Initial fall in the share of prepaid From 69% at the end of 2001, the share of the total base accounted for by prepaid subscribers had fallen to 64% by June 2002 ARPU (1) levels still down in 2002 At an average level of 29 EUR per month in spring 2002 (compared with 70 EUR in Japan, more than 50 in the USA but only 15 in China), the ARPU (1) seems to have touched bottom and should become steady and maybe even start climbing again in the second half of the year. L es mobiles ont constitué l’un des principaux ressorts de la dynamique du marché des services de télécommunications en Europe, au passage des années 2000 et 2001, contribuant à hauteur de deux tiers à la croissance en valeur du secteur. Les revenus du segment représentent désormais dans certains pays plus de la moitié des revenus totaux des services de télécommunications. L’augmentation spectaculaire de la base d’abonnés cellulaires depuis 1999 (+ 165 % entre janvier 1999 et décembre 2000, soit 152 millions de nouveaux abonnés en deux ans) est naturellement à l’origine de ce phénomène. À l’inverse, c’est le ralentissement de la croissance du parc, observé depuis le début de l’an passé, qui explique pour partie le retour à des taux de progression du marché à un chiffre pour le court terme (+ 9 % attendus pour 2002). Mais pas seulement… D’autres éléments, tels que le partage postpayé /prépayé, le niveau d’ARPU (1), le coût d’acquisition des nouveaux abonnés ou encore le churn (2), sont à prendre en compte pour apprécier les différences entre pays. Un marché européen encore contrasté Si le taux de pénétration moyen du cellulaire atteignait 76 % (76 abonnés pour 100 habitants) à mi-2002, la palette était encore largement ouverte. Une part de prépayés qui commence à diminuer De 69 % à fin 2001, la part de prépayés dans la base d’abonnés cellulaires ouest européens a été ramenée à 64 % en juin 2002 ! In some countries, mobile revenues now make up more than 50% of total receipts from telecommunications services. Behind this phenomenon, of course, lies the spectacular increase in the number of cellular subscribers since 1999 (165% between January 1999 and December 2000, i.e. 152 million additional subscribers in just two years). On the other hand, it is the slowdown in the growth rate that started early last year that is part of the reason for the return to 1-digit growth rates over the short term (a 9% increase expected in 2002). But there is more to it… Other factors such as the post-paid/prepaid ratio, ARPU (1) levels, cost of signing up new subscribers and churn (2) rates must be taken into account in assessing the differences between countries. MOBILES Although the market leaders are currently enjoying gratifying results, mobile operators in general are now having to prove their ability to remain growth driver by ensuring they succeed first in the 2.5G and then the 3G arena. Although 3G operators, one after the other, are announcing a postponement to the start-up of their networks and are reviewing deployment plans, solutions are nevertheless being developed for promoting “valued-added” applications based on the use of existing networks. The corporate market serves as a priority development sector for these new services, headed by e-mail. But on the strength of SMS, and learning from the success achieved in Japan, they are also focusing their efforts on making these innovative services available to the general public. Si les opérateurs 3G annoncent, les uns après les autres, le report de l’ouverture des réseaux et la révision de leur programme de déploiement, des solutions ne se mettent pas moins en place pour promouvoir des applications “à valeur ajoutée” sur la base des réseaux existants. Le marché des entreprises constitue un terrain privilégié de développement de ces nouveaux services, à commencer par l’e-mail. Mais forts de la dynamique du SMS, et instruits par les succès du marché japonais, ils travaillent aussi sur des innovations pour le grand public. Industrial and technological factors Les facteurs industriels et technologiques The bursting of the TMT bubble gave rise to a wild series of profit warnings, restructuring moves and job cuts throughout 2001. This caused manufacturers to make major provisions to cover acquisition gaps (in July 2001, JDS Uniphase wrote its assets down by a record sum of 44.8 billion USD). ■ La chute des cours boursiers a révélé les prix déraisonnables des acquisitions de petites sociétés en phase de prédéveloppement d'une technologie. In the access area, investment cutbacks by incumbent operators have affected DSL, while the financial troubles of cable operators (NTL, UPC) and the disappearance of WLL operators (Winstar, Teligent) have narrowed the outlets for equipment manufacturers. But it is the optical transmission sector that has provided the most spectacular manifestation of the reversal of the market with the collapse of major long-distance players (Viatel, Carrier1, KPNQwest), combined with Europe’s existing overcapacity. ■ Les secteurs des infrastructures et terminaux mobiles ont subi de plein fouet la lenteur ou le report des déploiements de réseaux 3G conjugués à un retournement de tendance concernant les technologies 2G en Europe (dû à la maturité du marché). Quel avenir entrevoir pour les équipementiers en Europe ? As moves are announced by the major European operators to reduce investment and operating costs (cutback in investments by Deutsche Telekom and France Télécom, shelving of 3G activities by Telefónica Moviles outside Spain, infrastructure-sharing agreement between T-Mobil and mmO2), concern for the future of certain manufacturers is intensifying. À mesure que se succèdent les annonces de réduction d'investissements et les mesures de réduction de coûts des principaux opérateurs européens (réduction des investissements de Deutsche Telekom et France Télécom, gel des opérations 3G de Telefónica Moviles en dehors de l'Espagne, partage des infrastructures négocié entre T-Mobil et mmO2) l'inquiétude s'intensifie quant à l'avenir de certains équipementiers. ■ With no revival in the sector expected before 2004, fiscal 2003 could be a hazardous year for many equipment manufacturers. ■ They will probably be forced to think about selling off strategic assets to be able to survive and to undertake a radical reorientation of activity (focusing on just a few activities or even a single activity, switching to a less production-oriented and more highly service-oriented model following the example of the IT industry 20 years ago). It is thus extremely likely that there will be a radical change in the established order, hitherto based on traditional markets. ■ La reprise du secteur ne semblant pas être attendue avant 2004, l'exercice 2003 s'annonce périlleux pour beaucoup d'équipementiers. ■ Ces derniers devront vraisemblablement envisager des cessions d'actifs stratégiques pour survivre et procéder à de profondes réorientations (recentrage sur quelques voire une activité unique, migration vers un modèle moins manufacturier et de plus en plus dominé par les activités de services à l’instar de ce qu’a connu l’informatique il y a 20 ans). In the USA, cable dominates with over 10 million access points (6 million at year-end 2001), followed by DSL which has risen from 3.9 to 6 million subscribers ■ It is the incumbent operators who dominate the DSL access market directly or indirectly through fast developing wholesale offers, leaving less than 10% for offers on unbundled lines everywhere (Denmark being the exception with 70% of unbundled DSL lines).
