22 février 2011 - Le Collège Boréal et le Centre Francophone de Toronto (CFT) étaient faits pour
s’entendre. Au CFT, l’ancrage local puisqu’il occupe une place centrale depuis plus de 30 ans
dans la métropole en matière de santé, l’aide juridique, les activités culturelles ou en matière de
demande d’emploi. Au Collège Boréal, l’implantation régionale, puisqu’il couvre 85 % du
territoire provincial, possède une grande connaissance des besoins de main-d’œuvre francophone
en Ontario, des secteurs en pleine croissance, et offre aussi des équivalences de diplômes
étrangers au Canada.

23 février 2011 - Ça bouge présentement dans les coulisses de la Fondation franco-ontarienne
(FFO). L’organisme voué à la protection et au support de la langue de Molière en Ontario est
présentement à peaufiner les derniers préparatifs de ce qu’ils espèrent être le plus grand téléthon
francophone de l’histoire de la province.

24 février 2011 - Émilie Montour débarque dans la Ville de Québec aujourd'hui pour vivre une
toute nouvelle aventure à caractère francophone. L'élève de 11e année à l'École secondaire
catholique de Plantagenet, dans l'Est ontarien, est l'une des 30 ambassadrices choisies par
l'organisme Français pour l'avenir qui vise à encourager les jeunes à vivre en français. À ce titre,
l'adolescente de 16 ans représentera la grande région d'Ottawa lors du Forum national des jeunes
ambassadeurs (FNJA) qui se déroule jusqu'à mardi.

23 février 2011 - L'ex-directeur général du Conseil culturel fransaskois (CCF) a été remercié de
ses services samedi dernier. La présidente du conseil d'administration du CCF, Adrienne
Sawchuk, n'a pas voulu commenter les circonstances de son départ. Elle a déclaré que le
changement s'est opéré pour permettre à l'organisation d'emprunter une nouvelle avenue.

24 février 2011 - On entend beaucoup moins parler d'Égalité santé en français (ÉSF) depuis que
le gouvernement provincial a accepté de se plier à un compromis pour mettre fin à la poursuite
qui pesait sur lui. Le comité, formé de citoyens et de médecins outrés par la réforme en santé de
2008, reste tout de même actif, quoique son rôle soit passé de celui de contestataire à un rôle de
chien de garde. Car même si la poursuite a été abandonnée en avril 2010, le gouvernement est
encore loin d'avoir rempli tous ses engagements.

25 février 2011 - Le Conseil d'administration de la Fédération des communautés francophones et
acadienne (FCFA) a lancé un appel aux dons pour soutenir le combat en justice de Gilles Caron,
qui affirme que les droits des francophones n'ont pas été respectés en Alberta et dans d'autres
régions du Canada. La cause Caron a commencé en 2003, quand le camionneur albertain a
contesté une contravention routière rédigée en anglais.

25 février 2011 - Le Conseil d’administration de la Fédération des communautés francophones et
acadienne (FCFA) du Canada a adopté à l’unanimité une résolution réitérant l’appui de la
Fédération à la cause Caron jusqu’en Cour suprême si nécessaire et invitant les Canadiens et les
Canadiennes à contribuer à une campagne de levée de fonds en soutien à ce recours judiciaire.
Afin de donner l’exemple, les 25 administrateurs et administratrices de la FCFA se sont cotisés
sur-le-champ pour un don à la cause.

23 février 2011 - National Chief Shawn A-in-chut Atleo is calling for support from Canada and
all Canadians to revitalize Canada’s Indigenous languages. ―As the original languages of this
land, Indigenous languages require significant investment and it should be comparable to that
provided for the two official languages in Canada,‖ Atleo said Feb. 21 on the annual International
Mother Language Day.

22 février 2011 – United Kingdom : Campaigners say more direct action is planned as part of
protests about the future of Welsh language TV channel S4C. Cymdeithas yr Iaith Gymraeg, the
Welsh Language Society, said BBC Wales and the UK government would be the targets. From
2013, S4C will be funded from part of the BBC licence fee. BBC Wales said the decision to
change the funding arrangements were made by the UK government, and discussions were
ongoing between the various parties.

