#9 SEPTEMBRE September 2014 Édito Valoriser nos métiers Editorial Promoting our professions Vous m’avez réélu en mai dernier à la présidence de la COFREND pour les quatre prochaines années et je vous remercie sincèrement pour la confiance renouvelée que vous m’accordez, qui me conforte dans la justesse des actions stratégiques que nous avons décidées et engagées depuis plus de deux ans. Je souhaite que cette nouvelle mandature soit placée sous le signe de la valorisation de nos métiers en poursuivant les efforts déployés en direction de la mise en place de notre filière END, la démonstration de notre expertise à travers la qualité de notre système de certification et de la diversité des travaux scientifiques et technologiques engagés. Pour cela, nous développons un ensemble d’outils de communication adaptés à nos objectifs et au service de la profession permettant d’appuyer toutes les initiatives tant au niveau national qu’international visant à renforcer l’image des END et à rendre nos métiers attractifs. Nos commissions « Organisations professionnelles » et nos Comités régionaux ont à sensibiliser l’ensemble des acteurs publics comme privés, mais c’est aussi la mission de chacun d’entre nous de véhiculer le message autour de nous d’une filière métier riche et passionnante ● Last May, you have elected me as the President of COFREND for the four coming years and I sincerely thank you for your renewed confidence; it confirms that the strategic actions that have been decided and carried out for more than two years were appropriate. For that, we have developed a set of communication tools adapted to our objectives and at the service of the profession, supporting all national and international initiatives which aim to strengthen the image of NDE and enhance the attractions of our professions. I wish to place under this new mandate the promotion of our professions by continuing the efforts made in the direction of setting up our NDE professional track, by providing evidence of our expertise through the quality of our certification system and the diversity of the scientific and technical work performed. Cette démarche s’inscrit dans la lignée stratégique de la COFREND, pour mieux asseoir ses fondamentaux et ses principales missions, légitimer son rôle d’asso- ciation représentative du monde des END au travers de cinq pôles : • Gouvernance ; • Organisation professionnelle ; • Certification et Qualification ; • Scientifique et Technique ; • Communication et Événementiel. Les nouveaux statuts ont donné lieu à l’élection du président, du conseil d’administration et du bureau. Les organes de représentation régionale sont maintenus. Le 19 mai, M. This step is in line with COFREND’s strategy aimed at providing a more solid base to its main missions and at legitimating COFREND’s role as the Association representative of the NDE profession through five hubs: • Governance, • Professional Organisation, • Certification and Qualification, • Scientific and Technical matters, • Communication and Events. The new Articles of Association have given rise to the election of the President, the Board and he Bureau of the Board. Regional representation bodies remain unchanged. La COFREND déménage COFREND moves out Dès le 28 juillet 2014, la COFREND rejoint les quartiers du 17e arrondissement de Paris, où est désormais établie la « Maison des END ». Dans sa volonté de rassembler la famille des END, la Maison des END regroupera l’ensemble des acteurs de la profession. Sur 300 mètres carrés au 64 rue Ampère, dans le 17e arrondissement de Paris, elle accueillera les permanents de la COFREND et mettra à disposition de ses membres des salles de réunion pour recevoir les différents Groupes de Travail et, nouveauté, une salle de session d’examen qui permettra de recevoir près d’une quarantaine de candidats. As of 28 July 2014, COFREND moves to the 17th district of Paris where the “House of NDEs” will be from now on. With the intention of bringing together the NDE family, the House of NDEs will unite all those involved in the profession. In the 300 m² of 64 rue Ampère, it will host COFREND’s permanent team and will offer meeting rooms to the members for their various working groups; a new feature is an examination room which can seat forty candidates. Placée sous la thématique de la valorisation des métiers, l’emploi et la formation, la table ronde d’ouverture a permis d’aborder les enjeux liés aux besoins en compétences dans les métiers des essais non destructifs. De grandes