News in Brief
In the Democratic Republic of Congo, six people died during
violent clashes between Nande and Hutu communities in North
Kivu on Friday, February 5. In Mukeberwa, Luberu territory,
between 15 and 32 people were killed during confrontations
between FDLR and Maï-Maï rebels on Sunday, February 7. The
UN High Commissioner for Human Rights is concerned over this
prevalence of intercommunal conflict in the province, as over the
course of the weekend, at least 21 people died and 40 others
were injured in the violence. The governor of North Kivu, Julien
Paluku, accused Rwandan FDLR rebels of inciting the conflict.
Nevertheless, the FDLR stated that they have no responsibility
for the massacre. Both in Opala territory, Tshopo province, and
Mitwaba, Haut-Katanga, fighting between the FARDC and MaïMaï elements displaced several hundreds of local residents. In
Opala, two rebels and one civilian died in the crossfire.
Meanwhile in Ituri, the mayor of Bunia stated on Tuesday,
February 9, that there have been five armed robberies in one
week, presumably perpetrated by bandits that were recently
released from prison.
In the Burundian capital Bujumbura, four to six youngsters were
killed by elements of the Republican Forces of Burundi (Forebu)
during an attack on a police station in Musaga on Friday,
February 5. The victims were identified as Imbonerakure,
members of the youth league of the ruling party in Burundi. The
next day, four civilians died due to three grenade explosions in
Kinama. In Gihanga, armed men kidnapped two people and
looted the property of several others after ambushing two taxis in
the night between Saturday 6 and Sunday 7 February. This
Monday, February 8, the fourth decapitated body in less than one
month was found in the city centre of Bujumbura.
Civil society groups in Uganda continue to express their concerns
over raised tensions ahead of the elections. The Ugandan police
also bought new anti-riot gear to boost security during voting.
Meanwhile, the government’s crime preventer programme and its
restrictions on media freedom continue to be met with both
national and international criticism.
Over the past week, the Central African Republic saw LRA
elements take dozens of people hostage near Bangassou, only to
release them immediately afterwards. The rebel group also killed
one man on Saturday and looted local population’s property and

food reserves. This Monday, February 8, one of the principal
commanders of the LRA, Okot Odek, was captured by the FPRC,
a faction of the mainly Muslim Seleka militia, and delivered to
American soldiers.

La coordination provinciale de la société civile du Nord-Kivu a proposé, jeudi 4 février à Goma, un
dialogue entre les leaders originaires et influents du côté du Sud de Lubero, Ikobo, Bulewusa,
Kateko et Rusamambu, Bukumbirwa pour qu’ils mettent en place des propositions qui permettront
de rétablir la paix durable dans les régions de Miriki et Luofu. Ces deux villages font face des
violences provoquées ces derniers jours par la tension entre les communautés nande et hutu,
suite au massacre de 18 personnes, tous des Nande, il y a un mois à Miriki.

Nord-Kivu: les FARDC veulent neutraliser les détenteurs de toutes sortes d’armes au Sud-Lubero |

Le porte-parole des opérations Sokola 1, le lieutenant Mak Hazukay, a annoncé lundi 8 février, le
déploiement des renforts des militaires FARDC dans plusieurs localités du sud de territoire de
Lubero (Nord-Kivu), pour la neutralisation de toutes les personnes qui détiennent les armes
blanches et de guerre. Selon lui, cette décision du commandement du secteur opérationnel grand
nord et des opérations Sokola 1, vise à dissuader les tueries, massacres et incursions des groupes
armés dans la localité de Miriki et ses environs.
L’ONU s’alarme des violences intercommunautaires au Nord-Kivu | 9 February 2016 | Radio Okapi
Le Haut-Commissariat des Nations Unies aux droits de l’homme s’inquiète des violences
intercommunautaires signalées ces derniers jours au Nord-Kivu. Dans un communiqué publié lundi
8 février, sa porte-parole, Cécile Pouilly, se dit « alarmée » par des informations faisant état d’une
escalade des violences intercommunautaires dans les territoires de Lubero et Walikale. Des
violences qui ont fait au moins 21 morts, 40 blessés et 70 maisons incendiées au cours du weekend passé. « Nous avons aussi reçu des rapports sur des déplacements massifs de civils, des
pillages, des enlèvements et au moins trois viols au cours des derniers jours », note-t-elle.

