1. CECOP DRAFT PROPOSAL – TRANSPARENCY CONSULTATION
As we have already mentioned, the Commission launched the “ European Transparency Initiative” and is
organising a large consultation on this theme (see CECOP NEWS 2006/008 or click here).
We would kindly ask you to react to the CECOP draft proposal to this consultation ( click here in order
to read the text). We will expect your opinions and comments before 15 August 2006 at the
latest.

2. FIRST ONLINE CECOP EXECUTIVE COMMITTEE MEETING
For the first time ever in CECOP’s history, the executive committee met online on Yahoo Messenger on
14 July 2006, from 9.30 to 12.30. It is a real (r)evolution for this meetings session. Indeed, it allows
members to participate to the meetings and follow the debates from anywhere in Europe, indeed in the
world. CICOPA has usually been using this mean of communication for its meetings since November
2003, by connecting instantly representatives from 5 different continents.
All the participants said they were really satisfied… this first experience seems to be a real success.
CECOP hopes to repeat these online meetings and why not broaden the use to other fields.

3. THIRD MEETING OF ENTREPRENEURIAL STAKEHOLDERS WITH
SME ENVOY
On 12 July, CECOP took part in the 3rd regular meeting organised by the new SME Envoy of DG
Enterprise, Ms Lebail, with stakeholders, again with the presence of Ms Rute, Director at DG enterprise,
and a series of Commission civil servants on the various agenda points, including William Neale (an ex
CECOP staff member) for an update on the CIP (Competitiveness and Innovation Programme).

The main information we obtained at that meeting are:

DG Employment is to publish a Green Paper on labour law for the autumn.
The aims are to address the deficiencies in labour law in the face of new needs and realities, try
to adopt a common strategy on labour law, to have a better EU regulation regarding the status
of employed and self-employed, and to improve flexibility while maintaining minimums
standards of security for all ("flexicurity"). It will be important to take part as CECOP, as well as,
possibly within the framework of a common Cooperatives Europe position. It will probably be
necessary to consult our trade union partners at ETUC, who have expressed to us their intention
to take an active part in this consultation.
The Commission plans to publish a new directive aimed at facilitating the implementation of the
directive on public procurement in national legislation. They proposed the enterprise
organisations present to send suggestions before the end of July. They send that they intend to
propose a quota of 78% for SMEs. If you have any comment you wish CECOP to convey, please
send us an e-mail.
The CIP (Competitiveness and Innovation Programme) has now been approved by the European
parliament and the Council, and is planned to be operational by January as planned. The
Commission intends to transfer the management of the CIP to an autonomous agency.

4. NUWPC CONFERENCE IN SOFIA - ERRATUM
The end of the text of this news was missing in last week’s newsletter. We apologise for this.
Here is the complete text.
On 6 July, a practical and scientific conference on “The role of the cooperative system in the social
economy and social state development” was organised in Sofia, under the patronage of Mr Georgi
Parvanov, President of the Republic of Bulgaria who opened the conference.
The conference was attended by the 3 main cooperative unions, the University of National and World
Economy, the Economic and Social Council of the Republic of Bulgaria as well as the presidents of the
two main trade unions in Bulgaria and the president of the employer’s organisation.
The main reports were delivered by lecturers from the university cooperative management department.
The foreign panellists invited included ICA president Ivano Barberini, Cooperatives Europe director
Rainer Schlüter, and CECOP general secretary Bruno Roelants, as well as French worker cooperative
Cheque Dejeuner’s international department director Ivon Legrand and Coop Est board member Marcel
Hipszman, also in charge of missions for the president of ESFIN-IDES, a member of CECOP. They also
met the Bulgarian President, the President of the Parliament Mr Georgi Pirinski and the President of the
Bulgarian economic and social council, Mr Lalko Dulevski.
On 7 July, Ivano Barberini and Bruno Roelants had an in-depth meeting with the 3 cooperative Unions,
which are studying the possibility of constituting together an association. The collection of scientific
reports and the contributions made during the conference will be published later.

Comme nous vous en avons déjà parlé, la Commission a lancé « l'initiative européenne en matière de
transparence » et organise actuellement une large consultation sur ce thème (voir CECOP NEWS
2006/08 ou cliquer ici).
Nous vous demandons de réagir à la proposition de réponse de la CECOP à cette consultation (cliquer
ici pour lire le texte). Merci de bien vouloir nous faire parvenir votre avis et commentaires avant le
15 août 2006 au plus tard.