entreprises telles qu’Airbus Helicopters, EDF, Total Raffinage & Chimie ainsi qu’Aérocampus Aquitaine ont pu débattre sur les perspectives de croissance de l’activité des END dans leur secteur industriel respectif. La séance inaugurale en la présence de M. Fabien Robert, adjoint au maire de la ville de Bordeaux, a permis de mettre l’accent sur l’importance des activités liées aux essais non destructifs, peu connus du grand public, mais pourtant bien présents dans nos industries, y compris celles établies dans le Bassin aquitain. À noter, et c’est une première, toujours sur la thématique de l’emploi et la formation, une journée portes ouvertes, avec l’appui des institutions et des organisations borde- l’honneur avec la participation de près de 90 conférenciers venus présenter aux congressistes les nouvelles applications industrielles des méthodes END et leurs travaux de « Un millésime exceptionnel avec près de 2250 visiteurs, soit 1000 visiteurs de plus qu’en 2011. » Elle a été suivie par la visite du Village des exposants, qui rassemblait soixante entreprises, venues mettre en valeur leur expertise, leurs compétences et leurs dernières innovations technologiques dans les essais non destructifs. La recherche et l’innovation scientifiques ont également été mises à recherche et développement dans les domaines nucléaire, aéronautique, du transport ferroviaire et du génie civil. Toujours dans le domaine scientifique, la COFREND avait organisé la 2e édition du Prix Claude-Birac : NUMÉRO 9 – SEPTEMBRE 2014 – PAGE 04 trois lauréats ont été récompensés pour leurs travaux de recherche. Ce prix s’inscrit dans une approche de la COFREND visant à encourager les jeunes doctorants dans le domaine de l’innovation et de la recherche scientifiques. Pour compléter le programme des conférences scientifiques, deux sessions plénières présentées par des chercheurs réputés du CNRS et de l’INRIA ont également permis d’aborder les END dans les domaines médical et du développement numérique. Manifestation triennale, la prochaine édition des Journées COFREND se tiendra en 2017 à Strasbourg et sera l’occasion de célébrer les 50 ans de notre Confédération. Les conférences scientifiques Plus de 600 congressistes ont assisté à la présentation de 106 conférences techniques et de 28 posters de doctorants. La thématique qui s’est dégagée de ces journées est celle des ondes guidées. En effet, 16 communications faisaient référence à cette technique ultrasonore prometteuse pour le suivi de l’endommagement des structures. Comme lors des précédentes journées à Dunkerque et à Toulouse, les applications des ultrasons et des courants de Foucault multiéléments sont également des sujets qui sont revenus souvent dans les exposés. L’autre thématique importante de ces journées 2014 a été la tomographie. Les conférenciers ont en effet permis d’apprécier l’essor industriel de cette technologie. Le point commun de toutes les Journées COFREND a été la grande diversité des sujets traités ainsi que la richesse et la densité des informations fournies. Cela a permis au congressiste de trouver la problématique qui l’intéressait particulièrement et de repartir de ces journées avec une synthèse des innovations en essais non destructifs. Ces Journées COFREND ont également été marquées par le vif succès des posters de doctorants. À Bordeaux, une heure entière leur a été consacrée afin que les doctorants puissent partager avec les congressistes les résultats de leurs travaux sonore appliquée à la caractérisation des os présentée par Pascal Laugier (Laboratoire d’imagerie biomédicale de l’université Pierre et MarieCurie) et l’autre, plus générale, sur l’évolution des outils de calcul par Michel Kern (INRIA et Maison de la simulation à Saclay). Under the theme of the promotion of Professions, Employment and Training, the opening debate detailed the challenges linked to the needs in competencies in nondestructive testing professions. Large companies such as AIRBUS Helicopters, EDF, TOTAL Refining & Chemistry as well as AEROCAMPUS Aquitaine discussed the growth perspectives of the NDE activity in their respective industrial sectors. The opening ceremony in presence of Mr. Fabien ROBERT, deputy Mayor of Bordeaux, was an opportunity to stress the importance of the activities linked to Non Destructive testing, little known to the Public but present in our industries, including those of the Aquitaine Basin. Still in the scientific domain, COFREND had organised the 2nd edition of the Claude BIRAC Prize which was