AGSEP Report - CTS del 18 Febbraio 2013
Ecco il report del CTS del 18 febbraio (presenti: Avanzini, Bonomelli, Pierro – in teleconferenza -,
Romain): per ulteriori dettagli rimando al verbale per il quale, su mia proposta, è stato
unanimemente approvato che d’ora in avanti si baserà nella sbobinatura della registrazione.
Innanzitutto io ho fatto presente la mia posizione di forte disagio per le lunghe discussioni per
arrivare a stilare un verbale condiviso (questione che verrà risolta della sbobinatura), per la mancata
risposta alle mie varie mail con cui chiedevo che venisse convocato il CTS prima del CDA per parlare di
temi urgentissimi come il reclutamento docenti e i contributi scolastici, ecc. Sono alcuni dei motivi
alla base della decisione di non approvare il verbale precedente, che è comunque stato approvato
dagli altri tre membri.

Per quanto riguarda i temi all’odg:
Patentino ECDL:
- È stato approvato ed è stata accettata la mia proposta che sia conseguibile a partire dal
quarto anno fino al settimo anno; il corso è gratuito, mentre l’esame è a carico dello
studente.

Criteri generali di iscrizione per l’a.s. 2013/14:
- Ho proposto di estendere l’iscrizione ai bimbi di 3 anni; la direttrice ha detto che la cosa
verrà presa in considerazione, alla luce dello spazio nella nuova scuola; insomma se ne
riparlerà.
- È stato inserito dalla direttrice il criterio dell’eccellenza (da me proposto sin dallo scorso
anno), per cui allievi con particolari caratteristiche di eccellenza hanno la priorità
rispetto ad altri (anche in questo caso si tratterà poi di stabilire con precisione i criteri
con cui valutare questa eccellenza).
- La direttrice ha proposto anche il criterio per cui i figli dei dipendenti della scuola hanno
priorità d’accesso ed esenzione dal pagamento del contributo (caricato sui fondi della
scuola). Ho obiettato che non trovo corretto, tra l’altro, che ci sia qualcuno che è a totale
carico della scuola, specie alla luce della richiesta di contributi alle famiglie. La direttrice
si è dichiarata d’accordo con me e l’ipotesi è stata ritirata.
- Sono stati inseriti nei criteri generali gli alunni di categoria II, che però al momento non
esistono, però non sono attive convenzioni con ditte del territorio.
- Per quanto riguarda i numeri, una precisa quantificazione è stata rimandata a dopo che
saranno chiuse le iscrizioni nelle altre scuole. A metà marzo verranno organizzate due
giornate di scuola aperta e a breve verranno aperte le iscrizioni on line. Solo allora sarà
possibile iscrivere nuovi alunni alla scuola.
Piano annuale della programmazione (che contiene tutto il discorso programmazione, progetti,
gite, scambi ecc.):
- La direttrice ha concordato sul fatto che ci sia un forte ritardo, ma ha chiesto di dare
tempo per questo primo anno al fine di organizzare tutto al meglio per il prossimo.
- Ho chiesto che si discuta nel dettaglio del piano entro maggio, in modo da essere pronti
per settembre. La richiesta è stata accolta.
- La direttrice, con mia grande soddisfazione (lo sto chiedendo da un anno), ha proposto
di inserire la programmazione annuale on line (anche quella dei singoli docenti). Fatto
che, abbiamo concordato, non può che valorizzare l’eccellenza della scuola.
Esiti Bac:
- Nella documentazione mancavano alcuni documenti, quindi la direttrice ha chiesto che il
punto fosse rimandato al prossimo cts.
Lettera rappresentanti di quinta secondaria italiana:
- Sulle criticità sollevate relativamente all’apprendimento della matematica, Rizzo ha
assicurato che il tutto è monitorato al fine di capire come ottimizzare al meglio le risorse.
- Per quanto riguarda scambi culturali e alle gite non c’è stato tempo di parlarne, ma ho
sollecitato il prof. Rizzo ad analizzare la situazione, che rientra tra le criticità di quel
piano annuale citato, che, come detto, va messo a punto e migliorato in vista del
prossimo anno.
Problemi delle classi secondarie francesi:
- Sui problemi generali ma anche particolari con alcuni docenti, la direttrice ha dichiarato
che sta monitorando la situazione da mesi al fine di capire quale strada sia meglio
intraprendere per risolverli.
Infoschool:
- F. Marangi, in qualità di tecnico, ha spiegato che a breve verranno consegnate le
credenziali di accesso per poter avviare al meglio le procedure informatizzate.

