On January 19, demonstrations took place in several provinces of
the Democratic Republic of Congo, to commemorate the victims
of the 2015 riots against an attempt to change the electoral law,
exactly one year ago. Thousands of people took to the streets in
Bukavu and several hundreds in Lubumbashi, while in the capital
Kinshasa, police prevented demonstrations by arresting
protesters. The United Nations expressed their concern over the
security situation in the country, which they fear will deteriorate
ahead of the upcoming elections.
Last week, on January 13, presumed ADF rebels killed four
Congolese soldiers during an attack in Beni territory, North Kivu.
That same day, nine people were injured when the FARDC
opened fire at civilians in a minerals trading centre in Rubaya, 60
km west of Goma. 200 km north of Goma, civil society in Kirumba
reports a heightened insecurity in their area, with abductions,
killings and pillaging perpetrated against the population by local
and foreign armed militias. After the Miriki attacks at the
beginning of this month, the Congolese army launched military
operations against these rebel groups in Lubero territory.
Infiltration by foreign rebels also continues to cause security
concerns in Uvira and Kalehe territory, South Kivu. In Shabunda
territory, the Congolese army occupies the mining village of
Kamulila in order to repel armed groups who attempt to control
the area. This Monday, the FARDC killed four FRPI militia
members during an attack in Irumu territory, Ituri province.
In Burundi, evidence of extrajudicial killings continues to surface
in Bujumbura. On Monday, January 18, three people were killed
in the 6eme Avenue in Bwiza. The next day, the bodies of two
people, who had disappeared since Sunday, were found in
Kivoga. Meanwhile, the United Nations denounced the
prevalence of cases of sexual violence, torture and killings by
Burundian security forces. The organisation called for an urgent
investigation into the mid-December events and the reported
existence of at least nine mass graves.
In Uganda, criminal gangs have been targeting police officers.
Over the past three weeks, two policemen were killed in Luwero
district. Last week, one police officer was murdered and two
others were injured in three separate incidents in Kampala.
Meanwhile, human rights organisations continue to condemn the
Ugandan government’s crime preventer programme and a lack of
media freedom.

The Central African Republic saw several attacks by Lord’s
Resistance Army elements in the east of the country on Tuesday,
January 19. Militia members injured four civilians and abducted
several others in Bria, while in Zémio, the militia kidnapped and
released ten people. A day earlier, January 18, one MINUSCA
peacekeeper was shot while guarding the Data Processing
Centre of the National Electoral Authority in the capital Bangui.

In the South Kivu province of the Democratic Republic of the Congo (DRC), being identified as the
wife of a rebel or militia member is tantamount to acknowledging that one is an accomplice of an
enemy of the state. Yet these presumed ‘wives’ are forced to survive in or on the periphery of the
combat zones, concealing their identity while using their affiliation to armed groups as a source of
survival. This study, which was conducted in eastern DRC, shows that many of the women are less
dependent on their partners than is generally presumed, and that their spousal relationships often
become a survival mechanism.

The Democratic Republic of Congo (DRC) faces “very real risks of unrest and violence” over
elections later this year while confronting a “significant deterioration” of security in its war-torn
eastern provinces, the top United Nations official in the country warned today. “Presidential and
legislative elections scheduled for November of this year are a deeply divisive issue, particularly
given the continued absence of an agreed electoral calendar or a budget for the elections,”

Le Représentant spécial du Secrétaire général en République démocratique du Congo (RDC),
Maman Sidikou, a fait part jeudi de sa vive inquiétude concernant les risques de troubles en lien
avec les élections présidentielle et législatives prévues en novembre 2016. « Vu la situation qui
prévaut actuellement dans le pays, j'ai jugé opportun de rester dans la zone de la Mission pour
l'exposé d'aujourd'hui », a déclaré M. Sidikou par vidéoconférence devant les membres du Conseil
de sécurité. Maman Sidikou est également le chef de la Mission de stabilisation des Nations Unies
en RDC (MONUSCO).
Opposition demonstrations
RDC: des manifestations dans plusieurs provinces, mais empêchées à Kinshasa | 19 January

