Chers lecteurs
e Conseil de sécurité des Nations Unies, dont la France est
un des membres permanents, a adopté à l’unanimité le 12
novembre 2013 une résolution augmentant les effectifs
de la mission de l’Union africaine en Somalie, l’AMISOM.
Cette nouvelle résolution marque une étape et témoigne des
progrès accomplis par les soldats kenyans, ougandais, burundais,
djiboutiens et sierra-léonais qui participent à cette mission.
Avec les forces nationales somaliennes, l’AMISOM est parvenue
ces dernières années à libérer du joug d’Al Shabaab une grande
partie du territoire, notamment à Mogadiscio et Kismayo, et a
apporté une contribution décisive à la lutte contre le terrorisme,
à la protection des populations et au processus politique.
L’AMISOM démontre ainsi la capacité des Africains et de
l’UA à répondre aux défis sécuritaires sur le
continent.
Afin d’accélérer la lutte contre Al Shabaab,
Le Conseil de sécurité a approuvé le
renforcement de l’AMISOM, qui sera
désormais constituée de 22 100 hommes. La
France est fière d’être un des tout premiers
partenaires de cette force. Elle contribue,
en effet, à la formation de ses troupes, en
Ouganda, au Burundi et à Djibouti. Via
l’Union européenne, elle prend en charge les
soldes d’un soldat sur cinq, pour un montant
total de 43 millions d’euros en 2013. Via les Nations Unies, elle
participe également au soutien logistique à hauteur de 7,5 %
(26 millions d’euros en 2013). Naturellement, la paix en Somalie
passe par le rétablissement de la souveraineté des autorités
légitimes sur leur territoire. C’est pourquoi le Conseil de sécurité
appelle à la construction d’une véritable armée nationale avec le
soutien de la communauté internationale. La France partage cet
objectif. Nous avons ainsi directement contribué, avec l’UE, à la
formation de 3 000 soldats somaliens et participons à la prise en
charge de 10 000 policiers.
Je souhaiterais, enfin, rappeler que notre appui à l’AMISOM
s’inscrit dans le cadre plus large de la contribution française
à la paix et à la sécurité dans le monde, dans le respect du
droit et de la charte des Nations Unies. La France participe
ainsi directement à huit des quinze opérations de maintien de
la paix des Nations Unies, en plus des 4 800 soldats qu’elle a
déployés avec l’autorisation du Conseil de sécurité au Mali, en
Afghanistan ou encore en République centrafricaine, au Kosovo
et en Côte d’Ivoire.

he Security Council of the United Nations, of which
France is a permanent member, has unanimously adopted
a resolution on November 12 2013, increasing the size
of the African Union mission in Somalia, AMISOM. This new
resolution is a milestone and demonstrates the progress made
by soldiers from Kenya, Uganda, Burundi, Djibouti and Sierra
Leone who are participating in this mission. With the Somali
national forces, AMISOM has managed in recent years to free
much of the territory from the yoke of Al Shabaab, including
Mogadishu and Kismayo, and made a​​ decisive contribution to
the fight against terrorism, protecting people and the political
process. AMISOM demonstrates the ability of Africans and
the African Union to address the security challenges on the
continent. To accelerate the fight against Al
Shabaab, the Security Council has approved
the strengthening of AMISOM, which is

proud to be one of the first partners of this
force. It contributes, in fact, to the training
of troops in Uganda, Burundi and Djibouti.
Through the European Union, it supports

this goal. We have directly contributed together with the EU,
to the training of 3,000 Somali soldiers and participated in the
management of 10,000 police officers.
Finally, I would like to emphasize that our support to AMISOM
is part of the broader framework of the French contribution
to peace and security in the world, in accordance with the
law and the UN Charter. France is thus directly involved in
eight of the fifteen peacekeeping operations by the United
Nations, in addition to the 4,800 troops it has deployed with the
authorization of the Security Council in Mali, Afghanistan or in
the Central African Republic, Kosovo and Ivory Coast.

