
dans la clandestinité. Ainsi, ils ont difficilement accès aux services sociaux de
base en matière de soutien et de prévention des maladies sexuellement
transmissibles.
Le projet visera à leur apporter une assistance juridique et une protection
sociale, à travers des actions en justice pour la défense de leurs droits et les
sensibilisations de la population pour leur réinsertion sociale dans les
conditions respectueuse des droits de ces personnes marginalisées.

formés. Le projet va renforcer les capacités des jeunes à devenir des
entrepreneurs locaux, créateurs de richesses et d’emploi pour eux-mêmes et
pour d’autres jeunes de leur localité, à travers la création de coopératives.
Le projet intègre également une approche de promotion de la paix et la
réconciliation à travers l’entrepreneuriat qui favorise la culture de l’intérêt
commun. Il participera à la prévention de la délinquance en offrant des
possibilité d’emploi à ces jeunes qui sont souvent impliqués dans des violences
politiques ou sociales que connaît le pays en cette période pré-électorale. Il
contribuera aussi à l’amélioration des conditions d’existence pour les jeunes
filles qui font face à la vulnérabilité accrue qui les expose à la prostitution due
à la pauvreté avec comme conséquences la contamination du VIH/SIDA, les
grossesses non désirées et les mariages précoces, etc.
Le projet pose la problématique de l’emploi des jeunes dans son ensemble
comme faisant partie intégrante du développement économique et de la
préservation de la paix sociale.

Le projet part du constat de la situation d’extrême pauvreté des femmes du
milieu rural qui pratique une agriculture de subsistance mais avec des
pratiques peu productives et très néfastes pour l'environnement (feux de
brousse, le surpâturage et le défrichement des terres pour l'agriculture). Ceci
occasionne la destruction 64km² des forêts naturelles au Burundi selon les
estimations du PNUD en 2013, ce qui contribue au phénomène de changement
climatique qui a un impact négatif sur l'agriculture affectant principalement les
pauvres et menace leurs moyens de subsistance. Ces facteurs expliquent
pourquoi 81,3% de la population vit en dessous du seuil de pauvreté avec
moins de 1,25 USD par jour (PNUD 2006). 72% de la population souffre
d'insécurité alimentaire, 63% de la population ont chroniquement sousalimentées (OXFAM 2011) tandis que 58% des enfants de moins de cinq ans
souffrent de malnutrition chronique (UNICEF 2013).
Les femmes rurales sont les principales victimes de cette situation, car bien
qu’elles constituent la principale main-d'œuvre de l'agriculture, avec 53% de la
main-d'œuvre agricole, elles n’ont pas accès à la propriété foncière, et ont plus

