This section of the 1997 SOCRATES Compendium contains projects supported through SOCRATES,
LINGUA Action D - Development of instruments for language learning and teaching, and the
assessment of linguistic competence.

TITLE:
Prolingua-Edic. Apprentissage précoce d'une langue seconde dans
l'enseignement pré-scolaire et primaire
DESCRIPTION:
Le projet vise à améliorer l’enseignement précoce des langues aux enfants de 5 à 12
ans en mettant à la disposition de l’enseignant toute une gamme d’activités et de
supports motivants pour ces jeunes apprenants, l’enseignant restant maître de la
progression pédagogique.
Cette approche s’applique plus particulièrement à l’enseignement du FR et du NL mais
l’approche reste générale. Elle est en tout cas facilement transférable à d’autres
langues. L’objectif est de créer une “banque de matériels” sur supports informatique,
audiovisuel et audio, ces matériels étant expérimentés dans des écoles pilotes

TITLE:
INTER-NED - Interactief Nederlands Multimedia Pakket
DESCRIPTION:
The project produces materials to study NL as a foreign language: the main purpose is
to teach Dutch to students and pupils participating in exchange programmes with the
Netherlands or Flanders. The materials are designed to be used in classroom settings
as well as in autonomous learning environments. They are not country specific and
therefore can be used by speakers of any language. The package consists of materials
on CD-ROM, diskettes and Video. The accompanying manuals are to be made
available in 8 European languages

TITLE:
ECOLES. S (Etudes des compétences linguistiques en système scolaire application à la conception des programmes et à la formation des maîtres)
DESCRIPTION:
Le projet vise à développer un matériel destiné aux enseignants du primaire et du
secondaire pour évaluer les compétences linguistiques des élèves apprenant une
langue étrangère en milieu scolaire. L’expérience se base sur l’enseignement du
français et du néerlandais dans la communauté germanophone de Belgique. Un
système équivalent est mis en place pour évaluer les compétences des élèves en
langue maternelle et en mathématiques. L’objectif est de parvenir à une harmonisation
des critères d’évaluation au niveau européen, grâce à un travail avec l’ALTE
(Association of Language Testers in Europe) et, à terme, à une meilleure adéquation
des programmes scolaires et de la formation des maîtres par rapport aux besoins.

TITLE:
LinC - An Interactive Approach to Language and Culture
DESCRIPTION:
An Interactive Approach to Language and Culture, LinC, is a project aimed at producing
a series of multimedia materials combining language training with cultural awareness,
based on themes drawn from news programmes from across the EU. All official EU
languages are targeted, with the exception of Irish Gaelic and Letzeburghesch, aimed
at learners who are beginners or who have an elementary knowledge of the language.
The partnership, coordinated by the University of Atwerp, is widely based on university
language departments and specialist language centres in B, NL, UK, IT, DK, ES and FI
and its products will be of use to learners in various educational sectors, in all EU
Member States. The products will consist of various multimedia materials, including
CD-roms, aimed at improving both oral and reading skills as well as enhancing the
learner's cultural awareness. The materials are also relevant to autonomous learning.

TITLE:
COCTALE - Communicative Competence Testing Templates for the Advancement
of Language Learning in Europe
DESCRIPTION:
COCTALE is a project aiming to develop materials for testing the communication skills
of foreign language learners at school level who have followed courses using the
communicative approach. The project is coordinated by the curriculum development
centre for Catholic education in Flanders (B) in partnership with a similar centre in a
British university and a specialist language teaching institution in Greece. The project
answers a need among language teachers to find ways of testing the success of the
communicative approach now widely used in schools and elsewhere, by devising
templates which allow for maximum flexibility in the construction of diagnostic and other
tests. Initially the target langauges will be DE,EN,FR and EL and the project will be tried
out and disseminated through teacher training networks already working together on
previous Lingua projects.

