George Alcee is an Agricultural Economist with the
Organisation of Eastern Caribbean States (OECS)
Secretariat. He has 30 years experience in the agricultural
sector and holds an MSc in Agricultural Economics, a BSc in
Agricultural Business Management, as well as diplomas in
Agricultural Extension and Rural Development and General
Agriculture.
His current work involves preparing technical and policy
documents relating to agricultural development and
diversification within the OECS; preparing economic and
social analyses and reviews, especially in the area of
agricultural transformation; and closely collaborates with inhouse Project Management Committees on the development
and monitoring of projects executed by the Secretariat. Mr
Alcee develops strategies to promote diversification and
agricultural development;and is instrumental in making
recommendations (including fiscal and other incentives) to
promote agricultural growth. He is involved in coordinating
and servicing policy and technical meetings at the ministerial
and official level and also advises the OECS Heads of
Government on policy and strategy in the area of poverty
alleviation and rural development.

Alexandra Beijers, a Dutch national, currently works as an
Executive Assistant to the ACP-EU Economic and Trade
Cooperation Programme. She started her career in January
2004 as a Junior Executive Assistant at ECDPM. She holds a
Bachelor’s degree in Higher Social and Cultural Education.

Christopher Anstey is Acting Chairman of the Procurement for
Development Forum with the UK Government (DFID) and
Chatham House. Eleven food industry directors from the
retailing and manufacturing sectors working together on
understanding reputational issues concerning food from
Africa. Currently, he, along with an advisory group of seven
NGO’s including IIED, NRI, Oxfam, Traidcraft and COLEACP,
is building a programme of buyer training in the UK food
business on pro-poor procurement. He is an adviser and
facilitator to Regoverning Markets programme (run by IIED).
He recently wrote a position paper (February 2008) for the
Global Food Safety Initiative (GFSI – the world’s five largest
retailers). Prior to this, Mr Anstey worked at Tesco for 15
years
on policy, supply chain standards, supplier
performance and technical competence for food and nonfood. He was also responsible for fresh food quality for the
period 1998–2000; from1995–1998 he led the international
technical process in Tesco France; and developed the African
supply chains (1993–1995). He has also worked as Chairman
of the GFSI from 2003–2006, and was Director from 2002–
2007. He has also been involved in extensive committee work
on food indusrty working groups:

Pierre Berthelot is currently Team Leader and Agricultural
Innovation Expert within the EU-funded “All ACP Agricultural
Commodities Programme”. From 2002–2006, he successfully
managed the EU-funded programme (€12 million) to support
the integration of ACP states in the multilateral trading system
(ACP MTS Programme). Mr Berthelot spent several years
with a leading ACP agricultural research institute, analysing
and disseminating innovative technologies for adoption by
farmers, and consolidating farmer support services. He has
also worked for international organisations such as the
OECD, the African Development Bank, and the
Commonwealth Secretariat. He is an agricultural economist
by training and gained his first degree from the University of
Sussex in the United Kingdom and a post-graduate degree
from the Department of Agricultural and Resource Economics
of the University of New England in Australia. He is also
bilingual in English and French.

Dr Sanoussi Bilal, a Swiss national, is the Programme
Coordinator of ECDPM’s programme on ACP-EU Economic
and Trade Cooperation. His current activities relate mainly to
trade policies and capacity development of the African,
Caribbean and Pacific (ACP) countries and the European
Union, in the context of their regional integration process, the
Economic Partnership Agreements (EPAs) currently being
negotiated and the multilateral (WTO) framework. Before
joining ECDPM, he worked on trade and immigration issues
at the University of Geneva. He also worked on internal
market issues at the European Institute of Public
Administration, and trade and development issues at the
Overseas Development Institute.
His background is in
international relations, economics and international trade, with
expertise in trade policies and development, economic
integration, political economy, regulation and trade-related
areas. He also has publications focussing on these areas.

Avant de rejoindre la Commission, elle a travaillé six ans au

gestion, le suivi et l'évaluation de programmes de
développement rural, recherche agricole et renforcement des
capacités du secteur public et de la société civile. Elle a
réalisé de nombreuses missions court terme pour le suivi ou
la conception de projets avec des partenaires locaux ainsi
que des missions en tant que consultant sur le renforcement
des capacités institutionnelles.

