PRESENTATION - Introduction
Le Consulat général de France à Jérusalem mène une
politique de partenariat avec la société civile palestinienne.
Depuis 2001, le Fonds Social de Développement (FSD) vise
à promouvoir les initiatives locales émanant d’ONG ou de
collectivités locales palestiniennes. Il a pour objectif d’aider
directement les populations vulnérables à travers le soutien à
des projets de développement structurants. Conçu comme un
instrument de développement local, le FSD soutiendra en
priorité des projets de développement durables,
économiquement viables, et porteurs d’une vision à long
terme.

The Consulate General of France in Jerusalem
is pursuing a policy of partnership with the
Palestinian civil society since 2001 through the
Social Development Fund (FSD) which aims at
promoting local initiatives from Palestinian
NGOs and local government units. Its main
goal is to directly assist vulnerable populations
through the support to comprehensive
development projects. Designed as a local
development tool, the FSD will give priority to
sustainable development projects.

DOMAINES D’INTERVENTION – Fields of Intervention
‫ت ا‬
La priorité sera donnée aux activités développées dans le cadre de
projets intégrés et économiquement viables visant à améliorer
durablement les conditions de vie des populations palestiniennes les
plus vulnérables.
Les subventions seront accordées aux projets ciblant les populations
les plus vulnérables dans quatre zones géographiques prioritaires : la
Bande de Gaza, Jérusalem-Est, les zones C, enclavées et limitrophes
du mur de séparation et les camps de réfugiés.
Le nouvel appel à projets portera en priorité sur des projets dans les
domaines de la protection de l’enfance et de la protection des droits
des Palestiniens (notamment celui des femmes) dans les zones où
ces droits sont les plus menacés. Des actions en lien avec la sécurité
alimentaire dans les quatre zones géographiques prioritaires seront
également éligibles.
Priority will be given to activities developed in the
framework of comprehensive and sustainable projects
aiming at improving permanently the living conditions of
the most vulnerable Palestinian populations.
Grants will be given to projects targeting the most
vulnerable populations in four priority areas: the Gaza
Strip, East Jerusalem as well as areas C, enclosed by or
bordering the wall, and Refugee Camps.
The new call for proposals will focus on projects in the
fields of protection of children and protection of the rights
of Palestinians (including women’s rights) in the areas
where they are the most threatened. Activities related to
food security in the four above-mentioned geographical
areas, will also be eligible.

soutenir des associations ou des collectivités palestiniennes,
notamment des villages, pour des projets s’inscrivant dans le cadre
d’un partenariat de coopération décentralisée impliquant une
collectivité française.

CRITERES D’ÉLIGIBILITE – Eligibility criteria
Les bénéficiaires du FSD sont :
Beneficiaries of the FSD are:
- des personnes morales palestiniennes de droit privé à
but non lucratif (ONGs, associations).
- des personnes morales palestiniennes de droit public
à caractère local (collectivités territoriales, comités
populaires des camps de réfugiés).
- Palestinian non-profit private bodies (NGOs,
associations).
- Palestinian local public bodies (municipalities,
village councils, refugee camps popular
committee).
Afin d’être éligible, le projet doit remplir les conditions
suivantes :
In order to be eligible for financing, a project should
respect of the following criteria:
- La durée de réalisation doit être inférieure à deux ans.
- Le financement demandé doit être compris entre
10.000 euros et 100.000 euros.
- La subvention du FSD ne dépassera pas 70% du
montant total du projet.
- Le bénéficiaire doit participer à hauteur d’au moins
10% sur fonds propres.
- The duration of the implementation must not
exceed two years.
- The grant must fall between a minimum of
10.000 euros and a maximum of 100.000 euros.
- The FSD grant will not exceed 70% of the total
amount of the project.
- The applicant institution must be able to
contribute financially to the project (at least 10%)
on its own resources.
Dans le cas spécifique des projets s’inscrivant dans le
cadre d’un partenariat de coopération décentralisée
impliquant une collectivité française, les critères
d’éligibilité sont les suivants :
In the specific context of partnerships between
French and Palestinian local government units, the
selection of projects will be based on the following
criteria:
-Les projets devront être portés par des personnes
morales palestiniennes de droit privé à but non lucratif
(ONG, associations) ou des personnes morales
palestiniennes de droit public à caractère local
(collectivités territoriales). Une implication financière et
technique de la collectivité française partenaire sera
nécessaire.
- Les projets mobilisant l’expertise technique de la
collectivité française partenaire seront considérés en
priorité. Cette expertise pourra être valorisée dans
l’apport de la collectivité.
-La durée de réalisation doit être inférieure à deux ans.
-Le financement demandé doit être compris entre 10.000
euros et 100.000 euros.
- Le bénéficiaire doit participer à hauteur de 10%
minimum sur fonds propres.
- Le montant octroyé sur FSD sera au maximum égal à
l’apport de la collectivité française.
- Projects must be submitted by Palestinian nonprofit private bodies (NGOs, associations) or
Palestinian local public bodies (municipalities,

- Projects involving the technical expertise of French
local government units will be given priority. This
technical expertise may be included in the French
local government unit’s contribution.

MODALITES DE SELECTION ET DE MISE EN OEUVRE – Selection and implementation procedures
/01‫ر وا‬+‫ ا‬,‫أﺱ‬
Après la présélection technique réalisée par le
Service de coopération et d’action culturelle (SCAC),
les dossiers sont soumis à un Comité de sélection
ayant pour membres, outre la partie française, des
représentants de la société civile palestinienne et de
l'Autorité Nationale Palestinienne. Après sélection
des projets, le Consul Général de France décide de
l’octroi d’une subvention.
Suite à la signature d’une convention et d’un
protocole de financement entre le Consulat Général
de France et le porteur du projet, la subvention est
versée en deux tranches. Le décaissement est
conditionné à la fourniture du rapport d’avancement
et des justificatifs de dépense. Le protocole signé
stipule le remboursement partiel ou complet de la
subvention en cas de réalisation du projet non
conforme à la convention préalablement signée.
Pendant le déroulement du projet, un suivi régulier
est assuré par le SCAC. Une évaluation du projet
vient clore son exécution.
After a technical pre-selection realised by the French
Cooperation Service (SCAC), files are submitted to a
selection committee composed of, other than the
French party, representatives of the Palestinian civil
society, the Palestinian National Authority. After the
selection, the Consul General of France decides to
grant a subsidy.
Following the signature of a financing protocol
between the Consulate General of France and the
selected organisation, the grant is given in two
installments. The second tranche of the grant is
disbursed only after an intermediate report and proofs
of expenditure are provided. The signed protocol
states that a refund of a part or the total amount of
the subsidy is possible if the results of the project are
not in accordance with the agreement signed.
During the implementation of the project, continuous
monitoring is ensured by the French Co-operation
Service. An evaluation of the project will be
conducted following the completion of the project.

Le dossier de demande de subvention comporte :

financement
Le dossier d’appel à projet dûment rempli
Les documents officiels concernant les
statuts de l’association (dont numéro
d’enregistrement), la liste des membres du
bureau et un RIB.
Tous les documents doivent être transmis en
anglais.
Chaque montant d’argent doit être exprimé en
SHEKELS (NIS).
La date limite de réception des dossiers est le lundi
7 mars 2011, avant 16h. Les dossiers reçus en
retard ne seront pas considérés pour la présente
sélection. Le Comité de sélection se tiendra en mars
2011.
