259 professionnels représentant le secteur public fédéral et régional, le secteur privé
(entreprises et associations) ainsi que le milieu éducatif (universités, hautes écoles et
étudiants) ont participés à l’édition 2006 de l’INFORUM. Merci pour votre participation et

Enkele cijfers …
259 professionals uit de openbare en de private sector en het onderwijs (universiteiten
en hogescholen, ook studenten) namen deel aan Inforum 2006. Onder meer rekening
houdend met uw voorstellen op het evaluatieformulier beginnen we met de voorbereiding
van 2007 en hopen u daar te zien.

>> La BRP (Bibliothèque des Rapports Publics) met à disposition des internautes 4000
rapports sur tous les thèmes de l'action publique en France: rapports officiels
commandés par le gouvernement dans le cadre de missions, rapports publics comme les
rapports d'activité des institutions, les rapports d'autorités administratives
indépendantes, les rapports de Hautes juridictions (Cour des comptes, Conseil d'Etat,
Cour de Cassation...), les rapports d'étude, d'évaluation ou d'inspection des différentes
administrations, les rapports d'enquête et d'information des assemblées parlementaires.
Référencés et analysés, ils sont téléchargeables gratuitement. L'accès se fait par grands
thèmes, mots clefs, auteurs, types de rapports.

>> Construction Begins on UCLA Encyclopedia of Egyptology
The “Lexikon der Ägyptologie” was published over the course of almost thirty years, the
final volume came out in 1992. By 2008, Wendrich (UCLA), Dieleman (UCLA) and Baines
(Oxford University) plan to create a new Egyptology encyclopedia in a whole new medium.
The online UCLA Encyclopedia of Egyptology [http://www.uee.ucla.edu ] will be easy to
update, easy to search, and illustrated with images, 3-D views of ancient cities and sites,
and interactive maps. The project, though, is a huge undertaking. The editorial board is
planning to create 4,000 entries, about 6,000,000 words of completely original content
covering 4,000 years of history from 3500 BC to 400 AD. The UEE is slated to be in
English, German, French, and Arabic. The UCLA Digital Library
[http://www2.library.ucla.edu/libraries/digital.cfm ] will help with storage and data
basing the Encyclopedia. An open version will be available on the California Digital
Library's E-scholarship Repository [http://repositories.cdlib.org/nelc/uee] where articles
will be posted for peer review; the full version will be available by subscription.

>> Manuel d'Oslo: Principes directeurs pour le recueil et l'interprétation des données sur
l'innovation
Évaluer l'ampleur des activités d'innovation, les caractéristiques des firmes menant ces
activités et les facteurs internes et systémiques qui les influencent est essentiel à la
conduite et à l'analyse des politiques de promotion de l'innovation. Le Manuel d'Oslo est
la principale source internationale de principes directeurs en matière de collecte et
d'utilisation d'informations sur les activités d'innovation dans l'industrie.
Cette troisième édition tient compte des progrès réalisés dans la compréhension du
processus de l'innovation et de son impact économique. Elle prend également en compte
l'expérience acquise lors des dernières vagues d'enquêtes sur l'innovation dans les pays
de l'OCDE ainsi que dans les pays non membres. Pour la première fois, le Manuel analyse
l'innovation non technologique et les liens entre les différents types d'innovation. Il
contient en outre une annexe sur la mise en œuvre des enquêtes d'innovation dans les
pays en voie de développement.

>> A survey has been launched in SINAPSE about the "Study on the economic and
technical evolution of the scientific markets in Europe" (see also ABD BVD INFO 70)
commissioned by EU DG-Research. SINAPSE is the EC communication tool for all
stakeholders concerned by the use of science in European governance. The objective of
this survey is to gather comments on the recent study financed by the EC. Members are
invited to give their opinion on the recommendations as well as their proposal/analysis
on the topic they address. For each recommendation, you're invited to indicate, on a
scale, the degree of pertinence, how difficult it is to implement, the degree of priority,
whether there is a role for public authorities. Any other information or reactions on
"scientific publications" issues are also welcomed.
To register, first check if your organization is already registered (via the Yellow Pages > Search for
organizations). If it is, then register as an organization member (Become a member > Become an
organization member). If it isn't, then either register your organization and become temporarily the
contact person, or register as an individual member to get a first access and ask your
organization to register (once it is registered you will have the possibility to become an
organization member and get more access rights). Once logged in SINAPSE as a member, the
Community of "Scientific Publications" is accessible by clicking on the orange link "Your
communities" in the left column and then on the button "Communities open on request". In the
Community, the survey on the EC study is in the module "Discussions and Surveys" accessible
from the community home page.

