It says under the "One Country, Two Systems" arrangement, Hong Kong has functioned as a separate entity after its return to China. Hong Kong has now become a leading global fnancial centre. Last year, the Hong Kong Stock Exchange accounted for US$31 billion in initial public offerings (IPOs), exceeding the annual totals of both New York and London. Article from Hong Kong Trader, September 22nd 2010 Has the Chinese mainland’s “demographic dividend” come to an end? The 1954 theory proposed by Nobel Prize-winning economist Arthur Lewis would suggest to some that it has. His “Turning Point” theory holds that industrial wages in developing countries such as the mainland begin to rise quickly at the point when the supply of surplus labour from the countryside tapers off. There is, as yet, no consensus on this issue, with one mainland economist, Fan Gang, believing it has not. But aggregate supply aside, the flow of labour on the mainland has seen radical changes. As economic development gathers speed in inland provinces, more jobs have become available locally, thanks to industrialisation and urbanisation. The attractiveness of the coastal regions, notably the Pearl River Delta (PRD), has faded by comparison. Labour issues are certainly among the biggest challenges for Hong Kong companies operating in the PRD. Wages have a direct bearing on production costs. Labour supply is also tied to a host of other issues with more far-reaching implications. These include human resources management and a company’s decision on where to locate production facilities. Many mainland factory operators are bracing themselves for further wage hikes. Chinese energy companies have grown into large, integrated and competitive multinational corporations and their “go-out” strategy has left a global footprint of investment, production, joint ventures, supply networks and other forms of presence. One notable strategy used for large-scale Chinese foreign investment in the energy sector is the “loansforenergy-supply” accompanied by long-term contracts signed with hosting countries. The recent market downturn has facilitated multi-billion dollar Chinese overseas expansion using this and other models. There has been a clear correlation between Canada’s political relations with China and bilateral energy relations in recent years. Coinciding with the Harper government’s lack of engagement with China from early 2006 to early 2009, there was very little Chinese interest in investing in Canada’s energy sector; when Ottawa resumed active engagement with Beijing with high-level cabinet visits and summit diplomacy from early 2009, there has been a noticeable jump in Chinese investment in Canada’s energy and resource sectors. With potential large Chinese investment in Canada’s energy sector, Canada needs to seek better understanding of China’s development and investment dynamics. Les sociétés d’énergie chinoises sont devenues de vastes multinationales intégrées et concurrentielles, et leur stratégie « expansive » a laissé une empreinte mondiale combinant investissements, production, alliances et réseaux d’approvisionnement, entre autres manifestations de leur présence. L’une des principales stratégies chinoises d’investissement étranger à grande échelle consiste à accorder des « prêts en échange d’un approvisionnement énergétique », accompagnés de contrats à long terme signés par les pays hôtes. Et la dernière récession a facilité pour la Chine une expansion étrangère de plusieurs milliards de dollars fondée notamment sur ce modèle. La période récente a permis d’observer une nette corrélation entre les relations politiques sino-canadiennes et les relations énergétiques bilatérales entre les deux pays. C’est ainsi qu’entre 2006 et 2009, le faible engagement du gouvernement Harper auprès de la Chine a coïncidé avec le très faible intérêt de celle-ci pour tout investissement dans le secteur énergétique canadien. Mais dès qu’Ottawa s’est réengagé activement auprès de Pékin au début 2009 par des visites de représentants ministériels de haut niveau et des rencontres au sommet, on a assisté à un bond notable des investissements chinois dans les secteurs canadiens de l’énergie et des ressources. Vu le grand potentiel des investissements chinois dans ces secteurs, le Canada doit acquérir une meilleure compréhension de la dynamique chinoise du développement et de l’investissement. Et pour se faire valoir effcacement auprès de la Chine, il doit élaborer à l’égard de ce pays une stratégie à long terme à la fois globale et spécifque aux secteurs de l’énergie et des ressources. The enormous changes to the country’s urban blueprint in the years ahead are expected to create huge demand in the construction and engineering sectors. With more than 10 million people settling into mainland cities every year, the demand for housing will be pressing. Based on an average family of four, about 3.2 million mainly low-cost housing units will be required every year. … Hong Kong architectural frms, which excel at projects requiring advanced technical requirements and complexity, are very much involved in the construction boom, designing landmark buildings and multi-purpose complexes in major cities. They’ve also drawn up blueprints for upmarket residential developments and green buildings in smaller cities. The pace of urbanisation itself has accelerated the growth and number of medium- and small-scale cities. Just two years ago there were 264 cities with populations under 200,000, and the number is still rising. In 2008, there were also 41 cities with populations of more than two million. This interdependent urban network evolution is likely to precipitate the world’s fastest-growing urban consumer market. Economic interaction among cities has increased because of industrial division and extended industrial chains. In places where cities are clustered, areas in which people can travel within an hour have emerged, thanks to improvements in intercity railway networks and highways. Currently, there are three extended urban areas that deserve the “megalopolis” epithet: Beijing-Tianjin-Hebei in the northeast of the country, the Yangtze River Delta in the east and the Pearl River Delta in the southeast. … Spurring Regional Distribution One of the factors limiting growth in the mainland’s distribution industry has been the marked disparities in economic development between cities and towns, and between frst-tier, second- and third-tier cities. There are wide differences in consumer income and spending; the degree of market homogeneity is low, and retail enterprises within the same region struggle to expand and develop chain-store networks and franchises. Retail chain Parkson, for example, has 40 mainland outlets, the largest number nationally among departmentstore groups. Compared with European and American department stores such as M&S, with more than 600 stores in the United Kingdom, and JC Penney, with more than 1,100 stores in the US, mainland department stores fall short in overall size and regional development density.