2. PREMIERE REUNION EN LIGNE DU COMITE EXECUTIF DE LA
CECOP
Pour la première fois dans l’histoire de la CECOP, le comité exécutif s’est réuni en ligne sur Yahoo
Messenger ce 14 juillet de 9h30 à 12h30. Il s’agit d’une véritable (r)évolution dans la tenue de ces
réunions. En effet, cela permet aux membres de participer aux réunions et de suivre les débats de
n’importe où en Europe voire dans le monde. CICOPA utilise régulièrement ce moyen de communication
pour ses réunions depuis novembre 2003, en mettant en communication instantanée des représentants
des cinq continents.
Tous les participants ont dit qu'ils étaient vraiment satisfaits … cette première expérience semble donc
être une véritable réussite.
La CECOP espère répéter ces réunions en ligne et pourquoi pas élargir l’usage à d’autres domaines.

3. TROISIEME REUNION DES STAKEHOLDERS
ENTREPRENEURIAUX AVEC LA REPRESENTANTE DES PME
Le 12 juillet, CECOP a participé à la 3ème réunion régulière organisée par la nouvelle Représentante
des PME (" SME envoy ") de la DG Entreprise, Mme Lebail, avec les stakeholders, une nouvelle fois avec
la présence de Mme Rute, Directrice à DG Entreprise, et une série de fonctionnaires de la Commission
sur les différents points de l'ordre du jour, y compris William Neale (un ex membre du personnel de la

CECOP) pour une mise à jour sur le CIP (Programme Compétitivité et Innovation).
Les principales informations que nous avons obtenu à cette réunion sont:

La DG Emploi doit publier un Livre vert sur le droit du travail pour l'automne.
Les buts sont de faire face aux carences dans le droit du travail face aux nouveaux besoins et
réalités, d'essayer d'adopter une stratégie commune sur le droit du travail, d'avoir une meilleure
règlementation au niveau de l'UE concernant le statut d'employé et d'indépendant, et
d'améliorer la flexibilité en maintenant des niveaux des minimums de sécurité pour tous
("flexicurity"). Ce sera important de participer comme CECOP, ainsi que, si possible, dans le
cadre de Coopératives Europe. Il sera probablement nécessaire, également, de consulter nos
partenaires syndicaux à la CES, qui nous ont exprimé leur intention de participer activement à
cette consultation.
La Commission compte publier une nouvelle directive visant à faciliter la mise en oeuvre de la
directive sur les marchés publics dans la législation nationale. Ils ont proposé que les
organisations d'entreprise présentes envoient des suggestions avant la fin juillet. Ils comptent
proposer un quota de 78% pour les PME. Si vous avez un commentaire que vous souhaitez que

Le CIP (Programme Compétitivité et Innovation) a maintenant été approuvé par le Parlement
européen et par le Conseil, et devrait devenir opérationnel vers janvier comme prévu. La
Commission compte transférer la gestion du CIP à une agence autonome.

4. CONFERENCE DE NUWPC A SOFIA - ERRATUM
Nous avons oublié de citer de nom de M. Hipszman, participant à la conférence dans la
newsletter de la semaine passée. Nous nous excusons pour cette petite erreur. Voici donc le
texte complet.
Le 6 juillet, une conférence pratique et scientifique qui avait pour thème « Le rôle social du système
coopératif pour le développement de l’économie sociale et de l’état social » était organisée à Sofia, sous
le patronage de M. Georgi Parvanov, President de la République de Bulgarie, qui a ouvert la conférence.
On pouvait compter parmi les participants à cette conférence les 3 principales unions coopératives,
l’Université de l’économie nationale et mondiale, le conseil de la république de Bulgarie ainsi que les
présidents de 2 principaux syndicats de Bulgarie et le président de l’organisation des employeurs.
Les principaux rapports ont été présentés par des conférenciers du département de gestion coopérative
de l’université. Les intervenants étrangers invités comprenaient le président de l’ACI, Ivo Barberini, le
directeur de Cooperatives Europe, Rainer Schlüter, et le secrétaire générale de la CECOP, Bruno
Roelants, ainsi que le directeur du département international de la coopérative de travail associé
« Chèque Déjeuner » Ivon Legrand, et Marcel Hipszman, membre du conseil d’administration de Coop
Est, qui est également chargé de mission auprès du président d’ESFIN-IDES, un membre de la CECOP.
Ces personnes ont rencontré le Président bulgare, le Président du parlement M. Georgi Pirinski, et le
Président du conseil économique et social de Bulgarie, M. Lalko Dulevski.
Le 7 juillet, Ivano Barberini et Bruno Roelants ont participé à une rencontre avec les 3 unions
coopératives de Bulgarie qui étudient la possibilité de constituer une association ensemble. La collecte
des rapports scientifiques et les contributions effectuées durant cette conférence feront l’objet d’une
publication ultérieure.