awarded to three nominees for their research work. This Prize reflects COFREND’s approach for encouraging young doctorands in the field of scientific innovation and research. To complete the scientific program, two plenary sessions presented by two well-known researchers from CNRS and INRIA, described NDE applications in the medical field and in digital development. A triennal Manifestation, the next COFREND Days will take place in 2017, in Strasbourg and will be the opportunity to celebrate the 50 years of our Confederation. Scientific presentations More than 600 participants listened to 106 technical presentations and saw 28 doctorand posters. Indeed, 16 presentations dealt with this promising ultrasonic technique for the monitoring of degradations in structures. As in the previous congresses in Dunkerque and Toulouse, applications of phased array ultrasonics and array probe eddy current testing were also part of many sessions. Another important topic of those days was tomography, the industrial rise of which was developed by the various speakers. The point common to all the COFREND Days was the great diversity of topics and the wealth and density of the information supplied. Each participant could thus find the field of enquiry he was specifically interested in and leave this conference with a synthesis of innovation in Non-Destructive Testing. These COFREND Days were also marked by the great success of the ultrasonic imaging applied to the characterisation of bones, given by Pascal LAUGIER (Laboratory of biomedical Imaging of the Pierre et Marie CURIE University) and the other one, on the more general topic of the evolution of computation tools by Michel KERN (INRIA and Maison de la Simulation in SACLAY). Bilan des premières journées portes ouvertes de la COFREND Claude BIRAC Prize The doctorands’ work was held in honor in Bordeaux. Their specific poster session was a very much appreciated opportunity for interchanges. Participants were thus able to assess the diversity and originality of NDE-dedicated research and obtain from enthusiastic young researchers detailed explanation of their work. Ceci grâce à des conférences bien structurées et claires, à une table ronde apportant du concret par les témoignages de contrôleurs et la présence d’industriels, à des ateliers de démonstration des principales méthodes et aux personnes sur les stands qui ont su prendre le temps pour expliquer ce métier aux jeunes qui le connaissent trop peu. This event was a great success with the presence of 300 persons, mainly students from the University Institute of Technology of Bordeaux. An enquiry revealed the attendants’ satisfaction at having discovered NDE, through well-structured conferences, a debate with the concrete statements of operators and the presence of industrialists, experimental demonstration of the main methods and the persons at their booths who took the time to explain their profession to these young people who know little about it. The promotion of NDE professions made by specialists during this day were aimed at creating new vocations, and finding new collaborators through the organization of a job dating session. NUMÉRO 9 – SEPTEMBRE 2014 – PAGE 07 Comité scientifique permanent Les Groupes de Travail de la COFREND Interview de Bernard Bisiaux, Président du Pôle Scientifique et Technique COFREND Les 12 Groupes de travail de la COFREND • Groupe TOFDT • Groupe Alternatives à la gammagraphie • Groupe Modélisation en ET Pilotés par le CSP (Comité scientifique permanent), les douze Groupes de Travail rassemblent aujourd'hui plus d'une centaine d'experts des END. Comment les Groupes de Travail sont-ils créés ? C'est le CSP de la COFREND qui initie et pilote les Groupes de Travail. Tout adhérent peut proposer un groupe sur un sujet technique dans les END. Si celui-ci est validé par le CSP, le groupe sera alors créé. Pour participer à un groupe ou en initier un, n'hésitez donc pas à contacter la COFREND ! Quels sont les sujets de travail des groupes ? Il s'agit de sujets techniques. Par exemple, une technique émergente, comme le TOFD. Ce sont aussi des sujets d'actualité, comme la tomo- graphie ou la radiographie numérique, de nouvelles techniques comme les multiéléments matriciels ou encore des sujets plus prospectifs, comme les alternatives au ressuage et à la magnétoscopie, qui ne manqueront pas de s’implanter dans les années à venir. Que produisent, in fine, ces Groupes de Travail ? Il s'agit d'être concret et donc de jalonner les travaux des