1. A FIRST SCE HAS BEEN ESTABLISHED AS A EUROPEAN SOCIAL
COOPERATIVE
On 6 July 2006, a first ever European social cooperative society, Escoop, has been formally established
in front of a notary, in Mola di Bari, Italy, between various Italian, Finnish and Spanish organisations
involved in social services, the academic world and public administration, having at its centre the
Italian social cooperative consortium Elpendu. There are other candidates for membership in France,
Germany, Greece, Poland, Slovakia, Estonia, Portugal and Hungary.
Escoop will come into force as a SCE (European Cooperative Society) on 18 August at 0:01h, when the
SCE regulation will enter into force on the whole EU territory, as a social cooperative with its
headquarters in Italy and under Italian law 381.
Escoop’s main activities will be the study and monitoring of the evolution of social enterprises in their
diverse legal forms and fields of intervention; the implementation of pilot projects aimed at developing
job creation and satisfying emerging social needs; and the promotion of research and training in those
fields.

2. INTERNATIONAL SUMMER SCHOOL ON SOLIDARITY ECONOMY
IN EUROPE:
ENTERPRISE AND REGIONAL DEVELOPMENT BEBRA-IMSHAUSEN,
GERMANY, 7 TO 11 JULY 2006
This is the third time the Summer School takes place, this time with a focus on local and regional
development. It is organised by Prof. Clarita Mueller at the Von Trott Foundation in the North Hessen
countryside, which has an important history in the German resistance to the Nazi regime and later in
the West-East dialogue during the Cold War (it was a few hundred meters from the wall). With about
50 participants, the school counted with the presence of professors and students from various German

universities (Berlin, Kassel, Cologne, Stuttgart) as well as representatives from both catholic and
protestant churches, trade unions and local government. Bruno Roelants gave a presentation on the
role and contribution of worker cooperatives to local development, including some concrete examples
like Ardelaine in France, which made a strong impression on the participants given the similarities
between the regions of Ardeche and North Hessen. Other people from the CECOP network also took an
active part: Marie Luise Cavallaro and Burghard Flieger from NETZ, and Paolo Galeotti and Stefania
Checchelani from Solco Mantova (member Federsolidarietà), accompanied by a representative of the
Mantova public administration.
Several speakers were invited to share their knowledge on: European Union regional policy (Claudia
Sanchez Bajo, PhD in development studies and researcher on regional integration), Italian incubators of
social cooperatives (Dario Carrera from Rome Tor Vergara University), and Brazilian university
incubators (Rosangela Alvez de Oliveira from Kassel University), while Burghard Flieger presented the
German cooperative incubator Innova. Through workshops based on participative methodologies, fours
groups worked out priorities, strategies and concrete steps for regional development, in particular on
sustainable development and energy, food production and consumption, a regional incubator of
solidarity economy initiatives and especially cooperatives, and regional finance and token currencies.
Finally, an international declaration was discussed and signed by all those present to support and
promote the initiatives approved by consensus.

3. NUWPC CONFERENCE IN SOFIA
On 6 July, a practical and scientific conference on “The role of the cooperative system in the social
economy and social state development” was organised in Sofia, under the patronage of Mr Georgi
Parvanov, President of the Republic of Bulgaria who opened the conference.
The conference was attended by the 3 main cooperative unions, the University of National and World
Economy, the Economic and Social Council of the Republic of Bulgaria as well as the presidents of the
two main trade unions in Bulgaria and the president of the employer’s organisation.
The main reports were delivered by lecturers from the university cooperative management department.
The foreign panellists invited included ICA president Ivano Barberini, Cooperatives Europe director
Rainer Schlüter, and CECOP general secretary Bruno Roelants, as well as French worker cooperative
Cheque Dejeuner’s international department director Ivon Legrand and Coop Est board member Marcel
Hipszman, also in charge of missions for the president of ESFIN-IDES, a member of CECOP. They also
had met the Bulgarian President, the President of the Parliament Mr Georgi Pirinski and the President of
the Bulgarian economic and social council, Mr Lalko Dulevski.
On 7 July, Ivano Barberini and Bruno Roelants had an in-depth meeting with the 3 cooperative Unions,
which are studying the possibility of constituting together an association. The collection of the scientific

1. UNE PREMIERE SCE A ETE ETABLIE COMME COOPERATIVE
SOCIALE EUROPEENNE
Le 6 juillet 2006, une toute première société coopérative sociale européenne, Escoop, a été établie
officiellement devant un notaire, à Mola di Bari, Italie, entre plusieurs organisations italiennes, finnoises
et espagnoles impliquées dans les services sociaux, le monde académique et l’administration publique,
avec en son centre le consortium italien de coopératives sociales Elpendu. Il y a d'autres candidats pour
adhésion en France, Allemagne, Grèce, Pologne, Slovaquie, Estonie, Portugal et Hongrie.
Escoop entrera en vigueur comme SCE (Société Coopérative Européenne) le 18 août à 0:01h, quand le
règlement SCE entrera en vigueur dans tout le territoire de l'UE, comme une coopérative sociale avec
son siège social en Italie et d’après la loi italienne 381.
Les principales activités d'Escoop seront l'étude et le monitoring de l'évolution des entreprises sociales
sous leurs différentes formes légales et différents champs d'intervention; la mise en oeuvre de projets
pilotes visant la création de postes de travail et la satisfaction de besoins sociaux émergeants; et la
promotion de la recherche et de la formation dans ces domaines.