DESCRIPTION:
Le projet vise à développer un programme multimédia (sur CD-ROM, vidéo et audeo
cassette) de formation culturelle et linguistique pour ES, PT, IT, DE. En partant de
l’idée que la communication interculturelle ne saurait s’effectuer correctement sans que
le locuteur connaisse la culture de l’autre, ce programme présente les réalités
culturelles des quatre pays et permet d’aborder, au travers de ces réalités, diverses
questions linguistiques. Il s’adresse aussi bien aux étudiants qu’aux élèves ou aux
travailleurs.

ES. L'objectif est de leur permettre de s'adapter aux exigences du système universitaire
du pays d'accueil en centrant leur apprentissage sur les structures du discours
universitaire spécifique à l'ES. La méthode consistera en quatre modules (phase de
sensibilisation/discours oral/travail écrit/modalités d'examen) disponibles sur CD-Rom
et Internet pour l'utilisation en classe ou en apprentissage autonome. Un guide sur le
discours universitaire espagnol sera également fourni aux enseignants chargés de
préparer les étudiants à la mobilité.

NORDLICHT - Skadinavien ist größer : Wege nach Island und Finnland
DESCRIPTION:
Understanding Bus, an organisation which promotes cultural, vocational and
educational co-operation and communication between young people in Germany and
other countries proposes to adapt their basic introductory language course for
Norwegian (developed with the assistance of the LINGUA Programme, TM ) to
Icelandic and Finnish. The end product is a suitcase packed with a panoply of language
learning games and activities for use with and by young Germans in preparation for a
placement or exchange in IS or FI. The course aims to develop partial competence and
combine communicative skills, technical language and cultural studies. The emphasis is
on application orientated learning and communication skills rather than on structural or
grammatical issues. The end product will be used by bodies organising youth
exchanges or work placements and distributed through youth work networks. It will
include a teacher trainer manual, examples of games and FL learning activities, various
types of authentic material, a "short" video on how young people live in Iceland and
Finland, authentic audio material, and a learners work/fun book and work/fun sheets for
transnational work on language learning with counterparts in IS or Fin.

LESCOnet - Apprentissage Autonome des langues européennes par ordinateur et

DESCRIPTION:
Le projet vise à fabriquer des outils pour l’apprentissage en autonomie du français et de
l’espagnol langues étrangères. Le matériel comprend un CD Rom, une bande audio,
une bande vidéo, un cahier de l’élève et la mise en place d’un site Internet (service
questions / réponses, forum inter apprenants, service ressource d’informations
culturelles). Ces outils destinés d’abord à faciliter l’accès des étudiants aux langues
seront utilisables pour une liaison présentiel / autonomie, pour un apprentissage
autonome en médiathèque et pour l’apprentissage autonome à distance.

Telenovela für den Deutschunterricht. Spielfilmmodul für Selbstlernende,
Fernsehsprachkurs und Gruppenunterricht
DESCRIPTION:
The production of a 13 part soap opera for the teaching of Beginners' German for Adult
learners. Coordinated by an instutute in Germany, in coperation with the Goethe Institut,
the project will be developed jointly by specialists in video production and language
experts in D, UK and Italy and will be supported by a student handbook with exercises,
notes, transcripts, bibliographies and a glossary of terms in Italian and German, a
teachers' methodological guide and, for autonomous learners, a special support
package and answer book. The notes will serve to exploit the cultural and other
background information which will be incorporated into the series. The telenovela will
combine a systematic progressive grammatical /lexical approach with aesthetically
stimulating images and a dramatic storyline. It will be based on the pilot programme
"Hauptstraße 117" which was piloted and tested by various means by the co-ordinator in
5 countries over a period of 3 years.

DESCRIPTION:
Le projet fait suite à un projet LINGUA antérieur (YASSOU I) qui promouvait
l’enseignement de l’allemand et de l’italien dans le secteur du tourisme grec par
méthodes audiovisuelle et télédiffusée. L’objectif du présent projet est de permettre, audelà d’un échange strictement lié aux besoins professionnels, une communication
interculturelle personnelle. La méthode repose sur l’autoapprentissage pour permettre à
un public isolé, n’ayant pas accès à l’enseignement traditionnel, d’acquérir le minimum
de compétences linguistiques et interculturelles nécessaire à la communication. Mes
matériels prévus se compsent des vidéos ainsi que des exercises pour la langue greque
(à l’utilisation des visiteurs italiens et allemands) et les langues italienne et allemand
(pour les commerçants grecs).

