A number of revisions have been made to the form currently used, including the addition of new provisions to make the contract for the Pricing Agent more precise; and also the specification of new items to be priced by the survey coordinator. The revisions are intended to make the document more readable and comprehensible. The revised Coordinator’s Report is provided as an annex to the present document. * ICSC/ACPAQ/32/R.1 ICSC/ACPAQ/32/R.3/Add.3 English Page 2 1. The survey coordinator’s report provides a central source of information about all aspects of the implementation of the International Civil Service Commission’s (ICSC) place-to-place surveys. The report describes rules and procedures for the conduct of the surveys and defines the roles of all players in the process. Furthermore, the report includes a questionnaire to be completed by the survey coordinator, providing basic information relating to local conditions affecting the cost of living experienced by international staff, including expenditures related to housing, security, domestic service, medical insurance, duty- free importation, as well as price and tax data on selected items available at the duty station. 2. The present document represents a revision of the existing survey coordinator’s report. Changes have been introduced not only to the contents of the report, but also to the exposition. The revisions are intended to make the document more readable, comprehensible and precise. 3. Three new express terms clarifying specific conditions to be satisfied by either the pricing agent or the ICSC were added to the contract for the Pricing Agent to make it more precise. These new three terms are: (a) A statement on the total number of items to be priced; (b) A precise statement on the date at which the contract should expire, unless terminated sooner; ICSC/ACPAQ/32/R.3/Add.3 English Page 3 (c) A precise statement on the amount of the fee to be paid to the pricing agent, including the type of currency, on satisfactory completion of contract. 4. Drawing on experience acquired by the secretariat during the 2005 round of surveys and based on comments and suggestions by the organizations and staff representatives made during and after the thirty-first session of the Committee, as part of a comprehensive review of the list of items and specifications, the secretariat is proposing to add seven new items (six services and one good), to the list of items to be priced by the Survey Coordinator. These items are: 5. (a) Cardiologist; (b) Scooter insurance, full coverage; (c) International letter, DHL; (d) Residential internet service connection, DSL; (e) Residential internet service connection, cable; (f) Staff canteen, coca-cola can; and (g) Safe deposit box. The Committee is invited to take a note of, and to comment, on the revised version Survey Coordinator’s Report. It is divided into three parts as outlined below. The first part consists of a detailed description of the role of the Coordinator, the recommended profile of a pricing agent, the instructions and contract for the pricing agent, and a checklist of the tasks that the Coordinator is expected to accomplish for a given survey. The second part of the Coordinator's Report is divided into six sections covering important elements of the report, including the personnel list, and basic information relating to local conditions affecting the cost of living of international staff. These include cost information on housing, security, domestic help; and information on medical insurance coverage and dutyfree/tax- free purchases, as well as currency payments and local sales taxes. The last part of the report contains pricing forms, including specifications on selected items. An outline of the structure of the Coordinator’s Report is provided below: Part I – Information for the Survey Coordinator A. B. C. D. E. The Coordinator may wish to expand on the information requested in each section, as appropriate. Part III – Price and Tax Data • Blank forms for price and tax data for selected items. 2 FORM ICSC/COLD/COREP/2010E The Coordinator’s Report is provided both in hard copy format and as a Microsoft Word file saved on the CD included in the package of survey materials. The information requested in Parts II and III can be provided by printing and completing the relevant forms manually or by filling in the forms directly on the Microsoft Word file. Full cooperation in providing the pertinent information is greatly appreciated. At the end of the survey in your duty station, please send this report along with other survey materials to the ICSC at the address below. For timely processing, we suggest that you consider sending the survey materials by express mail or DHL. Thank you for your cooperation in this important exercise. 