Having centrally located FPSO conferences allows more foster parents from all over the province able to attend. My thanks go to the Keynote Speakers, motivational speaker Sue Augustine and Dr. Jean Clinton for taking the time to join us in this event and to all the FPSO Conference committee members, Central Zone Foster Parent Association conference committee members and to the hosting York Region Foster Parent Association members all of whom committed a tremendous amount of time and effort. The dedication and commitment of presenters who not only give of their time but also share a firm belief in what we are doing will continue to assist us in furthering the educational attainment of foster parents. The committee members must also be recognized for the procurement of the tremendous amount of silent auction items and the items for our hospitality suite. Many thanks to all of those foster parent associations who brought items for the silent auction. Over the last few months your Foster Parent Association Presidents have brought forth your concerns re the Safe 1 & 11 Questionnaires and the details required in these documents as well as the accompanying medical September 2008 and financial documents. A great many foster parents are finding these to be very intrusive. FPSO, as your provincial voice for all foster parents, has responded to your concerns and has sent a letter to Honourable Minister Deb Mathews, as well as OACAS, every Executive Director of Ontario Children’s Aid Societies and to all Foster Parent Association Presidents in the province. We have also had a meeting with OACAS on this issue and will be discussing it further at the November Presidents Meeting. Other FPSO initiatives currently underway are: to have as many articles translated into French. It is our goal to have the Hilites bilingual and thanks must go to the Development and Advocacy Committee for the progress to date, improving the financial templates developed by Operation and Services committee, increased communication between the zones, executive members attend zone meetings, Advocacy Level Four and the second year of “Building and Strengthening Your FPA.” FPSO is operated solely by volunteers. Now an office and staff are needed to meet the needs of foster parents in the province. FPSO will be seeking funding for office space and staff. We want you to know that the FPSO board of directors is hard at work and we look forward to seeing your foster parent association executive members at the November Presidents Meeting. CONFERENCE 2008 REPORT “WE TOUCH THE FUTURE” It was a very memorable event and a very special honour for me to be the conference chairperson for the 35th anniversary of the Foster Parents Society of Ontario (FPSO). This year FPSO and its’ predecessor organization the Foster Parent Association of Ontario (FPAO) celebrated its collective 35th anniversary. When the membership of FPAO voted to become an independent association FPSO was formed. This Association has continued to be the primary voice of foster parents in the province. Over the years FSPO has continued to provide first rate conferences for foster parents across the province. FPSO conferences provides a forum for foster parents to attend educational seminars, workshops and to exchange ideas with each other. The Advocacy Training continues to be very popular and the Friday all day workshop “How to Successfully Inter- act with your School” had almost 100 attendees. This year the committee members have reached out to the Ontario business community and the response was wonderful resulting in a large number of donations. A complete list of the corporate Donors is available on the FPSO website I would like to thank all the FPA’s in Central Region for their contributions especially the hosting FPA from York, Toronto Catholic, HamiltonWentworth, Hamilton Roman Catholic, Guelph–Wellington, Niagara, Simcoe, Durham, have come forward, work hard donated financially. Their generosity is most appreciated. On a personal note, I would like to thank Debra Barrett for the donation from our new member the FPA of Thunder Bay. Conference 2008 was hosted by the York Foster Parent association and was the first in a series of conferences to be held at the beautiful Sheraton Parkway Hotel in Richmond Hill. FPSO has contracted with the Sheraton Parkway Hotel for the conferences of 2009, 2010, and 2011. Liette Gallant has submitted her resignation with regrets as Director for Region 4 and Chair for this zone. Although she will be sorely missed, we all understand that her family has to be her first priority. Thank you Liette, for your smiling face, generous spirit and willing contributions to FPSO. You will be missed. At the time of this report we have not