Piekna 1, 00-477 Warsaw - Internet: www.ambafrance-pl.org/ Antonin BORGNON - E-mail: [email protected] (Page 4/10) AMBASSADE DE FRANCE EN POLOGNE Règlement concernant les bourses du gouvernement français (BGF) : doctorat en cotutelle Conditions générales 1/ Si vous êtes lauréat d’une Bourse du Gouvernement Français, vous ne devrez pas quitter votre pays avant d’être en possession du CampusPass’, des originaux des diplômes et d’une pièce d’identité. 2/ Les facilités vous étant accordées, notamment en matière de prise en charge financière et administratives, ne s’étendront pas aux membres de votre famille qui pourraient vous rejoindre. 3/ Dès votre arrivée en France, vous devez suivre les instructions du CampusPass’ et contacter le centre Campus France de votre région. 4/ A votre demande expresse, Campus France vous proposera, dans la limite des disponibilités, un logement dès votre arrivée, en totalité ou partiellement à votre charge. La réservation d’une chambre universitaire n’est pas systématique, surtout en région parisienne, en raison du nombre élevé de demandes. 5/ Votre statut de Boursier du Gouvernement Français est lié à votre présence sur le territoire français. 6/ La couverture sociale vous couvre, exclusivement pendant la durée de la bourse, pour les risques de maladie, d’accident et de responsabilité civile, à l’exclusion notamment des affections contractées antérieurement à l’arrivée de l’étudiant en France. 7/ L’affectation définitive de la bourse est subordonnée à l’accord de l’établissement auquel vous avez candidaté. 8/ Vous êtes tenu de respecter la durée de formation, ainsi que les règles d’assiduité de l’établissement d’accueil. Vous ne pouvez interrompre votre formation en cours, sauf dérogation expresse notifiée par Campus France. 9/ Les étudiants bénéficiaires d’une bourse s’engagent à s’inscrire au « Club France Pologne », réseau des anciens étudiants des établissements d'enseignement supérieur français. Les coordonnées des boursiers de chaque promotion sont communiquées au gestionnaire du Club France Pologne de l’Ambassade de France. Piekna 1, 00-477 Warsaw - Internet: www.ambafrance-pl.org/ Antonin BORGNON - E-mail: [email protected] (Page 5/10) AMBASSADE DE FRANCE EN POLOGNE Nombre et durée du séjour 10/ Une bourse de thèse en cotutelle finance 3 séjours distincts répartis sur les 3 années académiques que durent la thèse. La durée totale des séjours en France financés par l’Ambassade ne pourra excéder 15 mois, mais il est néanmoins possible de financer des durées inferieures. Tout nouveau séjour en France est pris en charge sous réserve de la capacité de financement de l’ambassade. 11/ Il ne sera pas accordé plus de 5 mois de bourse par année. Pour une bourse accordée en 2016 pour l’année académique 2016-2017, le premier séjour en France devra commencer avant la fin de l’année 2016, en respect du planning des travaux présenté dans ce dossier. Toute exception à ces règles, et toute modification des séjours devra être motivée par un courrier des directeurs de thèse. Ce courrier fera l’objet d’un examen par l’ambassade qui se réserve le droit d’interrompre le financement. Documents obligatoires 12/ La convention de cotutelle devra être finalisée avant le départ en France pour le premier séjour. A défaut, une attestation signée des supérieurs de chaque université devra être fournie. Cette attestation écrite devra mentionner l’engagement des superviseurs à encadrer la thèse et préciser les dates de séjours prévues pour les trois années de la cotutelle (conditions ci-dessous). 13/ La convention de cotutelle définit le cadre universitaire dans lequel se déroulent vos travaux. Ce document est établi entre vos universités de tutelle et vous-même. Cette convention n’engage ni l’ambassade ni Campus France sachant qu’ils n’en sont pas signataires. Reporting 14/ Les publications des travaux de recherche des doctorants bénéficiaires d'une Bourse du Gouvernement Français (posters, présentations orales, articles, revues, ouvrages…) devront faire mention du soutien financier de l’ambassade de France. 15/ La fin du séjour devra faire l’objet d’un rapport rédigé par le boursier selon le modèle fourni. Ce rapport devra être envoyé par mail à l’ambassade au plus tard 1 mois après le retour en Pologne. Monitoring et activités rémunérées 16/ Les activités rémunérées (incluant le monitorat et les vacations d’enseignement) pendant le déroulement du séjour en France devront faire l’objet d’une déclaration préalable, visée par le superviseur. Celui-ci devra certifier que l’activité exercée n’interfère pas négativement dans le déroulement des travaux de doctorat. FRENCH EMBASSY IN POLAND - ul. Piekna 1, 00-477 Warsaw - Internet: www.ambafrance-pl.org/ Antonin BORGNON - E-mail: [email protected] (Page 6/10) AMBASSADE DE FRANCE EN POLOGNE Regulamin dotyczący stypendiów rządu francuskiego (BGF): Stypendia cotutelle Warunki ogólne 1/ Osoby, którym przyznane zostało stypendium rządu francuskiego, w momencie wyjazdu do Francji muszą posiadać CampusPass’, oryginały dyplomów i dowód tożsamości. 