Gloria Carrion currently works as a Programme Officer for
Trade-supported Strategies for Development at ICTSD. Prior
to her appointment at ICTSD, she worked as a negotiator for
the Permanent Mission of Nicaragua to the WTO. In addition
to this, she has carried out a research project on DR-CAFTA
negotiations in association with the United Nations Research
Institute for Social Development and the University of
Geneva. She has also worked as an Analyst and Technical
Assistant at the International Trade Office of Commerce and
Industry in Managua, Nicaragua. Ms Carrion holds an MSc in
Environment and Development from the London School of

Dr. Baba Dioum has been the coordinator general of the
Conference of Ministers of West and Central Africa Since
1991. Prior to that, he served as director of the Policy
Agricultural Unit where he was in charge of writing policies on
agriculture and as technical adviser to the Ministry of Rural
Development, both in Senegal. He has had a varied career
with emphasis on natural resources conservation, water
issues, and agricultural policies. Dr Dioum has served on
several boards, including that of the International Food Policy
Research Institute (IFPRI) and the International Fertilizer
Development Center (IFDC), and was the founding member
of the executive committee for the United Nations Program for
the Environment as well as a member of the executive
committee of the International Union for Conservation of
Nature.

Dr Medhat El-Helepi currently works with the African UnionInterafican Bureau of Animal Resources (AU/IBAR) as an

University for the graduate and undergraduate levels. He has
extensive practical and research experience in the field of
agricultural economics including marketing, socio-economics,

Paul Engel is the Director of the European Centre for
Development Policy Management (ECDPM), in Maastricht,
the Netherlands, (see http://www.ecdpm.org ). He also
lectures on Knowledge for Development at the University of
Maastricht/UNU-Merit for the PhD programme on Innovation
and Development. He is particularly interested in issues
relating to policy coherence for development (PCD), the
effectiveness of international cooperation, and the facilitation,
monitoring and evaluation of multi-stakeholder (policy)
innovation processes. Prior to joining ECDPM, he taught
Management and Organisation for Rural (business)
Development at the Concepción University in Chile; led the
International Extension Programme at the Dutch Ministry of
Agriculture, Nature Management and Fisheries; and directed
international research on Knowledge and Innovation for
Development at Wageningen University, where he and his
team developed a practical approach to strengthening the
innovative capacity of local and institutional actors (see

carried out field research in Peru, directed development
projects in Ghana and Colombia, and worked as an
international consultant. He has travelled widely in Africa,
Latin America and Europe and published extensively on the

Vincent Fautrel holds a Master from Paris I Sorbonne and a
Post-Graduate Degree in Development Economics from Paris
X Nanterre (France). He has worked in development for over
a period of 10 years. Vincent started his career in Guinea
with IRD/ORSTOM then spent two years in Senegal on a
project funded by AFD. In 1998, he moved back to Paris
where he was a project manager at SOFRECO, one of
Europe's leading consultancy firms specialising in agricultural
and rural development, where he carried out several short
missions to Africa, Asia and Central Europe. Since 2004, he
is a Programme Coordinator in the field of Agricultural Trade
at the CTA, responsible for the management of Agritrade

held various posts in his native Guinea-Bissau such as Senior

Development, Director of the Ministry Planning Unit and
Director of an IFAD/ADB Rice Development Project. Prior to
joining CTA, he gained diplomatic experience as Counsellor
(technical cooperation) in the Guinea-Bissau Mission to the
EU and ACP, and Guinea-Bissau Embassy in Brussels.