3 FORM ICSC/COLD/COREP/2010E PART I A. The Role of the Coordinator Profile of a Survey Coordinator 1. The survey coordinator will normally be a senior officer of the Organization that has the responsibility of locally coordinating cost-of-living surveys on behalf of ICSC. At headquarters duty stations the local coordinator will be the Chief of Administration or Personnel Division (or a senior officer designated by him/ her). At field duty station it will normally be the UNDP Resident Representative (or a designated senior official). However, in localities where an organization of the UN common system has a sizable regional office its Chief of Administration will be the survey coordinator. 2. In duty stations where two or more organizations have staff members, each organization will be responsible for coordinating the survey arrangements for its own staff. Thus, the respective Chiefs of Administration or Personnel will be able to assist their own staff better with the issuance of information circulars and instructions regarding survey arrangements, and with follow-up contacts in case of low response rate. For practical reasons, however, the coordinators designated by the organizations will communicate information on their respective organization through the UNDP Resident Representative to liaise with the ICSC. Functions of a Survey Coordinator 1. The survey coordinator has the pivotal role of being the overall manager of the survey. As such it is his/her primary responsibility to ensure the successful undertaking and completion of the survey. This operation involves: • • • • • • organizing the collection of price data and other survey information; organizing collection of expenditure and housing data from staff; providing ICSC with a list of three candidates for pricing agent; providing basic information relating to local conditions; sending all survey materials back to ICSC within the suggested time frame; and liaising with ICSC on various aspects of the survey. 2. The survey coordinator should be able to explain the function and operation of the post adjustment system to staff. Basic information of the Post adjustment system can be downloaded from the ICSC WEB-site: icsc.un.org. 3. A very important part of the Coordinator’s Report is Part II, which requests basic information related to local conditions affecting the cost of living of international staff and includes questions on housing, security, domestic service costs, medical insurance plans, staff entitlement to duty free importation and tax free privileges. The survey coordinator is personally responsible for providing the information requested in this 4 FORM ICSC/COLD/COREP/2010E section. Since detailed information regarding local living conditions can greatly assist the ICSC/Cost-of-Living Division in analysing survey data, the survey coordinator is encouraged to amplify his/her answers and give whatever additional comments he/she may have. 4. The survey coordinator should organize the collection of forty-three price items covering services for household maintenance, utilities, medical services, car insurance, transportation and communication services and tuition fees. The pricing forms for these items are provided in Part III of this report. 5. The coordinator should also prepare the Personnel List with Rental Subsidy Information, which is Section 1 of Part II of this report. This list should be prepared for each location/ city of assignment in the country and should contain the index number, name, agency, category, grade and step of as well as the rent paid and subsidy received by each staff member. 6. The coordinator is also responsible for sending to ICSC the local consumer price indices (CPIs), where available, on a monthly basis. These indexes should be obtained from the national statistics office. They are used to update for inflation, on a monthly basis, the PAI established through the place-to-place survey. Activities Before the Survey is Launched 1. There are a number of steps the survey coordinator can take that would contribute to the success of the Surveys on Household Expenditure and Housing and Domestic Service Costs. About two weeks before the scheduled survey, the coordinator should: • • • • meet with administration and staff or representatives thereof, to explain the purpose of the survey; brief staff regarding the information they need to provide by going over the questionnaires with them; emphasize the importance of giving accurate and clear information so that reliable indexes may be derived; encourage staff to participate in the survey and assure them that all information provided will be treated as confidential. 2. The survey coordinator should prepare a covering note explaining the purpose of the survey and the procedure for submitting of the completed questionnaire. The note should also stress the importance of staff participation and the confidentiality of the sur vey. 3. The survey coordinator should arrange the distribution of questionnaires to all eligible staff and set appropriate deadlines for their return. If there are different agencies at the duty station, distribution and return of questionnaires can be carried out through each agency’s administrative officer. 