Des manifestations appelées par l’opposition en commémoration des émeutes de 2015 contre une
tentative de modifier de la loi électorale ont eu lieu dans différentes provinces, mais la police les a
empêché de se tenir dans la capitale congolaise. A Kinshasa, l’opposition dénonce l’arrestation de
plusieurs personnes mardi dans différents endroits où des conférences et des cultes devaient avoir
lieu. Le Front citoyen, une plate-forme composée des acteurs de l'opposition et de la société civile,
dénonce l'enlèvement et l'interpellation de certains de ses membres. Selon l'opposant Martin
Fayulu, les acteurs et sympathisants du front citoyen voulaient célébrer la mémoire des victimes
des manifestations du 19 janvier 2015. Il parle d’une centaine des cas d’arrestations.
Anniversaire des émeutes de 2015 en RDC: manifestation à Bukavu, opposition muselée à

Près de 5.000 personnes ont manifesté contre le pouvoir mardi à Bukavu, dans l'est de la
République démocratique du Congo, tandis qu'à Kinshasa, la police a empêché toute la journée
les rassemblements prévus par l'opposition à la mémoire des morts de la répression des émeutes
de janvier 2015. A Lubumbashi (sud-est), deuxième ville du pays, l'armée a dispersé à la mijournée quelques 300 personnes réunies à l'appel de l'opposition pour prier dans la rue pour les
quelques dizaines de personnes tuées entre le 19 et le 22 janvier 2015 lors de violences
provoquées par l'examen au Parlement d'un projet de loi électorale contesté.
Commémoration des « martyrs de la démocratie » : 40 arrestations enregistrées, selon l’opposition

Le modérateur de la Dynamique de l’opposition, Jean-Lucien Busa, a indiqué que quarante
arrestations ont été enregistrées, mardi 19 janvier à Kinshasa, lors des manifestations prévues par
l’opposition pour commémorer les « martyrs de la démocratie ». « Au moment où je vous parle, on
enregistre au moins quarante arrestations partout dans la ville », affirme Jean-Lucien Busa.
L’opposition avait planifié d’organiser une série d’activités pour se souvenir des personnes
tombées le 19 janvier 2015 pour protester contre l’adoption de la loi électorale à l’Assemblée
nationale.

Le représentant spécial du secrétaire général de l’Onu en RDC, Maman Sidikou Sambo séjourne,
depuis vendredi 15 janvier, à Bukavu, chef-lieu du Sud-Kivu. Il s’est entretenu avec le vicegouverneur du Sud Kivu et la société civile, au quartier général de la Monusco. C’est la première
visite de Maman Sidikou au Sud-Kivu depuis sa nomination à ce poste le 8 octobre dernier.

Le représentant spécial du secrétaire général de l’Onu en RDC, Maman Sidikou réaffirme le
soutien de la Monusco aux réfugiés burundais du camp de Lusenda, en territoire de Fizi (SudKivu). Il l’a exprimé, samedi 16 janvier, en marge de sa première visite en territoires d’Uvira et Fizi
(Sud-Kivu), où il a été à la tête d’une délégation, composée du vice-gouverneur du Sud Kivu, du
représentant régional du HCR venu de Kinshasa, du commandant FARDC de l’opération Sokola 2.
La Monusco promet son appui à Edem Kodjo en RDC | 20 January 2016 | Radio Okapi
La Monusco réitère sa volonté d’apporter son soutien à Edem Kodjo, envoyé spécial de la
présidente de la commission de l’Union africaine, chargé de mener des consultations en vue du
dialogue politique en RDC. Le porte-parole intérimaire de la mission onusienne, Charles Antoine
Bambara, l’a affirmé mercredi 20 janvier, à la conférence hebdomadaire de l’Onu. « Nous allons
apporter les moyens logistique et technique pour accompagner cette médiation et nous allons
essayer, au niveau de la communauté internationale l’accompagner dans cette mission, afin qu’elle
puisse porter des fruits », a déclaré Charles Antoine Bambara. Il a ajouté que l’UA et les Nations
unies vont travailler ensemble pour la réussite de la mission d’Edem Kodjo en RDC.