groupes avec des comptes rendus réguliers au CSP. Les groupes s'engagent et signent un ordre de mission. Les travaux d'un groupe peuvent ainsi aboutir à des cahiers de bonnes pratiques, des recommandations normatives, des projets de nouvelles certifications COFREND, mais aussi la publication de Cahiers techniques ou la mise en place de conférences ● Permanent Scientific Committee COFREND Working Groups An interview of Bernard Bisiaux, President of the Scientific and Technical Hub. Steered by the Permanent Scientific Committee (CSP), the 12 Working Groups bring together today more than one hundred NDE experts. How are the Working Groups created? COFREND’s CSP initiates and steers the Working Groups. Any member can propose a group to work on an NDE related topic. If the project is validated by the CSP, the group is then created. For participation in a group or the creation of a new one, do not hesitate to contact COFREND! What are the subjects on which the groups work? They are technical subjects, such as for example, an emerging technique; the TOFD. There are also topical subjects such as tomography or digital radiography, new techniques such as ultrasonic matrix arrays or else prospective topics such as the methods alternative to penetrant testing and magnetic particle testing likely to be implemented in the coming years. At the end, what is the output of the working groups? The work of the groups must be tangible and therefore followed up through periodic reports to the CSP. The groups have a commitment and they sign a letter of duty. Une mobilisation qui marque bien les enjeux des nouvelles méthodes d’essais non destructifs (END) et l’engagement des industriels pour des technologies ayant moins d’impacts sur l’hygiène et la sécurité des opérateurs et sur l’environnement. Nul doute, le vert l’a bien emporté lors de cette journée organisée au Cetim à Senlis, le 27 mars 2014, sur les alternatives au ressuage et à la magnétoscopie. Méthodes d’essais non destructifs largement utilisées dans l’industrie pour la détection de défauts de surface, ces méthodes ont un impact non négligeable sur la santé et la sécurité des opérateurs et sur l’environnement (champs magnétiques, émissions de COV, traitement des déchets, etc.). Raison pour laquelle, le Cetim et les sociétés Ixtrem et Holo3 se sont engagés dans un programme de recherche sur trois ans appelé « Green Testing », soutenu par le programme Life+ de l’Union européenne, et qui vise à trouver des alternatives à ces deux technologies. Un million d’euros y a été investi dont 470 000 euros en provenance de l’Union européenne. Les objectifs du programme sont ambitieux. Il s’agit en effet de réduire de 20 à 30 % la consommation d’énergie, l’utilisation des produits chimiques et la production de déchets ; de réduire les coûts de contrôle de façon drastique (de l’ordre de 20 à 40 %) ; et enfin de réduire l’impact environnemental de plus de 90 % avec l’apport de nouvelles technologies. L’importance des enjeux est ainsi bien réelle ! En témoignent les quelque 150 industriels présents qui sont venus s’informer sur les résultats du projet. Les travaux concernent autant la définition de bonnes pratiques en ressuage et magnétoscopie que la mise en valeur de technologies nouvelles de substitution (magnétoscopie basse fréquence, thermographie infrarouge avec excitation par induction, ondes guidées ultrasonores et résonance acoustique). Côté résultats, les partenaires du projet Green Testing ont réalisé des tests comparatifs sur une centaine de pièces industrielles avec défauts pour comparer les méthodes traditionnelles par magnétoscopie et par ressuage aux méthodes et techniques alternatives. Les domaines d’application, les gains environnementaux, économiques et techniques et les limites ont été présentés pour chacune des méthodes et techniques de substitution. Tous ces résultats sont consultables dans des guides publiés sur le site www.greentesting.fr À l’issue de la journée, des démonstrations en petits groupes ont également été organisées afin que chacun puisse constater de visu des résultats obtenus à l’aide des quatre démonstrateurs ● Green Testing: NDE go green at the Cetim The seminar on the transfer of the results of the “GREEN Testing” program, organised in the Cetim facilities in Senlis and presenting the alternatives to penetrant testing and magnetic particle testing was attended by 150 participants. A mobilisation which clearly shows the interest in new NDE methods and the industrialists’ commitment to