de difficultés que les hommes dans l'accès au crédit et aux intrants. Cette
discrimination est liée au système coutumier où les droits des femmes sont
totalement bafoués. Cela maintient et exacerbe les conflits fonciers, qui
constitue une menace à la paix sociale.
Le projet vise à accroître la sécurité alimentaire et nutritionnelle par la culture
moderne des variétés de maïs de protéines de haute qualité. Cette culture se
fera sur un terrain mis à leur disposition par les promoteurs du projet. Les
femmes qui ont des lopins de terre vont être encouragées à les mettre à la
disposition du projet pour en faire des jardins de solidarité qui seront exploités
avec les autres femmes sans terre dans le cadre d’une coopérative agricole
détenue par les femmes bénéficiaires qui sera créée avec la facilitation du
projet.
Les jardins de solidarité seront exploités par les femmes socialement et
économiquement marginalisées. Ils serviront de « champs écoles » pour les
gens où ils pourront apprendre les techniques agricoles amies de
l’environnement ainsi que les démarches de l’entrepreneuriat solidaire dans le
domaine agricole. Le projet contribuera également à la réduction des conflits
fonciers qui affectent les personnes socialement vulnérables par la sécurisation
foncière pour celles qui auront mis leurs parcelles en exploitation ainsi que
dans le cadre des jardins de solidarité.
Le projet ciblera les ménages les plus défavorisés dirigés par des personnes
socialement exclues comme les mères célibataires, les veuves vivant avec le
SIDA, les orphelins chefs de ménage, les personnes très âgées qui sont
incapables d'exploiter leurs lopins de terre, etc.
Le projet sera mis en œuvre en collaboration avec « Village of Brother » qui est
une coopérative agricole pilotée par un groupe de 2 frères et leur sœur qui
veulent aider les femmes de leur village à vivre la cohésion sociale au tour des
objectifs de lutte contre la pauvreté.
Objectif du projet: Améliorer la sécurité alimentaire au niveau communautaire
à travers la culture de la variété de maïs très nutritive et la promotion des
systèmes communautaires de l'économie sociale et solidaire pour assurer
l’accès services financiers durables adaptées aux risques auxquels sont
confrontées les personnes ciblées par le projet .
Les activités du projet:
1) Création d'une coopérative agricole de 50 personnes vulnérables qui
exploitent des jardins solidaires pour une culture moderne de maïs à très
haute valeur nutritive.
2) Assurer la sécurisation des parcelles de terrain à la disposition du projet par
les bénéficiaires pour former les jardins de solidarité en les enregistrant dans le
service des titres fonciers.
3) Soutenir les membres du champ de la communauté pour mettre en place un
système de mutualité solidaire pour l'épargne et le crédit.
4) Création d'un fonds de garantie de 5 000 USD financé conjointement par le
projet (20%) et l'épargne collectée par les mutualités solidaires pour faciliter
l'accès au microcrédit pour les femmes sans terre qui veulent acheter un lopin
de terre et d'autres bénéficiaires qui souhaitent développer activités
génératrices de revenus.
Résultats attendus:
1) Augmentations de 50% la production de maïs dans les ménages soutenu par
le projet
2) 10 parcelles de terre appartenant à des personnes vulnérables sont
sécurisées
3) Une coopérative agricole détenue par les bénéficiaires du projet fonctionne
comme une véritable entreprise de production et de la commercialisation de
maïs à haute valeur nutritive
4) Un système de solidarité mutuelle assure l'accès au microcrédit et une
couverture santé pour 50 ménages soutenus par le projet.
5) Création d’un poulailler communautaire et d’une unité de transformation de
la farine enrichie

Der Schweizerische Friedensrat ist in den letzten Jahren stark an der
Organisation der traditionellen, die drei Länder übergreifenden Ostermärsche
am Bodensee beteiligt, die sich seit einiger Zeit Bodensee-Friedensweg nennen
und jeweils am Ostermontag in der Bodenseeregion durchgeführt werden. Am
6. April 2015 findet der Friedensweg mit einem breiten Zusatzprogramm (den
sogenannten Friedensinseln) am Bodenseeufer im vorarlbergischen Bregenz
statt. Dazu gehören Kabarette, Theater, Spiele, Weltmusik, Geschichten,
Lieder, Tänze sowie ein interreligiöses Gebet statt, mit einer
Abschlusskundgebung mit Dvorak Lovrekovic, Präsidentin des int.
Versöhnungsbundes und Andreas Zumach, Genfer UNO-Korrespondent. Eine
Spurgruppe hat sich seit einem halben Jahr mit der Vorbereitung des
Friedensweges beschäftigt, gerechnet wird mit 400 – 500 TeilnehmerInnen. Im
Zentrum steht das Motto «Krieg ächten – Frieden schaffen». Der Weg führt ab
11 Uhr durch die Stadt Bregenz an das ‘Friedensufer’ am See mit der

Dans le cadre scolaire, l’Ecole Saint Joseph de Bujumbura entend cultiver et
favoriser un climat d’entente, de paix, de justice et, une fois qu’un membre
trébuche, penser à demander pardon pour arriver enfin à une véritable
réconciliation. C’est ce qui a retenu tous les partenaires de l’école, en
l’occurrence les parents, les professeurs et les élèves en atelier de travail le