Nord-Kivu: 4 militaires tués dans une attaque des ADF à Beni | 14 January 2016 | Radio Okapi
Quatre militaires congolais ont été tués mercredi 13 janvier au cours d’une attaque simultanée
d’une position de l’armée et des casques bleus de la Monusco par des présumés rebelles ADF à
Oipra dans le territoire de Beni. Selon le porte-parole des opérations Sokola 1, lieutenant Mak
Hazukay, sept militaires étaient grièvement blessés au cours de l’attaque. Quatre ont succombé à
leurs blessures ce jeudi dans la matinée. Pour le lieutenant Mak Hazukay, deux assaillants ont été
tués. Les Forces armées de la RDC (FARDC) seraient à la poursuite des autres assaillants.
Nord-Kivu: 9 blessés dans une fusillade à Masisi | 14 January 2016 | Radio Okapi
Neuf personnes ont été blessées par balles mercredi 13 janvier après qu’une dizaine de militaires
des Forces armées de la RDC (FARDC) ont tiré sur des civils dans un comptoir des minerais au
centre de la cité de Rubaya, une localité située à environ 60 kilomètres à l’Ouest de Goma (NordKivu), a rapporté le président de la coopérative minière de Masisi. D’après des sources locales,
tout est parti d’une décente d’une unité des FARDC dans un comptoir d’achat des cassitérites de
la place.
Nord-Kivu: regain d’insécurité à Kirumba | 15 January 2016 | Radio Okapi
La société civile de Kirumba dénonce la montée de l’insécurité dans cette cité, située à 200 km au
Nord de Goma (Nord-Kivu). Cette structure dit avoir recensé, en deux semaines, les cas
d’enlèvements, tueries et vols dans cette partie du Nord-Kivu, où les FARDC mènent des
opérations contre les groupes armés locaux et étrangers. Dans la nuit du 14 au 15 janvier, des
hommes armés ont pillé une dizaine de maisons dans le quartier Kinawa, dans la cité de Kirumba,
où ils ont emporté de petits bétails et autres biens de la population. Un jour avant, des hommes
armés avaient également kidnappé un homme répondant au nom de Bobozo, après avoir fait
incursion dans son domicile, situé au quartier Kisimba, dans la même cité.

La situation sécuritaire, sociale et humanitaire reste précaire à Miriki, huit jours après les tueries
des dix-huit civils par les hommes armés dans cette localité située au sud du territoire de Lubero
(Nord-Kivu). Selon l’administrateur du territoire qui s’est exprimé, vendredi 15 janvier à Radio
Okapi, au moins neuf cent familles de déplacés sont dans le camp de Miriki. Ces déplacés vivent
sans assistance, de suite de la méfiance de la population locale à leur égard. La cohabitation entre
les communautés locales et les déplacés reste très conflictuel depuis quelques semaines à Miriki.

Des groupes armés locaux et étrangers fuient les attaques lancées contre eux par l’armée dans le
territoire de Lubero (Nord-Kivu). L’administrateur de ce territoire, Bokele Joy, a affirmé mardi 19
janvier que des miliciens et des rebelles ont quitté les régions de Miriki et Mbwavinywa où les
militaires mènent cette traque et se dirigent vers les localités de Kamandi et Bunyatenge. La
population locale souhaite que les opérations de l’armée s’étendent dans tout le territoire de
Lubero pour neutraliser ces hommes armés.
Massacre ethnique de Miriki en RDC: réponse "inadéquate" des Casques bleus, selon l'ONU | 20

Les Casques bleus stationnés à Miriki, village de l'est de la République démocratique du Congo
théâtre d'un massacre ethnique nocturne début janvier, ont eu une réponse "inadéquate" face à ce
drame, a déclaré mercredi 20 janvier le chef de la force militaire de l'ONU dans ce pays. "Il a été
constaté une réponse tardive et que moi-même en tant que responsable de la Force, je considère
comme inadéquate", a déclaré le général de division Jean Baillaud lors d'une conférence de
presse à propos des soldats sud-africains qui étaient basés à environ un kilomètre du village et qui
ne sont pas intervenus pour mettre un terme à la tuerie.

