Le 15 Mars 2011 à 14 h 30mn , il sera procédé dans les bureaux de la Préfecture de police de
Kénitra, à l'ouverture des plis relatifs à l'appel d'offres ouvert sur offre de prix pour les études
techniques des travaux de construction des sièges du Commissariat de Circonscription et un
arrondissement de police a Mehdia , Préfecture de Police de Kénitra
Le dossier d'appel d'offres peut être retiré au siège de la Préfecture de police de Kenitra, il peut
également être téléchargé à partir du portail des marchés de l'Etat : www.marchespublics.gov.ma .
Le dossier d'appel d'offre peut être envoyé par voie postale aux concurrents qui le demandent dans
les conditions prévues à l'article 19 du décret n°2.06.388 du 16 moharrem 1428 (5 Février 2007)
fixant les conditions et les formes de passation des marchés de l'Etat ainsi que certaines règles
relatives à leur gestion et à leur contrôle.
Le cautionnement provisoire est fixé à la somme de:1000,00 Dirhams (Mille dirhams
Le contenu ainsi que la présentation des dossiers des concurrents doivent être conformes aux
dispositions des articles 26 et 28 du décret n°2.06.388 du 16 moharrem 1428 (05 février 2007).
Les concurrents peuvent :
-Soit déposer, contre récépissé, leurs plis dans le bureau du chef du service Administratif Préfectoral
à la Préfecture de police de Kenitra.
-Soit les envoyer par courrier recommandé avec accusé de réception au bureau précité.
-Soit les remettre au président de la commission d'appel d'offres au début de la séance et avant
l'ouverture des plis.
Les pièces justificatives à fournir sont celles prévues par l'article 23 du décret n°2.08.388 précité à
savoir :
1-Dossier administratif comprenant :
a) la déclaration sur l'honneur ;
b) la ou les pièces justifiant les pouvoirs conférés à la personne agissant au nom du concurrent
c) l'attestation ou copie certifié conforme délivrée depuis moins d'un an par l'administration
compétente du lieu d'imposition certifiant que le concurrent est en situation fiscale régulière ;
d) l'attestation ou copie certifié conforme délivrée depuis moins d'un an par la CNSS certifiant que
le concurrent est en situation régulière envers cet organisme ;
e) le récépissé du cautionnement provisoire ou l'attestation de la caution personnelle et solidaire en
tenant lieu
f) le certificat d'immatriculation au registre de commerce.
N.B : Les concurrents non installés au Maroc doivent fournir l'équivalent des pièces visées aux
paragraphe c, d et f ci-dessus, et à défaut, une déclaration faite devant une autorité judiciaire ou
administrative, un notaire ou un organisme professionnel qualifié lorsque de tels documents ne sont
pas délivrés par leur pays d'origine.
2-Dossier technique comprenant :
Production d'une copie certifiée conforme à l'original du certificat de l'agrément délivré par le
ministère de l'équipement (domaine d'activité D12) ce certificat dispense de la fourniture du dossier
technique
Les entreprises non installées au Maroc doivent fournir le dossier technique composé des pièces
suivantes
a- Une note indiquant les moyens humains et techniques du concurrent, le lieu, la date, la nature et
l'importance des prestations qu'il a exécutées ou à l'exécution desquelles il a participé.
b- les attestations délivrées par les hommes de l'art sous la direction desquels lesdites prestations
ont été exécutées ou par les bénéficiaires publics ou privés desdites prestations avec indication de la
nature des prestations, le montant, les délais et les dates de réalisation, l'appréciation, le nom et la
qualité du signataire.