2. ECOLE INTERNATIONALE D’ETE SUR L’ECONOMIE SOLIDAIRE
EN EUROPE: L’ENTERPRISE ET LE DEVELOPPEMENT REGIONAL.
BEBRA-IMSHAUSEN, ALLEMAGNE, DU 7 AU 11 JUILLET 2006
Il s’agit de la troisième école d’été qui est organisée. Cette fois, l’accent était mis sur l’entreprise et le
développement régional. Elle était organisée par le Prof. Clarita Mueller de la Fondation Von Trott qui
est située dans le nord du Land de la Hesse. Cet endroit possède une histoire importante dans la
résistance allemande au régime Nazi et plus tard, dans le dialogue Ouest-Est pendant la guerre froide
(elle se trouve à quelques centaines de mètres du mur). Parmi les 50 participants, l’école a reçu des
professeurs et étudiants de nombreuses universités allemandes (Berlin, Kassel, Cologne, Stuttgart)

ainsi que des représentants de l’église catholique et protestante, des syndicats et du gouvernement
local.
Bruno Roelants a fait une présentation sur le rôle et la contribution des coopératives de travail associé
au développement local, comprenant des exemples concrets comme Ardelaine en France, qui a
grandement impressionné les participants et qui dressait les similitudes entre la région de l’Ardèche et
celle du Nord de la Hesse. D’autres personnes du réseau CECOP ont activement pris part à cet
évènement : Marie Luise Cavallaro et Burghard Flieger de NETZ, et Paolo Galeotti et Stefania
Checchelani de Solco Mantova (membre de Federsolidarietà), accompagnés d’un représentant de
l’administration publique de Mantova.
Divers intervenants ont été invités à partager leur connaissances sur : la politique régionale de l’Union
Européenne (Claudia Sanchez, Docteur en études développement et chercheur dans l’intégration
régionale), L’incubateur italien des coopératives sociales (Dario Carrera de l’université Tor Vergara de
Rome), pendant que Burghard Flieger présentait l’incubateur coopératif allemand : Innova. A travers
des ateliers basés sur les méthodologies participatives, 4 groupes ont travaillé sur les priorités, les
stratégies et les avancées concrètes du développement régional en particulier, le développement
durable et l’énergie, la production et la consommation de nourriture, un incubateur régional d’initiatives
d’économique solidaire et particulièrement, les coopératives, et la finance régionale et les monnaies
d’échange (token money). Finalement, une déclaration internationale a été débattue et signées par
tous ceux présents pour soutenir et promouvoir les initiatives approuvées par consensus.

3. CONFERENCE DE NUWPC A SOFIA
Le 6 juillet, une conférence pratique et scientifique qui avait pour thème « Le rôle social du système
coopératif pour le développement de l’économie sociale et de l’état social » était organisée à Sofia, sous
le patronage de M. Georgi Parvanov, President de la République de Bulgarie, qui a ouvert la conférence.
On pouvait compter parmi les participants à cette conférence les 3 principales unions coopératives,
l’Université de l’économie nationale et mondiale, le conseil de la république de Bulgarie ainsi que les
présidents de 2 principaux syndicats de Bulgarie et le président de l’organisation des employeurs.
Les principaux rapports ont été présentés pat des conférenciers du département de gestion coopérative
de l’université. Les intervenants étrangers invités comprenaient le président de l’ACI, Ivo Barberini, le
directeur de Cooperatives Europe, Rainer Schlüter, et le secrétaire générale de la CECOP, Bruno
Roelants, ainsi que le directeur du département international de la coopérative de travail associé
« Chèque Déjeuner » Ivon Legrand, et le membre du conseil d’administration de Coop Est, qui est
également chargé de mission auprès du président d’ESFIN-IDES, un membre de la CECOP. Ces
personnes ont rencontré le Président bulgare, le Président du parlement M. Georgi Pirinski, et le
Président du conseil économique et social de Bulgarie, M. Lalko Dulevski.
Le 7 juillet, Ivo Barberini et Bruno Roelants ont participé à une rencontre avec les 3 unions coopératives
de Bulgarie qui étudient la possibilité de constituer une association ensemble. La collecte des rapports
scientifiques et les contributions effectuées durant cette conférence feront l’objet d’une publication
ultérieure.