Médecins Sans Frontières (MSF) announces today the closure of its project in Mweso, Masisi
territory, North Kivu Province, Democratic Republic of Congo, after armed actors attacked one of
our convoys and abducted two of our staff members from 15-16 December 2016. “We’ve been
forced to take this painful decision because our staff cannot continue to work in a situation where
they are targeted or attacked,” says Annemarie Loof, MSF Operational Manager in Amsterdam.
“After the incident, we were hopeful that we could resolve the situation, and asked everyone we
know to work with us to ensure that everything that was taken from us during the incident was
returned to MSF, and that we receive new security assurances from all actors present in the region.
Unfortunately, despite all our efforts, these conditions have not been met.”
South Kivu
Infiltration d’étrangers armés à Uvira: fin de la mission parlementaire | 14 January 2016 | Radio

La mission parlementaire dépêchée à Uvira pour enquêter sur la présence d’hommes armés
étrangers dans cette partie du Sud-Kivu a terminé son travail mercredi 13 janvier. La cheffe de la
délégation, questeur de l’Assemblée nationale, Elysée Munembwe, a déclaré que la situation qui
prévaut à Uvira mérite une attention particulière. Elle a indiqué que c’est le parlement qui formulera
des recommandations au gouvernement congolais et à la Commission électorale nationale
indépendante (Ceni) sur la situation à Uvira.
Sud-Kivu: des hommes armés burundais signalés à Kalehe | 14 January 2016 | Radio Okapi
Le vice-président de la société civile du territoire de Kalehe, Pascal Muzuka, a indiqué jeudi 14
janvier avoir été témoins des cas d’infiltrations à partir du lac Kivu durant la nuit du vendredi 8
janvier vers les hauts plateaux de Kelehe au Sud-Kivu. D’après lui, 80 hommes armés non
autrement identifiés ont traversé la frontière aux environ de 21 heures, heures locales. Des
informations, démenties par les autorités provinciales mais qui confirment les rumeurs qui

circulaient depuis la semaine passée dans la province, faisant état d’infiltrations de plus d’une
centaine d’hommes armés à Kalehe.

The Congolese army has undertaken a symbolic occupation of the village of Kamulila in the Baliga
area some 40 km from Kigulube in the huge territory of Shabunda in South Kivu. The exercise is
aimed at regaining control over armed groups like the Raia Mutomboki who were initially selfdefence groups but morphed into a militia force that now roams the territory, sowing disorder and
terrorizing and robbing small-scale miners. As for the diggers, they have been compelled to move
into this more isolated area because of a sudden move by the government in early 2015 to ban
mining operations of any type along the Ulindi River in the Shabunda region. Radioactive ore like
has reportedly been found in the area.

Kisangani: 500 ex-combattants réclament un site pour travailler | 18 January 2016 | Radio Okapi
Cinq cent dix-neuf ex-combattants, expulsés jeudi 14 janvier d’un site qu’ils occupaient sur la route
TP depuis 2009 dans la ville de Kisangani, réclament un espace libre pour travailler. Ces éléments
démobilisés depuis 2005 disent avoir été placés à cet endroit par le gouvernement provincial pour
exercer diverses activités comme la menuiserie, la soudure et la fabrication des casseroles. Ils y
ont été délogés par des militaires.

Ituri: tension à Biakato après l’assassinat d’un chef local | 18 January 2016 | Radio Okapi
Une vive tension a été observée lundi 18 janvier dans la localité de Biakato en Ituri, après
l’assassinat du chef de collectivité de Babila-Babombi, Jules Asunya Selemani. Des autochtones
en colère ont tué une personne à coup de manchette avant d’incendier quelques habitations des
ressortissants de la communauté Yira, soupçonnés d’être responsables de ce meurtre. Les forces
de l’ordre sont intervenues en tirant de coups de feu en l’air. Selon l’administrateur du territoire de
Mambasa, Alfred Bongwalanga, le corps de ce chef coutumier est attendu ce lundi à Biakato.
Ituri: 4 miliciens FRPI tués dans une attaque de l’armée | 20 January 2016 | Radio Okapi
Quatre miliciens de la Force de résistance patriotique de l’Ituri (FRPI) ont été tués lundi 18 janvier
dans une attaque menée par les Forces armées de la RDC (FARDC) contre les positions de ce
groupe armé à Burasi, une localité située dans le territoire d’Irumu (Ituri). Des sources sécuritaires
qui livrent cette information indiquent que les militaires ont récupéré après cette attaque 68 vaches
volées par les miliciens à la population locale. D’après un chef local, les miliciens du FRPI avaient
volé le vendredi dernier 150 vaches appartenant à des éleveurs de la région.

