EDITORIAL
Dear members,
April and May have been loaded months for CECRA. Members from the ECD, CIV and
Independent Repairers’ divisions met in Brussels to speak about the respective deeds and to
agree on the planned actions for the near future. Members from the three divisions showed
high interest in the issues that CECRA is currently dealing with and confirmed their
commitment to provide CECRA with their precious contribution.
A particular focus was dedicated to the question of Big Data. On this point CECRA issued a
firt Press Release at the request of ECD mentioning publicly that "Dealers need equal access
to vehicle data". A CECRA’s position paper will be adopted soon, following up on this April
CECRA's public statement (more info in the section CECRA IN THE PRESS).
Talking about new passenger car registrations, in April, the EU market posted once again a
positive result, confirming the positive trend that is now going on for 32 consecutive
months. Registrations during the month grew 9.1% compared to April 2015, reaching
1,273,733 units. This is the highest result in volume terms since April 2008, just before the
economic crisis hit the automotive industry. Among the major markets, Spain (+21.2%) and
Italy (+11.5%) recorded the strongest performances with double-digit percentage gains,
followed by Germany (+8.4%), France (+7.1%) and the UK (+2.0%).
I also would like to attract your attention on the information sent to all our active members
on 25 May about our September’s elections and insist on the deadline mentioned in this
letter (25 June) to receive your answer.
September will be again an important month with our annual dinner on 21 September (the
invitation will be sent to you very soon), the General Meeting with the Board’s elections on
22 September in the morning followed by the European Car Dealers Day in the afternoon.
As it is the last Newsletter before the Summer break, we wish you all a very nice holiday
and will welcome you all again in September.

PASSENGER CARS
Registrations in April 2016
In April 2016, the EU passenger car market posted strong results again, marking the 32nd
consecutive month of growth. Registrations during the month grew by 9.1% compared to
April 2015, reaching 1,273,733 units. Among the major markets, Spain (+21.2%) and Italy
(+11.5%) recorded the strongest performances with double-digit percentage gains, followed
by Germany (+8.4%), France (+7.1%) and the UK (+2.0%).

COMMERCIAL AND INDUSTRIAL VEHICLES
Registrations in April 2016
In April 2016, demand for new commercial vehicles in the EU increased for the 16th
consecutive month. Total commercial vehicle registrations grew by 14.6%, totalling 195,013
units. Growth was sustained across all segments of commercial vehicles. Looking at the
largest markets, Italy recorded the highest upturn (+32.5%) followed closely by Spain
(+19.5%), Germany (+12.3%) and the UK (+11.2%).

CECRA LOBBYING ISSUES
GEAR 2030
As you may remember, during the first meeting of the WG 1 - project team 3 of GEAR 2030
on the ‘Adaptation of the value chain’, held in Brussels on the 29th of April 2016, a
presentation had been given by FIA and AIC (Automotive Intelligence Centre). This
presentation was containing a table with supposedly all the relevant players of the

Proposal for a Directive on online sales of goods
On the 12th of May 2016, CECRA, Eurocommerce and Eurochambres met with the aim of
discussing their respective strategies with regard to the EC Proposal for a Directive on
certain aspects concerning contracts for the online & other distance sales of goods.
CECRA, for its part, has already launched its own lobbying activity within the EU Parliament
and several meetings are planned for the coming weeks with MEPs … (see more)
Commission launches public consultation on EU consumer and marketing law
On the 12th of May 2016 the European Commission launched a public consultation on the
evaluation of key EU consumer and marketing law directives. It will contribute to the Fitness
Check of six directives and to the evaluation of the EU Consumer Rights Directive … (see

Odometer fraud: invitation to an international conference
On the 19th of October 2016 CARPASS (the Association that, since 2006, runs the Belgian
system against the odometer fraud) will be holding the International Conference on policies
against the odometer fraud, on the occasion of the 10th anniversary of CARPASS.
CECRA, as a partner of this event, will be intervening at the conference to show all the
initiatives that it has been taking over the last years in order to raise the awareness at the
European level on the mileage fraud issue … (see more)
International Trend Forum 2016
On the 18th and 19th of May CECRA attended the 10th edition of the International Trend
Forum, which took place in Wolfsburg on the initiative of the University of Ostfalia, under the
patronage of Volkswagen and Skoda.

Car dealers demand equal access to vehicle data

“Car dealers need to get equal access to data generated by connected vehicles”
says Antje Woltermann, Chairperson of the European Car Dealers (ECD) and vice
president of the European Council for Motor Trades and Repairs (CECRA). Only
customer data provides car dealers with the opportunity to develop sustainable
business models, CECRA says in a press release.
The organisation points out that franchise dealers are investing large amounts of money in

des centaines de millions d’euros pour rendre leur showroom toujours plus
attractif, il ne peuvent que constater que les constructeurs se positionnent plus

l’autopartage et du covoiturage.