4. In connection with the retail price collection, the survey coordinator should identify candidates for Pricing Agent, and send the curriculum vitae of at least three candidates for final selection by the ICSC. He/she should then prepare the service contract for the selected pricing agent to sign. He/she should provide all necessary assistance to the agent 5 FORM ICSC/COLD/COREP/2010E to facilitate the completion of the price collection within the allotted time frame. For instance, a letter to the retail outlet briefly explaining the purpose of the survey and introducing the pricing agent is always helpful. 5. It is the survey coordinator’s responsibility to provide instructions to the selected pricing agent on how to carry out the price collection. He/she should give the agent a copy of the document entitled “Instructions for the Pricing Agent”, which is part of this report, and go over this document with him/her. This role is performed occasionally by a statistician from ICSC visiting the duty station to organize or monitor the survey. 6. The survey coordinator should provide the pricing agent with the list of outlets, which should have been drawn up in consultation with administration and staff representatives. Prices should be collected from outlets (i.e., shops, stores, super markets, etc.), which are normally patronized by international officials or expatriates. Prices may also be collected from duty- free shops and commissaries, if they are accessible to all international professional staff at the duty station. Activities after the Survey is Concluded 1. Upon receipt of completed questionnaires, the name and/or the index number of each respondent should be verified against the Personnel List, which is discussed in item (5) in the earlier section on “Functions of the Survey Coordinator”. The completed questionnaires should be sent to ICSC together with other survey materials. 2. Upon completion of the whole survey, the survey coordinator should collect all survey materials and send them back to ICSC as soon as possible. These survey materials include: i. completed questionnaires (Housing/Domestic Service Costs and Household Expenditures) from staff members; i. completed pricing forms (Pricing Form and RTPC Pricing Form, includ ing their corresponding copies ) from the Pricing Agent; ii. the latest Consumer Price Index (CPI) data for the duty station, as published by the national statistics office of the country; iv. the Coordinator’s report; and v. a copy of the booklet entitled “Country/Field Office Information”, a duty station profile produced by the United Nations Development Programme, if available. 3. For timely processing of the data, we recommend the use of express mail or DHL as a means of sending the survey materials. The importance of this step cannot be stressed enough as the construction of reliable indexes depends not only on the accuracy of the required information, but also on its timeliness. 6 FORM ICSC/COLD/COREP/2010E Further Communications with the ICSC 1. Further clarifications or requests for additional information from ICSC will be channelled through the survey coordinator, and the survey coordinator’s timely response to such requests is of utmost importance. 2. Recommended profile of a Pricing Agent The following are the qualifications of a “good” Pricing Agent. He or she: 1. Is an independent person with no past or present work experience with any of the organizations of the United Nations Common System and is not an immediate relative of a UN staff member (child, parent, spouse, etc.). 2. Has international shopping experience with knowledge of the local market. 3. Is preferably an expatriate who has lived at the duty station for at least one- year. 4. Has his/her own means of transport, particularly at duty stations where personal transport is necessary to get to the outlets. 5. Is conversant with English, French or Spanish and the local language spoken at the duty station to ensure proper interpretation of item specifications as provided on the pricing forms. 6. Possesses a High School Diploma or equivalent. 7. Is an adult, capable of enduring long hours of concentration and hard work. 8. Is able to communicate effectively (preferably in the local language) because the job requires interaction with outlet owners and workers. 8 FORM ICSC/COLD/COREP/2010E C. INSTRUCTIONS FOR THE PRICING AGENT Please read these instructions carefully before beginning price collection INTRODUCTION 1. You are required to strictly adhere to the guidelines and procedures outlined below. 2. Two different pricing forms, with their corresponding copies, are provided for the entry of the prices collected for each of the items specified: i. ii. 3. A pricing form (entitled “Pricing Form”) for the collection of data of food, clothing and footwear, transportation and miscellaneous goods and services; and A pricing form (entitled “RTPC Pricing Form”) for the collection of data on electronic and high-technology items. You may use one of each type of these forms as working copies. However, the identical information must be transferred to the other corresponding copies. When the task is completed, return all four copies of the pricing forms to the Survey Coordinator. One copy of each of the pricing forms will be retained at the local office and the others sent to New York. LIST OF OUTLETS 4. The names and addresses for the outlets to be visited will be provided to you by the Survey Coordinator. 