Introduction
This directory has been prepared in order to provide families
with basic information about licensed early learning and child care
centres. The descriptions provided should help parents narrow
down their choice of a centre with respect to location, suitable
hours, age group served, etc.
Parents, however, are urged not to make a choice based solely
on the information contained in this directory. It is extremely
important to visit each potential centre in order to get a sense of the
centre’s atmosphere, meet the staff, see how they interact with the
children, etc.
A Guide to Quality Childcare is available for parents. This
guide provides parents with some questions to ask when selecting
a program for their child. For a copy of the guide, call the Early
Childhood Development Association at (902) 368-1866 or go to
the website at www.earlychildhooddevelopment.ca.
Parents may want to use the PEI Child Care Registry to see if
there is a space available at the centre of your choice or to see what
options are available for your child. Please log on to the Registry
at www.elccregistry.ca.

Introduction
Le présent répertoire a été préparé afin de donner des
renseignements de base aux familles par rapport aux centres
d’apprentissage et de garde des jeunes enfants accrédités. Les
descriptions fournies devraient aider les parents à restreindre leur
choix d’établissement par rapport au lieu, aux heures d’ouverture,
aux groupes d’âge desservis, etc.
On encourage toutefois les parents à ne pas faire un choix fondé
uniquement sur les renseignements contenus dans le présent
répertoire. Il est très important de visiter chaque centre potentiel
afin d’avoir un aperçu de l’atmosphère qui y règne, de rencontrer
les membres du personnel, de voir comment ils interagissent avec
les enfants, etc.
Le Guide de l’ADPE pour une garde d’enfants de qualité est à
la disposition des parents. Ce guide leur offre des suggestions
de questions à poser lorsqu’ils choisissent un programme pour
leur enfant. Pour obtenir un exemplaire du guide, communiquez

Types of Centres
Early Learning and Child Care Centre: “ ... a facility whose
primary objective is to provide an early childhood learning and
development program emphasizing age-appropriate activities.”
Early childhood centres include:
• full or half-day programs for mixed age groups
• half-day program for 3 and 4 year olds
Day Care Home: “ ... a facility in a private residence whose
primary objective is to provide relatively informal care
emphasizing family-oriented activities for children.”
School Age Child Care Centre: “ ... a facility that operates
outside of school hours and provides a relatively unstructured
program emphasizing supervision and recreation for school-age
children.”

Centre d’apprentissage et de garde des jeunes enfants : “un

d’apprentissage et de développement de la petite enfance avec des
activités adaptées à l’âge.”
Les centres de la petite enfance comportent :
• des programmes d’une demi-journée ou d’une journée compl te

• un programme d’une demi-journée pour les enfants de 3 et 4
ans
Service de garde en milieu familial : “un établissement situé
dans une résidence privée dont l’objectif principal est de fournir
une garde relativement informelle qui se concentre sur les activités
d’enfants axées sur la famille”.
Centre d’âge scolaire : “un établissement opérant en dehors des
heures de classe et proposant un programme relativement peu
structuré dont l’objectif est de surveiller et de divertir les enfants
d’âge scolaire.”

Program Policies
Information regarding specific policies of licensed early learning
and childcare centres have not been included in this directory.
Parents are urged to discuss these matters with each centre being
given their consideration.
In general, policies at early learning and child care centres tend to
be fairly consistent. A parent could typically find the following:
• payment is required for all statutory holidays
• payment is required for storm days
• payment is required for sick days; centres may negotiate an
alternate arrangement in cases of extended sick leave
• some centres allow a fixed number of vacation days per child
per year; advance notice is usually required
• two weeks’ notice is required if a child is to withdraw from the
centre; if notice is not given, payment of two weeks’ tuition is
required
• full day rates (day care) average $165 per week for infants,
$135 per week for 2 year olds and $130 per week for 3 year
olds to 13 years old.

Les renseignements concernant les politiques spécifiques des
centres d’apprentissage et de garde des jeunes enfants accrédités
n’ont pas été inclus dans ce répertoire. On encourage les parents à
en discuter avec chaque établissement considéré.
En général, les politiques des centres d’apprentissage et de garde
des jeunes enfants ont tendance à être relativement semblables. Les
parents peuvent s’attendre aux conditions suivantes :
• le paiement est requis pour tous les jours fériés
• le paiement est requis pour les journées de temp te
• le paiement est requis pour les journées de maladie; les
centres pourraient négocier une autre entente lorsqu’un enfant
s’absente pour des raisons médicales pendant une période
prolongée
• certains centres permettent un nombre fixe de journées de
vacances par enfant par année; un préavis est habituellement
exigé
• un préavis de deux semaines est requis si un enfant ne va plus
fréquenter un centre; en l’absence de préavis, un paiement de
deux semaines est exigé
• les frais (garderie) temps plein s’établissent, en moyenne,
165 $ par semaine pour les nourrissons, 135 $ par semaine
pour les enfants de 2 ans et 130 $ par semaine pour les enfants
de 3 13 ans.