El Consejo Europeo del Comercio y la Reparación del Automóvil (Cecra) ha
organizado recientemente un grupo de trabajo en Colonia (Alemania) con el fin de
tratar dos temas que acaparan el interés de los talleres independientes europeos:
el acceso a la información técnica para la reparación y mantenimiento de los
vehículos y la telemática en los mismos.
El estudio Ricardo (elaborado a petición de la Comisión Europea con la colaboración de
Cetraa, entre otros) fue el punto de partida con el que se destaparon las deficiencias que
hay para que los reparadores independientes accedan a la información técnica de niveles 1 y
2 de los vehículos, algo que desde la patronal de talleres española consideran
“imprescindible para que una reparación cumpla con todas las garantías” ... (see more)

Better regulation to strengthen competitiveness

Following a policy debate on better regulation to strengthen competitiveness, the
Council adopted the following conclusions.
THE COUNCIL:
ACKNOWLEDGES that better regulation is a key driver for delivering economic growth and
fostering innovation, competitiveness, SMEs and job creation, and for a fully functioning
Single Market. REITERATES the need to ensure that EU regulation is transparent, simple and
is achieved at minimum cost, and to always take into account a high level of protection of

Emissions Scandal
Dieselgate’ delays worry Volkswagen dealers

UK dealers are facing delays in fixing the 1.2 million vehicles recalled as a result of
the Volkswagen Group emissions scandal, which they fear could see their
workshops overrun with years of warranty work that generates little extra profit
for their effort.

Mayor of Paris goes to CJEU to oppose diesel engine anti-pollution standards

The initiative came from a local authority. On Wednesday 11 May, the mayor of
Paris, Anne Hidalgo, announced that she had appealed to the European Court of
Justice (CJEU) to oppose the very controversial decision adopted in committee
procedures on 28 October to reduce the levels demanded in European legislation
(EURO VI standards) for NOx emissions from diesel engines.
This decision was taken in the wake of the Volkswagen scandal and the introduction of

VW agrees to lift wages for German workers despite scandal costs

Volkswagen Group agreed to raise German workers’ pay after labor leaders vowed
that employees won’t foot the multi-billion-euro bill to resolve its diesel-emissions
scandal.
VW agreed a 4.8 percent pay increase with Germany's powerful IG Metall labor union for
around 120,000 workers at the carmaker's western German factories including the main

emissions scandal that began with Volkswagen Group, it's finding not all
carmakers are so keen to cooperate.
Fiat Chrysler Automobiles snubbed the German Transport Ministry's efforts to question the

Opel admits using emissions software but claim it is legal as German government
opens investigation over company’s

After GM Diesels was accused of cheating emissions by using a software and Opel
CEO Karl-Thomas Neumann claimed that the reports are not true, the company has
announced that they are indeed using emissions software but says this is legal.
In a report by Auto Blog, Neumann said that the company does not use any "illegal defeat

Industry arguments seem again to be called into question in VW scandal

The argument advanced by car makers that some defeat devices are necessary to
protect vehicles' engines is not a valid one from a technical point of view,
according to Richard Smockers, Principal Adviser, Sustainable Transport &
Logistics, Netherlands Organisation for applied scientific research (TNO),
addressing MEPs on European Parliament's committee of inquiry into the
Volkswagen scandal.
After denying the existence of any devices falsifying vehicle performance data on emissions
of polluting gases (NOx), some car makers then argued that they were needed to protect

If dealers are ‘customers’, some manufacturers need to work on their service

A few years ago, senior executives at several significant car manufacturers told me
they viewed dealers as their customers. I silently scoffed at the time, given that
this was in the twilight years of the Motor Vehicle Block Exemption Regulation and
the few protections afforded specifically to a franchised dealer by the European
Union were about to be stripped away.

Google positions updated Android as a standard for cars

New European laws introduced to protect driver privacy

German gov't approves EV and plug-in hybrid incentives

The German cabinet today approved new incentives and tax breaks to boost
demand for electric cars in an attempt to meet its target of bringing 1 million EVs
onto roads by the end of the decade.
Under the plans, buyers of electric cars will receive a 4,000 euro subsidy, while buyers of

Les résultats d’une enquête de la DGCCRF repris depuis hier par les médias
discréditent une fois de plus l’ensemble de la profession. Le CNPA ne peut accepter
que l’on remette en cause ses fondements et ses valeurs de transparence et
d’éthique et rappelle ses nombreuses propositions pour lutter contre les pratiques
relevées.
Une précédente enquête de la DGCCRF en 2015 sur le marché de la réparation-collision
avait déjà pointé du doigt un taux d’infraction important dans les garages. Avant de revenir

Autos d'occasion: les professionnels regrettent la communication de la Répression
des fraudes

Les professionnels de l'automobile ont regretté mardi la méthode de
communication de la Répression des fraudes, qui avait pointé la veille des
"anomalies" dans près de la moitié des commerces de véhicules d'occasion qu'elle
a inspectés.
"Les résultats d'une enquête de la DGCCRF (...) discréditent une fois de plus l'ensemble de
la profession", a affirmé le Conseil national des professions de l'automobile (CNPA) dans un

NADA insight: six ways to increase your used car performance

Uber meets three commissioners to discuss collaborative economy

At his own request the American head of Uber, Travis Kalanick, met three
European commissioners on Monday 23 May - Elzbieta Bienkowska (Interrnal
Market), Violeta Bulc (Transport) and Carlos Moedas (Research) to discuss the
collaborative economy.
Very little information has filtered out from the meeting. When asked by Reuters on
Friday 20 May, about the meeting, Deputy Chief Spokesperson for the European
Commission Alexander Winterstein said that the Commission felt that new
technologies of this sort widened the range of choices on offer to European consumers
and ensured ever more competitive prices ... (see more)
