NEWSLETTER Page 2 AVIATION Allocation de créneaux Au cours des décennies passées, l'aviation est devenue un mode principal pour le transport international massif pour des passagers et de la cargaison de haute valeur. Cela se poursuivra pendant les années à venir. Le Livre Blanc de septembre 2001 indique qu'à cet égard, il est important de repenser des opérations d'aéroport pour optimiser l'utilisation de la capacité existante d'aéroport et les allocations de créneaux sont un des instruments pour réduire des contraintes de capacité ou comment les manipuler d'une manière satisfaisante. À présent, quelques aéroports ont une capacité de demande excédant la provision, tandis que d'autres aéroports ont un excès de capacité à certains heures de la journée. Environ 45 aéroports ont les créneaux coordonnés, ce qui est une indication significative du problème. Une nouvelle structure régulatrice pour des allocations des créneaux est nécessaire et la Commission poursuivrait pour réviser le Règlement du Conseil 95/93 du 18 janvier 1993 sur des règles communes pour l'allocation de slots aux aéroports de la Communauté. La phase 1 entraînerait une modification modérée du règlement, tandis que la Phase 2 mènerait à une nouvelle révision du règlement, afin d'aller vers une plus grande flexibilité dans l'allocation de créneaux avec le recours aux mécanismes de marché pour améliorer l'accès. Dans ce cadre l'objectif consiste en ce que n'importe quel mécanisme du marché doit assurer la mobilité des créneaux et l'utilisation efficace de capacité d'aéroport, que la compétition efficace aux aéroports d'UE soit maintenue, et que la compatibilité de n'importe quel arrangement avec les procédures mondiales doit également être assurée. La Commission passerait à la Phase 2, seulement après avoir réuni, au moyen d'une étude, les données nécessaires et appropriées de l'information, pour avoir accès à l'effet d'arrangements d'allocation de créneaux différents, basés sur le mécanisme du marché, étude effectuée par NERA (National Economic Research Association) et achevée en février 2004. Slot allocations Over the past decades, aviation has become a major mode for international mass transport for passengers and high value cargo. This will continue for the years to come. The White Paper of September 2001 indicates that in this respect, it is important to rethink airport operations in order to optimise the use of existing airport capacity, and slot allocations is one of the instruments to reduce capacity constraints or how to handle them satisfactorily. At present, a number of airports have a request capacity exceeding the supply, while other airports have excess of capacity at certain times of the day. Some 45 airports are slot coordinated, which is a significant indicator of the problem. A new regulatory framework for slot allocations is needed and the Commission would pursue to revise the Council Regulation 95/93 of 18 January 1993 on common rules for the slot allocation at Community airports. Phase 1 would entail a moderate modification of the regulation, while Phase 2 would lead to a further review of the regulation, so as to move towards greater flexibility in slot allocation with recourse to marker mechanisms to improve access to the market. In this relation the objective is that any market mechanism should ensure mobility of slots and efficient use of airport capacity, that effective competition at EU airports is maintained, while compatibility of any such scheme with world-wide procedures should equally be ensured. The Commission would proceed Phase 2 only after having gathered by means of a study the necessary information and relevant data in order to access the effect of different slot allocation schemes, based on market mechanism, study carried out by NERA 5National Economic research Associates) and completed in February 2004. L'histoire du syndicalisme en Pologne: Avant 1980, il n'existait qu'une seule centrale syndicale. Après les évènements de 1980 ce fut l'ère du changement. L'accord des quinze donna la création de "SOLIDARNOSC", qui à ce jour comptabilise 750 000 adhérents. Un deuxième syndicat, dénommé "OPZZ", basé à Varsovie, comptabilise également 750 000 adhérents, regroupés dans plusieurs fédérations syndicales. The history of the syndicalism in Poland: Before 1980, there was only one single association of labour unions. After the events of 1980 it was the era of the mutation. The agreement of the fifteen led to the creation of " SOLIDARNOSC ", which this day books 750 000 members. A second syndicate, called " OPZZ ", based in Warsaw, books also 750 000 members, regrouped in several associations of labour unions. On May 23, 1990 three important laws were adopted by the parliament: ·1 Law on salaries - Loi sur les salaires ·2 Law on the employers - Loi sur les employeurs ·3 Laws for the settlement of conflicts. - Lois pour le règlement des conflits. En 1994 on a vu la création d'une commission tripartite pour les Affaires Socio-économiques. Le critère de représentativité pour les centrales était de 300 000 membres. En l'année 2000, 18 organisations se sont réunies pour former le forum des syndicats appelé "FZZ", dans lequel se trouve "KADRA" avec un effectif de 650 000 membres. En 2001, le critère de représentativité est passé de 300 000 membres à 500 000 membres. L'organisation "KADRA" est présente dans le forum et occupe le siège de suppléant, la permettant de participer à la commission tripartite. 