(AFRAKEN) a organisé sa première Assemblée Générale le 10
octobre à l’Alliance Française de Nairobi.
L’AFRAKEN compte une cinquantaine de membres et leur
offre l’opportunité de renforcer leurs partenariats avec les
institutions scientifiques, le secteur privé ou les organisations
non gouvernementales françaises. Dr. Dorothy Wanja Nyingi,
chercheur aux Musées Nationaux du Kenya, a été élue Présidente
de l’AFRAKEN. Nous lui souhaitons de rencontrer beaucoup de
succès au cours de son mandat.

organised its first General Assembly Meeting on October 10th
2013 at Alliance Française of Nairobi.
AFRAKEN counts about 50 members and helps them
strengthening their partnerships with French scientific
institutions, private companies or Non Governmental
Organisations. Dr. Dorothy Wanja Nyingi, researcher at the
National Museums of Kenya, was elected AFRAKEN President

français des investisseurs en Afrique (CIAN) a organisé
un atelier d’information sur les perspectives commerciales
offertes par le Kenya, le lundi 04 novembre à Paris Bercy
en présence de Mme Nicole Bricq, Ministre française du
Commerce extérieur.
Un large panel d’économistes, entreprises et politiques,
français et Kenyans ont présenté leur vision de ce nouveau
marché où les sociétés françaises ont tout à conquérir. En effet,
la présence des entreprises françaises dans ce pays émergent
d’Afrique orientale reste encore faible bien qu’elle ait doublé
entre 2012 et 2013 pour atteindre le nombre de 62 avec la récente
implantation de grands noms comme l’Oréal, Pernod Ricard,
Roulier ou encore Trouvay Cauvin.

UBIFRANCE, the French agency for international business
development in partnership with the French investors in Africa
(CIAN) organized a workshop on business opportunities in
Kenya, Monday, November 4 at Paris Bercy in the presence
of Madam Nicole Bricq, French Minister for Foreign Trade.
A panel of economists, businesspersons and policy makers,
both French and Kenyans presented their vision of this new
market where French companies have everything to gain.
Indeed, the presence of French companies in the emerging
countries of East Africa remains low despite more than doubling
between 2012 and 2013 to reach a total number of 62 with the
recent introduction of famous names like L’Oreal, Pernod Ricard,
Roulier or Trouvay Cauvin.

In regard to the surge of insecurity in Nairobi, the
management team of the French school, in close liaison with
the embassy, uprated the security of the facility that hosts
660 students. All the refurbishment works that were paid by
the AEFE grant of 64,000 euros have now been completed.
The following was installed: safety
nets and electric fences on the west
and east walls of the school, a safety
barrier at the entrance of the sports
grounds ; reinforced gates giving
access to the staff parking ; security
systems on doors for 10 classrooms
and the gymnasium, an anti - grenade
net on Arwings Kodhek road ; CCTV
cameras, anti- burglary on windows
of classrooms overlooking Chania
road. The school has installed two
additional water tanks and a second
generator to strengthen its autonomy.
The school has also created direct
access ways for firefighters. Finally, the school has implemented
realtime tracking of our 9 school busses.
The parking of vehicles inside the school premises has been
reduced to the strict minimum. Parking of any vehicle is totally
banned after 6 pm and on weekends. The team of security guards
patrolling the school has been doubled : 14 guards patrol day
and night to ensure the safety of the entire school..
Six Advisors on French Foreign Trade (CCEF) were
appointed by decree of August 12, 2013 published in the
Gazette Notice of 15 August 2013. They are: Samir Azzouzi,
Sylviane baluster - d’Erneville, Xavier de Charentenay,
Vincent Charnace, Bruno Pitou and Christian La Marre.
Two others, Mr. Dominique Berger and Julie Aptel Smith
were reappointed on the same
date.
The Kenyan Chapter of CCEF plays
an important leadership role for
the French business community in
Kenya. They meet monthly under the
chairmanship of Jean Lemazurier,
Director of Thales subsidiary in
Nairobi. These meetings are an
opportunity to discuss the economic
situation and the business climate in
each of the sectors represented by the
CCEF. In particular, they are involved
in disseminating messages on the
attractiveness of French territory
with Kenyan partners, organizing, in
partnership with the major institutional players in the French
Foreign Trade (Directorate General of Treasury, UBIFRANCE
Chambers of Commerce, MEDEF International, Coface, OSEO,
French Agency for International Investment, etc..) in France
and in the world, seminars, regional seminars and symposiums.
They also accompany SMEs and international companies in
encouraging Volunteer for International Experience (V.I.E).