5. The names and addresses of all outlets used should be entered and numbered sequentially on the sheet entitled "List of Stores" provided in each form. Thereafter, the NUMBER of the outlet in which a price was collected, NOT its name, should be entered under the "Store" column on the pric ing sheet. 6. An outlet on the approved list is not used for price data collection if it: • is no longer in business; • could not be found at the location address provided; contains no items with the desired specifications; • does not correspond to the type of outlet it was supposed to represent (for instance, an outlet that was supposed to be a supermarket but turns out to be a gourmet shop for selected items cannot be used as originally classified); and • is a small designer boutique or bargain basement or budget store (these types of outlets are not used for price data collection). 7. Do not collect prices in any open market unless that is where expatriates shop or, if that is the only market available. Also, do not price substandard or luxury items. 9 FORM ICSC/COLD/COREP/2010E LETTER OF INTRODUCTION 8. It is strongly recommended that you receive from the survey coordinator a letter of introduction to present to the management of each outlet you visit. In addition to identifying you, the letter should also state the purpose of the exercise and request management's permission for you to collect the required data in the outlet. You should bear in mind that the sole purpose of the data collection is to compare current living costs at the duty station with those in New York and not for comparing one outlet's prices with those of other outlets at the duty station. PRICING GUIDELINES AND PROCEDURES Number of price quotations 9. It is desirable to obtain 5 quotations for each price item, one from each of five different stores. In some situations, where the stores patronized by the international officials are limited in number, three quotations may be sufficient. In some cases, however, especially for electronic and high-technology items, more than 5 price quotations should be collected. Review of items to be priced 10. The items included in these pricing forms are standard and used worldwide for the UN common system. It is assumed that some items may not be available due to local conditions. If some items cannot be priced due to conditions specific to the duty station (e.g., woolen clothing might not be available in a country with a warm climate), please give an explanation. Use of specifications 11. Each item for which prices are to be collected is shown on a separate pricing sheet and described in the specification printed on the sheet. Please study the specifications thoroughly. 12. Prices should be collected in accordance with the specifications and any deviation should be noted. The column "Comments" should be utilized for any explanation or observations. 13. Prices should be collected for brands suggested in the specifications. If none are available, price well known good quality brands. 14. All prices should refer to items which are in good condition and which are sold in sufficient quantity in the outlets. If the available item meeting the specification is not in good condition, or is the only piece (either because the management plans to stop selling it or because it will no longer be manufactured), then do not price the item. 10 FORM ICSC/COLD/COREP/2010E Recording of the price data 15. Use one line (of the five lines per sheet) for each outlet. If more than one line is needed, write "see over" at the bottom of the page and use the reverse side of the pricing form, to record the information. Leave no blank spaces in any of the columns; the store, brand, weight, capacity, price, etc. must be filled in. Unless all the information is properly entered, your work cannot be considered as completed. Special attention should be given to the recording of the NET WEIGHT, CAPACITY OR SIZE. For instance, if the price for French bread is given as "50 cents per loaf", the average weight of a loaf must be indicated; otherwise the price without the weight is meaningless for the purpose of comparison. This rule also applies to the "bottle", "tube", "can", "box", or "piece"; these units must be further described as to weight or capacity. 16. Since data for five separate outlets will be recorded on a single page, do not allow any merchant to see the data collected in any other outlet. If it is necessary to show the item specification to any person who is assisting you, cover up any data already entered. Domestic or imported 17. If domestic goods are purchased by the international officials, prices of domestic products are preferable. When imported goods are widely used, prices for imported goods should be obtained and the country of origin specified. Sales tax 18. Prices should include retail sales tax and/or other taxes paid. If the tax is not included in the price of the item, indicate the tax rate to be used for the item. Sale prices 19. Whether or not a sale price should be used may be determined by the