1994 saw the creation of a tripartite commission for Socioeconomic Affairs. The criterion of representativeness for unions was 300 000 members. In 2000, 18 organizations met to form the forum of syndicates, called "FZZ ", of which is "KADRA" makes part with a strength of 650 000 members. Une particularité en Pologne, par rapport à l'histoire, les syndicalistes étaient présents au Parlement par le biais de mandats parlementaires. Une nouvelle loi a été élaborée et promulguée pour avoir une séparation entre politique et syndicalisme. En ce qui concerne le dialogue social autonome, il existe des difficultés au niveau de la négociation sectorielle. En effet, les employeurs, coté privé, ne jouent pas le jeu et laissent la part belle au employeurs coté état (encore aujourd'hui le plus grand employeur en Pologne c'est l'Etat) Pour information, il existe 31 organisations dans les houillères. Quatre organisations se distinguent, y compris KADRA. Il existe deux catégories de personnel en Pologne, les ouvriers et les non-ouvriers. Les ouvriers sont scindés en deux catégories : postes administratifs et postes liés à la production. Les postes sont couvert selon deux critères : ils tiennent compte du niveau d'éducation et aussi sur l'expérience professionnelle. Malgré les difficultés, nos collègues polonais ont montré leur enthousiasme à vouloir instaurer un dialogue social de qualité tel qu'il est promu par l'Union européenne. All the professions are represented in the three trade-union structures of the KADRA. A peculiarity in Poland, with regard to the history, the union activists were present in the Parliament by means of parliamentary mandates. A new law was elaborated and promulgated to have a separation between politics and syndicalism. As regards the autonomous social dialogue, there are difficulties at the level of the sector-based negotiation. Indeed, the private employers do not play the game and leave the heavy part to the state employers (even today the biggest employer in Poland is the State) For information, there are 31 organizations in the coal mines. Four organizations distinguish themselves, including KADRA. There are two categories of staff in Poland, the handcraft and the non-handcraft. The handcraft is split into two categories: administrative posts and a category connected to the production. The positions are covered according to two criteria: they take into account the educational level and also on the professional experience. In spite of the difficulties, our Polish colleagues showed their enthusiasm o wanting to establish a qualitative social dialogue such as promoted by the European Union. NOUVEL ADHERENT « ACTP » NEW MEMBER ACTP ACTP Le dernier Conseil d'Administration de la FICT s'est déroulé le 17 décembre 2004 à Paris. Une année qui s'est terminé avec l'adhésion de l'organisation suisse ACTP (Association des Cadres des Transports Publiques) The last Council meeting of the FICT took place on December 17, 2004 in Paris. A year which ended with a new member of the FICT, the Swiss organization ACTP (Association of Executives in Public Transport) La Suisse, par sa position géographique centrale en Europe, est un pays essentiel au niveau de la coopération européenne du transport. Switzerland, by its geographic central position in Europe, is an important country in respect to the European cooperation in transport. Les liaisons Nord-Sud se font en grande partie par des massifs comme les Pyrénées et les Alpes. En ce qui concerne les Alpes, seulement une partie de ces liaisons passent par la France ou par l’Autriche, pays membres de l’UE. De ce fait, les autres liaisons passent par la Suisse et sont un enjeu important pour l’UE. En conséquence l’UE et la Suisse ont une coopération très étroite et beaucoup de règles, applicables dans l’UE, le sont également en Suisse. The North - South routes pass for a large part through massifs, such as the Pyrenees and the Alps. As to the Alps, only a part of these routes cross France or Austria, member states of the European Community. The other routes cross Switzerland and are an important stake for the <EU. As a consequence, the EU and Switzerland have a very close cooperation and a number of rules, applicable in the Union, are also valid in Switzerland..
