The Committee on Culture, Science, Education and Media, meeting in Paris on Wednesday 4 June 2014
from 9.30 am to 5 pm, with Ms Ana GUŢU (Republic of Moldova, ALDE) in the Chair,

Towards a European framework of competences for democratic citizenship, human rights
and intercultural dialogue (Rapporteur: Mr Gérard Terrier, France, SOC): considered an outline for the
report and held an exchange of views with Ms Ana Perona-Fjeldstad, Director of the Wergeland Centre,
and Ms Jun Morohashi, Programme specialist, Education Sector, UNESCO;
-
Raising the status of vocational education and training (Rapporteur: Mr Piotr Wach, Poland, EPP/CD):
took note of the draft report and draft resolution;

Freedom of religion and religious practices (Rapporteur: Mr Rafael Huseynov, Azerbaijan, ALDE):
considered an outline for the report and held an exchange of views with Mr Lawrence Early, Jurisconsult,
Registry of the European Court of Human Rights;

Libraries and museums in an era of participatory culture (Rapporteur: Lady Diana Eccles, United
Kingdom, EDG): decided to change the title of the report to “Libraries and museums in times of change”
and held an exchange of views with Mr Luís Raposo, Member of the Board of ICOM (International
Council of Museums) Europe, President of ICOM Portugal, and Ms Ilona Kish, Programme director,
Reading & Writing Foundation, Brussels, Belgium;

Student mobility (Rapporteur: Mr Christian Barilaro, Monaco, ALDE): considered a memorandum and
held an exchange of views with Ms Fatou Estéoule, Head of the International Relations Office of the
University Paris Diderot, Member of the Bureau of International Relations in Higher Education (RI Sup)
Network, and Mr David Crosier, Co-ordinating Author, Eurydice;

Culture preservation in crisis and post-crisis situations (Rapporteur: Ms Ismeta Dervoz, Bosnia and
Herzegovina, EPP/CD): considered an outline for the report, decided to change the title of the report to
“Cultural heritage in crisis and post-crisis situations” and held an exchange of views with Mr John Bold,
University of Westminster, United Kingdom;

World Forum for Democracy (Strasbourg, 3-5 November 2014): took note that Ms Polonca Komar
(Slovenia, ALDE) and Mr Paolo Corsini (Italy, SOC) would be interested to attend the Forum and agreed to
ask for their designation by the PACE Bureau as members of the ad hoc committee; decided to resume this
item at its next meeting;

Planning and priorities: had an initial exchange on the planning and work priorities of the Committee;
Reports on recent meetings: was informed by:

Mr Nicos Nicolaides (Cyprus, SOC), institutional representative of the committee to Europa
Nostra, on the Europa Nostra annual Congress held on 4 and 5 May 2014 in Vienna (Austria);
•
Lady Diana Eccles (United Kingdom, EDG), Rapporteur on “Libraries and museums in an era of
participatory culture”, on the European Museum of the Year Award (EMYA) held on 16 and 17 May 2014
in Tallinn (Estonia);
•
Mr Gvozden Srećko Flego (Croatia, SOC), Rapporteur on “Protection of media freedom in
Europe”, on the Round Table on Safety of Journalists held on 19 May 2014 in Strasbourg;
Designation of representatives for forthcoming events: designated, subject to the availability of funds:

Manipulation of Sports Competitions“, to participate in the meeting of the Rapporteur Group on

and post-crisis situations”, to participate in the experts’ meeting on culture preservation in crisis and
post-crisis situations organised in co-operation with the DGII (intergovernmental sector) on 22 and 23
July 2014 in Sarajevo (Bosnia and Herzegovina);
