Alas, it proved to be a damp squib. Copenhagen’s failure shifts the burden of responsibility on to our shoulders. It is now up to us to take action within our own sphere of influence and under our own steam. The slogan “High-Tech in the Green” reflects the longstanding alignment of Fribourg’s economic policy to sustainable development, a stance which is enshrined in the cantonal constitution of 2004, as is the responsibility of present generations “towards the future generations”. In its 2007-2011 legislative programme the cantonal government outlined a pro-active and comprehensive strategy to achieve its goal of sustainable economic development. Fribourg must focus its efforts on environmental protection measures, the championing of renewable energy and support for the green economy. The cantonal government has recently decided to put cleantech at the heart of its economic strategy, because it believes that it holds the key to lasting prosperity. The advantage of clean technologies is that they can be assimilated into the canton’s existing economic structure and are also a source of potential for traditional and cutting-edge technology sectors alike. Furthermore, our new policy direction will not only promote innovation but will also allow us to step up our commitment to sustainable development. Unternehmen unter der angegebenen Internetadresse. In the interest of the lasting prosperity of the canton, cleantech is definitely the right and responsible choice for Fribourg. CLEANTECH: 10 PREDICTIONS FOR 2010 Every year the Cleantech Group, a consulting firm based in San Francisco which tracks private investment in green technologies, issues a forecast of the trends that could shape eco-innovation in the industrial sector over the coming year. So, what does the Group think 2010 holds for the world of cleantech? An industry seeking to realise its full potential, a renewed interest of venture capitalists in green investments, a global race for “green supremacy”, more astute marketing, new coalitions of key players in the sector, and the emergence of a new science – eco-intelligence – are just some of the Group’s predictions. According to Dallas Kachan, managing director of the Cleantech Group and co-author of the report, the clean technology sector can no longer be considered a niche market. It has gone well and truly mainstream. @ f i www.cleantech.com From “High-Tech in the Green” to cleantech PROFESSOR PHILIPPE GUGLER IS DIRECTOR OF THE CENTRE OF COMPETITIVENESS AT FRIBOURG UNIVERSITY. LE PROFESSEUR PHILIPPE GUGLER DIRIGE À FRIBOURG LE CENTRE DE RECHERCHE SUR LA COMPÉTITIVITÉ. In a bid to improve its competitiveness, the cantonal government has decided to make the promotion of clean technologies the cornerstone of its economic policy. A recent scientific analysis* by Fribourg University and spearheaded by Professor Philippe Gugler, Director of the Centre for Competitiveness, lays the groundwork for the government’s new strategy. Interview. PROFESSOR PHILIPPE GUGLER LEITET IN FREIBURG DAS CENTER FOR COMPETITIVENESS. Can you briefly outline the key findings of your study “Competitiveness of the Fribourg economy”? Prof. Philippe Gugler: Per capita income in the canton of Fribourg is among the lowest in Switzerland. However, this finding is not quite as disconcerting as it might seem. There are several reasons why Fribourg’s economic performance is undervalued. First, the rate of population growth in the canton is higher than the Swiss average. This means that any measurement of success which is based on dividing income by the number of inhabitants obviously will drive down per capita income. On a more positive note, our study identified several promising developments, such as the number of new start“I am convinced ups, innovations, and that the cleantech demographic growth. These are important lestrategy is vers for economic devesustainable.” lopment, but they need to be activated first! What makes the cleantech strategy a shrewd choice and is it sustainable? From an environmental perspective, the canton is in a very fortunate position as its territory is relatively untouched. It also has universities and colleges of higher education which have what it takes to step up their teaching and research on renewable energy technologies and to contribute to the development of new materials that help protect our natural resources, for example. Furthermore, a number of local companies are already working in this market segment. Natural resource management combined with the potential that state-of-the art science and technology can offer form the backbone of a cantonal strategy that is the only one of its kind. It is clear from current debate that the world is ready for a paradigm shift: to ensure future economic