24 février 2011 – United States : The Lakota Language Consortium (LLC) is one of those groups.
In June 2010, the consortium decided to dub 20 episodes of the Berenstain Bears, or Matȟó
Waúŋšila Thiwáhe—The Compassionate (Generous, Kind) Bear Family—into Lakota. According
to the LLC website, this project will further one of its vision statements to ―provide every Lakota
child with the means to become a speaker of Lakota as a first language within the home.‖

l’appui financier de Santé Canada et de Patrimoine canadien, procéderont à un sondage afin de
mieux cerner la réalité et la perception des francophones en situation minoritaire, en matière
d’accès aux services de santé en français.

me touche vraiment. » Robert Kirby, maire du canton de Hawkesbury-Est, est un homme de peu

de son intronisation à l'Ordre de la francophonie de Prescott et Russell le 26 mars prochain à

24 février 2011 - Parler le français à la maison dès le plus jeune âge a un impact sur la maîtrise de
la langue de Molière des élèves fréquentant les écoles francophones au Manitoba. Cette
constatation est le fruit d'une étude commanditée par Enfants en santé au Manitoba et présentée
mercredi soir à la réunion des commissaires de la Division scolaire franco-manitobaine.

25 février 2011 - On s'attend du gouvernement du Québec qu'il soit le défenseur du français, pas
son fossoyeur. Alors que la langue française - déjà moribonde dans plusieurs coins du pays,
assiégée dans les régions limitrophes du Québec, y compris l'Est ontarien et l'Acadie, menacée à
l'intérieur même du Québec, notamment à Montréal et en Outaouais - aurait désespérément
besoin du plus vigoureux des soutiens, voilà que l'équipe de Jean Charest promet de transformer
les écoles françaises en écoles bilingues en 6e année !

Castile-La Mancha and the Canary Islands there are no official courses whatsoever of Galician,
Basque and Catalan and outside their respective linguistic areas the offer is still limited.
However, other countries seem more conscious of the multilingual reality of Spain as the offer
outside the Spanish territory is relatively much higher.

serious risk" of fading away in Colombia, according to an official study published on the
occasion of the International Mother Language Day.
22 février 2011 – Chine : Half of the world’s languages are under the threat of extinction with
China facing the loss of 41 ethnic group dialects , the China Radio International (CRI) reported
on Monday. As Feb 21, 2011 marks the 11th International Mother Language Day, UNESCO, the
cultural arm of the United Nations (UN) has created safeguarding and promoting languages as its

23 février 2011 – United States : Lexington — ―Sâpaheekanuhtyâtôh‖ — translated as ―Let’s
Make Soup‖— is a children’s story that Jessie ―Little Doe‖ Baird wrote in Wampanoag, the
Algonquian language of her ancestors. Wampanoag, or Wôpanâak, was spoken by tens of
thousands of people in southeastern New England until the middle of the 19th century. After the
fragmentation of Wampanoag communities in a land dominated by English speakers, the
language ceased to be spoken and was preserved only in written records.

23 février 2011 – United Kingtdom :LSYDNEY MINES — Gaelic enthusiasts are ramping up
their vocabulary by returning to a setting where the language was fostered for generations, in
what is essentially a five-day ceilidh. Fifteen intermediate Gaelic learners from as far away as
Pictou and Dartmouth are attending a weeklong workshop at the home of Nona MacDermid on
the shores of Sydney Mines, hosted by Gaelic Council of Nova Scotia staff member Caroline
Cameron of Inverness.

English-speaking Chinese will outnumber the populations of all English-speaking countries in the
world, combined. More than 300 million Chinese are studying English, accounting for about a
quarter of China's population, according to English First (EF), one of the world's biggest

25 février 2011 – Espagne : The Galician language makes progresses and is consolidated as a
technology language. This is shown by the latest office tools in Galician that the Galician
Government presented within the "Live in Galician" campaign.
26 février 2011 – Pays-Bas : A large proportion of the world's 6,000 languages are teetering on
the edge of extinction. Even optimistic linguists expect half of these languages to disappear
within 100 years. Pessimists say nine out of ten languages are faced with extinction. We're
talking about languages spoken by small groups of people. In some cases just a few thousand, or
even as few as 15 people, according to linguist Pieter Muysken from the University of Nijmegen.
He is doing research in Bolivia, where there are 34 languages still left. But he expects most of
them will disappear in the near future.

23 février 2011 - Stéphan Bureau et Andrea Lindsay n'ont pas pu résister à l'invitation.
L'animateur québécois et la chanteuse ontarienne seront les porte-voix des prochains Rendezvous de la francophonie, qui se dérouleront du 3 au 20 mars prochain. Organisés depuis 1999, les
Rendez-vous de la francophonie consistent en des rencontres entre les francophones d'une
province ou d'un territoire et ceux d'une ville du Québec. Du 20 au 23 mars, la Ville de Gatineau
sera jumelée au Nouveau-Brunswick, alors que la Ville de Québec recevra les représentants
ontariens du 24 au 27 mars.

22 février 2011 - Le jeudi 17 février, le Collège Boréal a reçu la visite du maire de London, Joe
Fontana. Pour la première fois, il s’est rendu dans les locaux de l’institution française afin de
participer à la Journée de réseautage « Creating opportunities – Pathway to success ». Organisé
par 11 étudiants du Programme relais en gestion, finance et administration; l’événement a pour
but de les réunir avec les professionnels.