Formation professionnelle : Gestion des revenus municipaux
Trois membres du Groupe d’intervention de la Gendarmerie
Nationale (GIGN) ont enseigné la “négociation de crise”,
du 17 au 25 octobre, à 31 stagiaires, principalement des
policiers kenyans mais également quelques policiers venant
de pays de la région. Mondialement reconnu comme une
des unités d’intervention les plus
efficaces, le GIGN est une unité
d’élite de la Gendarmerie nationale
française spécialisée dans les
opérations de contre-terrorisme et de
libération d’otages.
Financé par l’Union européenne,
ce stage d’une dizaine de jours s’est
déroulé à l’Humanitarian Peace
Support School d’Embakassi, Nairobi.
Cette école fait partie des organismes
de formation kenyan intégrés au
sein de l’International Peace Support
Training Centro Meteorologico del
Caribee (IPSTC), situé à Karen.
Le cours avait pour but de préparer
les stagiaires à exercer leurs fonctions de manière efficace,
professionnelle et intégrée dans l’environnement opérationnel
actuel. La négociation est un outil fiable qui a déjà fait ses
preuves dans bon nombre de pays depuis des décennies. Elle
permet de désamorcer des situations de crise sans emploi de la
force et de faciliter une éventuelle intervention (négociationintervention doivent être indissociables). La France possède
dans ce domaine une expertise reconnue mondialement.
Three members of the intervention group of the Gendarmerie
Nationale (GIGN) facilitated training on “crisis negotiation”
from October 17th to 25th October to 31 students, mostly
Kenyans, but also some police officers from other countries
in the region. Globally recognized as one of the world’s
most effective intervention units,
GIGN is an elite unit of the
French National Gendarmerie
specializing in operations against
- terrorism and hostage rescue.
Funded by the European Union,
the ten days course was held at the
Humanitarian Peace Support School
in Embakassi, Nairobi.
This school is one of the Kenyan
training organizations that has been
integrated into the International Peace
Support Training Centre (IPSTC)
located in Karen.
The course was designed to prepare
the students to perform their duties
effectively, professionally and integrate them in the current
operating environment.
Negotiation is a reliable tool that has already been proven in many
countries for decades. It helps to defuse crisis situations without
use of force and facilitate a possible intervention (negotiation response must be inseparable). France has a recognized expertise
in this field internationally.
AFD in partnership with its training centre CEFEB, the
PPIAF (Public Private Infrastructure Advisory Facility) of
the World Bank, the e-Thekwini Municipality (Durban) and
its training centre MILE (Municipal Institute of Learning)
and the Task Force to Catalyse Climate Action organised
training for local authorities
on revenue management in
Nairobi from 14 to 18 October
2013. This is the third of two similar
trainings previously organised in
2012 in Accra and then Durban.
The regional training seminar
brought together 43 participants
from 10 countries: Ghana, Kenya,
Malawi, Mozambique, Rwanda,
South Africa, Swaziland, Tanzania,
Uganda, and Zimbabwe. A total of
nearly 150 senior officers from local
authorities have benefited from the
3 training seminars. The training
was an opportunity for participants
to acquire knowledge and exchange information on strategies
for improving revenue collection. CEFEB (Centre for Financial
Economic and Banking Studies) is the AFD group’s training
centre based in Marseille. Its main mission is to contribute to
strengthening the operating capacities of both public and private
operators who are partners of the group and also to play a project
management role in the domain of professional training. CEFEB
organises numerous training programmes on different subjects
related to public development assistance and conducts action
research on subjects where AFD has strong value addition.

régional a réuni 43 participants venus

Sud, Swaziland, Tanzanie, Ouganda
et Zimbabwe. Au total sur les trois
séminaires près de 150 responsables
des collectivités locales ont bénéficié de
cet enseignement. La formation a été
l’occasion pour les participants d’acquérir
des connaissances et échanger sur les stratégies d’amélioration de
la collecte des revenus. Le CEFEB (Centre d’études Financières,
Economiques et Bancaires) est l’université d’entreprise de l’AFD.
Situé à Marseille, sa mission est de contribuer au renforcement
des capacités de maîtrise d’ouvrage des opérateurs public et privés,
partenaires du groupe et d’apporter un appui aux opérations de
l’AFD. Le CEFEB organise de nombreuses formations sur les
différentes thématiques du développement et mène également
de la recherche-action, en particulier dans les secteurs où l’AFD
a une forte valeur ajoutée.