Tanganyika: la société civile signale des incendies criminels à Nyunzu | 18 January 2016 | Radio

Le Secrétaire exécutif de la société civile de Nyunzu, Bienvenu Kitumaini, signale plusieurs
incendies recensés le mois dernier à Nyunzu dans la province du Tanganyika. Selon lui, ces
incendies sont d’origine criminelle. Il cite notamment le cas d’un incendie qui a ravagé samedi 16
janvier l’Institut secondaire Salama de Nyunzu. Tous les bâtiments et matériel de l’établissement
scolaire sont partis en fumée, a déploré Bienvenu Kitumaini. Le 8 janvier, le marché de la ville de
Nyunzu a également fait face à un incendie qui, à en croire la même source, était d’origine
criminelle.

Over 400 land-related disputes were peacefully resolved in Kayonza and Nyagatare districts of the Eastern
Province in just 18 months. This was announced Wednesday, during a workshop organised by the United
States Agency for International Development (USAID) in Kigali to mark the conclusion of their two and a half
year project tagged 'Promoting Peace through Land Dispute Management'.

Le présumé chef-rebelle Saïdi abattu | 14 January 2016 | IWACU
Idi Omar Bahenda, alias Saïdi, un ancien capitaine dans l’armée burundaise et l’ancien brigadier
de police Jean Claude Niyongabo ont péri dans un échange de tirs avec les forces de l’ordre ce
mercredi 13 janvier. C’est ce dit le porte-parole de la police, Pierre Nkurikiye. D’après M. Nkurikiye,
Saïdi et Niyongabo étaient pourchassés depuis mardi. Ils étaient à bord du véhicule qu’ils ont dû
abandonner avant de se volatiliser dans la nature. Ils ont passé la nuit en cachette. Le chauffeur
sera appréhendé et la voiture saisie. Pierre Nkurikiye indique que Saïdi était un ancien officier
militaire qui avait été révoqué de ce corps suite aux fautes commises.
Des numéros d’adresse supprimés pour se protéger | 14 January 2016 | IWACU
A l’entrée de certaines avenues de la zone Musaga, les numéros d’adresse de certaines parcelles
ont été effacés, souvent, avec une peinture rouge. A la 12ème avenue du quartier Kinanira, rares
sont les parcelles qui ont encore leur numéro d’adresse visible. Des habitants des quartiers
contestataires, vivant dans une psychose d’insécurité, effacent leurs numéros d’adresse. Eclairage

‘Alarming’ new patterns of violations emerging in Burundi – UN rights chief | 15 January 2016 | UN

The United Nations human rights chief today warned that deeply worrying new trends are
emerging in crisis-torn Burundi, including cases of sexual violence by security forces and a sharp
increase in enforced disappearances and torture cases. He also called for an urgent investigation
into the events that took place in Bujumbura on 11 and 12 December, including the reported
existence of at least nine mass graves. “The 11 December attacks against three military camps
and the large-scale human rights violations that occurred in their immediate aftermath appear to
have triggered new and extremely disturbing patterns of violations,” said UN High Commissioner
for Human Rights, Zeid Ra’ad Al Hussein, in a news release.

L'ONU a dénoncé vendredi 15 janvier l'existence de massacres ethniques, de charniers avec une
centaine de cadavres et de viols collectifs commis par les forces de sécurité au Burundi, pays
plongé depuis fin avril dans une grave crise politique. Le Haut-Commissaire des Nations unies aux
droits de l'Homme, Zeid Ra'ad Al Hussein, a averti que "tous les signaux d'alarme, y compris celui
d'une dimension de plus en plus ethnique de la crise, sont en train de virer au rouge", ajoutant
qu'un "effondrement complet de l'ordre public est imminent".

Selon des sources sur place, ce triple assassinat a été commis à la 6ème avenue au numéro 89
ce lundi 18 janvier en fin d’après-midi par un homme armé sur motocyclette. Plusieurs policiers de
la brigade anti-émeute se sont rendus sur les lieux du crime à bord de leurs pick-up. Leur
déploiement sur cette avenue a créé une panique. La police affirme que les enquêtes ont déjà
commencées pour identifier les auteurs de ce forfait.