Valutazione docenti:
- La direttrice ha ribadito che per quest’anno la valutazione dei docenti sarà fatta solo nei
confronti di coloro che hanno un contratto europeo al fine di un eventuale rinnovo; io ho
ribadito l’utilità che la valutazione sia estesa a tutti i docenti, per rispetto del lavoro dei
docenti e per garanzia dell’istruzione dei ragazzi. Ho anche proposto che si faccia ricorso
ad ispettori nazionali. La direttrice si è dichiarata più che disponibile a questa soluzione,
per la quale però al momento ci sono dei problemi.
In assenza di particolari urgenze il prossimo CTS si riunirà fra un paio di mesi. A quel punto, ha
informato la direttrice, la presidente Romain sarà in maternità e sarà sostituita per i mesi del
congedo dalla prof.ssa Anzoino.

Here is the CTS report from 18 February (in attendance: Avanzini, Bonomelli, Pierro – by
teleconference – Romain): for further details please refer back to the minutes, which on my
suggestion, from now on will be based on the transcription of the meetings’ tape recording. First of
all, I voiced my disappointment about the long discussion needed to arrive to an agreed version of
the minutes (issue which is expected be solved thanks to transcription), as well as for the lack of
attention to my many mails in which I asked the CTS to be called before the CDA to discuss very
crucial issues such as teachers recruitment, school fees and so on. These are some of the reasons why
I decided not to approve the previous minutes, though the other three members did.

The following topics were on discussion:
ECDL Licence:
- My proposal to achieve it between fifth and seventh grade was approved and agreed;
participation to the course is free whereas examination fees are in students’ charge.

Enrolment criteria for the school year 2013/14:
- I suggested expanding enrolment to 3 year old infants; the Director said it will be
possible depending on the room available in the new building; anyway, the topic will be
tackled anew.
- The Director advanced the criteria of excellence (which I suggested last year), according
to which those students who excel at something come first vis-à-vis other students (the
criteria on which to evaluate this excellence need to be carefully and unambiguously
established).
- The Director also put forward the criteria according to which school employees’ children
would have priority over school admission and be exempt from paying the school fee (in
the school funds’charge). I raised my disagreement to this as I don’t find it fair that some
families are entirely in the school’s charge. The Director subscribed to my objections and
the idea was rejected.
- Category II pupils were added to in the general criteria, even if, so far, there are any and
no local firms has concluded agreements to cooperate with the school.
- As far as numbers are concerned, an accurate count was postponed after the other
schools’ enrolment deadline. In mid March, two open school days will be organized and
shortly on line enrolment available. Only then, new pupils may enrol to the school.
Annual programme (which includes schedules, projects, trips and exchanges):
- The Director acknowledged severe delay but asked to allow time, during this first school
year, to better arrange it for the next school year.
- She asked to discuss it in depth by May, so to be ready in September. The request was
accepted.
- The director, to my great satisfaction (I was asking this for a year), has proposed to insert
the annual programming online (even that of individual teachers). Which we agreed, can
only enhance the excellence of the school.
BAC results:
- Since some documents were lacking, the Director asked to postpone the examination of
this topic to next CTS meeting.
The Italian fifth grade representatives’ letter:
- Concerning problems raised about maths learning process, Prof. Rizzo reassured that the
issue is being monitored in order to understand and better exploit resources.
- We had no time to speak about cultural exchanges and school trips, although I urged
Prof. Rizzo to think over it, being part of those problems included in the annual
programme mentioned above, which is to be settle for next school year.
French secondary troubles:
- The Director told us she has been taking care of the issue for months, observing the
overall situation as well as specific teachers, in order to understand and take a decision
on how to better tackle the problem.
Infoschool:
- F. Marangi, as an expert, explained that, shortly, the details to access the system would
be handed in.
Criteria for teachers evaluation:
- The director has confirmed that this year the assessment of teachers will be made only
to those who have a European contract with a view to a possible renewal. I have
emphasized the usefulness of the assessment to be extended to all teachers, as a matter

of respect to their work and to guarantee the education of the students. I also proposed
the recourse to national inspectors. The director stated that she was more than ready
for this solution, for which, however, there are problems at the moment.
In the absence of special urgency the next CTS will meet in a couple of months. At that point, the
director informed that the president Romain will be on maternity leave and will be replaced for the
months of leave by Professor Anzoino.

Rapport de l’AGSEP - CTS du 18 Février 2013
Voilà le report du CTS du 18 février, (présents: Avanzini, Bonomelli, Pierro et en téléconférence
Romain): pour d’autres détails j'en réfère au procès-verbal qui, sur ma proposition unanimement
approuvée se basera dorénavant sur la transcription de l'enregistrement. Avant tout J'ai fait part de
mon point de vue et de mon profond malaise pour les longues discussions pour arriver à rédiger un
procès-verbal accepté par tous (problème qui sera résolue avec l’enregistrement), pour le manque de
réponse à mes différents mails avec lesquels je demandais que le CTS fût convoqué avant le CDA pour
parler de sujets urgents comme le recrutement des professeurs et les contributions scolaires, etc… Ce
sont quelques-uns des motifs à la base de ma décision de ne pas approuver le précédent verbal, qui a
de toute façon été approuvé par les 3 autres membres.