growth, we need to develop new technologies and products, and change how we live. I am convinced that the cleantech strategy is sustainable, but only if it enjoys across-the-board support. So, what have we got to lose? Is this new strategy compatible with the slogan “high-tech in the green”? “High-tech in the green” shows just how visionary the political and economic authorities in Fribourg were when they took the decision to harness the full potential of the canton’s green credentials in the interests of economic development. We believe that the canton should continue to keep the environment at the heart of its strategic thinking. However, it should not limit itself to attracting only “high-tech” firms. Virtually all economic sectors – agriculture, timber, construction, electricity, transport, heating systems, tourism – have an unlimited innovation potential when it comes to the “clean” market. To answer your question directly, we believe that the canton’s economic development strategy is heading in the right direction, but it should be widened to cover the entire gamut of its economic activity. @ * f/d i www.unifr.ch/competitiveness PHILIPPE GUGLER, MICHAEL KELLER AND XAVIER TINGUELY, COMPÉTITIVITÉ DE UNIVERSITY, 2008. Das Minergie-Label boomt also... Vorlet, who is himself an expert in embodied energy, is particularly interested in the growth field of natural building technologies, especially plant-based insulation with low embodied energy, such as hemp fibre, limebased plaster, straw, and recycled-wood panelling. He believes that cellulose, which is chiefly made from recycled paper and then blown into or sprayed on to floors, walls and roofs, is “from an environmental perspective, simply the best insulation material around”. The demand for heat pumps, even in rented properties and public buildings, is soaring. What are the advantages of heat pumps? They are environmentally friendly, they provide optimal heating comfort in the home and they save money. The annual heating bill for a 160 m2 house equipped with this technology can be as little as CHF 600 to 650. Given that buildings are better insulated than ever before, not to mention higher output from the new generation of pumps, much less electricity is needed to run this heating system. Today, an air-water heat pump can cover 100% of your heating needs. If you need to top up your electricity, you can install solar cells – the two technologies are highly compatible. Although the initial outlay is higher than for an oil-fuelled system, the heat pump will very soon pay for itself, and it has a lifespan of 25 years. How do you explain their renewed popularity? Conrad Lutz: It is ultimately down to the consumers. They finally realised that wood was an excellent and durable building material. Take our Green Offices (see article, page 35) in Fribourg, for example. They prove that it is possible to build a timber-framed, multi-storey property. Today the potential is staggering, as is demand. …but one that costs more? Timber constructions are not more expensive. First, a Minergie P property generally costs between 5% and 10% more to build. Second, the turnaround time on timber constructions is very short, an important factor for the contractor to consider. Fribourg has a long tradition of timber construction and its know-how in the field is impressive. In fact, we work almost exclusively with local companies. How do you keep on top of the latest advances in your profession? I read alot. I travel. Every month, I give at least two presentations – a sign that there is growing interest in timber constructions. Several of my 25-strong team are involved in research and I encourage my staff to go for post-grad qualifications. At the moment, ten have signed up to post-grad courses in subjects like ecology, eco-biology, geobiology, timber construction, finance and wood processing. This is the only way you will get anywhere in your career. The world of architecture still has a great deal to learn if it is to stop viewing environmental considerations as a negative rather than a plus. Some architects still prize beauty over ecology. While aestheticism is, of course, important, we also bear a responsibility for what we put on this earth. It is indeed possible to reconcile the two, but it’s not easy. @ f i www.lutz-architecte.ch 201 0 LA MAISON FRIBOURG NETWORK FREIBURG “Fribourg has a long tradition of timber construction” 27 THE NEW LUXIT ISOLATIONS FACTORY IN CHÂTEL-ST-DENIS IS ONE OF THE LARGEST TIMBER CONSTRUCTIONS IN SWITZERLAND. SOFRAVER EST SPÉCIALISÉE DANS LA FABRICATION DE VITRAGES À HAUTE PERFORMANCE. SOFRAVER IST AUF DIE HERSTELLUNG VON HOCHWERTIGEN VERGLASUNGEN SPEZIALISIERT. At the end of 2008, it opened its new 100,000 m3 powdered milk production facility