Géo Govinden is a Member and Adviser of the Mauritius
official delegation both in Brussels and Geneva. He has been
directly involved in all negotiations regarding ACP-EU
cooperation (Lome 4 and Cotonou Agreements). He is also
actively involved in the WTO work (primarily in the agricultural
sector) and has participated in all 6 WTO Ministerial meetings
(Singapore, Geneva, Seattle, Doha, Cancun, Hong-Kong); he
is currently participating in the ongoing negotiations. He has
been a consultant on two occasions to evaluate the Centre for
the Development of Industry, an institution jointly set up by
the ACP and the EU to promote the industrial development of
ACP countries. The recommendations made were endorsed
by the ACP-EU Ministers and included in the Lome IV bis and
Cotonou Agreements. In 1996, on behalf of the Commission,
he conducted the evaluation of COLEACP, a Paris-based EU
funded institution mandated to promote trade in agricultural
and processed products between ACP countries and the EU.
In 2000, he was a member of a team of 3 consultants
conducting an evaluation of ECDPM.

Catherine Guichard est ingénieur agronome de formation.
Elle a plus de vingt ans d’expérience sur les thèmes suivants
: commerce international de fruits et légumes frais, la
compétitivité des entreprises ACP sur les marchés

filières, harmonisation des démarches de qualité et sécurité
des aliments. Depuis 1996, Madame Guichard est Déléguée

A.C.P. (COLEACP). Elle a précédemment également officié
dans de nombreux postes dans le cadre du COLEACP, en
particulier en tant que Chef de projet du Programme Initiative
Pesticides (P.I.P.), qui l’ont amené à travaillé dans de
nombreux pays aux Caraïbes, en Afrique et dans l’Océan
Indien. De nationalité française, Madame Guichard est
diplômée de l’Institut National Agronomique de Paris (I.N.A.).

Jürgen Hoffman was born in Germany where he trained as an
agricultural economist. He emigrated to Namibia in the late
1950s. And, after establishing himself as a practical farmer,
he became involved in the food processing sector. He was
Chairman of Namiba Mills for 11 years, which operated grain
mills not only in Namibia, but in Botswana and Swaziland as
well. After retiring, he became Chairman and CEO of the
Namibian Agronomic Board where he was concerned mainly
with institutional marketing. His experiences there led him to
become involved in regional and international trade issues as
they relate to Namibia's agricultural sector. He is a founding
member and Senior Trade Adviser to the Namibia Agricultural
Trade Forum, a private sector-funded institution, and
mouthpiece on agricultural export value chain in regional and
international trade relations.

Ibrahim Khadar is Manager for the Planning and Corporate
Service at the CTA. He is an agricultural economist and
information specialist with considerable experience in

Kristof Volckaert works for IVA, an NGO mandated by the
Boerenbond, a major Belgian Farmers' Union and member of
COPA and IFAP.
IVA together with TRIAS are members of AGRICORD, a
network of agri-agencies (i.e. NGOs mandated by farmers'
organisations and supporting member-based farmer
organisations and their co-operatives in developing
countries), which jointly run the "Farmers Fighting Poverty"
programme. Mr Volckaert trained as a rural economist and
sociologist and has worked in the Democratic Republic of
Congo, and travelled extensively through Central, Eastern
and Southern Africa. He currently advises on “farmer-friendly'’
agricultural policies in developing countries, seed policies and
agricultural credit; he also analyses international trade
development, WTO, EPA's, EU sugar regime and biofuels.

Ingénieur agronome spécialisé dans l’agronomie tropicale,
diplômé de l’Ecole Nationale Supérieure des Sciences
Agronomiques Appliquées de Dijon, il a mené diverses
études et collaboré à la rédaction de rapports sur l’élaboration
des politiques agricoles, le renforcement des capacités des
acteurs des politiques agricoles et l’organisation du monde
agricole.

Mike Matsebula is the CEO of the Swaziland Sugar
Association (SSA), an umbrella organisation for all growers
and millers in Swaziland. Before joining SSA, he was an
Economics Professor at the University of Swaziland. Since
joining SSA, he has been associated with a number of sugarrelated initiatives within and outside the Swazi sugar industry.
He is on the Steering Committee overseeing the
implementation of the National Adaptation Strategy for
enabling Swaziland to cope with the negative consequences
of the reform of the EU Sugar Regime. He is closely involved
in sugar matters under the regional free trade areas. He is a
member of the Administrative Committee of the International
Sugar Organization and closely monitors the current WTO
agriculture negotiations.