CCEF Elections
Dans le contexte de la montée de l’insécurité à Nairobi,
l’équipe de direction du lycée Denis Diderot, en liaison étroite
avec l’ambassade, a renforçé la sécurité de l’établissement qui
accueille 660 élèves. L’ensemble des travaux prévus grâce
à la subvention de 64 000 euros accordée par l’AEFE en
septembre 2012 est achevé. Ont été
installés des grillages d’enceintes,
des filets de sécurité et des barrières
électriques sur les murs ouest et est
de l’établissement, une barrière de
sécurité à l’entrée du plateau sportif
; des portes d’accès renforcés pour le
parking des personnels ; des systèmes
de sécurisation des portes de 10 salles
de classe et du gymnase, un filet antigrenade sur la rue Arwings Kodhek ; un
système de vidéo-surveillance ; des films
protecteurs anti-bris sur les fenêtres
donnant sur la rue Chania. Par ailleurs,
le lycée a installé deux réservoirs d’eau
supplémentaires et un second générateur afin de renforcer son
autonomie. Le lycée a également créé un accès pour les pompiers
Enfin, le lycée a mis en place un système de géolocalisation des
9 bus de ramassage scolaire. Le stationnement des véhicules à
l’intérieur de l’enceinte du lycée a été réduit au strict nécessaire.
Le stationnement est totalement interdit après 18h et le week end.
L’équipe de gardes de sécurité du lycée a été doublée : 14 gardes
patrouillent jour et nuit l’établissement scolaire afin d’assurer la
sécurité de toute la communauté scolaire.
Six Conseillers du commerce extérieur de la France
(CCEF) ont été nommés par décret du 12 août 2013 publié
au Journal Officiel du 15 août 2013. Il s’agit de M. Samir
Azzouzi, Mme Sylviane Balustre-d’Erneville, M. Xavier de
Charentenay, M. Vincent de Charnacé, M. Bruno Pitou et
M. Christian La Marre. Deux autres, M. Dominique Berger
et Mme Julie Aptel-Smith, ont été
renouvelés dans leurs fonctions à la
même date.
Les CCEF du Kenya jouent un
rôle important d’animation de la
communauté d’affaires françaises au
Kenya. Ils se réunissent chaque mois
sous la présidence de Jean Lemazurier,
directeur de la filiale Thalès à
Nairobi. Ces réunions sont l’occasion
d’échanges sur la situation économique
et le climat des affaires dans chacun des
secteurs représentés par les CCEF. Ils
participent notamment à diffuser les
messages sur l’attractivité du territoire
français auprès des interlocuteurs
kényans, organisant, en partenariat avec
les principaux acteurs institutionnels du commerce extérieur
français (Direction générale du Trésor, Ubifrance, Chambres de
commerce, Medef International, Coface, Oséo, Agence française
pour les investissements internationaux, etc.), en France et dans
le monde, des colloques, séminaires et symposiums régionaux.
Ils accompagnent également PME et entreprises de taille
internationale en favorisant notamment le développement du
Volontariat International en Entreprise (V.I.E).

Elements à l’Alliance Française
On 18th and 19th October, the Alliance Française of Nairobi
auditorium staged the World Première of the play ‘Elements’.
Produced by Alliance Française de Nairobi with the support
of the Institut Français and the Embassy of France, this
monologue is the result of a direct collaboration between
John Sibi-Okumu and Nathalie
Vairac over several months. John
Sibi-Okumu is an accomplished
actor, writer, journalist and author
of the plays ‘Role Play’, ‘Minister,
Karibu!’ and ‘Meetings’. In 2002,
he was awarded the ‘Chevalier
des Palmes Académiques’ by the
French Government for his services
as a teacher to the promotion of the
French language. Nathalie Vairac is a
French actress, who has taken on some
of the most challenging roles in the
theatrical repertoire. She draws on a
multicultural heritage with influences
from Europe, the Caribbean, India
and Africa for her performances on
stage. The monologue delves into the
life experience and origins of a writer
who is preparing a speech in response
to an invitation to participate in the celebration of her work in a
foreign country. The multilayered identity of the character take
us on a journey of reflection on the condition of being a woman
in this world. Violence, love, death, family, all these themes were
addressed interspersed with music written and performed by
Jacob and Jason Sibi-Okumu. The public greatly appreciated this
production in French based on the character of Dana, brilliantly
performed by Nathalie to the words of John Sibi-Okumu against
a background of light scenography expertly designed by Jean-

a accueilli la première de ‘Elements’. Produite par l’Alliance
Française avec l’appui de l’Institut Français et de l’Ambassade
de France, cette pièce est le fruit d’une collaboration de
plusieurs mois entre John Sibi-Okumu et Nathalie Vairac.