use technologies which have less impact on health and safety of operators and on the environment. No doubt, « green » was leading during the seminar on techniques alternative to penetrant testing (PT) and magnetic particle testing (MT), organised in CETIM facilities in Senlis, the 27 March 2014. Non-destructive testing methods widely used in the industry for the detec- tion of surface defects, PT and MT have a significant impact on health and safety of operators and on the environment (magnetic fields, VOC emission, waste management, etc.). This is why CETIM with Ixtrem and Holo3 companies have initiated a three-year research program called “GREEN Testing”, supported by the European Community “Life +” program, aimed at finding alternatives to those two technologies. The program has ambitious objectives. Energy consumption, use of chemicals and production of waste must be reduced by 20 to 30 %; inspection costs must be drastically reduced (from 20 to 40 %); last but not least, the environmental impact must be reduced by more than 90 % by the use of new technologies. The challenge is real! As shown by the 150 industrialists who came to learn the project results. The work concerns both the definition of good practices in penetrant testing and magnetic testing and the promotion of new substitution technologies, (low frequency magnetic testing, infrared thermography with excitation by induction, guided ultrasonic waves and acoustic resonance). On the results side, the partners in the “GREEN Testing” project had carried out comparative tests on a good hundred industrial parts to compare the traditional methods of PT and MT to the alternative methods and techniques. The scope, the environmental economical and technical benefits as well as the limits were described for each substitution method or technique. All these results can be found in the guides published on the Website www.greentesting.fr At the end of the day, demonstrations for small groups enabled everybody to witness the results obtained with the four demonstrators ● NUMÉRO 9 – SEPTEMBRE 2014 – PAGE 09 Certification Deux en un Fusion des comités CCPA et CCF au 1er janvier 2015. Le CCPA (Comité de certification des produits en acier) et le CCF (Comité de certification de la fonderie) ont décidé de fusionner au sein d’un même comité de certification au 1er janvier 2015 pour créer le Comité de certification des produits métalliques (CCPM). Ce futur comité a pour ambition de gérer la certification des agents en essais non destructifs concernés par la production de pièces métalliques quel que soit le mode d’élaboration et de transformation : sidérurgie, métallurgie (tubes) ou fonderie. Cette décision, prise en plein accord par les deux comités, fait suite à une réflexion concernant les comités « Produits industriels » à la COFREND visant à clarifier auprès des industriels le choix du comité d’appartenance des opérateurs en fonction de leur secteur d’activité et à proposer une certification parfaitement adaptée à leur métier et leur travail quotidien. Au sein du Comité de direction certification (CDC) de la COFREND, le CCPM deviendra l’interlocuteur privilégié des industriels concernés par la fabrication des produits métalliques pour la formation et la certification des opérateurs. La certification CCPM proposée permettra de garantir les compétences spécifiques que doivent avoir les contrôleurs par rapport aux métiers dans la sidérurgie, fonderie ou fabrication des tubes. LA LETTRE D’INFORMATION DES PROFESSIONNELS DES ESSAIS NON DESTRUCTIFS La création de ce nouveau comité permettra de mutualiser les ressources disponibles dans les deux comités afin d’optimiser son fonctionnement. Les membres des deux comités se réunissent depuis le mois de juillet 2013 pour définir le fonctionnement du CCPM. Le CCPM couvrira donc trois secteurs correspondant aux produits suivants définis dans la procédure CDC PG 02 011 : • un secteur sidérurgique (wp, f) : produits corroyés plats ou longs, y compris les pièces forgées et matricées ; • un secteur tubes et produits connexes (t) : tubes sans soudure, tubes soudés, raccords et fonds, y compris les produits plats lorsque leur contrôle fait partie du cycle de fabrication (à partir de la mise en forme du tube, de l’accessoire ou du fond). Sont exclus les contrôles des soudures circulaires, de raboutage ou toute soudure d’assemblage du tube ; • un secteur fonderie (c) : pièces moulées tous alliages et procédés de fonderie. Chaque secteur produit conservera ses spécificités