been notified of a new Director for Zone 4. Sudbury has newly elected ten people to their FPA Executive with Denis Boisvenue as President. We look forward to corresponding and working with Denis and his FPA Executive. Natalie Blake is Director for Region 3 and President of Algoma FFA. Algoma is into its second year and has established an Advocate Program, created brochures and organized three social family events. They established a training coordinator to learn about services in the community, and hosted “muffin mornings” at their CAS to show their appreciation of staff and management. They started a foster parent mentoring program and send out ten newsletters a year. Their future goals include facilitating enrol- for the AFFA and working toward closing the gap between the 23.6% rise in the cost of living compared to the 5% rise in per diems over the past 10 years. Their agency would like to work with them to increase recruitment and retention of foster parents and also to develop training strategies. Mike Paquette is Director of Region 2. Debra Barrett is the Director for Region 1 and is working towards building closer communication and increased support among the Associations in the Northwest. She will travel to help Glenn Bauman in Rainy River with elections and rebuilding their FPA. She is also working with the native agency, Dilico, in Thunder Bay to establish their FPA. Kenora President, Vicki Creed, has reported difficulty finding foster parents to attend the Conference. She has requested that FPSO find a way to provide training in the community. At the last Directors’ meeting there was discussion of this request being met through the FPSO website. Thunder Bay FPA was established October 2007 and joined the FPSO for the first time. As a result of the report brought forward at the November FPSO meeting, regarding publicized statistics of the number of homeless people who were once in www.fosterparentssociety.org pleted by the London/Middlesex F.P.A. Richard Porter stated that the School Board ruling of February 2008 ruled that every child must be provided an education & School boards can no longer suspend a child diagnosed with a problem, but transportation suspensions are another entity. We look forward to another fruitful year. Judy M.E. Jones, Chairperson, South western Zone Committee care, the Thunder Bay Executive, who work closely with their agency, has initiated a plan to encourage and support children in ways that will hopefully increase the number of high school and post-secondary graduates. The first step has been the successful implementation of monthly newsletters and monthly FPA events for families that are organized by the FPA Executive. The second step is implementing an “honouring of the graduates” which includes bio kids, at the June Event. The third step was discussion with the agency regarding the difficulties faced by foster children who “age-out” of their foster homes while they are still in their last year of high school. This work is ongoing and difficult and, although the agency is committed to finding solutions for the students, they are experiencing extensive budget constraints this year. Thunder Bay FPA has joined the LDF through direct payment from per diems, with the support of the agency. The FPA will also be establishing a formal Advocacy Program after Level 1 Training at the FPSO Conference. They are also working on creating a website for the FPA. At the time of this report I have just recently been appointed interim chair for the Northern Zone. What I have set as a short term goal, is to develop an eco(Continued on page 6) Hilites (Northern Report continued from page 5) nomical but functional format for communicating and meeting. The vast distance of the four regions in the Northern Zone presents a financial issue for meeting as regularly as the other zones; but, the importance of meeting to explore mutual ideas and concerns, develop timely initiatives, and find strength and stability in our isolation is undeniable. What we can accomplish will depend once again, on the commitment and participation of the presidents in our huge Northern Zone and the ability and diligence of our Directors to network with their provincial counterparts to develop a solid voice from the North. L’APA veux établir formellement un programme de communicateur ceci après la formation niveau 1 à la conférence de FPSO. Ils travaillent aussi a former un site web pour l’APA. Au moment de ce rapport je venais tout juste d’être appointer membres par intérim pour la zone du nord. Ce que j’ai mis comme but immédiat est de développer un format fonctionnel de communications et rencontre économique. La grosse distance des quatre régions de la zone du nord nous sommes