Les familles et toutes les connaissances de Damien Bigirimana qui habitait à Jabe et d’Emmanuel
Ndayishimiye, qui vivait à Buyenzi, s’étaient mobilisées depuis leur disparition ce dimanche soir
pour les retrouver. Peine perdue, c’est ce mardi 19 janvier que leurs corps ont été retrouvés à
Kivoga en commune de Mutimbuzi dans Bujumbura dit rural. Selon un membre de la famille de
Damien Bigirimana, ces deux hommes s’étaient rendus à Kanyosha ce dimanche vers de 17h.

A civil society network has urged government to act and stem the rising tide of political violence
that risks threatening the stability of the February 18 election. Kapchorwa Civil Society Network
Alliances executive director, Mr George Kiprotich, reiterated his appeal to opinion, politicians,

Resistance Movement (NRM) party yet they are meant to be nonpartisan, according to a report by
Amnesty International, Human Rights Watch (HRW), Human Rights Network Uganda (HURINETU) and Chapter Four. Released last week, the report is titled "Disband Crime Preventers". It is
based on interviews conducted last month with at least 20 crime preventers and 120 other people
familiar with or affected by their activities. It speaks of clear "evidence" that the activities of crime
preventers are linked to the NRM.

Commander of the Sinia Brigade. The 2,026 victims will be represented during the pre-trial hearing

at the International Criminal Court (ICC). She will be joined by two other lawyers chosen by the

The International Criminal Court (ICC) has said victims of atrocities allegedly committed under the
command of former Lord's Resistance Army rebel Dominic Ongwen will get reparation only if Mr
Ongwen is convicted at the Hague-based court. Mr Ongwen, who surrendered early last year in
Central African Republic, appeared at the ICC pre-trial chamber on January 26 last year before
Judge Ekaterina Trendafilova on seven counts of war crimes and crimes against humanity.

The case is the latest to plague the UN, whose employees in the Central African Republic have
been accused of 22 other incidents of alleged sexual abuse or sexual exploitation in the past 14
months. The UN has been grappling with so many sexual abuse allegations involving its
peacekeepers that Secretary-General Ban Ki Moon recently called them “a cancer in our system”.
The latest allegations involve at least four peacekeepers who are accused of paying girls as young
as 13 for sex at a camp for the internally displaced next to the international airport in Bangui, the
capital.

children by French troops in CAR to the authorities in Paris because of the UN’s failure to stop the

Hit by the collapse in the copper price and his company’s dire financial crisis, Kenneth de Graaf,
CEO of African Metals Corp., is multiplying agreements to convert the firm’s debts. The firm has
just reached an accord with an umpteenth creditor, WS Investment AG (Switzerland) to convert a
$316,000 loan into shares. On Dec. 31, De Graaf proceeded with similar operations totalling over
$815,000. The problem, however, is that in doing so the company, which is active in copper in
Katanga, is diluting its shares. African Metals, which still needs a green light from the TSX Venture
Exchange (AMI 355) for its latest transaction, holds a 75% stake in the Luisha South mine in
Katanga and has an option to boost the holding to 90%. To generate cash, African Metals has also
sold off part of its stockpile of low copper-content ore.

agreements with juniors in the north-east of the Democratic Republic of Congo (DRC) to look for
gold deposits. The company has partnered with TSX-listed Kilo Goldmines, Deveron Resources
and Loncor Resources to bring its land-holdings in the DRC to 6 539 km2. It previously had a JV
with Kilo, called Isiro, through which it identified a 10 km target at Yasua-Yambenda through soil
sampling, pitting and trenching. “We believe north-eastern DRC holds a rich potential for such
discoveries and we trust the country’s government will partner us in our drive to develop a major
gold mining frontier there … by ensuring that the current negotiations about a new mining code
result in one that will justify the capital already spent and attract further investment,” stated
Randgold CEO Mark Bristow.

After many unsuccessful efforts in the past two years to recover goods stolen from the port in Dar
es Salaam in Tanzania, Rwandan companies that export coltan are now using the Kenyan port of
Mombasa - and even though the costs are higher. Among companies that have opted for Mombasa
are Minerals Supply Africa Ltd (MSA) whose goods accounted for half of the total value of
Rwanda’s mining exports in 2014. MSA was hit by the theft of 24 tons of coltan worth $1 million
and transported by Bollore Africa Logistics in March 2014. Two years previously, eight containers
worth $8 million that it sent through Dar es Salaam also vanished.
