Purpose
1.
In accordance with the provisions of Article XX of the NATO Financial Regulations and
Financial Rules and Procedures for the NATO International Staff (IS), we are pleased to inform you
that the RFI stated above has been issued by the NATO IS Procurement Service.
2.
The purpose of this Request For Information (RFI) is to understand to what extent
commercially available logistic services and capabilities are suited to support the logistic processes
required for the operation of the New NATO Headquarters and to collect information about
potential service providers and their current and future resources and capabilities.
3.
The same information will be gathered from different companies and will be used to
evaluate whether NATO’s requirements are aligned with market capabilities and to identify
suppliers that may be interested in participating in a potential business opportunity relating to the
provision of logistic services.
4.
Participation in this RFI is not mandatory. Any prospective bidder that declines to respond
to this RFI will remain eligible to take part in any eventual sourcing process.
5.
An electronic version of the RFI has been posted on the NATO IS Business Opportunities
web-site http://www.ebidexchange.com/NATO.
Governing Rules and Eligibility
6.
This RFI will follow the market survey procedure specified in Reference A. To be eligible
to participate in the survey process, Bidders must possess prior experience in the provision of
products and services substantially similar to those specified in the RFI.
7.
The eventual contractor will be required to be in possession of a NATO Facilities
clearance. The personnel performing services on the NNHQ site will be required to have valid
NATO Secret clearances.

Survey Instructions and Closing Date
8.
All necessary forms as well as detailed instructions about the preparation, submission,
and evaluation of responses to the survey are provided in the RFI document.
9.
Survey responses will be due on 23 Apr 2015, at 15:00 (Brussels time).
Follow-up Exchanges
10.
In view of the information received, participating firms may be invited to take part in presolicitation information exchanges. This process will allow NATO to gather additional information,
clarify specific aspects of the responses, and validate the intended service implementation
strategy.

Objet
1.
Conformément aux dispositions de l'article XX du Règlement financier de l'OTAN et aux
règles et procédures financières en vigueur au Secrétariat international de l'OTAN, nous avons
l'honneur de vous informer que le Service Achats du Secrétariat International de l'OTAN a lancé la
RFI en objet.
2.
Cette demande d’information (RFI) a pour but de comprendre dans quelle mesure les
services de logistique disponibles dans le marché peuvent soutenir les processus logistiques
nécessaires pour le fonctionnement du nouveau Siège de l’OTAN et d’obtenir du marché des
informations relatives aux fournisseurs potentiels et leurs ressources et capacités présentes et
futures.
3.
Les informations obtenues au terme de cette procédure seront utilisées pour évaluer si les
besoins de l’OTAN sont en ligne avec les capacités du marché et pour identifier des fournisseurs
potentiels qui pourraient être intéressés dans une opportunité commercial de prestation de
services de logistique.
4.
La participation à cette RFI n’est pas obligatoire. Tout fournisseur potentiel qui ne
souhaiterait pas répondre à cette enquête restera éligible pour une participation future à la
procédure d’acquisition résultant de cette procédure.

Règles en vigueur et critères d'admissibilité
6.
Cet événement est régi par la procédure d’étude de marche qui est spécifiée dans le
document en référence A. Pour pouvoir prendre part à cette étude, les soumissionnaires doivent
posséder d’expérience préalable dans la fourniture de produits et services dans le domaine décrit
dans la RFI.

7.
L’adjudicataire du marché devra être en possession d’une habilitation OTAN de sécurité
d’installation. Le personnel qui prestera service sur le site du NNHQ devra aussi avoir une
habilitation de sécurité valide jusqu’au niveau OTAN Secret.
Procédure de participation et date limite
8.
Touts les formulaires nécessaires ainsi que les instructions détaillées pour la préparation,
soumission, et évaluation des réponses à cette étude de marché sont disponibles dans le
document RFI.
9.
Les réponses doivent être soumises avant le 23 avril 2015 à 15 heures (heure de
Bruxelles).
Echanges d’information ultérieurs
10.
En fonction de l’information récoltée, l’Organisation pourra éventuellement organiser des
séances d’échange d’information, préalables au processus formel d’appel d’offres, avec les firmes
ayant répondu à cette RFI. Ce processus permettra à l’Organisation d’obtenir des renseignements
additionnels, clarifier certains aspects des réponses reçues, et valider l’stratégie d’implémentation
des services.