Le projet vise à promouvoir l´apprentissage du grec en tant que langue étrangère pour
des élèves de 7 à 11 ans en fournissant un matériel adapté au pays où l´enseignement
est dispensé (dictionnaire ciblé vers la langue maternelle de l’apprenant). Des cahiers
d’élève, manuel de professeur et des cassettes audio sont prévus.
La méthode aborde la culture grecque contemporaine et la sensibilisation à la
dimension européenne avec des activités et des thèmes spécifiquement conçus pour
ce public (chansons, dessins...).

TDP - LWTULs Test Development Programme for Less Widely Taught and Used
Languages
DESCRIPTION:
This project aims to adapt a set of language skill assessment tool for use by learners of
five of the least widely used and least taught languages: FI, GR, GA, SE and NO. The
package for each language comprises:
• a set of "Can-do" statements,
• guidelines for writers of further testing items,
• test-evaluation checklists
• a glossary of testing-items.
The partnership, will take full account of the distinctive characteristics of each target
language and the overall package enables partial competences to be assesed.
the use of electronic networking (www home pages), databanks about testing and
certification of LWULTs will be used for dissemination and communication of
information about the products to be developed.
The project adapts tools which were developed within a previous project funded by
Lingua, and it takes into account the work of the Council of Europe in this field.

This project aims to produce a curriculum and a set of learning materials for the
teaching of Greek in European Universities.
The package comprises:

It is envisaged that the package can be used by independent adult learners as well as
students in University. It is based on the principle of "interactive learning". The project
aims to create a programme of learning that can lead to a diploma in Greek as a foreign
language.

prononciation et d’usage du grec moderne contenant plus de 45.000 articles. Ce
lexique, construit après analyse d´un corpus d’usage contemporain, permettra l´accès
au vocabulaire par la graphie et la prononciation.
Les entrées sont accompagnées d´exemples et de renvois éventuels aux conjugaisons
et déclinaisons.

L’objectif est de mettre à la disposition des enseignants un programme d’activités et un
ensemble pédagogique pouvant être utilisés en présenciel ou de manière autonome, en
fonction des besoins pédagogiques. Parallèlement, un centre doit être créé pour
assurer la diffusion de cette méthode, y former les enseignants et développer la
recherche.

The project is based on a previous LINGUA project in which products were developed in
the Romance languages, and adapts these to the Scandinavian languages. The
adaptation process also includes the development of the original materials in such a
way as they can be used by autonomous learners though the Internet.
The products envisaged include a software application to run the programme as well as
an internet version.

The project aims to produce teaching modules in a number of different languages for
pupils in the two final years of the primary school. The purpose of the exercise is, by
exposing pupils to new languages not spoken or taught in the school, to produce in

motivation and aptitude for the learning of a language when the time comes for this to
start. The creation of this language awareness among pupils should also lead to more

research departments in Italy, Germany and Spain and in another French university.
Language departments in three Swiss universities are also associated with the project.
The modules produced will be adaptable where target languages and cutural references
are concerened, according to the country in which they are used. The products will take

The project aims to support the learning of French, German, Swedish, English and
Portuguese through the development of CD-Roms and the creation of an electronic
forum on the Internet, thus providing learners with an unstressful opportunity for
reenforcing and practising the language they have learned. The project is coordinated
by a languages specialist in France working in the field of mulitimedia, in partnership

languages departements in Germany, Sweden and Belgium. The content of the five
CD-Roms will be based on enquiries carried out by a private detective which allows for
interaction with the learner, who is also, in another way, carrying out an investigation

detective story as well as providing the opportunity for leaners to make contact between
themselves using the foreign langauage as a means of communication..

adapted for young deaf learners of English as a foreign language. The materials are

the UK. The principal objective of the project is to enhance the competitiveness of
young deaf people on the labour market by giving them language competence in an
important world language. The product will consist of course books for pupils and

TITLE:
'Small is beautiful' - LWULT Languages and Mobility : A Pilot for a Multimedia
Package for Academic Purposes
DESCRIPTION:
A three year project which aims to promote the mobility of students and staff to, from
and among LWULT language-speaking countries through the development of a
multimedia language-learning package (on CD-Rom). The package is to cover
survival level language, culture and communication skills in LWULT-languages. The
Pilot multimedia package will consist of two parts:1) for self-study and Distance
Learning at the home institution 2) for self study and classroom instruction at the host
institution. The target-group are students in institutions of higher education. It is
intended that these materials will provide a cultural and linguistic preparation for
students studying in the country/ies of the target languages, and which can be built
upon in the host institution.