concernant les programmes de formation et le contenu des examens. Les examens pratiques ne seront basés que sur des pièces correspondant au secteur de provenance du candidat. Par exemple, un fondeur sera examiné sur des sujets de pièces de fonderie et un forgeron contrôlera des pièces corroyées. Les examinateurs seront des professionnels des secteurs concernés. Le bureau du CCPM sera composé d’un président, d’une secrétaire, de trois vice-présidents (un vice-président par secteur produit) et d’au moins trois membres représentant chaque secteur produit. Après la fusion entre les comités de certification sidérurgique et tubes en 2002 pour créer le Comité de certification des produits en acier, le CCPM deviendra l’unique comité « Produits industriels » au sein de la COFREND ● NUMÉRO 9 – SEPTEMBRE 2014 – PAGE 10 Certification Two at a time This future Committee has the ambition to manage the certification of NDT operators concerned by the production of metallic parts whatever their elaboration or transformation modes be: iron and steel industry, metallurgy (tubes) or foundry. This decision, made in full agreement by the two committees, follows a reflection within COFREND concerning the Committees for Industrial Products; the objective was to clarify for industrialists the choice of the Certification Committee for operators in relation to their activity sector and to propose a certification that perfectly matches their profession and daily work. In COFREND’s Certification Executive Committee (CDC), the CCPM will become the privileged interlocutor of industrialists dealing with the manufacturing of metallic Evénement 7e Conférence européenne sur le SHM S'est tenue à Nantes du 8 au 11 juillet, à l'initiative de l'IFSTTAR, de l'INRIA et de l'université de Nantes, la 7e Conférence européenne sur le SHM (Structural Health Monitoring / Surveillance de l'état des structures) qui a réuni quelque 470 congressistes venus du monde entier. Près de 350 conférences et près d'une vingtaine d'exposants, dont la COFREND, étaient au rendezvous pour présenter les dernières avancées technologiques. En effet, reposant sur des technologies de l'évaluation et du contrôle non destructif, les systèmes dits SHM permettent d'anticiper les dégradations d'une structure et d'éviter les accidents, grâce à des outils de surveillance collectant des informations dans le temps. Are excluded: the inspection of girth welds, butt welds or any tube joining weld, • A sector for foundry (c): castings, all alloys and foundry processes. Each product sector will keep its specificity as far as training programs and examination content are concerned. Practical exams will be based only on parts corresponding to the candidate’s sector of origin. For instance, a founder will undergo an exam on castings and a blacksmith will inspect wrought parts. The examiners will be professionals coming from the sectors concerned. The CCPM bureau will be composed of a president, a secretary, three vice-presidents (one vice-president per product sector) and at least three members representing each product sector. Following the merger of the certification committee for steel industry and that for tubing in 2002 which gave birth to the certification committee for steel products, the CCPM will be the only committee for “Industrial Products” within COFREND ● Event 7th European Conference on SHM The 7th European Conference on Structural Health Monitoring (SHM), which brought together a good 470 participants from all over the world, was held in Nantes, from 8 to 11 July 2014 on the initiative of IFFSTAR, INRIA and Nantes University Nearly 350 presentations and 20 exhibitors, among which COFREND, were on the program to present the EWSHM 2014 latest technological advancements. Indeed, based on NDE and NDT technologies, SHM systems enable us to anticipate the degradations of a structure and to avoid accidents, by means of monitoring tools which continuously record data. The approach is based on four main steps: inspection at the design stage, inspection and measurement of loads and environmental parameters, diagnosis and finally monitoring of the evolution of structural degradations. The power of digital simulation algorithms, the low consumption of probes and their capability for wireless communication, have significantly contributed to the development of SHM. While aerospace industries are the leaders in research, other sectors are also concerned such as Civil Engineering which represents 60 % of the SHM market.
