Madame la Pr6sidente,
J'ai I'honneur de m'adresser & vous au nom de la Suisse et du liechtenstein.
Nos d616gations saluent les rapports du secretaire g6n@al et du Comit6 consultatif pour les
questions administratives et budg6taires concemant ce point & I'ordre du jour.
L'adoption du Programme d'action d'Addis-Abeba et celle de I'Agenda 2030 ouvrent
ind6niablement une perc6e et offrent & la communaut6 internationale un cadre global pour
ses efforts en vue de parvenir au developpement durable. Les accords conclus sont
historiques, et on ne saurait trop souligner leur importance.
Madame la Pr6sidente,
Nos d616gations souhaitent mettre en lumiÿre trois points que nous consid6rons comme
particuli6rement importants.
Premi@ement, nous ne sommes pas convaincus que la proposition reflete la vision
strat6gique et I'approche int6gr6e souhait6es par les Etats membres.

, notre avis, il n'y a pas assez d'616ments indiquant que le secr6taire g6n6ral a d6ploy6 des
efforts suffisants pour abandonner les anciens concepts et structures, inadapt6s aux d6fis
qui nous attendent. Peu indique qu'il ait saisi I'occasion de mettre en place des m6canismes
et des plateformes permettant au Secr6tariat de collaborer d'une mani6re plus coh6rente et
de mener & bien ces missions importantes.
Deuxiÿmement, nous partageons I'avis du secr6taire g6n6ral selon lequel il est essentiel de
disposer de m6canismes efficaces de suivi et d'examen de I'Agenda2030 de
d6veloppement durable et du Programme d'action d'Addis-Abeba pour assurer la r6alisation
des objectifs de dÿveloppement durable et de leurs moyens de mise en oeuvre. C'est
pourquoi nous appelons les Iÿtats membres ÿ accorder suffisamment de soutien pour
garantir le bon fonctionnement des mÿcanismes de suivi et d'examen. ,ik cet 6gard, nous
consid6rons le m6canisme ind6pendant d'6valuation & 1'6chelle du systÿme de I'ONU
comme un instrument important qu'il conviendrait de renforcer tout particulierement.
Et, troisiÿmement, nous sommes d6sireux de poursuivre la discussion sur la maniÿre dont le
Compte pour le d6veloppement pourrait servir d'outil de changement et de d6veloppement
durable. Nous pensons qu'il serait judicieux de r¢fl6chir & la meilleure fagon d'utiliser ce
fonds & I'avenir.

Les r6unions informelles a venir donneront I'occasion ÿ nos d616gations d'approfondir ces
diff6rents sujets. La Suisse et le Liechtenstein s'engagent pleinement pour la mise en oeuvre
effective des nouveaux programmes mondiaux et se rÿjouissent d'ores et dÿj& de mener des
discussions constructives avec les #tats membres concernant la voie & suivre.

Madam Chair,
I have the honour of addressing you on behalf of Switzerland and Liechtenstein.
Our delegations welcome the reports by the Secretary-General as well as by the Advisory
Committee on Administrative and Budgetary Questions relating to this agenda item.
The adoption of the Addis Ababa Action Agenda and the 2030 Agenda are without doubt
groundbreaking achievements that provide the international community with a global
framework for its efforts to achieve sustainable development. The agreements reached are
historic and their significance cannot be overstated.
Madame Chair,
Our delegations would like to highlight three points that we consider of particular-importance:
First, we are not convinced that the proposal reflects the strategic vision and the integrated
approach that Member States had called for. In our view, there is not enough indication that
the Secretary-General has made sufficient efforts to abandon old structures and concepts
that are unsuitable for the challenges ahead. We also see little evidence that the Secretary
General has seized the opportunity t° create mechanisms and platforms that will allow the
Secretariat to work together in a more coherent manner and to successfully deliver on these
important mandates.
Second, we agree with the Secretary-General that effective mechanisms for follow-up and
review of the 2030 Agenda for Sust#inable Development and the Addis Ababa Action
Agenda will be essential to the achievement of the Sustainable Development Goals and their
means of implementation. We therefore call on member states to grant sufficient support to
ensure that the follow-up and review mechanisms can work properly. In this regard, we
consider the UN's Independent System Wide Evaluation mechanism an important instrument
that should be strengthened in particular.
Third, we are interested in further discussing how the Development account could serve as a
tool for change and sustainable development. We believe that there is merit in exploring how
the fund can best be used going forward.
Madame Chair,
In the upcoming informals our delegations will seek more clarification on these different
subjects. Switzerland and Liechtenstein are fully committed to the effective implementation of
the new global agendas and are looking forward to discuss constructively with Member
States on the way forward.
