Dear Mister Emmerson,
In the name of our association which is fighting for the human rights of the Mapuche
People in Chile and Argentina, I want to congratulate and thank you for the quality of the
report you made after your last visit in Chile.
I agree totally with all your conclusions and it is time that Chile seriously takes the
necessary measures in order to fulfil the justified aspirations of the Mapuche people.
Unfortunately this doesn’t seem to be the case and the last incident happening since your
return, the dead of Rodrigo Melinao, will again increase the antagonisms.
So my fear is that your recommendations will again be ignored by the Chilean government
as have been those made by Mister James Anaya in his report from 2009 on the situation
of indigenous people in Chile.
Moreover, the announcements of Michelle Bachelet, candidate and probable winner of the
elections for presidency of next November, are not giving many hope for fundamental
changes.
In fact, the group which will develop the political program for indigenous people of the
candidate is composed mostly of ex-officials of Conadi which was at the base of the
infamous "Origins Program" and of Antonia Urrejola, a former lawyer, advisor for
indigenous policy for the Ministry of the Interior José Miguel Insulza in the government of
Ricardo Lagos, who began to implement the Terrorism Act against the Mapuche
movement.

As Michelle Bachelet has been the head of the United Nations body UN Women, I hope
that the UN institutions may intervene to let her set up a real policy leading to autonomy
for this valiant Nation, whose right of independence had always been guaranteed by all
treaties with the Spanish crown and who declared its independence from Chile and
Argentina on November 17, 1860.