Quinze personnes sont mortes et cinq autres blessées, dimanche 7 février, dans un accrochage
entre les rebelles FDLR et les Maï-Maï du groupe NDC/Rénové de Guidon, à Mukeberwa, en
territoire de Lubero (Nord-Kivu). Selon l’administrateur du territoire de Lubero, Bokele Joy, les
blessés ont été acheminés le même dimanche à l’hôpital de Mbwavinywa, situé à 20 km de
Mukeberwa. Il a jugé ce bilan provisoire dans cette zone, administrée depuis plusieurs années par
les rebelles rwandais des FDLR.

La société civile des groupements Tama et Itala, au Sud du territoire de Lubero (Nord-Kivu) appelle
à l’organisation d’un dialogue social entre Nande et Hutu pour mettre fin à l’escalade de violence
entre ces deux communautés. Dans un communique de presse publié dimanche 7 février, cette
structure affirme avoir enregistré une vingtaine de morts et des centaines de maisons incendiées
aux cours des violences, commencées depuis décembre dernier, entre Nande et Hutu.
RD Congo: les FDLR dénient toute responsabilité dans le massacre de Mukeberwa | 10 February

Les FDLR ont démenti auprès de Jeune Afrique être responsables du massacre de Mukeberwa,
dimanche dernier. Mais une faction dissidente de la rébellion hutue rwandaise pourrait être
impliquée. L’incertitude reste grande sur le massacre perpétré dimanche 7 février à Mukeberwa.
D’une source à l’autre, le bilan varie de 15 à 32 personnes tuées dans ce village du sud du
territoire de Lubero, dans la province du Nord-Kivu. Qui sont les victimes? Des rebelles, des civils,
ou les deux? Difficile aussi pour l’heure de le savoir.

Le gouverneur du Nord-Kivu, Julien Paluku, accuse les rebelles rwandais des FDLR d’être à la
base des violences observées ces derniers temps entre les communautés Hutu et Nande dans le
Sud de Lubero. Il a porté ces charges mardi 9 février, lors des consultations qu’il a entamées à
Miriki avec ces deux groupements. Selon lui, les rebelles rwandais qui se sont installés dans le
Sud du territoire de Lubero ont une administration, manipulent ces deux communautés et tentent
pour l’instant d’y changer le pouvoir coutumier.

La Stratégie Internationale Soutien à la Sécurité et Stabilisation en coopération avec le
Programme national de stabilisation et reconstruction (Starec) a lancé mercredi 3 février à Bukavu
la deuxième phase de son programme visant la stabilisation et le développement de cette
province. La plaine de la Ruzizi, les Hauts et moyens plateaux de Mwenga et d’Uvira sont les
zones bénéficiaires de ce programme.

Les populations du territoire d’Opala dans la province de la Tshopo fuient des affrontements qui
opposent depuis le 31 janvier les Forces armées de la RDC (FARDC) aux rebelles Maï-Maï dans
la localité Yabale-congo. Selon le président de la société civile d’Opala, deux rebelles Maï-Maï et
un civil ont trouvé la mort dans les affrontements et les habitants de Yabale et des villages
environnants, pris de peur, ont abandonné leurs villages respectifs pour prendre des directions
différentes.

Mitwaba: plus de 450 déplacés à Lumbwe après des combats entre FARDC et Maï-Maï | 9

Plus de quatre cent-cinquante personnes déplacées sont enregistrées depuis un mois dans le
village Lumbwe en territoire de Lubudi. Elles fuient des affrontements entre les Forces armées de
la RDC et les Maï-Maï à Mitwaba (Haut-Katanga). La Ligue des femmes pour le développement
communautaire (Lifedhec) qui a livré ce chiffre, mardi 9 février, indique que ces déplacés sont
majoritairement constitués des femmes et des enfants.