En ce qui concerne les sujets à l'ordre du jour:
Certification ECDL:
- A été approuvé et ma proposition a été acceptée qu'il soit réalisable à partir de la
quatrième jusqu'à la septième année; le cours est gratuit, tandis que l'examen est à la
charge de l'étudiant.

Critères généraux d'inscription pour l’Année Scolaire 2013/14:
- J'ai proposé d'étendre l'inscription aux enfants de 3 ans; la directrice a dit que ce point
sera pris en considération à la lumière de la place disponible dans la nouvelle école; on
en reparlera.
- La directrice a inséré le critère de l'excellence (proposé par moi depuis l'an dernier) pour
certains élèves ayant des caractéristiques spéciales d'excellence qui auront la priorité
par rapport aux autres, (aussi dans ce cas il s'agira d'établir avec précision les critères
avec lequel évaluer cette excellence).
- La directrice a aussi proposé le critère selon lequel les enfants d’employés de l'école
reçoivent la priorité d'accès et l’exemption du payement de la contribution, (à charge
des fonds de l'école). J'ai objecté que je ne trouve pas correct, entre autre, que certains
soient à la charge totale de l'école, particulièrement à la lumière de la demande de
contributions aux familles. La directrice s'est déclarée d'accord avec moi et l'hypothèse a
été retirée.
- Ont été insérés dans les critères généraux les élèves de catégorie II, qui cependant à ce
jour n'existent pas, car les conventions avec les entreprises du territoire ne sont pas
actives.
- En ce qui concerne les chiffres, une quantification précise a été renvoyée au moment où
seront clôturées les inscriptions dans les autres écoles. À la mi-mars deux journées
portes ouvertes seront organisées à l'école et les inscriptions en ligne seront ouvertes.
Seulement alors, il sera possible d’inscrire de nouveaux élèves à l’école.
Le plan annuel des programmes (qui contient tout le discours planification, projets, excursions,
échanges etc.):
- La directrice a admis qu’il y ait un retard important, mais a demandé de donner du
temps pour cette première année afin d'organiser au mieux pour l’an prochain.
- J'ai demandé qu'on discute dans le détail le plan d'ici à mai, de façon à être prêts pour
septembre. La demande a été acceptée.
- La directrice, à ma grande satisfaction (je le demandais depuis un an), a proposé de
publier en ligne la programmation annuelle (même celle des enseignants à titre
individuel). Ce qui, nous en avons convenu, ne peut que renforcer l'excellence de l'école.
Résultats du Bac:
- Dans la documentation il manquait quelques documents, donc la directrice a demandé
que le point soit renvoyé au prochain cts.
Lettre représentants de cinquième secondaire italienne:
- Sur les criticités soulevées au sujet de l'apprentissage des mathématiques, Rizzo a assuré
que le tout est suivi afin de comprendre comment optimiser au mieux les ressources.
- En ce qui concerne échanges culturels et les excursions, il n'a pas y eu temps d'en parler,
mais j'ai sollicité le prof. Rizzo afin qu’il analyse la situation qui rentre à point nommé
dans le plan annuel cité plus haut, qui, comme je l’ai dis, sera mis au point et amélioré en
vue du l’année prochaine.
Problèmes des classes secondaires françaises:
- Sur les problèmes généraux mais aussi spéciaux avec quelques professeurs, la directrice
a déclaré qu’elle suit la situation depuis des mois afin de comprendre et voir comment il
conviendra de les résoudre.
Infoschool:
- F. Marangi, en qualité de technicien, a expliqué que d’ici peu les codes d'accès seront
remis pour pouvoir suivre au mieux les procédures informatisées.

Évaluation professeurs:
- La directrice a confirmé que pour cette année l'évaluation des professeurs sera faite
seulement vis-à-vis de ceux qui ont un contrat européen afin d'un renouvellement
éventuel; j'ai rappelé l'utilité que cela soit étendu à tous les professeurs pour respect du
travail des professeurs et pour la garantie de l'instruction des enfants. J'ai aussi proposé
que l’on ait recours à des inspecteurs nationaux. La directrice s'est déclarée plus que
disponible à cette solution pour laquelle cependant il y a des problèmes en ce moment.
En l’absence d'urgences particulières, le prochain CTS se réunira dans les prochains deux mois. Sur
ce point, la directrice a informé que la présidente Romain sera en congé de maternité et elle sera
remplacée durant son congé par la prof.ssa Anzoino.
