General presentation of the project 2 – Implementation organization 3. Significant evolutions of the context 4. By component: results obtained, significant facts and encountered difficulties, variations with the initial programming 5 - Post project perspectives 6. Lessons learnt which can be applied generally 7. Take aways / Feed back 8. Recommended actions for information diffusion and communication (to disseminate most relevant results of the project)… ABBREVIATIONS 3 French Global Environment Facility - 2007 TABLE OF CONTENTS I – CONTEXT OF THE PROJECT 1. _________________________ 1.1. ____________________ a) ____________________ Brief description of the initial context of the project (can be extracted from the executive summary of the presentation report). Geographical and socio-economic context (reference to the map in appendix) Institutional context and public policies Other interventions and projects in the area Description of the project contracting authority and implementing agency Significant evolutions of the context during the time covered by the report, and events having influenced significantly on the execution of the project positively or unfavourably (commodities costs and market, political reforms and elections, macroeconomic issues, etc…). II. INITIAL OBJECTIVES OF THE PROJECT (according to the logical framework) 1. _________________________ 1.1. ____________________ a) ____________________ Summarize the objectives, possibly under-objectives and results expected in coherence with the initial logical framework of the project (replace it in appendix). III. DESCRIPTION OF THE PROJECT AND COMPONENTS 1. _________________________ 1.1. ____________________ a) ____________________ 1. Project stakeholders Clearly identify the stakeholders of the project and target groups 2. Description of the components For each component, clearly identify the actors and their responsibilities for the implementation. 4 French Global Environment Facility - 2007 3. Supervision Describe the supervision mechanisms and steering bodies which have been implemented (steering committee, composition, etc…) 4. Resources Describe the material, financial and human resources of the project IV. CONDITIONALITIES AND ADDITIONAL SUPPORTING MEASURES Assessment of the compliance with the conditionnalities identified during the project design. V. PROJECT IMPLEMENTATION ASSESSMENT The implementation assessment is to be presented by component. For each component: 1. Results achieved Draw up a table expected results/obtained results. For each result, the sustainability should be rated from 1 to 4. 2. Actions implemented If the semi-annual reports are produced on a regular basis, just refer to them when filling this part (copy and paste the action tables). The actions are to be presented by chronological order, possibly using the same format as the table provided with the semi-annual format of reports. If there are too many actions at the end of the project, enclose the tables in appendix. 3. Analyze differences between the expected results and the results obtained External factors related to the evolution of the context (it will be specified if these factors were foreseeable at the stage of the project design) Internal factors related to the implementation of the project (it will be specified if these factors were foreseeable at the stage of the project design) 4. Flexibility and reorientations linked with implementation context Measures taken to inflect the implementation of the component during the duration of the project. 5. Noticeable effects initially not planed VI – ASSESSMENT OF THE FINANCIAL EXECUTION Enclose a detailed table presenting the initial budget and indicating for each heading the committed/withdrawn amounts. 5 French Global Environment Facility - 2007 A second table will indicate the dates of filing of the expenses memories and dates of the various reconstitutions of the account project. A third table will indicate the effective mobilization of co-financings (dates and amounts), like their use and assignment. VII – PARTNERSHIPS ASSESSMENT Presentation and evaluation of the initial partnerships and the partnerships engaged in the course of project. VIII – SUPERVISION AND TECHNICAL ASSISTANCE Description of the mechanisms of project supervision, missions of technical assistance, meetings of the steering committee (enclose the reports in appendices). IX –POST PROJECT PERSPECTIVES Describe the strategy to adopt when exiting the project, the destination of the materials and equipments (enclose an inventory), measures taken to guarantee the sustainability of the outcomes and/or their replication. Describe the actions of communication and dissemination programmed before the project closure (seminars, workshops, capitalization). X – CONCLUSIONS 1. Lessons to be learnt for the design of future projects 2. Replicable results of the project 3. Recommended actions for information dissemination and communication (to disseminate most relevant results of the project) – if possible, append the ToR. 4. Topics to be focused and capitalized more particularly from the experience of the project (to be included in the evaluation questions of a possible final evaluation) XI – APPENDIX Appendix 1 – Map of the project area 6 French Global Environment Facility - 2007 Appendix 2 – Logical framework Appendix 3 – Financial reporting Appendix 4 - Inventory of the materials and equipment Appendix 5 - Detail of the contents of the CD-ROM which could be joined to the semiannual report (including in electronic version the ToR of technical assistance, missions reports, Steering committees proceedings, GIS files and cartography, selected iconography to be used in publication, etc…) Appendix 6 - List and coordinates of the persons in charge for the project Appendix 7 - Final monitoring & evaluation report. Appendix 8 – Eligibility criteria sheet (see below). 7 French Global Environment Facility- 2007 PROJECT COMPLETION REPORT DATE: ………………………… APPENDIX - ELIGIBILITY CRITERIA SHEET PROJECT TITLE COUNTRY(IES) FOCAL AREA BENEFICIARY FGEF INSTITUTIONAL MEMBER PROMOTER OF THE PROJECT Contribution Modalities to eligibility criteria Main results and outcomes Effects Impacts (magnitude of the effects) Diferred impacts GLOBAL ENVIRONMENT CONSERVATION Direct contribution Improving governance Capacity building Scientific and methodological knowledge LOCAL, REGIONAL DEVELOPMENT Direct contribution Improving governance Capacity building 8 French Global Environment Facility- 2007 Innovative features of the project (describe the main innovation in 3 lines) ……………………………………………………………………………………………………………………………………………………………………… ……………………………………………………………………………………………………………………………………………………………………… …………………………………………………………………………… Nature of the innovation Local/Transfer: Innovation at the local, regional, national level by transfer and adaptation of solutions proven elsewhere………..….