Bunia: la mairie récence cinq cas de vols armés en une semaine | 10 February 2016 | Radio Okapi
Cinq cas de vols armés ont été enregistrés en une semaine, a indiqué mardi 9 février, le maire de
Bunia en Ituri, Ferdinand Fimbo. Le maire de Bunia attribue ce regain d’insécurité aux bandits
armés récemment libérés de la prison centrale de cette ville. Il promet avoir pris des dispositions
pour démanteler le réseau de ces bandits armés. Ces personnes armées ont fait incursion, la nuit
dernière, au domicile d’un particulier, situé au quartier Lumumba. La même nuit, un agent de la
Monusco était tombé dans l’embuscade de ces bandits alors qu’il était à bord d’une moto avec sa
femme en train de retourner à la maison.

Allegations that Rwanda has been recruiting and training Burundian rebels on its territory with the
goal of ousting Burundian President Pierre Nkurunziza resurfaced Thursday in a confidential U.N.
report. A group of experts monitoring U.N. sanctions implementation in the Democratic Republic of
Congo said it had interviewed 18 Burundian fighters in DRC’s South Kivu Province. They all told
the experts that “they had been recruited in the Mahama Refugee Camp in eastern Rwanda in May
and June 2015,” and were given two months of military training by instructors who “included
Rwandan military personnel,” according to the U.N. experts.

Selon des témoins, c’était un veilleur de nuit de la boulangerie Goshen. Son cadavre a été
retrouvé sur l’avenue de la Mission ce lundi 8 février vers 7 heures du matin baignant dans une
mare de sang. Il a été décapité tout comme les trois autres victimes de ces derniers jours: la
première a été retrouvée non loin du siège d’Ecobank, la deuxième dans un caniveau tout près de
l’hôtel appelé Ego Hotel, la troisième a été découverte dans les environs de la société
d’assurance, Socabu.

The United Nations wants to send independent forensics experts to Burundi to help authorities
investigate allegations of mass graves in the strife-torn country, a senior official said Wednesday.
After a government security crackdown in December, witnesses came forward with accounts of at
least nine mass graves in and around Bujumbura including one in a military camp where more than
100 bodies were allegedly buried. Corpses were allegedly dumped in grave sites by police who
had carried out raids in Bujumbura, arresting and shooting young men in response to a December
11 attack by gunmen on three military barracks.

affirme avoir vu une ambulance de la police transportant les corps des victimes, vers 10h, ce
samedi. Sur leur compte twitter, les Forces Républicaines du Burundi (FOREBU) ont revendiqué
l’attaque : «…Les forces de FOREBU viennent de faire subir des pertes aux mercenaires de
Nkurunziza à Gikoto… ».

Au moins quatre Imbonerakure, des membres de la Ligue des jeunes du parti au pouvoir au
Burundi, ont été tués et quatre blessés dans la nuit de vendredi à samedi, lors d'une attaque des
rebelles dans le sud de Bujumbura, selon des témoignages d'habitants. Cette attaque, menée
contre une position de la police à Gikoto, sur les hauteurs surplombant à l’est le quartier de
Musaga, a été revendiquée par les Forces républicaines du Burundi (Forebu).

personnes qui étaient sur les lieux, l’attaque a fait 13 blessés vite évacués à l’hôpital. Deux parmi

Gihanga: 2 personnes enlevées et des biens pillés | 8 February 2016 | IWACU
Des hommes armés et en tenue militaire ont tendu une embuscade contre 2 taxis dans la nuit de
ce samedi à dimanche 7 février vers 20 heures du soir, c’est sur la RN 5 au niveau de la 8ème
transversale à Gihanga. Selon des sources sur place, 2 passagers ont été enlevés, les autres ont
été dépouillés de leurs biens. Il s’agit essentiellement de l’argent, de leurs téléphones portables,
leurs bagages et des marchandises.
Mugamba: une embuscade contre un véhicule de l’OTB Tora sur la RN 7 | 8 February 2016 |

