“Canada and Britain: Old Friends in Troubling Times”
In an age which defines uncertainty, is there any
international relationship we can really depend on?
Indeed, when countries are changing so fast internally culturally and politically - can we even define the national
interest with any confidence? In a time of turbulence, with giant economies
(US, EU, Japan) in trouble and other giants emerging, is it every polity for itself, or at
best alliances of convenience? Or can we find anything more reliable? And does it
matter anyway? Walking the primrose path between gloom and optimism, I'd like to
explore some of this in the context of Canada and the UK, and see how old friends
handle the shock of the new.

À une époque qui définit l’incertitude, existe-t-il une relation internationale à
laquelle on peut se fier? D’ailleurs, alors que les pays changent à un rythme effréné
à l’échèle interne, tant du point de vue culturel que politique, peut-on même
définir avec confiance ce qu’est l’intérêt national? Dans une ère troublée où
d’immenses économies (États-Unis, U.E., Japon) sont en difficulté et où d’autres
non moins immenses sont en plein essor, est-ce le chacun pour soi ou au
vaudrait-il mieux contracter des alliances de convenance? Ou, peut-on trouver
des solutions plus fiables? D’ailleurs, cela importe-t-il? Cheminant entre
pessimisme et optimisme, je souhaiterais explorer certaines de ces idées dans
les contextes canadien et britannique, et voir comment de vieux amis font
face au choc de la nouveauté.