PEI Preschool Excellence Initiative
The Preschool Excellence Initiative marks a fundamental shift in
Government’s policy focus in the early years from child care to
early learning, highlighted by the introduction, implementation
and promotion of newly established Early Year Centres. This new
vision in early education continues to support a nurturing, child
centered, family supported approach for children and families.
The goal of the Preschool Excellence Initiative is to create an
early learning system for Prince Edward Island that is of high
quality, accessible (available and affordable) and sustainable. The
implementation time frame is 5 years from May, 2010 and there
are currently 45 Early Years Centres across PEI. These centres will
have trained staff, provide an early year’s curriculum, have parent
advisory committees, and daily rates that are currently limited to
$34 per day for children under 2 years of age, $28.00 per day for
children 2 years - 3 years of age, and $27.00 per day for children
from 3 years to school entry.
Parents are encouraged to ask centre staff if their centre is an
Early Years Centre.

Initiative préscolaire d’excellence
de l’Î.-P.-É.
L’Initiative préscolaire d’excellence a marqué un changement
fondamental dans l’objectif stratégique du gouvernement, passant
du soin des enfants à l’apprentissage des jeunes enfants, et mettant
en valeur l’introduction, la mise en oeuvre et la promotion des
tout nouveaux centres de la petite enfance. Cette nouvelle vision
en matière d’éducation précoce continue à appuyer une approche
attentionnée, axée sur les enfants et soutenue par les familles, et ce,
pour le bien des enfants et des familles.
Le but de l’Initiative préscolaire d’excellence est de créer un
système d’apprentissage précoce de qualité, accessible (disponible
et abordable) et durable à l’Île-du-Prince-Édouard. Le calendrier
de mise en oeuvre est fixé à cinq ans à partir de mai 2010; à l’heure
actuelle, il y a 45 centres de la petite enfance d’un bout à l’autre
de la province. Ces centres emploient du personnel formé, offrent
un programme éducatif destiné à la petite enfance, ont des comités
consultatifs de parents ainsi que des taux quotidiens de 34$ par
jour pour les enfants de moins de 2 ans, de 28$ par jour pour les
enfants de 2 et 3 ans, puis de 27$ par jour pour les enfants de 3 ans
jusqu’à l’âge d’entrée à l’école.
Les parents sont encouragés à s’informer auprès des membres du
personnel pour voir si leur établissement est un centre de la petite
enfance.

Child Care Subsidy Program
The Child Care Subsidy Program is administered by the
Department of Community Services, Seniors and Labour in order
to assist parents with the cost of licensed early learning and child
care. Full or partial subsidy is available.
Subsidies are used to pay tuition costs for early learning and child
care centres licensed by the Child Care Facilities Board. This
includes early learning and child care programs, family homes, and
before and after school centres.
Any Island family needing a licensed centre may apply. Reasons
for placement include:
• Parents employed or attending training programs
• Diagnosed special needs of the child
• Children in need of protection
• Medical needs of parents
The amount of subsidy, however, depends on the net monthly
family income, and is determined by a Sliding Scale Income Test
based on family size.
If your child is already enrolled and attending a licensed early
learning and childcare program, you may still be eligible for
subsidy. Application does not have to be made before a child
enrolls at a centre.
Application for subsidy may be made at your nearest Department
of Community Services, Seniors and Labour office. Verification of
income is required.

whose name may be found on the first page of your county listing.

Programme de subvention pour la
garde d’enfants
Le Programme de subvention pour la garde d’enfants est administré par
le ministère des Services communautaires, des Aînés et du Travail afin
d’aider les parents à défrayer les coûts des services d’apprentissage et de
garde des jeunes enfants. Des subventions complètes ou partielles sont
offertes.
Les subventions servent à couvrir les frais de garde des centres
d’apprentissage et de garde des jeunes enfants ayant été accrédités par
le Conseil des établissements de services de garde. Il peut s’agir de
programmes d’apprentissage et de garde des jeunes enfants, de garderies
en milieu familial et de programmes avant ou après les heures de classe.
Toutes les familles de l’Île ayant besoin d’un centre accrédité peuvent
présenter une demande. Les motifs de placement comprennent
notamment :
• le travail ou la formation des parents
• les besoins spéciaux diagnostiqués de l’enfant
• les enfants ayant besoin de protection
• les besoins médicaux des parents
Le montant de la subvention, cependant, dépend du revenu familial
net mensuel et est déterminé par une évaluation à échelle mobile des
revenus, établie en fonction de la taille de la famille.
Si votre enfant est inscrit à un programme d’apprentissage et de garde
des jeunes enfants et fréquente déjà un centre accrédité, vous pourriez
encore être admissible à une subvention. Il n’est pas nécessaire que la
demande soit faite avant l’inscription d’un enfant à un centre.
La demande de subvention peut être présentée au bureau du ministère
des Services communautaires, des Aînés et du Travail le plus près. La
vérification du revenu est exigée.

apparaît sur la première feuille de votre comté.
