Saskatchewan Institute of Agrologists — Amended Regulatory Bylaws
The Agrologists Act, 1994 provides the Saskatchewan Institute of Agrologists with the authority to make
regulatory and administrative bylaws as outlined in the Act.
REGULATORY BYLAWS
(amended April 3, 2008)
BYLAW I
MEMBERSHIP
1. CLASSES OF MEMBERSHIP
(a) PROFESSIONAL AGROLOGIST
Any person shall be considered for membership as a professional agrologist who has completed:
(i) a four-year agriculture degree from an accredited university program; or
(ii) a related four-year degree approved by the admissions committee; or
(iii) a graduate degree in agriculture or related discipline from an accredited university program
and approved by the admissions committee; or
(iv) the articling agrologist program; or
(v) the requirements for and who has received a professional agrologist designation from another
provincial institute.
(b) ARTICLING AGROLOGIST
Any person shall be considered to become an articling agrologist who has completed:
(i) a four-year agriculture degree from an accredited university program; or
(ii) a related four-year degree as approved by the admissions committee; or
(iii) a graduate degree approved by the admissions committee.

(c) AGRICULTURAL TECHNOLOGIST
Any person shall be considered for membership as an agricultural technologist who has completed a
diploma in an agriculture program recognized by the Canadian Association of Diploma Agriculture
Programs.
(d) ARTICLING AGRICULTURAL TECHNOLOGIST
Any person shall be considered to become an articling agricultural technologist who has completed:
(i) a two year diploma from the University of Saskatchewan; or
(ii) a diploma in an agriculture program recognized by the Canadian Association of Diploma
Agriculture Programs; or
(iii) a two year diploma as approved by the admissions committee.
(e) STUDENT AFFILIATE
Any person may upon application be enrolled as a student affiliate who is registered in a program
leading to a diploma, undergraduate or graduate degree in agriculture, bioresources or related programs
in Saskatchewan. The designation as a student affiliate shall cease upon qualification for application
to become an articling agrologist or articling agricultural technologist.
(f) RETIRED MEMBER
Any person who was a professional agrologist who has retired and is no longer practising agrology
may maintain membership.
(g) GRADUATE STUDENT
Any person who is enrolled in a graduate program at a recognized university shall be eligible for
consideration to become a member.
2. APPLICATIONS
Applications for membership shall be made on forms as prescribed by council and forwarded to the registrar
at the head office of the institute. Each applicant shall certify on the application form that he or she has
read and undertakes to abide by the code of ethics, the Act and the bylaws of the Institute. The signed
certificate, witnessed by a member, shall be kept by the registrar in the files of the institute.
3. CERTIFICATE OF MEMBERSHIP
All members of the institute shall be issued a certificate of registration which shall be displayed in a
prominent place.
4. ANNUAL MEMBERSHIP CARDS
The registrar shall issue an annual membership card to all members in good standing upon payment of the
annual membership fees. The membership card shall be in such form as authorized by council.
5. VALIDATION OF CERTIFICATES OF REGISTRATION
Upon payment of the prescribed annual fee the registrar shall issue to each member validation, evidence in
the form approved by council, of that member’s certificate of registration which shall expire on December 31
of the year in which such annual fee has been paid.
6. RESIGNATIONS
The council may accept the written resignation of a member of the institute.
7. LAPSE OF MEMBERSHIP
All fees are due as of December 31 of the year preceding year of membership. An individual who has not
paid their fees as of January 15 of the year of membership will receive a registered letter indicating fees
are not paid. Anyone who has not paid by February 15 of the year of membership will be automatically
removed from the register without further notification.

8. REINSTATEMENT
A person who has not been a registered member for more than one year or has not officially requested a leave
of absence or resigned for any period of time may be reinstated to membership upon the recommendation
of the Admissions Committee and approval of Council.
A person who has officially requested a leave of absence or resigned and has not been a registered member
for one year or less may be reinstated to membership upon recommendation of the Admissions Committee
and approval of Council.
9. PROBATION
A member who has not submitted their annual professional development forms by December 31st shall
be contacted and reminded to return their Professional Development form. If the form is not received
by January 21st the member shall be immediately placed on probation and referred to the Professional
Conduct Committee.
The Professional Development Committee will randomly review members’ professional development forms.
A member who has failed to meet the prescribed professional development requirement, as determined by
the annual audit of professional development forms, shall be placed on probation for one year during which
time all professional development requirements must be met.
10. ARTICLING
Individuals who have been accepted for membership as an articling agrologist or articling agricultural
technologist must complete their articling within three years from the date of acceptance. Failure to do so
will result in removal from the register without further notification.