22 février 2011 - La ministre de l’Éducation, Leona Dombrowsky, et la ministre déléguée aux
Affaires francophones et ministre des Services sociaux et communautaires, Madeleine Meilleur,
ont présenté, le jeudi 10 février à l’école élémentaire Gabrielle-Roy, le nouveau programme de
maternelle et de jardin d’enfants à temps plein, prochaine étape du plan Ontario ouvert sur le

23 février 2011 - Le déficit de la Fête franco a diminué de 12 000 $ l'an dernier pour s'établir à un
peu plus de 30 000 $. Ce bon résultat financier reflète le succès de la dernière édition de la fête,
qui s'est tenue l'été passé à Nordegg, dans les Rocheuses. Environ 500 personnes ont participé à
la fête

25 février 2011 - L'Université de Moncton pourra compter sur le soutien du gouvernement du
Canada alors qu'elle se prépare à lancer son site Web Parlez-vous encore français? Le
financement de ce projet unique a été annoncé aujourd'hui par l'honorable Percy Mockler,
sénateur du Nouveau-Brunswick, au nom de l'honorable James Moore, ministre du Patrimoine

language when she sang both God Save The Queen and the Welsh national anthem, Hen Wlad Fy

24 février 2011 – Espagne : The representative of the Bloc for Asturias (BA) in the Asturian
General Board, Roberto Colunga, has reported that the regional Government continues to reject
the creation of an Asturian language qualification among teachers even though the Spanish
Ministry of Education and Science accepts this possibility.
25 février 2011 – Ukraine : DONETSK -- Officials say a Ukrainian-language school in the
eastern city of Donetsk that was threatened with closure will remain open, RFE/RL's Ukrainian
Service reports. Parents of the students at Donetsk's secondary school #136 told RFE/RL on
February 22 they have persuaded the local education department to not close the school. Donetsk
authorities plan to shut down 26 secondary schools (2.5 percent of the total) this year. Local
residents are concerned that most of the schools slated for closure provide education in
Ukrainian.

Department will take an effort to have English ―at every stage of education‖ in
order to increase students skills in this subject.

Government, Yvonne Griley, has stated that one of the main objectives of the Department of
Culture during this term will be to increase the knowledge of the Catalan language.
26 février 2011 – Russie : UFA, Russia -- Employees of Bashkortostan's TV and Radio (BST)
have appealed to republican President Rustem Khamitov to stop the layoff of journalists writing
in Bashkir and the reduction of broadcasts in that language, RFE/RL's Tatar-Bashkir Service
reports. In an open letter to Khamitov on February 18, the journalists criticized new BST head
Guzel Ibragimova for launching those changes after her appointment a few months ago.

25 février 2011 – Taïwan : The Formosan languages are the most important cultural
heritage of Taiwan and in dire need of preservation, according to Paul Jen-kuei Li, a
Taiwanese linguist who has spent four decades studying Austronesian, the vast family of
languages to which the Formosan languages belong. “Most people don’t understand the
importance of aboriginal languages in Taiwan, not even the aborigines themselves,” Li
said in a Jan. 25 interview with Taiwan Today.

22 février 2011 – United States : Linguistics associate professor Colleen Fitzgerald
presented her approach to student training in service learning with a language
revitalization course at the University of Hawaii. Fitzgerald is a specialist in language
revitalization, a field of study that focuses on preserving and teaching languages that are
hard to access, but are still in use.

22 février 2011 – Ghana : The Head of Linguistics at the University of Ghana Legon,
Prof. Kofi Agyekum says the non documented Ghanaian languages are on the verge of
fading out, if proper measures are not taken to preserve and promote them. The United
Nations has estimated that about half of the world’s 6,000 languages are endangered
and might fade out.

21 février 2011 – United States : It was concern about the cultural and historical losses
that result from a language disappearing that inspired the World Oral Literature Project,
an online collection of some of the 3,500-plus "endangered languages" struggling for
survival in the world. The heart of the project, run by Cambridge University, is a large
database listing thousands of languages alongside details such as where they are
spoken and by whom, plus audio clips.

five years an increase from the current offer of 25% to 50% in the University of Valencia

25 février 2011 - Un Albertain a obtenu le droit d'avoir un procès en français pour une infraction
routière, et en particulier que le représentant de la Couronne comprenne et s'exprime dans cette
langue. Jusqu'à aujourd'hui, seuls les accusés au criminel avaient le droit à des procès en français
dans la province, le Code criminel relevant du fédéral.

21 février 2011 – Espagne : The Supreme Court has rejected the court appeal lodged by the
Catalan Government for making the knowledge of a co-official language a ―decisive" merit in the