impossibles financièrement comme les autre zones, mais, l’importance de ce rencontrer pour explorer des idées mutuel et nos craintes, du temps pour développer des initiatives et trouver de la force et stabilité dans notre isolation est un atout. Ce que nous pouvons accomplir va dépendre encore une fois, sur le vouloir et la participation des présidents de l’immensité de la zone du nord et l’habilité de nos directeurs pour faire entendre nos voix du nord. La zone de l’Est consiste de les APA/ FFA suivantes : Kawartha-Haliburton, Northumberland, Hastings, Lennox & Addington, Prince Edward County, Frontenac, Lanark, Renfrew, Ottawa, Leeds Grenville, Prescott-Russell and Stromond, Dundas and Glengarry. L’association des parents d’accueil de l’est Ontario (APAEO) continue de se rencontrer régulièrement pour discuter nos problèmes en commun. Cette année nos discussions portaient sur Kinship, l’adoption et durant notre tour de table des APA/FFA qui amènent des conversations intéressantes à la table. Nous avons des inquiétudes que les APA/FFA ont des difficultés à trouver des nouveaux membres pour l’exécutif ainsi que des membres pour travailler pour le bien des familles d’accueils. Nous regardons à des prix et remboursement à travers notre zone et discu- tons du ECM. Deux de nos membres se rencontre aux trois mois avec les superviseurs ressources pour la collaboration de l’est ontarien, pour présenter leurs inquiétudes mutuel, Une fois par année en mai nous avons une retraite pour la zone de l’est, où tous les présidents y sont invitées. A ce moment nous regardons dans le recrutement et la rétention des foyers avec des bourses provenant du programme Trillium. Ceci est un projet de 2 ans, et nous avons hâte de voir les résultats préliminaires des questionnaires envoyer plus tôt cette année à tous nos foyers d’accueil dans la zone de l’est. Nous trouvons que nos rencontres nous donne un sense de renouvellement et de coopération entre les parents d’accueil et les agences. Encore une fois nous avons eu le privilège d’avoir Linda Braithwaite membre des superviseurs ressources pour la collaboration de la zone de l’est parti- ciper à nos réunions, pour nous mettre à jour de ce qui se passe à travers la zone. Nos communicateurs sont très occupés. Ils se rencontrent sous leur membre Nikki Barham juste avant nos réunions de zone de l’est. Ils sont occuper à faire de la comparaison des brochures de communicateurs à travers la zone et tout récemment ils ont fini « Référence des termes ». Ils ont aussi revue le « registraire des offenseurs » et tout ce que ceci implique.. Les communicateurs travaillent aussi sur les « droits des parents d’accueils », prenant la meilleure pratique à travers la zone. Comme membre, ce fut une année bénéfique et je m’Attends à une autre année aussi occuper. Bien à vous, Mary L Burnett. COMMITTEE REPORTS GOVERNANCE COMMITTEE Governance & policy Update Over the past little while the Governance committee has been gradually continuing the work on updating the directors’ manual. We are currently working on section seven, with the anticipation, that we will be able to move on to section eight in the fall. The storage and archiving of records is also in the works, however it is only in the early stages. Over the summer a good deal of work has been done on the SAFE I & SAFE II Questionnaires, with the inputting of the poll data that has already been forwarded, as well as a few preliminary meetings. I look forward to sharing the progress of this project with you all at our upcoming November Presidents and Directors meeting. Jean has been fostering for over 30 years, first with the Children’s Aid Society of Metropolitan Toronto and moving to Simcoe County in 1988. Over the years Jean has fostered many children, but there are some particular accomplishments. One of these was her dedication to a large sibling group over a fourteen year period, ending this year. This experience had its rewards and challenges, but Jean persevered. In 2006 she opened her home to a sibling group that had been separated and she continues to be committed to caring for these children long term. Jean and her partner Gord flew the children down east last summer for a family holiday, providing them with a wonderful experience, She continues to have an active role with their mother, and the children know that Jean respects their mother, and accepts her. Over the years Jean has been described as being consistent, firm, quietly competent, tolerant , has a good sense of humour, patience and that she sticks with the children, even when they are not angels. She respects and promotes the importance of the child’s natural family, and supports these positive aspects. Her love is unconditional and her heart if full.