Agrologists will assent and conform to the code of ethics, which is as follows:

The Paramedics Act

Saskatchewan College of Paramedics — Regulatory Bylaw Amendments
Pursuant to subsection 15(2) of The Paramedics Act, the Regulatory Bylaws of the Saskatchewan
College of Paramedics are amended as follows:
Clause 2(1)(c)(i) is repealed and replaced with:
“2(1)(c)(i) in the case of registration as an emergency medical responder (EMR), a program approved by
Council and that meets the national Occupational Competencies Profile standard for EMRs;”
Clause 2(3)(a)(i) is repealed and replaced with:
“2(3)(a)(i) in the case of registration as an emergency medical responder (EMR), a Basic Life Support
Health Care Provider (C) Heart and Stroke Foundation of Canada program or equivalent program in Basic
Life Support (C);”
Section 3 is amended as follows:
Subsection 3(2) is repealed and replaced with:
“3(2) A member registered as an emergency medical technician or primary care paramedic shall use
the title ‘emergency medical technician’ or the abbreviation ‘EMT’, or ‘primary care paramedic’ or the
abbreviation ‘PCP’;”
Subsection 3(3) is repealed and replaced with:
“3(3) A member registered as an emergency medical technician-advanced or intermediate care
paramedic shall use the title ‘emergency medical technician-advanced’ or abbreviation ‘EMT-A’, or
‘intermediate care paramedic’ or the abbreviation ‘ICP’;”
Subsection 3(4) is repealed and replaced with:
“3(4) A member who is registered as an emergency medical technician-paramedic or advanced care
paramedic shall use the title ‘emergency medical technician-paramedic’ or the abbreviation ‘EMT-P’, or
‘advanced care paramedic’ or the abbreviation ‘ACP’;”
Section 3 is further amended by adding the following subsection:
“3(7) The term ‘paramedic’ may be used to describe the profession as a whole or any practising member
of the college.”

Subsection 4(4) is repealed and replaced with:
“4(4) The due date for licence renewal is December 1.”
Subsection 5(2) is repealed and replaced with:
“5(2) A person who has not been licensed to practice in the two years prior to the registration year for
which membership is sought shall either:
(a) successfully complete a re-entry education program approved by council; or
(b) provide evidence of meeting all the requirements for initial licensure and all the continuing medical
education requirements for the licensing year.”
Subsection 7(3) is repealed and replaced with:
“7(3) A member who is required to complete the Advanced Skills Modules shall do so with an entity
whose courses have been recognized by council. The member shall file a certificate of successful completion
issued by the entity.”
New subsection 7(4) is added to read:
“7(4) A member shall retain records of continuing medical education for five years and make these records
available to the college on request for audit purposes.”
Section 10 is amended to read:
“(1) Every member shall comply with the Code of Professional Conduct attached as appendix A.
(2) A member shall provide true and complete information to the college regarding all applications
and reports required by the college. Failure to do so may constitute professional misconduct pursuant to
section 25 of The Paramedics Act.”

PETITIONS
14(1) A petition to the Assembly may be presented by a Member at any time during the sitting of the Assembly
by filing the same with the Clerk of the Assembly.
14(6) Petitions may be either written or printed; provided always that when there are 3 or more petitioners,
the signatures of at least 3 petitioners shall be subscribed on the sheet containing the prayer of the petition.
14(9) No petition can be received which prays for any expenditure, grant or charge on the public revenue,
whether payable out of the Consolidated Fund or out of moneys to be provided by the Assembly.
NOTE: A form of Petition can be obtained on application to the Clerk of the Legislative Assembly.

PRIVATE BILLS
75(1) All petitions for Private Bills shall be in duplicate and shall be filed with the Clerk of the Assembly
not later than the twentieth sitting day of the Session.
75(2) No petition for any Private Bill shall be received by the Assembly if presented after the first twentyfive sitting days of the Session.
75(3) No Private Bill may be introduced in the Assembly after the first thirty sitting days of the Session.
76(1) Every applicant for a Private Bill shall deposit with the Clerk of the Assembly, along with the petition
for same, 2 copies of the bill, with marginal notes inserted, and an accepted cheque payable to the Minister of
Finance for the sum of two hundred and fifty dollars, if the said bill does not exceed ten pages, and fifteen dollars
additional for each page over that number; four hundred and fifty words shall be held to constitute a page.
76(2) In the case of a bill incorporating a company, a receipt from the Registrar of Joint Stock Companies
for any statutory fees required shall also be deposited with the Clerk of the Assembly.
77 No remittance of a deposit on account of a Private Bill or any portion thereof shall be ordered by the
Assembly unless the same has been recommended by the committee charged with its consideration, or unless
the bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall
be deducted from the deposit received before making such remittance.
79(1) All petitions to the Legislature for Private Bills of any nature whatsoever, shall require a notice, clearly
and distinctly specifying the nature and object of the application, and where the same refers to any proposed
work, indicating generally the location of the work, and signed by and on behalf of the petitioners, with the
address of the party signing the same; and when the petition is for an act of incorporation, the name of the
proposed company shall be stated in the notice.
79(2) Such notice shall be published prior to the filing of the petition with the Clerk of the Assembly as
required in Rule 75(1) in 2 consecutive issues of The Saskatchewan Gazette and 4 consecutive issues of a
newspaper, published in English and having circulation in the locality affected.
79(3) A copy of the notice with a statutory declaration of the several publications of advertisement shall be
filed with the Clerk of the Assembly along with the petition and bill.
80(2) Every bill for an act of incorporation, where a form of model bill has been adopted, shall be drawn in
accordance with such model bill, copies of which may be obtained from the Clerk of the Assembly. Any provisions
contained in any such bill which are not in accord with the model bill shall be inserted between brackets and
shall be so printed.
83 When any bill for confirming any agreement is filed with the Clerk of the Assembly, a true copy of such
agreement must be attached to it.
COMMITTEE RULING
In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt
from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the
petition, a written statement from the local municipal authority in which the said property is situated approving
the intent of the provisions of the proposed bill which provide for the exemption from taxation.
The name of the Member who is to present the petition and Private Bill must be furnished to the Clerk of the
Assembly at the time of filing the petition. Such Member should not, of course, be a Member of the Cabinet.