John May trained as a School Teacher in New Zealand, and
for a period of 9 years taught at various schools in Fiji. In
1972, Mr May joined the Fiji Visitors Bureau as Deputy
General Manager in Suva, he later became a Regional
Manager in Australia, and prior to returning to Fiji he was
made Acting General Manager in Suva. He joined the Fiji
Sugar Marketing Company (FSM) as its Deputy Chief
Executive in 1976 and in 1983 he was appointed Managing
Director of FSM, a position which he held until his retirement
in 2006. In 2007, he became Executive Chairman of the
Sugar Commission of Fiji, Chairman of the Fiji Sugar
Marketing Company and Chairman for the Sugar Cane
Growers Fund. Mr May's current work focuses on overseeing
the various reforms taking place within the Fiji Sugar Industry
ensure its viability in the future.

Mr Ibrahim Assane Mayaki est le directeur exécutif du hub
rural depuis sa création en juillet 2004.
Mr Mayaki a été professeur d’administration publique au
Niger et au Venezuela. Par la suite, il a travaillé dans
l’industrie de l’uranium au Niger auprès de la Société des
mines de l’air (SOMAIR), filiale du groupe COGEMA.
De 1996 à 1999, il devient successivement ministre des
Affaires étrangères puis Premier ministre de la République du
Niger. À ce titre, il s’est impliqué dans la définition et la mise
en œuvre des politiques du gouvernement, en particulier dans
le domaine de la sécurité alimentaire, de la réduction de la
pauvreté, et du développement durable.
De 2000 à 2004, Mr Mayaki a été professeur invité à la
faculté de Paris XI, où il dispense des cours sur les relations
et les organisations internationales, et sur la définition et la
mise en œuvre d’une politique étrangère, et a coordonné en
parallèle des recherches au Centre de recherches sur
l’Europe et le monde contemporain (CREMOC) à cette même
université.
Diplômé de l’Ecole nationale d’administration de Québec, Mr
Mayaki est titulaire d’un doctorat en science administrative de
l’université de Paris II. Il est l’auteur de plusieurs ouvrages sur
les affaires publiques, la planification et le développement
local.

Thomas Michel is in charge of the Agricultural Trade Project
at GTZ headquaters in Germany (see: www.gtz.de/trade).
This project is aimed at improving concepts, methodology and
instruments for trade related capacity building in the
agricultural sector and integrating these into development
cooperation projects, the strategies and programmes of
partner countries and the work of the Federal Ministry for
Economic Cooperation and Development (BMZ). His current
responsibilities include advising the German Government on
agricultural trade matters in developing countries, especially
on commodities and food, verification and certification
systems as well as impact monitoring of measures of the "Aid
for Trade" initiative.
Mr Michel holds a PhD in Sociology. He has worked as a
Consultant in the private sector, as Senior Adviser at GTZ
headquaters for Sustainable Private Sector Development, and
has managed various development projects and programmes
for private sector development in Central America and South
America.

Lutangu Fredrick Nukuti works for the Common Market for
Eastern and Southern Region (COMESA), Africa’s largest
economic bloc, comprising twenty countries. He works in the
Division of Investment Promotion and Private Sector Division,
where the Agricultural unit is housed. Within the Agricultural
unit, there is a team promoting the Comprehensive Africa
Agricultural Development Programme (CAADP) for the
COMESA member states. Mr Nukuti is the Market Information
Specialist for CAADP Pillar II. As part of his work, he is
concerned with improving rural infrastructure and trade
related capacities for market access within Africa. He has
worked for COMESA for the past three years in the field of
markets. He is also attached to the Regional Agricultural
Trade Expansion Support Programme ( RATES), which is a

Stephen Mbithi Mwikya is the Chief Executive Officer for the
Fresh Produce Exporters Association of Kenya (FPEAK) – a
33-year-old organisation comprising about 120 companies
dealing in the exports (i.e. fruits, vegetables and flowers) and
allied industries in Kenya (with a combined export volumes of