est une véritable enquête aux origines
de la vie d’une écrivaine: invitée dans
un pays étranger pour y parler de son
œuvre, elle devra puiser au plus profond d’elle-même pour écrire
son discours. Mais, l’identité multiculturelle du personnage
permet le dépassement du discours sur l’engagement de
l’écriture et amène une réflexion sur la vie et la condition de la
femme dans le monde. Violence, amour, mort, famille : aucun
thème n’est laissé de coté et n’épargne le spectateur. Le public a
été touché par cette création en français et par le personnage de
Dana, porté par le jeu de Nathalie, habité des mots de John SibiOkumu, souligné par la musique de Jacob et Jason Sibi-Okumu
CONCERT
With the support of the Institut Français, the French
Embassy to Kenya and the French Institute of Research in
Africa (IFRA), the National Museums of Kenya (NMK) are
running an exciting programme as part of the celebration of
50 years of Kenya’s independence. This programme aims at
inspire creativity and imagination,
as well as appreciation and respect
for the diversity of cultures
among children aged 8-13 years. Two
hundred pupils coming from ten
schools in Nairobi have been selected
to study museum cultural objects
and creatively design objects of their
choice. A sample of the objects will be
put up in a temporary display at the
Nairobi National Museum. This pilot
project will allow the development of a
permanent programme at the Nairobi
National Museum to the benefit of
school children, to start in January
2014. France hosts more than 1 300
museums which welcome about thirty millions people every
year. Central and local governments work together in a devolved
system to run them. France has developed a strong expertise in
Heritage management and offers more than 200 Masters Course
in that field. This pilot project will offer an opportunity to
strengthen the cooperation between the French Embassy, IFRA
and the NMK and to showcase French expertise.

A l’occasion de la commémoration du cinquantenaire des
indépendances africaines, les Musées Nationaux du Kenya (NMK) mettent en œuvre, avec le soutien de l’Institut
Français, de l’Ambassade de France au Kenya et de l’Institut
Français de Recherche en Afrique un programme éducatif
original qui vise à stimuler la créativité et l’imagination, ainsi que
l’appréciation et le respect de la diversité des cultures, auprès d’enfants âgés
de 8 à 13 ans. Deux cent élèves inscrits
dans dix écoles de Nairobi sont invités
à étudier et reproduire manuellement
des objets culturels de leur choix. Un
échantillon de leurs réalisations sera
présenté lors d’une exposition temporaire au Musée National de Nairobi.
Ce projet pilote doit aboutir à la mise
en place d’un service permanent des
NMK au bénéfice des écoliers à partir
de janvier 2014. La France compte plus
de 1 300 musées qui accueillent environ
30 millions de personnes chaque année. Le système de gestion
décentralisé confie à l’Etat, aux régions, aux départements et aux
communes les différentes responsabilités liées leur l’entretien,
leur gestion et leur animation. Ainsi, la France a développé une
forte expertise dans la gestion du patrimoine, et offre plus de
200 formations niveau Master dans ce domaine. Ce projet pilote
sera l’occasion d’approfondir la coopération entre l’Ambassade,
l’IFRA et les NMK et de mettre en valeur l’expertise française.

On Friday 18th November, a workshop was held at Girigi
in order to present the conclusions and recommendations
of The Socio-Economical and Infrastructural Mapping and
Analysis of Nairobi pilot study led by GWOPA in cooperation
with IFRA: this survey was supervised by Martin Ledant
and David Nilsson with researchers from the University of
Nairobi.
The overall objective was mapping and
explaining the differentials of the water
service at the neighborhood level in
the city by mostly disaggregating the
data. The mapping and analysis within
this study was done for the whole
city including middle-income class
neighborhoods.
The major stakeholders of the water
services in Nairobi were present with
Nairobi City Water Company, Athi
Water service board WASREB et WSP
but also the international actors like
the French Permanent Representative
to UN in Nairobi Mr. Rémi Marechaux,
the World Bank, the African Bank of
Development, theFrench Agency of Development…Panelists
and participants were invited to discuss the main conclusions
and recommendations of the study and how to take them further.
This study will be used as a methodological model in other cities
in Kenya and in the world and it launched a further collaboration
between IFRA and UN Habitat.