2/ Ułatwienia, zwłaszcza natury finansowej i administracyjnej, przyznane stypendyście nie obejmują członków jego rodziny, którzy mogliby do niego dołączyć. 3/ Po przyjeździe do Francji, stypendysta musi stosować się do wskazówek CampusPass’ i skontaktować się z ośrodkiem Campus France w regionie swojego pobytu. 4/ Na wyraźną prośbę stypendysty, zaraz po jego przyjeździe do Francji, Campus France zaproponuje, w ramach istniejących możliwości, mieszkanie całkowicie lub częściowo na koszt stypendysty. Rezerwacja pokoju w akademiku nie jest regułą, zwłaszcza w regionie paryskim, ze względu na wielką liczbę chętnych. 5/ Status stypendysty rządu francuskiego wiąże się z obecnością stypendysty na francuskim terytorium. 6/ Ubezpieczenie społeczne obowiązuje wyłącznie w czasie trwania stypendium i pokrywa koszty leczenia, z wyjątkiem chorób nabytych przed wyjazdem do Francji, koszty następstw nieszczęśliwych wypadków i odpowiedzialności cywilnej. 7/ Ostateczne przyznanie stypendium jest uzależnione od przyjęcia kandydata na wybraną przez niego uczelnię. 8/ Stypendysta jest zobowiązany przestrzegać zasad uczęszczania na zajęcia obowiązujących w uczelni, która go przyjęła. Stypendysta nie może przerwać studiów bez otrzymania wcześniejszej zgody przekazanej przez Campus France. 9/ Beneficjenci stypendium zobowiązują się przyłączyć do „Club France Pologne”, czyli sieci absolwentów francuskich uczelni . Dane osobowe stypendystów z każdego naboru są przekazywane osobie prowadzącej Club France Pologne w Ambasadzie Francji. Zapisanie się do klubu przez stronę www.clubfrancepologne.pl jest wymagane przez wyjazdem na stypendium do Francji. FRENCH EMBASSY IN POLAND - ul. Piekna 1, 00-477 Warsaw - Internet: www.ambafrance-pl.org/ Antonin BORGNON - E-mail: [email protected] (Page 7/10) AMBASSADE DE FRANCE EN POLOGNE Liczba i długość pobytów na stypendium 10/ Stypendium cotutelle pokrywa trzy oddzielne pobyty rozłożone na okres trzech lat akademickich, czyli okres trwania doktoratu. Całkowita długość pobytów we Francji finansowanych przez Ambasadę nie może przekroczyć 15 miesięcy, natomiast sfinansowanie krótszych pobytów jest możliwe. Każdy kolejny pobyt we Francji zostanie sfinansowany przez Ambasadę pod warunkiem, że będzie posiadała środki na ten cel. 11/ Wysokość stypendium na jeden rok wynosi maksymalnie równowartość pięciu miesięcy pobytu. W przypadku stypendium przyznanego w 2016 roku na rok akademicki 2016/2017, pierwszy pobyt we Francji musi się rozpocząć przed końcem 2016 roku, zgodnie z planem pracy przedstawionym w podaniu o stypendium. Wszelkie odstępstwo od tej zasady wymaga uzasadnienia przedstawionego na piśmie przez promotorów. Pismo zostanie rozpatrzone przez Ambasadę, która zastrzega sobie prawo do przerwania finansowania. Wymagane dokumenty 12/ Umowa cotutelle musi zostać podpisana przed pierwszym wyjazdem stypendysty do Francji. W przypadku braku umowy, należy dostarczyć zaświadczenie podpisane przez promotorów doktoratu z obu uczelni. Takie pisemne zaświadczenie musi zawierać zobowiązanie promotorów do opieki nad doktorantem i przewidywane daty pobytu w okresie trzech lat trwania cotutelle (patrz warunki wymienione wyżej). 13/ Umowa cotutelle określa warunki prowadzenia badań na uczelni. Jest zawierana pomiędzy obiema uczelniami i stypendystą i jako taka nie wiąże Ambasady ani Campus France, które nie są jej sygnatariuszami. Reporting 14/ Publikacje prac doktorantów korzystających ze stypendium rządu francuskiego (plakaty, abstrakty, prezentacje ustne, artykuły, książki…) muszą zawierać informację o wsparciu finansowym udzielonym przez Ambasadę Francji. 15/ Na koniec każdego pobytu, stypendysta ma obowiązek przedstawić raport ze stażu według określonego wzoru. Raport ten należy przesłać do Ambasady e-mailem najpóźniej w ciągu miesiąca od powrotu stypendysty do Polski. Zajęcia dydaktyczne odpłatne 16/ Zajęcia dydaktyczne, za które stypendysta otrzyma wynagrodzenie, prowadzone w trakcie trwania stypendium, muszą zostać wcześniej zadeklarowane i zatwierdzone przez promotora. Promotor musi oświadczyć, że prowadzenie tych zajęć nie wpłynie negatywnie na pracę badawczą prowadzoną w ramach doktoratu. FRENCH EMBASSY IN POLAND - ul.