outre la pétition connexe, 2 exemplaires du projet de loi qui portent les notes marginales ainsi qu’un chèque
visé payable au ministre des Finances, au montant de deux cent cinquante dollars si le projet de loi est composé
d’au plus dix pages; ce montant est majoré de quinze dollars par page supplémentaire. Une page est réputée
renfermer quatre cent cinquante mots.
76(2) Si le projet de loi prévoit la constitution d’une société, le récépissé des droits réglementaires donné par
le registraire des sociétés par actions est également déposé auprès du greffier de l’Assemblée.
77 L’Assemblée ne peut ordonner la remise totale ou partielle des dépôts relatifs aux projets de loi d’intérêt
privé, sauf recommandation du comité chargé d’étudier le projet en question ou si celui-ci est retiré ou rejeté
ou encore n’est pas rapporté. Les dépenses réelles sont déduites du dépôt avant de le remettre.
79(1) Toutes les pétitions introductives de projets de loi d’intérêt privé à l’adresse de la Législature nécessitent
un avis qui expose clairement la nature et l’objet de la demande et qui est signé par les requérants et en leur
nom, avec mention de l’adresse des signataires. Les avis qui visent des travaux proposes font état de leur
emplacement; ceux qui visent une loi de constitution en société font état du nom de la société.
79(2) Les avis requis en vertu du paragraphe 75(1) sont publiés, avant le dépôt de la pétition auprès du
greffier de l’Assemblée dans 2 numéros consécutifs de la Gazette de la Saskatchewan ainsi que dans 4 numéros
consécutifs d’un journal anglais diffusé dans la région touchée.
79(3) Sont déposées auprès du greffier de l’Assemblée, outre la pétition et le projet de loi, copie de l’avis ainsi
qu’une déclaration solennelle qui atteste les diverses publications de l’annonce.
80(2) Si une formule-type de projet de loi a été adoptée, les projets de loi portent constitution des sociétés
sont rédigés selon cette formule, dont les exemplaires peuvent être obtenus chez le greffier de l’Assemblée.
Les dispositions de ces projets de loi qui ne se conforment pas à la formule-type sont indiquées et imprimées
entre crochets.
83 Une copie conforme de l’accord est annexée aux projets de loi portent ratification d’un accord, qui sont
déposés auprès du greffier de l’Assemblée.

Dans les cas où la proposition de projet de loi prévoit que les biens devant être utilisés ou occupés par le
requérant soient exempts d’impôts, que ce soit dans leur ensemble ou partiellement, le requérant devra déposer
au bureau du greffier de l’Assemblée en plus de sa pétition, une déclaration par écrit des autorités municipales
locales où se trouvent les biens en question approuvant l’objet des dispositions de la proposition de projet de
loi qui prévoit l’exemption d’impôts.
Le nom du député qui présentera la pétition et le projet de loi doit être fourni au greffier de l’Assemblée lors
du dépôt de la pétition. Il est entendu que le député en question ne peut être un membre du Cabinet.

PLEASE NOTE: The deadline for submissions to The Saskatchewan Gazette is noon on the Thursday
previous to the week of publication. If a holiday occurs within the week of publication, the deadline is
set back to noon of the previous Wednesday. Please allow yourself at least one full week to ensure mail
delivery of Gazette submissions. Publication of any material received late will be delayed until the following
week’s issue.
All material for publication in The Saskatchewan Gazette must be submitted electronically (WordPerfect
or Word) accompanied by a signed hard copy to the Office of the Queen’s Printer, Saskatchewan Justice,
B19-3085 Albert St., Regina SK S4S 0B1, tel. (306)787-2367, or by E-mail: [email protected].
Each document or disk must be complete in the form required for publication and must be separate from
the covering letter. Signatures on all documents must be typewritten or clearly printed immediately below
the written signatures.
Prepayment is required for ALL notices placed in The Saskatchewan Gazette by non-government clients.
Cheques or money orders must be made payable to the Queen’s Printer Revolving Fund. Please include the
GST in addition to regular charges at the rate of 5% each for those items listed below under “GST Payable”.
The minimum charge for publication of notices not specified below is $16.00 for each notice, which
sum shall accompany the material when forwarded for publication.