The Voice Society was setup by ordinary people to do extra-ordinary work with the
zeal of helping people, those are oppressed and persecuted in any way on the basis of
their religion, caste or faith. The Voice is non-religious, non-political, nonGovernmental organization, which is known among people on the basis of its
successful rate of work and commitment. The Voice is working in many ways to
provide help to the people in need. The Voice is running several programs to help the
brothers and sisters all over Pakistan, especially in the province of Punjab. The
programs headed by The Voice are as under:
• Legal Help program
• Orphan Support Program
• Child Rights and Education Program
• Bonded Labor
• Women Rights and Empowerment
• Medical help to the persecuted in Need
• Legal Aid for women in Jails.
Reasons for setting up the Voice
The Voice is working from last few years to help depressed people in Pakistan but
among them minorities living in is becoming more attention able. Christians are the
most Vulnerable and biggest minority in Pakistan. As it is a known fact that there are
only 3% Christians in Pakistan and Majority among them are poor, the living standards
are very meager that they can hardly fulfill their bread and butter for daily life.
Especially in the remote and rural areas the life is very difficult for the Christians.
Christians have to face many challenges of Discrimination in every field of life on the
basis of their religion, and poverty is yet another challenge. Moreover the majority
among Christians is illiterate or very less educated and therefore has very minimal
paying jobs e.g. laborers or farmers etc. Due to these reasons parents have very less
concentration/attention towards the education of their children and in the case of
disability of a child the attention or interest is the least
Secondly if the parents of a child or father probably die it is not possible for a mother
to take care or to grow up her child alone without any job. Therefore they prefer to
throw away their children or to sell their children in order to keep their other children
and family members alive.
The specific goals of this project are
“Defend the cause of the weak and fatherless; maintain the right of the poor and
oppressed”.and The Voice will achieve this goal by:

regular visits, supporting them in community and society and with practical assistance
and help.
• Providing Physical, practical support to the families of the female victims of Rape and
forced conversion, those are not able even to support themselves through monthly
visits, practical assistance, financial help etc.
• To help the Orphans and to provide them with a proper shelter home.
• Listen to the requirements and needs of the target group and let our work be guided
by their views, suggestions and feelings of the laborers, whether at Brick Kilns or
domestic workers and the child laborers.
• Empower working women with knowledge and skills necessary to protect their rights
as women.
• Empowering children with education and making them a useful part of the society.
• Networking with other organizations concerned with development and Minority
rights within the country and abroad.
Legal Support Program
The rapid religious elements have assumed upon themselves the responsibility to take
care of the religious rectitude of the citizenry. They seem to genuinely believe that
those not subscribing to their version of faith has either gone astray or they entertain
criminal credentials. A mass scale conversion of the religious minorities to the majority
religion is the fantasy and standing agenda of these bigoted souls. Christian girls who
are forcibly converted to Islam and taken into marriage could never come back to their
parents. If a girl manages to escape her family and the entire Christian community
living in that area comes under attack by the Muslim majority. In such circumstances it
becomes essential for the girl to seek refuge elsewhere. Moreover the increasing
discrimination and misuse of certain laws led the people towards the Blasphemy Law.
With the increasing awareness and access to get the case registered easily against the
Christians under the Blasphemy law, the people of
Majority in Pakistan have found a new way to fulfill their evil resentments against their
fellow citizens by accusing them under this law. This law have not only affected
Christians but also affected Muslims and other minorities in Pakistan. Therefore the
Voice is providing free legal services to help the Brothers and sisters held persecuted
under this law wrongfully. The Voice also helps people in the cases of Blasphemy,
forced conversions, forced marriages, child marriages,, Rape, Assault, Land grabbing,
acid throwing, false murder accusations, domestic Violence, bonded or forced labor
and all other cases that comes under the Ambit of persecution.
Child Rights Program
The Voice is providing education, health, skills, and reinstatement to the destitute
children and to build up the alleviation, cooperation and coordination between them
and the society. The Voice is working for the welfare and the elimination of the social
evils that abuses the children and causes them physical and mental harms and
ineffectiveness that stays along with them throughout their lives.
Orphan Support Program
The Voice is helping and is ready to help the destitute children who are descended in
their own home, society and country at this stage we provide them with their basic
needs of life, some technical skills (if they are able to adapt them) and the basic
education in order to prevent them from the inferiority complex and the lack of
confidence. Moreover The Voice is also working for the elimination of the social evils
that are affecting children in different ways in the society. The Voice is helping the
Orphan Children to grow, get education and all the basic necessities of life including
food, clothes and Shelter with an enthusiasm to give them a bright future and dignity
in life.
This project is having a deep impact on the lives of the destitute children who are
Orphans and Handicapped or are the victims of the abuse of Child labor thus losing the
confidence and hope for any better future for them. This would affect the lives of
children from different walks of life. Through this project they would be given a chance
to live a life of peace, self-respect and dignity and in harmony with other children so
they could learn to share the gifts of God into their lives and they will also learn to help
each other in different aspects. They would be given a chance to support themselves
and others once they will find a place and chance to live equally with the society
among others with no differences and distinctions.
Bonded Labor
The Voice helps the people who are subjected to bonded labor; the Voice provides
them free legal Aid to free them from the bondage of the cruel Landlords or the Brick
kiln owners. The Voice also helps the Children to get rid of the Bondage and live a free
life. The Voice collects data from the Brick kilns about the bonded people and helps
them get freedom
Women Rights and Empowerment
The Voice felt the need to work for such poor and persecuted women because we are
working in such a society where every day this kind of incidence happens and there are
not enough people to help these victims without harassment and indignity. As you
know our society is a men dominant society and it is hard for the women to survive in
this society without skills, money and sources and therefore they are more vulnerable
towards further exploitation.
As it is stated before that woman is the most persecuted group in our society,
therefore there is a strong need to work for the welfare and development of these
women. The voice started operating in 2009 by primarily helping victims of religious
victimizations, prisoners of conscience and other oppression. The voice is providing
help in collecting required material from different law enforcing agencies in support or
defense of their respective cases, help to lodge criminal and civil complaints and in
arranging lawyers to conduct their cases in the courts.
“We are hard-pressed on every side, yet not crushed; we are perplexed, but not in
despair; persecuted, but not forsaken; struck down, but not destroyed” (2 Corinthians
4:8-9).
Medical Help Program
The Voice also provides the facility of Medical help and treatment to the Victims that
suffer
Persecution and are not in a position to help them-selves when sick and weak, the
Voice send them to the hospital and bare all the expenses.
The Voice also provides Medical help to the people in the disaster areas such as flood
areas or the Victims of bomb Blast/terrorism where necessary.
Free Legal Aid for women in Jails:
The Voice provide the women victims free legal Aid, fight their cases in the courts, in
Police stations, conduct habeas/recovery missions along with the police in the cases of
Kidnapping and forced detention and forced prostitution etc. Moreover The Voice also
helps women by guiding them about the nature of their cases and circumstances. The
Voice also provides shelter in some exceptional cases to the women who are
recovered and cannot go back to their particular place/area of living due to life threats
or family acceptance etc. E.g. in the cases of Blasphemy, forced conversion or forced
marriages the family of the victim do not accept the victim due to the social pressure.
The Voice also visits Jails on monthly or quarterly bases, collects the data of the
women prisoners, conduct meetings with the shortlisted prisoners or their families and
arrange for their releases from jails by applying bails and furnishing their bail bonds in
the court.
The activities of this project carried away in the following manner:
• The women are released on bails, those who cannot afford their legal expenses and
join their families.
• The women beneficiaries of this project are poor and domestic workers, so they now
have access to justice, and their trials are be conducted
• The bail bonds of the women are paid in exception cases. There are a number of
poor women who are still in jail even in minor bail able crimes due to the nonpayments of their bail bonds. They find a chance to be released and join their families
and children after being released or bail bonds paid.
• The Voice is trying to initiate other strategies on larger scale for the release of
women on larger scales as well.
The impact of this project will be phenomenal, because the women at large will be able
to receive free legal help and assistance. When they receive what they want i.e.
JUSTICE they will be able to impress and attract more women to know about their
rights and to raise their Voices against the Social Evils thus they will attain their dignity
and self-respect. It will definitely decrease the women persecution and Violence Ratio
with the passage of time.
Right now there are more than 1500 women that are getting free legal Aid from the
platform of the Voice and the Voice is consistent to increase the number of women
seeking relief. With the help of this project this number of women will increase and
thus we will find a more stable, successful and aware society of women among us. We
also teach women to pass their knowledge about their social rights in homes,
neighborhoods’ and in their surroundings. The outcome will be a success and we can
measure the results with the help of our attained results from courts, out of court
settlement records and Police records.