Des hommes armés non encore identifiés ont tendu une embuscade contre une double cabine de
l’usine théicole de Tora ce dimanche 7 février vers 20 heures du soir. C’est dans la commune de
Mugamba, au sud du Burundi. Des coups de feu ont été échangés entre ces hommes armés et les
militaires qui étaient à bord de ce véhicule, il se rendait à Matana. Des sources policières parlent
d’un ’’groupe de bandits armés qui s’est volatilisé’’ après leur forfait. Signalons que cette commune
du sud du Burundi est, depuis quelques mois, le théâtre d’accrochages entre les forces de l’ordre
et des groupes armés. Tout a commencé avec le mouvement de contestation du 3ème mandat du
président Nkurunziza.

Il s’agit du Major Pierre Niyonzima, du Major Jean-Bosco Mushimantwari et du Major Jimmy
Rusheshe. Ils ont rejoint les Forces onusiennes en Centre Afrique le 13 décembre 2015. C’est
officiel, cette demande de rapatriement de ces trois officiers burundais est contenue dans une note
officielle du 5 février 2016 signée par le Lieutenant Général Maqsood Ahmed, conseiller au
Département des opérations de maintien de la paix à New York.

57-year-old Mike Jjumba, a crime preventer in Rakai district is nursing injuries he sustained in an
attack by suspected vigilantes on Tuesday night. Good Samaritans rushed Jjumba to Kalisizo
hospital in critical condition shortly after the brutal attack. Jjumba explains that he was attacked
after receiving a phone at around 10pm on Tuesday night to go and stop a fight between two boys
in his neighborhood.
Police Officer Shoots Two Dead in Quarrel | 8 February 2016 | The Monitor | AllAfrica
Police are hunting for a constable working with Katwe Police Station for reportedly shooting dead
two people after a disagreement in Makindye, a city suburb, on Saturday night. Kampala
Metropolitan Police spokesman Patrick Onyango identified the deceased as Bosco Asiimwe and
Zowedi Mukasa. The bodies were taken to the city mortuary for an autopsy as investigations
continue.

Police in Kigezi are investigating circumstances under which three people were murdered in
Rukungiri and Kanungu districts. Brenda Akankwasa, 13, a pupil at Rukungiri Muslim Primary
school was allegedly raped by a man only identified as Kinayenzire, 22, after which he is said to
have hacked her to death using an axe. The incident happened last Thursday at around 6.30 pm at
Nshure village Rwakabengo ward Northern division in Rukungiri municipality where the two lived.
Election-related tensions

With barely two weeks to the presidential election in Uganda, civil society groups are concerned
that the poll might be marred by violence. They are now campaigning for peace ahead of election
day on February 18, 2016. A local NGO, the Human Rights Network-Uganda (HRINET-U) has
issued a report citing cases of members from opposition parties who have gone missing, while
others who have been arrested have not been charged or been brought before the courts.

The Chief of Defense Forces General Katumba Wamala says the army's role in the February 18
election is to preserve peace, not to shoot people. Though not related, his remarks come on the
heels of the National Resistance Movement secretary general Justine Lumumba's warning on
January 24 that the state would shoot to kill whoever would protest the results of the February 18
election.

Uganda has bought anti-riot gear ahead of a Feb. 18 election in a move which police say will
bolster security during voting but which critics say aims to intimidate opponents of President Yoweri
Museveni, who is seeking to extend his 30-year rule. Museveni's two major rivals, Kizza Besigye
and Amama Mbabazi, a former prime minister and secretary general of the ruling party, have both
attracted large crowds and analysts say Museveni faces his toughest challenge yet. Critics have
accused him of using violence by security personnel to intimidate opposition supporters, while
police have drawn public ire for frequently blocking opposition gatherings or using teargas and
sometimes live ammunition to disperse them.