>> A report reveals major gaps in long term management of valuable digital assets
Less than 20% of UK organizations surveyed have a strategy in place to deal with the risk
of loss or degradation to their digital resources - despite a very high level of awareness of
the risks and potential economic penalties. With the release of the report, Mind the gap:
assessing digital preservation needs in the UK, the Digital Preservation Coalition (DPC)
aims to help government, public institutions and private companies turn high awareness
into concerted action. The survey reveals that the loss of digital data is commonplace - it
is seen as an inevitable hazard by some - with more than 70% of respondents saying data
had been lost in their organization. Awareness of the potential economic and cultural
risks is high, with 87% recognising that corporate memory or key cultural material could
be lost and some 60% saying that their organisation could lose out financially. In 52% of
the organisations surveyed there was management commitment to digital preservation but only 18% had a strategy in place. A pdf version of the report is available from

Op maandag 15 mei 2006 organiseert administratie Wetenschap en Innovatie (AWI)
samen met het Vlaams Overlegorgaan inzake Wetenschappelijk Bibliotheekwerk (VOWB)
en de Vlaamse Vereniging voor Bibliotheek-, Archief- en Documentatiewezen (VVBAD) een
workshop rond het Open Archives Initiative (OAI). In de voormiddag staat een algemene
inleiding op het programma, met onder meer aandacht voor auteursrechten. Sprekers als
Leo Waaijers (DARE) en Pauline Simpson (University of Southampton) zullen hun
ervaringen in deze komen toelichten. In de namiddag worden in workshops concrete
projecten voorgesteld met aandacht voor de workflow en het invoeren van gegevens in
institutionele repositories: er zal te leren zijn uit de best practices van onder meer het
project LibriDoc waarover Veerle Kerstens (KULeuven, Libis) enige toelichting komt geven
en hoe bijvoorbeeld een academische bibliografie koppelen aan een institutional archive,

son centenaire, un colloque international sur le thème « Demain, la bibliothèque… » ainsi

Le programme comprend: neuf sessions plénières (les conférences portent sur les enjeux
culturels, scientifiques et économiques de la numérisation, avec une présentation de la
BNuE et du projet Quaero, les perspectives d’un nouveau modèle de bibliothèques,
l’avenir du métier dans l’environnement numérique, l’élargissement des publics, la
notion d’espace culturel) ; treize ateliers qui mettent l’accent sur des cas concrets, à

Meeting synopsis: Digital information needs to be a first class citizen in the networked
environment. The fundamental attribute of digital information is that it is processable
data, enabling new forms of electronic commerce, creativity and social benefit. Some
existing and emerging applications have successfully managed information in the form of
digital objects which are stored, accessed, disseminated and managed. A digital object is
a data structure whose principal components are digital material, or data, plus a unique
identifier for this material. A digital object architecture provides naming conventions for
identifying and locating digital objects, a service for using object names to locate and
disseminate objects, and access protocols, forming an infrastructure that is open, and
which supports a large and extensible class of distributed digital information services.
Digital libraries are one example of such services; numerous other examples of such
services may be found in emerging electronic commerce applications. Digital information
can be similar to or quite different from other forms of information that we are used to
dealing with outside the networked environment. This seminar will discuss several
examples of information management using digital objects, and also hear from
application areas where digitization is a hot topic.

Text Mining: Tutorial and Latest Trends in Applied Research

While the amount of data available to us through the Web and the Intranets is increasing,
our capacity for reading and analyzing this information remains constant.
Search engines, instead of reducing the problem, augment it by making more and more
documents quickly available to us. Text mining is a new research area that solves the
information overload problem by exploiting recent advances in different fields of
technology, allowing the automatic extraction of important elements and facts as they
appear in huge volumes of unstructured text. Documents and web pages, as emails and
chatlines, are a source of knowledge in an unstructured data format that can be
decodified, analyzed and turned into actionable intelligence thanks to online analysis by
text mining. In this workshop, examples of real and operative application to open sources
and virtual communities’ analysis, customer relationship management (CRM) and
competitive intelligence (CI) are given. The final objective is to give participants hands on
knowledge of what text mining is, its techniques, its more successful applications and its
recent trends in research.