type of sale involved. If the sale lasts for a week or more, and if the price collection is done during this period, then enter the sale price in the "Price" column, and in the "Comments" column, record the regular price. If, however, the sale is due to the complete liquidation of the outlet, a close-out of an entire line of merchandise, fire-damaged goods being cleared from the outlet, a one-day event or similar special circumstances, then enter the regular price of the item in the "Price" column. No additional notation is required. Price ranges 20. In the case where there are several brands/models/varieties of an item, all of which meet the same specification, and there does not seem to be any part of the specification, that helps you decide which one to price, and then choose the one that is the best seller (usually the one occupying the largest shelf space). If there is no substantial difference among them in quantities sold, then give prices for three of the types which meet the specification and which show the lowest, highest and medium prices for the item in that outlet. 11 FORM ICSC/COLD/COREP/2010E Specific commodity groups 21. For seasonal food items, it is especially important that you indicate the seasonality of the item priced . 22. If items sold in bulk (e.g., flour, rice) are usually sold by some special local measure, you may give the price for that measure, as long as you provide the equivalent standard weight or capacity. 23. In all descriptions of food items, when we use the word "fresh", we do not mean "goodlooking", "recently delivered to the market", or "newly-harvested". We mean, "not further processed". Therefore, "Fresh pasteurized milk" is milk that has had nothing done to it except pasteurization. Thus, "fresh milk" is differentiated from "long life" and "tinned milk". 24. It is accepted that items of clothing may not always match the specifications perfectly. For example, all wool or all cotton clothing may not be available, while 80% wool or cotton plus some other fiber may be available. Notwithstanding exclusions listed in pricing forms, in such cases, price items nearest to the specification and indicate the composition of the fabric (i.e., 80% wool 20% silk, or 90 % wool 10% mohair) 25. Unless otherwise specified, clothing prices should refer to garments, which fit averagesized individuals. Do not price garments meant for those with extra small or extra large build. 26. For appliances, whenever possible, obtain a manufacturer's brochure or catalogue, which describes the item being priced. The name and model number do not usually give us the information we need, as model numbers vary across countries. Items priced in other than local currency 27. If for any reason the prices of items in a particular outlet are quoted in another currency, please indicate clearly the name of the currency and the reason for this method of payment. Also, please provide the exchange rate at time of the survey. Additional information 28. Whenever you feel that we may be unaware of some local condition, which affects price levels, please note it under the column labelled "comments". Examples of such local conditions are: heavy rains damaged the onion crop and onions are in short supply; a disturbance in a neighbouring territory has limited rail transport of certain goods; some commodities are rationed and can be purchased at both rationed and off-rationed prices; or some of the specifications may not, by law, be sold in the duty station. 12 FORM ICSC/COLD/COREP/2010E D. Personnel list 1. In order to measure true rental costs properly and accurately in the calculation of the housing weights for post adjustment purposes and to establish rental thresholds for the rental subsidy scheme, it is essential that relevant information be provided. 2. The Cost-of-Living Division requires the following information: a. For all staff members i. Index number, name, agency, category, grade and step; ii. If less than 75 per cent of staff members responded to the questionnaires, please provide an explanation for the low level of response, and attach the explanation to the personnel list. b. For staff members renting their dwellings i. The actual rent charged by the landlord or owner for the rented dwelling occupied by the staff member; and ii. The amount of subsidy the staff member is actually receiving. 3. Although the above data covering housing and domestic service costs are requested in the questionnaire of each staff member, experience has shown that too often staff members refuse or neglect to report part of this essential information. 4. Even though the above information is collected as an integral part of the rental subsidy scheme, each agency with international officials whose salaries are directly affected by the post adjustment system at a duty station also collects it. You are therefore urged to request, collect and compile this information from each of the agencies with such officials at the duty station. The information provided to the ICSC should come from official sources and must be independent of that reported by the staff members on the questionnaires. 5.