Reporters Without Borders (RSF) condemns the government's intimidation of the media in the runup to the 18 February presidential election. What with threats, arrests, media closures and seizure
of equipment, covering the election is becoming almost impossible for news media that do not
kowtow to the ruling party. In the latest incident, a BBC crew was held for four hours at a police
station in the northern town of Abim on 6 February after filming a public hospital from the road. The
police arrested Catherine Byaruhanga, the BBC's Uganda correspondent, cameraman Kelvin
Brown and Sam Lawino, a local journalist acting as their fixer, after they refused to comply with
orders to delete their video footage.

Independent presidential candidate Amama Mbabazi has said crime preventers are a political
militia created by government to disrupt elections. Addressing a press conference at Larem Guest
House in Gulu yesterday, Mr Mbabazi said crime preventers are not part of the Uganda police
force as prescribed by law, adding that plans to arm them makes them a political militia meant to
create an atmosphere conducive for violence.

Human Rights Watch is calling on Uganda to publicly state that security forces are legally obliged
to protect freedom of assembly and the right to peaceful protest in the days leading up to the
nation's February 18 election. The U.S.-based rights group made the statement Wednesday,
saying there has been a troubling rise in "implied and explicit threats" against anyone who might
protest President Yoweri Museveni winning another term in office.

par les ravisseurs. L'attaque s'est produite dans la nuit de mardi à mercredi au village Mabo. Les

Determining that the situation in the Central African Republic (CAR) remains a threat to
international peace and security, the United Nations Security Council decided today to maintain the
current personnel ceiling of more than 12,800 personnel in the military and police components of
the UN peacekeeping operation in the country and to increase the number of corrections officers.
In its unanimously adopted resolution, the 15-member Council decided that the UN Integrated
Multidimensional Mission in the CAR, known by its French acronym, MINUSCA, will comprise up to
10,750 military personnel, among them 480 military observers and military staff officers, and 2,080
police personnel, among them 400 individual police officers. It also decided to raise the number of
corrections officers from 40 to 108.

As the Central African Republic (CAR) prepares for the second round of presidential elections this
weekend, a new United Nations report detailing violations and human rights abuses in the strifetorn nation's capital late last year has prompted the head of the UN peacekeeping mission there to
call for urgent measures in the fight against impunity and to prevent future violations. The report,
which will be released later this month, details grave human rights abuses committed following the
eruption of violence in the capital city of Bangui, from 26 September to 20 October 2015. The
period was marked by the targeting and killing of civilians, and widespread looting and burning of
houses and property, among other human rights violations.

A total of 418 Burundian new arrivals crossed into Uganda this week, majority of whom (414)
arrived in Nakivale. This is a significant decrease compared to the 728 individuals reported last
week and 601 previously. Mainly coming from Bujumbura, Muyinga, Kirundo, Kibitoke, Bubanza,
Gitega and Karusi provinces, 346 individuals directly walked to OPM offices for registration, 45
were referred from Kampala while 23 individuals were transported from border points: Mirama
Hills-13, Mutukula border-01, Sango Bay-02, and Kikagati border point-7. They cite insecurity
arising from fights between the Burundian government and opposition groups, forceful
recruitment/abductions of youth by opposition groups, and family reunion as reasons for fleeing.

Rwanda has signed a five-year mining contract worth $39-million with a unit of Oman's Mawarid
Mining to extract tin, tantalum and niobium, the mining ministry said on Tuesday. Mining, which the
government says contributes about 1.5% of Rwanda's $7.9-billion gross domestic product, is the
East African country's second-biggest source of foreign exchange behind tourism, with metallic ore
coltan bringing in the most earnings. The Ministry of Natural Resources said that it had signed the
agreement with Tri Metals Mining – Mawarid's Rwandan subsidiary – to extract the minerals in the
Bisesero concession in Western Province.

The United Nations Mission in the Central African Republic (MINUSCA) reported today that it has
identified seven new possible victims of sexual exploitation and abuse in the town of Bambari, just
days after the UN revealed which countries' troops have been accused of abusing minors. In a
press release, MINUSCA said the cases were brought to its attention on 21 January by a team of
Human Rights Watch researchers, who passed the information to the Mission in the interest of
ensuring medical and psycho-social care for the victims and accountability for any alleged crimes.