Dr Hansjörg Neun became CTA’s fourth Director in May 2005.
Before taking the helm at CTA, he was an Adviser at
Germany’s Federal Ministry for Economic Cooperation and
Development (BMZ). He has considerable field experience in
Africa and Europe, and has managed projects and major
programmes for the German and European technical
development agencies, particularly in the fields of agriculture,
rural development, food security and natural resource
management. Dr Neun is skilled in fundraising and in
negotiating with governments, donors and international
institutions. In addition, he has a wide-ranging knowledge on
issues relating to management and organisational
restructuring. He gained his hands-on experience in
agriculture from a very early age – while still very young, he
worked on the family fruit and vegetable farm in Germany. Dr
Neun holds a PhD in Social and Economic Sciences and is
the author of a thesis on "Transfers of Technical Cooperation
Development Projects to Developing Countries".

Office in Brussels. In 2004, she was given the task to
establish this office.The Fair Trade Advocacy Office
coordinates the advocacy activities of the four main Fair

Networks:

Organizations
International (FLO-I), International Fair Trade Association
(IFAT), Network of European Worldshops (NEWS!) and
European Fair Trade Association (EFTA). These four
networks bring together over one million Fair Trade producers
from more than 60 countries, 20 labelling initiatives, hundreds
of specialised Fair Trade importers, 3,000 worldshops and
more than 100,000 volunteers. Miss Osterhaus has also
facilitated the development of joint positions and strategies for
the international Fair Trade movement at the European and
international level. She studied political science in Berlin and
Mexico and has worked for various non-governmental

Francesco Rampa, an Italian national, is a Programme Officer
for the ECDPM's programme on the African Caribbean and
Pacific (ACP) countries and the European Union (EU)
Economic and Trade Cooperation. His current activities relate
mainly to the trade policies and capacity development of the
ACP countries and the EU, within the context of their regional
integration process, the Economic Partnership Agreements
(EPAs) currently being negotiated and the multilateral (WTO)
framework. Before joining ECDPM, he worked as an ODI
Fellow at the Department of Trade and Industry of Papua
New Guinea on trade policy and negotiations for two years;
and on the relationship between technology and trade at the
Bocconi University in Italy. Mr Rampa has a background in
economics and international trade; he holds a degree in
Economics and Social Sciences from the Bocconi University
and a Master's degree in Economics for Development from
Oxford University in England. His expertise and publications

Nisa Surujbally is Director of Marketing and Trade
Department, and the sub-department of Shipping and
Logistics of the Guyana Sugar Corporation Inc., (GuySuCo).
She played a major role in preparing Guyana’s National
Action Plan for sugar and is a member of the Joint
Guyana/EU Steering Committee which involves the
administration of Accompanying Measures for the GNAP. She
was involved in pioneering research in the feeding of sugar
cane and its derivatives to livestock in Trinidad and Tobago
(1980–1986) and the diversification efforts of GuySuCo in
Other Crops and Livestock (1987–1991). She joined the
Ministry of Agriculture in 1995 and provided technical support
and advice in deriving the Government of Guyana’s
responses at the various trade negotiations. In 2002, she
returned to GuySuCo. She holds a BSc in General Agriculture
and an MPhil in Animal Production.

Peter Wehrheim, a German national, started his professional
career in 1990 at EUROSTAT, the Statistical Office of the
European Union in Luxemburg. Between 1991 and 1993 he
worked as a research assistant at the Institute for Agricultural
Policy at the University of Giessen. From 1994–1998 he
worked as an Assistant Professor at the Faculty of
Agriculture, University of Kiel/Germany. He was a Senior
Researcher with the Centre for Development Research/
University of Bonn (1998–2004). And between 2001 and
2002, he worked as an Associate Professor at the Institute for
Economics and Agricultural Policy at the University of Bonn.
He has also had research stays at Michigan State University
(1988) and the University of Maryland (2002/2003) in the
United States. As an independent consultant, he has worked
for the World Bank, the FAO, and the European Commission
(1996–2003). Since 2004, he works for the European
Commission, General Directorate for Agriculture and Rural
Development. Currently, he is a Policy Officer in the DG
Agricultural Unit and is responsible for the coherent
implementation of the EU's rural development policy. He
holds a Master’s in Agricultural Economics and a PhD from
the University of Giessen.