in Moncor. The construction of this new plant and nerve centre of the Group, which also has sites in Mont-sur-Lausanne, Lucens and Thun, gave Cremo a valuable opportunity to re-think its energy use. @ f refuse incineration plant, Cremo has managed to save 16,000 tonnes of CO2, thereby exempting it from the carbon emissions’ tax. Today, nanoparticles are only used in a very small and specific part of Ilford’s manufacturing process - the preparation of casting solutions. Ilford takes the concerns surrounding nanoparticles very seriously which is why these are handled in a closed system so as to prevent workers coming into direct contact with them. As Rita Hofmann explains: “We are right up there with the technically feasible emissions’ values as recommended by Suva”. Nanotechnology is today synonymous with cleantech. Ms Hofmann is convinced that Ilford has made the right decision to use this technology: “I am convinced that nanotechnologies will make it possible to develop new types of materials which are both cheaper and have more environmentally friendly finishings because these technologies will reduce the energy needed to produce them. We only use nanoparticles in water-based systems, which are themselves pretty environmentally compatible. We never use them in conjunction with heavy metals.” The researchers at Ilford are currently developing their own prototypes which should be ready in three to four years. At Ilford, nanotechnology is synonymous with the Adolphe Merkle Institute (AMI). This is hardly surprising given that Ilford’s Marly site is also home to the nanotechnology research institute. Some may think that this is overstating the point, but they would be wrong. While cleantech has only recently become the centrepiece of the canton’s economic strategy (see page 9), it has been an integral part of Fribourg’s business landscape for several years now. Indeed, the canton has made a name for itself as a specialist provider of green trade fair services. In this respect, the canton of Fribourg can be truly considered a trailblazer. In 2007, Bulle hosted Energissima, the first renewable energy fair in Switzerland. In the space of four years, Energissima has become the Swiss platform for professionals working in this sector. Described as “a trade fair that is set to usher in a new era” by the Swiss Environment Minister, Moritz Leuenberger, when he opened the fair in Granges-Paccot in 2009, Energissima has become an unmissable event. Not only is it a platform showcasing the most exciting innovations in renewable energy, but it is also the only national trade fair of its kind which brings together exhibitors from right across the entire energy sector (thermal and photovoltaic solar power, wood-based and geothermal energy, wind and hydroelectric power, biogas, biofuels, clean cars, etc.). From 15 to 18 April 2010, some 200 exhibitors will converge on the city of Fribourg for the 4th edition of Energisimma. Spread over 15,000 m2 of exhibition space, a new feature this year will be the side-fair, ecoHome. Targeted specifically at the general public, it will be a showcase for the latest developments in green construction. “We realised that there was also a keen interest from the public, particularly in ecofriendly construction and renovation ideas”, explains Claire-Lise Rimaz, exhibition manager for Energissima and ecoHome. Both fairs will run concurrently in the Forum Fribourg, thus bringing the different target audiences together under the same roof, while still catering to each of their specific needs. The event is expected to attract more than 20,000 Swiss and overseas’ visitors. Guest of honour at this year’s Energissima is the Chinese province of Zhejiang, which manufactures solar and photovoltaic panels and is a major player in the energy sector. Besides exploiting existing synergies, the 2011 event will also help strengthen the strategic position of Fribourg as the leading platform for renewable energies, green construction, industrial ecology and environmental resource management. “Green fairs and exhibitions deal with subjects which are totally in step with the cantonal government’s own objectives.” But how did Fribourg manage to carve out this niche? Claire-Lise Rimaz believes Fribourg realised early on that it needed to keep a few steps ahead of the game. “When Energissima first came around four years ago, there was little public awareness about renewable energies. Since then, the public has come under intense media pressure. Also, Fribourg is bilingual and enjoys a central position, making it, from a national perspective, an important strategic location. The label is awarded to local authorities that have introduced environmentally sustainable policies in six key areas, including urban