INTERNATIONAL WORKSHOP: MONTREUIL 2017
THE URBAN PROBLEM
For a number of years, Montreuil in the greater Paris area has been subjected to ever-increasing property
development pressures as well as to the consequent real-estate specula on. The densifica on of the city is in
progress; its transforma on is already set up: within the next few years houses and low-rise buildings seem
des ned to gradually be giving their place to 4, 5, or 6 storey buildings.
In response, the local government is employing its urban planning toolbox: the city’s Urban Development
Plan (Plan Local d’ Urbanisme) is under review; a Sustainable Construc on Charter (Charte de Construc on
Durable) encompasses from now on all new developments, prescribing mixed-use programmes and capping
selling prices; certain high-specula on areas have been “frozen” and no planning permissions (permis de
construire) issued. These tools should allow to gradually (re)make a city that the real-estate market would
otherwise finish up with in a couple of years.
However, will the outcome be any different? In the future, Montreuil will certainly be dense but will it be
capable to maintain its complexity and cultural richness, or to even build up on them? The city’s densifica on is
no doubt an opportunity, but what is the poten al of this opportunity? How can we orientate the densifica on
of the city towards an urban evolu on that is complex, intense, and not merely in quan ta ve terms. Most
of all, how can we imagine the future of Montreuil with its inhabitants?
In 2017, the Ecole d’Architecture, de la ville et des territoires de Marne-la-Vallée, with the partnership of
the municipality of Montreuil and Europan, will organise an interna onal workshop to discuss, imagine and
generate design and/or policy proposals on an “par cipatory densifica on” strategy for Montreuil.
The workshop will be set in 6 steps :

TUTORS TEAM
The workshop program will be set following the concept of “par cipatory densifica on” and the ques on of
how the inhabitants can integrate the real-estate process but without moving away : a city built by his own
ci zens.
The tutors team will be composed by all the teachers par cipa ng at the workshop and the project leader.
This team will be in charge of define the main themes, the methodology and the sites for the projects.
A er the workshop, the tutors will be asked to provide a synthesis of their unit work in order to include it in
the final report.

SEMINAR JOURNEY
The first day of the workshop a group of experts will present the principal themes and issues about Montreuil,
some of this topics will be for example :
•
the general urban situa on of Montreuil and the Grand Paris,
•
compara ve analysis,
•
presenta on of specific urban problems of Montreuil,
•
interven on of a real-estate promoter to explain his methods,
•
examples of par cipatory housing in Montreuil,
•
the workshop program.

WORKSHOP
The workshop will be composed around a 7-day interna onal workshop with the par cipa on of urban
experts, inhabitants, students, researchers and professionals, as well as urban development stakeholders.
60 architecture students, coming from different countries, will be organized by groups of 15-20. Each one
of these groups will have a 2/3 tutors team and will work on a specific site of Montreuil. Among this tutors
there will be Marne-la-Vallée teachers and the winners of the compe on Europan in 2015 for the Montreuil
site.

JURY
The last day of the workshop, the different units will present their projects and conclusions in an public open
session, with the assistant of Montreuil inhabitants.
A jury, composed by three architects and urban planners will be invited to comment the projects and start a
discussion with the public. The members of the jury will be
designated by the main partners : the Municipality, the Ecole d’architecture de Marne-la-Vallée and
Europan.

RAPPORT FINAL
Once the workshop finished, a final report with the synthesis of the projects and proposals will be addressed
to the municipality of Montreuil.
The actual city’s Urban Development Plan being under review, the municipality is par cularly interested in
the possibility to include in the next text some of the workshop ideas.
The final report will be also upload to the workshop website where it will be open and accessible for the
consulta on of the inhabitants of Montreuil.

DIFFUSION / PUBLICATION / EXHIBITION
The workshop and its different events will be published thought the local journal.
A er the workshop, some ar cles will be published in different magazines, in par cular the Revue Urbanisme,
who is also partner of the project.
An exhibi on of the final presenta on panels will be put together on the esplanade of the Jean Jaurès square,
in front of the Town City Hall in order to show the projects to the inhabitants.
Eventually, the workshop contents layout could be re-designed so as to create an i nerant exhibi on able to
be set in different spaces as the Couvent des Recollets, Pavillon de l’Arsenal, le 104, or abroad in France et
Europe. In any case this exhibi on is not consider in the actual budget.
The project, proposals and ar cles provided by the tutors, jury and seminar par cipants will be reunited in
a publica on realized by the Ecole d’Architecture de Marne-la-Vallée. This publica on will be also accessible
for reading and download from the workshop website.

Jorge Lopez
Architect living and working in Montreuil. Founder of the architectural pra ce
COMCECI and SOMA-STUDIO. He studied architecture at the Catholic University
of San ago de Chile and holds an master from the Ecole d’Architecture de Paris
Belleville.
Eric Alonso
Director (with Frédéric Bonnet) of the DSA of Architecture and Urban planning of
the École d’Architecture de la Ville & des Territoires de Marne-La-Vallée. Member of
the Observatoire de la condi on suburbaine. Professor of history of public spaces
at the École Na onale des Travaux Publics. Since 2008 he work also at the École des
Ponts ParisTech / École de Chaillot.

Winners of the Session 13 of Europan on the site of Montreuil, Murs à Pêches.
Cyril Pressacco et Thibaut Barrault
Professors at the École d’Architecture de la Ville & des Territoires de Marne-La-Vallée
and associates of the architectural pra ce BARRAULT & PRESSACCO. Thibault studied
architecture at the École d’Architecture de la Ville & des Territoires de Marne-LaVallée, Cyril holds a master from the École Polytechnique fédérale de Lausanne and
alsoa degree from the IUT Génie Civil de Lyon.
Carlos Alvarez
He studied architecture in the Na onal University in Mexico City, in 2002 he moved to
Barcelona to follow the Doctor Degree program “La Forma Moderna” at the ETSAB.
In 2002 he moved to Paris where he is been collabora ng as project manager with
several architectural firms as Wilmo e & Asc., Tom Sheehan & Partners, Atelier SoA,
Architecture Studio and others. He is currently responsible of housing development
at Moa & Rivière studio.