Un atelier a été organisé à Gigiri le vendredi 18 octobre 2013
afin de présenter les conclusions et les recommandations de
l’étude pilote menée par GWOPA (Global Water Operators
Parternship Alliance) en partenariat avec l’IFRA intitulée
: The Socio-Economical and Infrastructural Mapping and
Analysis of Nairobi ; une enquête menée par une équipe
associant des chercheurs de l’IFRA et de l’University of
Nairobi sous la direction de Martin

Cette étude se fixait comme
principaux objectifs la cartographie
analytique de ces inégalités mais
aussi la compréhension des
systèmes de distribution d’eau, en«
désagrégeant » les données générales.
Ceci à l’échelle de toute la ville en
incluant les quartiers des classes dites
moyennes.
Les principaux acteurs de la
gestion de l’eau à Nairobi étaient
présents avec Nairobi City Water
Company, Athi Water service board,
WASREB et WSP ; mais aussi les
acteurs internationaux avec le représentant permanent de la
France auprès de l’Office des Nations Unies à Nairobi, M.
Rémi Maréchaux, la Banque Mondiale, la Banque Africaine
de Développement, l’Agence française de développement….
Les participants et les panelistes ont été invités à discuter des
principales conclusions et comment concrètement mettre en
œuvre les différentes recommandations tirées de l’étude.
Cette étude devrait servir de modèle méthodologique et
d’enquête dans d’autres villes au Kenya et dans le monde, et
inaugurer d’autres collaborations entre UN habitat et l’IFRA.

Organisation indépendante basée à New-York consacrée à
la défense des droits de l’Homme, le Human Right Watch
Film Festival cherche à témoigner, à travers le cinéma, des
injustices et violations des droits de l’homme afin d’éveiller les
consciences et encourager à la mobilisation. Le Festival en est
maintenant à sa 3e édition a Nairobi. Les films sélectionnés
pour cette édition portent à l’écran plusieurs situations dans
lesquelles les droits humains sont
violés. Chaque visionnement amènera
le public à se questionner sur les
pratiques décrites.

Représentation des Français établis hors de France
La loi n°2013-659 du 22 juillet 2013 a instauré deux
instances représentatives des Français établis hors de France
: les conseils consulaires (organe de proximité nouvellement
créé à partir de mai 2014) et l’Assemblée des Français de
l’étranger (institution qui existe depuis 1948).
1.1 Les conseils consulaires
Organe de proximité créé à partir de mai 2014, il est chargé
de formuler des avis sur les questions consulaires (protection
sociale, enseignement français à l’étranger, sécurité …)
Chaque année, l’ambassadeur présente au conseil consulaire
un rapport sur la situation de la circonscription consulaire et
faisant l’état des lieux des actions menées dans les domaines
de compétences du conseil consulaire.
Les conseillers consulaires seront élus au suffrage universel
direct pour 6 ans.
1.2 L’Assemblée des Français de l’étranger.
Institution qui existe depuis 1948, elle est l’interlocutrice du
gouvernement et des postes diplomatiques et consulaires

sur toutes les questions relatives à l’expatriation, en France,
comme à l’étranger.
Les membres de l’AFE élaborent des rapports, des résolutions,
soumettent des avis motivés au gouvernement, des vœux aux
ministères et des motions à l’administration en faveur des
Français de l’étranger. Ils interpellent l’administration par des
questions écrites, orales ou d’actualité. Ils sont représentés
dans diverses institutions ou organismes publics touchant
à tous les domaines de la vie à l’étranger (enseignement,
emploi, affaires sociales, sécurité, aide juridique, etc.).
Les conseillers à l’Assemblée des Français de l’étranger seront
élus pour six ans par (et parmi) les conseillers consulaires.
En 2014, l’ambassade organisera ces deux scrutins (en mai et
juin). Si vous souhaitez y participer, vous devez être inscrits
sur la liste électorale consulaire. La date limite d’inscription
est fixée au 31 décembre 2013.