planning, construction, public amenities and transport. The rating system is based on a set of 87 criteria. Once a local authority has scored 50%, it is awarded the Swiss “Cité de l’énergie” label. To receive European certification – the European Energy Award – a score of 75% is needed. Fribourg has been a certified “Cité de l’énergie” since 2000 and has finalised and implemented 65% of its planned energy-related measures so far. Investments in making buildings more energy efficient has led to a sharp reduction in heating capacity as well as to an increase in the use of sustainable energy. It is hoped that eventually 20% of all heating systems in the city will be fed by renewable energy sources. Fribourg is also singled out for praise thanks to its pioneering new school building, la Villa Thérèse, constructed according to the Swiss Minergie® standard. Another “Cité de l’énergie”, Châtel-Saint-Denis, uses its drinking water supply to generate electricity. Hydroelectric power stations built on two of its three main catchment basins generate an average of 900,000 kWh a year. The town of Bulle too makes the most of its local resources, especially timber. Gruyère Energie SA forecasts that 90% of the municipality will be connected to its district heating network by 2020 (see article on page 41). As regards mobility, the new H189 bypass should cut town-centre traffic by nearly 60% and has led to the creation of a public transport network. Certification may have so far eluded the Sense/Singine district, but its teamwork has been exemplary. All 19 local authorities have pooled their resources and are jointly working towards certification. It is not always easy to reach an understanding, explains Charlotte Spörndli from Nowak Energie und Technologie AG in St. Ursen. But at least it stops us from doing the same thing 20 times over. WITH THE OPENING OF THE FIRST “Gruyère is the first place I head to when I need to recharge my batteries! I know this region inside out, because this is where I grew up. I love going off the beaten track, leading me into the heart of the untamed Gruyère countryside teeming with life and energy”, declares Paola Ghillani, a sustainable management business consultant (Paola Ghillani & Friends SA, see page 11). She is one of several Fribourg personalities, such as renowned chef Pierre-André Ayer, to feature in the 2010 Fribourg Region brochure. “CORNFIELD HOTEL” IN WESTERN SWITZERLAND AND ITS URBAN GOLF COURSE, FRIBOURG SHOWS THAT SUSTAINABLE TOURISM CAN BE FUN AND INNOVATIVE. AVEC LE PREMIER MAÏS HÔTEL DE SUISSE ROMANDE OU LE GOLF URBAIN, FRIBOURG PROPOSE UNE OFFRE TOURISTIQUE DOUCE, MAIS CRÉATIVE. MIT DEM ERSTEN MAIS-HOTEL DER WESTSCHWEIZ UND DEM STADTGOLF BIETET FREIBURG EINEN SANFTEN, ABER KREATIVEN TOURISMUS. Such is its commitment to sustainable development in the canton that the Fribourg Tourist Board recently devoted one of its newsletters to the subject of ecotourism. While it has long promoted sustainable tourism, human-powered mobility, back-to-nature activities and the region’s cultural heritage, the Fribourg Tourist Board has moved a step further to making sustainable development a reality by signing up to the Swiss Tourism charter. As Nicolas Zapf, Director of the Fribourg Tourism Board, explains: “In 2009, Fribourg and 12 other regions signed the Swiss Tourism sustainable tourism charter. By raising awareness of the issue among our partners such as hotels, we hope to have an environmental management label by the end of 2012”. One of Fribourg’s most innovative and successful tourist offerings – urban golf – recently won an award from the German Sunday newspaper Sonntag Aktuell (circulation of 650,000). This year-round golf course which can be played over nine or 18 holes also doubles up as a tour of the picturesque medieval old town. Close to 10,000 visitors have already tried out the course out since it opened in 2008. The Gruyère Pays-d'Enhaut natural regional park is currently waiting on a decision from the Federal Office for the Environment on its application for the “Park of National Importance” label. In Estavayer-Le-Lac on the shores of Lake Neuchâtel, the first “cornfield hotel” in Western Switzerland was opened in 2009. The region is also the proud holder of the Swiss Tourism “Switzerland Pure” label, together with Les Paccots and Schwarzsee, two other Fribourg tourist resorts. An additional green tourist attraction was launched last year in Romont: “Le Pied Total” is a barefoot trail through the exquisite and energising countryside of La Glâne. @ f/d i www.fribourgregion.ch 201 0 LA TERRE FRIBOURG NETWORK FREIBURG Fribourg proves its green tourism credentials 69 Promotion économique du canton de Fribourg Wirtschaftsförderung Kanton Freiburg Fribourg Development Agency av.
