JOB DESCRIPTION
Job Classification:
FACILITIES MANAGEMENT SERVICES MANAGER CLASS 4
RESPONSIBILITIES:
Reporting to the Director of Facilities Management Services (FMS) and Information Technology (IT), the
Manager is responsible for the general day-to day management and administration of certain aspects of the
department including certain capital projects, print room, mail room.
GENERAL DUTIES:




















Oversees and manages operations of the print room including:
o Evaluation, documentation and implementation of work processes,
o Evaluation of equipment suitability, needs and utility/IT requirements together with ITS Manager,
o Evaluation of equipment safety together with FMS H&S Manager,
o Evaluation of human resource needs together with FMS & ITS Director,
o Decisions regarding method of treatment of requested work from internal and external customers
(in-house vs. subcontracted work),
o Other tasks as necessary;
Oversees and manages operations of the mail room
Responsible for certain “smaller” capital projects (as assigned by the Director of FMS/ITS)
Reviews project proposals and plans to determine best bid;
Develops and maintains project specific documentation to track project progress and facilitates
communication;
Directs and coordinates activities of project personnel to ensure project progresses on schedule and within
prescribed budget;
Ensures that all materials furnished by the college as well as services required are ordered accurately and
delivered on time;
Recognizes and solves potential problems and evaluates project/program effectiveness;
Prepares contracts and negotiates changes to contracts with architects, consultants, customers/users,
suppliers, and subcontractors;
Confers with contractors and subcontractors to ensure that construction sites are operated and maintained
in a safe manner for the college’s population;
Oversees budget and ensures financial accountability for project(s);
Monitors and ensures compliance with quality control programs;
Complies with government regulations for safety on the construction site including ensuring that all
procedures/requirements for asbestos removal/treatment established by the CSST/RBQ are met and
adhered to at all times;
Complies with college and government regulations regarding procurement, service and construction
contracts;
Participates in College committees as required;
Participates in the development and follow-up of strategic objectives, annual priorities, and departmental
work plans;
Works with the Director of FMS in the procurement and negotiation of maintenance and service
agreements;
Develops and maintains effective communication with internal staff and external communities;
Responds appropriately to emergencies or urgent issues as they arise;
Performs other related tasks as may be assigned.
QUALIFICATIONS:
Education: Undergraduate degree in an appropriate specialty and a minimum of three (3) years of pertinent
experience.
Specific Requirements:









PMP certification is an asset
In-depth knowledge of Quebec building codes and regulations is an asset
Knowledge of the public tendering process is an asset
Strong ability to read and understand building plans
Computer and Technology Proficiency including but not limited to:
o Strong MS Office knowledge (Word, Excel, PowerPoint, Outlook)
o MS Project or equivalent experience
o AutoCAD knowledge
Excellent organization skills and ability to coordinate simultaneous projects
Excellent negotiation skillsAutonomous and proactive and has ability to lead an motivate teams
Strong interpersonal, communications and negotiation skills
Testing may be required to demonstrate proficiency in and knowledge of the following:
 English and French (fluency – oral and written)
Français

professionnel, ce poste est rémunéré selon la classe 4 dont la rémunération annuelle est fixée entre
$57,457.00-$76,609.00 annually.

collèges d’enseignement général et professionnel ». Salary for “Class 4” ranges from $57,457.00-$76,609.00 annually.