TITLE:
REAL : Reading and Listening Strategies for 18+ Language Learners
DESCRIPTION:
The project aims to provide a range of materials to assist learners to acquire reading
and listening skills in advance of a course of study or training in another country. The
materials will be geared to the needs of school leavers (18+) who are likely to carry out
a course of study or training abroad, in some cases with the help of Socrates or
Leonardo. The skills selected are those most in need by participants in such mobility
activities. The materials to be developed will use a technology-enhanced methodology
focusing on the subskills of prediction,skimming, scanning and search reading. In the
first year of the project materials in English and Dutch will be developed: in the second
and third years Swedish and/or Greek will be added. During the latter two years it is also
planned to develop a World-Wide Web site to make the materials more widely
available.

DESCRIPTION:
The project proposes to prepare a series of low-cost, multimedia foreign language
learning packages based on CD-ROM supplemented by CD audio and print material.
The target languages are ES,EN,NL & PO, aimed at users in the 16-25 age group either
in full-time/part-time/ or vocational training who already have an acquired intermediate
level of knowledge in the target language. The target countries are Spain, the UK,
Ireland, the Netherlands and Portugal. The package is designed to be used in
autonomous learning situations and is centred on developing communicative
competence in the target languages.

DESCRIPTION:
The project aims to produce a Portuguese language course for secondary school
students in all member states of the European Union. The course materials will consist
of three text-books, three work-books, two Teacher's books, a self-help manual and
audio tapes. The materials are designed to familiarise learners with the linguistic and
cultural context of the various countries in which Portuguese is spoken. While primarily
aimed to be used in a classroom setting, the partership aims to ensure that they can
also be used in autonomous learning situations.

TITLE:
LEARNSTRAT - Learner Strategies : Awareness and Training
DESCRIPTION:
The aim of this project is to involve around 250 language learners in the 14-15 age
range in the development of a set of materials on learning strategies for a wider
audience. The end products will be generic, i.e. not language specific. The project is
starting from a small partnership of a University in the UK and a school in Italy, and will
broaden the base as the work progresses. The project adopts an Action Research
approach. The learners will be trained to use a number of learning strategies and will
subsequently judge their effectiveness and appropriateness. Their teachers are to be
involved in the evaluation of both the awareness-raising aspects and the training
materials themselves. The partnership hopes to make a contribution to the langauge
learning process through awareness-raising and autonomous learning strategies. The
partnership also hopes to develop through a linked project, teacher training materials
which can exploit the findings of the mateirals development project.

TITLE:
Primary Modern Languages Diversification Project (Spanish)
DESCRIPTION:
The application is a follow up to a previous LINGUA video production project with the
same partnership called "321 los!" (94-03/1627/UK.VB Ext.3). It is designed to
complement the first and improve upon it with new activty sheets, accompanying texts,
games, sing along/ learn along sequences excercises and a teachers handbook that will
encourage the use of Spanish in classroom managemnt non language specialist
teachers. This aims to address the shortage of trained lanaguage teachers at primary
level. The course will be deliberately slow paced, repitition without boredom, carefully
structured progression through limited vocabulary. In the first instance it is designed for
use in the UK.

This project aims to produce a set of multimedia materials which will enable students
with hearing impairments in Denmark and Iceland to learn the sign language of one
another's country. The product incorporates visual demonstrations with reading
materials and is based in schools for deaf people. The materials will be produced in CDROM format and will incorporate cultural as well as language information. It is
envisaged that the project will support the mobility of the target groups as well as realtime communication through video links.
