The report of the Committee on Banking and
Commerce, with a Bill intituled: "An Act to
amend the Act to incorporate the Merchants'
Bank of Halifax", was presented.

DEATH OF A MEMBER
Hon. Mr. Howe rose to move the adjourn-

L'honorable M. Howe se lève pour proposer
ment of the House in consequence of the death
of Mr. Chipman, of Kings, who had been ill for
some ten days, and who had succumbed to his
disease on Sunday morning. At the present
moment the House was pressed with business
and the motion he was about to make might,
perhaps, be distasteful to some members who
were anxious to get through with the business;
but after the decision of the other day he felt
the House would hardly care that the solemn
compliment like an adjournment should be
paid in one case and not in another. He need
not say anything of his dead friend more than
this. He was not much known here, and perhaps from his peculiar desire to keep himself
reserved, he was not so much esteemed as he
would have been had he been longer here, and
had became more thoroughly known. But he
(Mr. Howe) could assure the House that in the
large and fine county which the deceased
represented his loss would be much felt. He
was a kind father and an affectionate husband,
an energetic and active merchant, and a valuable public man. He (Mr. Howe) felt sorry that
his loss had come to his family at this distance
from home, but it would be some consolation to
them to know that his friends, Dr. Tupper and
Dr. Forbes, both gentlemen from his own country, and his familiar associates, were in constant attendance upon him, ministering to his
comfort, and seeing that he was properly cared
for during his illness. He made this motion
with great reluctance and great sorrow.

décès de M. Chipman, député de Kings, survenu dimanche matin à la suite d'une maladie
qui a duré environ dix jours. Actuellement, la
Chambre a un ordre du jour très chargé et il se
peut que la motion qu'il s'apprête à faire,
déplaise à quelques députés désireux d'en finir
avec les travaux de la Chambre; mais après la
décision de l'autre jour, en pareille circonstance, il croit que la Chambre n'hésitera pas à
s'ajourner pour rendre un dernier hommage au
disparu. Il n'a pas grand'chose à dire de son
ami défunt, si ce n'est qu'il n'était pas très
connu dans le milieu en raison sans doute de sa
grande réserve, et qu'il n'a pas joui de toute
l'estime qu'on lui aurait manifestée si on avait
eu le temps de le mieux connaître. Cependant,
il (M. Howe) peut assurer à la Chambre que sa
perte se fera lourdement sentir dans le vaste et
magnifique comté qu'il représentait. C'était un
bon père de famille et un mari affectueux, un
commerçant énergique et actif et un homme
public respecté. Il (M. Howe) déplore que sa
mort soit survenue aussi loin de sa famille,
mais celle-ci trouvera sans doute quelque
réconfort à apprendre que le Dr Tupper et le Dr
Forbes, compatriotes et amis intimes, l'ont
assisté jusqu'au dernier moment, veillant à son
confort et à ce qu'on lui prodigue les meilleurs
soins. C'est à regret et avec une tristesse très
profonde qu'il présente cette motion.
Hon. Dr. Tupper said he would be doing
violence to his feelings if he did not add his
tribute of respect for the memory of the
departed gentleman, and express that feeling
of sorrow which he was satisfied was entertained by every member of the House. It was
not his good fortune, as it was that of the
honourable mover of this motion, to possess the
political confidence of the late Mr. Chipman,
but he could with equal sincerity speak of the

position he held in his own Province. As one of
the most respected of the agricultural class, as
a highly successful merchant, he had the confidence and esteem of the whole community in
which he lived. He was a member of one of the
most respected families in his Province; at all
times by his personal conduct, his high character as a man, he obtained the confidence and
esteem of all who knew him. He was quite sure
that had he been permitted to remain longer
with us, it would only have been to increase
the feeling of regard and esteem with which
gentlemen on both sides of the House regarded
him. Moved in terms so appropriate as this
motion had been, he would not have said a
single word, had he not felt it his duty not only
to the friends of Mr. Chipman but to the community where he died, to state that he could
not, if at home, have been surrounded with
greater comfort and care than he experienced
here. He was not only surrounded by the sympathies of all who knew him, but from the time
he was first taken ill, his friend, Dr. Forbes,
who resided with him gave him the closest
personal attention. When the disease from
which he died developed itself, he sent for him
(Dr. Tupper) to consult with Dr. Forbes. They
obtained accommodation for him, and from
that day till the hour of his death he received
the care and attention of his medical advisers,
Dr. Codd, a very intelligent gentleman who
was in constant attendance at the hospital, Dr.
Forbes, Dr. Grant and himself,—but also the
most constant and assiduous care on the part of
the nurses and persons in charge of the hospital. He made this statement because he knew it
would be gratifying to his friends to know,
that nothing that could contribute in the least
degree to his comfort was wanting. A near
neighbour, Miss Fleming, was kind enough to
send a servant to the door every day to ascertain what could contribute to his comfort, and
every assistance that could be rendered by the
most assiduous and constant care of his friends
was given.

envers les amis de M. Chipman, mais aussi
envers la collectivité où il est mort, de dire que
le défunt n'aurait pu recevoir meilleurs soins,
même chez lui, que ceux qu'on lui a donnés ici.
Il a été entouré de prévenances par tous ceux
qui le connaissaient, et dès le début de sa
maladie, son ami, le Dr Forbes, qui habitait
avec lui, lui a prodigué les soins les plus attentifs. Lorsque la maladie, qui l'a emporté, s'est
aggravée, il (Dr Tupper) a été appelé en consultation par le Dr Forbes. Ils ont obtenu l'admission de M. Chipman à l'hôpital, et à partir
de ce jour-là, ce dernier a été sous les bons
soins de ses médecins, soit le Dr Codd, un
homme très intelligent qui a assidûment veillé
sur lui, le Dr Forbes, le Dr Grant et lui-même.
Les infirmières et le personnel médical ont
aussi été pleins d'attention à son égard. Il tient
à faire cette déclaration parce qu'il sait que les
amis de M. Chipman seront heureux de savoir
que rien n'a été ménagé pour lui apporter quelque soulagement. Une voisine, Mlle Fleming, a
eu la gentillesse d'envoyer tous les jours un
serviteur prendre de ses nouvelles et s'assurer
qu'il ne manquait de rien. Ses amis lui ont
apporté tous les soins et l'attention que son
état exigeait.
Hon. Mr. Dorion said he was one of those
who had only known Mr. Chipman for a short
time, and in his character as a public man, but
from the first he had observed his independence of character and practical good sense,
and he felt that they had lost a useful and good
representative. From the first time he had
heard Mr. Chipman, in his own admirable way
of speaking, he felt that he was a man of
perfect independence of character, fearless in
the advocacy of the rights of his own constituents and Province, and it must be a regret to all
of them to hear that he departed from them in
a manner which must be painful and sad to his
family. It was only a proper mark of respect to

attristés par l'annonce de sa mort survenue
d'une façon aussi pénible et affligeante pour sa
famille. L'ajournement de la Chambre serait
