BACKGROUND
TRAFFIC is a strategic alliance of WWF-World Wide Fund For Nature and IUCN-International Union for
Conservation of Nature working to ensure that trade in wild animals and plants is not a threat to the
conservation of nature.
With funding of ITTO, TRAFFIC is executing a Cameroon government project under the Ministry of Forestry
and Wildlife (MINFOF). The project concerns strengthening the national process for controlling illegal logging
and associated trade in Cameroon in order to contribute to transparency of timber trade in Cameroon with a
view to address the problems of unsustainable timber harvesting, weak forest law enforcement and illegal trade
of the country’s timber. The outputs that will be achieved are (1) Implementation capacity of Forest Law
Enforcement (FLE) of the MINFOF and enforcement agencies strengthened; (2) Coordination of relevant
government agencies for forest law enforcement strengthened and (3) Transparency of timber legality systems
in Cameroon improved. Under this third output, the project intends to hire a consultant to help coming out with
relevant elements and design a tool to improve the communication and information sharing system within the
forest sector, giving the opportunity to the country to improve his credibility nationally and internationally by
posting this tool in the MINFOF website.
DUTIES:
The position will emphasize on bringing in elements for the development of an information system for the
monitoring of timber trade in Cameroon, by:
a)
Capitalizing preliminary results of the timber trade study on the subject;
b)
Reviewing technical tools available for the capture of forest statistics in accordance with Cameroon’s
partners working on traceability projects;
c)
Capitalizing on the traceability information system so far developed;
d)
Having consultative meetings with the Ministry of Forestry and Wildlife to draw a framework of relevant
information to post online;
e)
Developing a simple IT tools to capture data and statistics from the forest sector regarding legal and illegal
logging and associated trade (exploring the design of an on-line information register) in collaboration with
MINFOF;
f)
Preparing a technical report in French or English (with a brief summary in the other language) as well as a
related PowerPoint document.

QUALIFICATIONS
The study should preferably be carried out by an Individual Consultant with:
•
a minimum of Bac.+ 5 (Engineer or Master, PhD) in Computer Science, new technologies of
information and communication or related fields ;
•
a proven work experience of at least 3 years in similar projects in Cameroon and/or elsewhere, with a
good knowledge of the major issues of conservation in the Congo Basin forests;
A particular attention will be given to applicants having :
•
a working expertise in the areas of forest logging and associated trade, forest resources management,
governance, traceability and legality of timber;
•
a good knowledge of the laws and regulations of logging and associated trade in Cameroon;
•
a knowledge of certification systems, as well as strong working experience with International NGOs.
SKILLS REQUIRED
• Good written and oral communication;
• Good interpersonal skills;
• Fluency in French and English (bilingualism is highly necessary);
• Good knowledge of computer software (Word, Excel ...) and ICT;

CONTEXTE
TRAFFIC est une alliance stratégique de WWF-Fonds Mondial pour la Nature et l'UICN-Union Internationale
pour la Conservation de la Nature qui a pour mission de s’assurer que le commerce de la faune et de la flore
sauvages ne menace pas la conservation de la nature.
Grâce au financement de l'OIBT-Organisation Internationale des Bois Tropicaux, TRAFFIC met en ce moment
en exécution un projet du gouvernement du Cameroun sous le couvert du Ministère des Forêts et de la Faune
(MINFOF). Le projet porte sur le renforcement du processus national de contrôle de l'exploitation forestière
illégale et le commerce associé au Cameroun afin de contribuer à la transparence du commerce du bois au
Cameroun en vue de résoudre les problèmes de récolte non durable du bois, l'application insuffisante de la
législation forestière et le commerce illégal du bois du pays . Les résultats attendus sont : (1) la capacité de mise
en œuvre et d'application de la Loi forestière par les services compétents est renforcée; (2) la collaboration des
services gouvernementaux compétents pour l'application de la législation forestière est renforcée et (3) la
transparence du système de légalité du bois au Cameroun améliorée. C’est donc dans le cadre du 3e résultat
attendu de ce projet qu’il est envisagé d’embaucher un consultant pour aider à collecter des éléments pertinents
afin de développer un outil de communication permettant d'améliorer le système de communication et de
partage de l'information dans le secteur forestier, et partant d’aider à crédibiliser le secteur forestier camerounais
au niveau national et international.
TRAVAIL A FAIRE
La consultation mettra l'accent sur le développement d’éléments devant soutenir la mise en place d'un système
d'information pour la surveillance du commerce du bois au Cameroun, par :
a)
la capitalisation des résultats préliminaires de l’étude sur le flux et circuits de bois au Cameroun y relatifs ;
b)
l’examen des outils techniques disponibles pour la capture des statistiques forestières en conformité avec
les partenaires du Cameroun travaillant sur des projets de traçabilité;
c)
la capitalisation du système d'information de traçabilité développé jusqu'ici au Cameroun;
d)
la tenue des réunions de consultation avec le Ministère des Forêts et de la Faune pour définir un cadre
d'informations pertinentes à mettre en ligne;
e)
le développement d’un outil informatique simple pour la capture des données et des statistiques du secteur
forestier concernant l'exploitation forestière légale et illégale ainsi que du commerce y associé (explorer la
conception d'un registre d'information en ligne) en collaboration avec le MINFOF;
f)
La préparation d'un rapport technique en français ou en anglais (avec un bref résumé dans l'autre langue) y
compris le développement d’un PowerPoint y relatif.

QUALIFICATIONS REQUISES
L'étude devrait être réalisée de préférence par un Consultant Individuel ayant :
• un niveau minimum Bac. + 5 (Ingénieur ou Master, PhD) en informatique, nouvelles technologie de
l’information et de la communication ou domaines connexes ;
• une expérience de travail avérée d’au moins 3 ans dans des projets similaires au Cameroun ou ailleurs,
avec une bonne connaissance des grands enjeux de conservation des forêts du Bassin du Congo ;
Les candidatures avec les spécifications ci-après seront traitées avec beaucoup plus d’attention :
• une expertise dans les domaines de l'exploitation forestière de bois et le commerce associé, la gestion
des ressources forestières, la gouvernance, la traçabilité et la légalité du bois ;
• une bonne connaissance des lois et règlements de l'exploitation forestière et du commerce associé au
Cameroun ;
• une connaissance des systèmes de certification, ainsi qu’une solide expérience de travail avec une ONG
Internationale.
COMPETENCES REQUISES
• bonne écriture et communication orale ;
• bonnes aptitudes interpersonnelles ;
• maîtrise du français et l'anglais (le bilinguisme est fortement nécessaire) ;
• bonne connaissance des logiciels informatiques (Word, Excel ...) et des NTIC ;
