Westmount is currently going through a
demographic crisis. Almost 40 per cent of the
population are older than 50 years old. Younger
people are coming in, but a lot is restrained by
the expensive real estate of the city.
Millman’s business has never been that
precarious.
“I am worried for everybody’s business on
Greene Avenue. In 50 years, we’ve never seen
the street with this many empty buildings.
Something must be done.”

“It’s an opportunity to attract the right type
of businesses to Greene Avenue, to bring in
some new blood, she said. The association has
also been working with the CLD Les 3 monts,
which receives funding from the city of
Westmount. They help them with social media
strategies and with their presence on the web.”
In terms of parking, Samiotis said there is
no possibility for added parking on Greene
Avenue. “It’s important to know that the city
invested quite a bit of money during the refurbishment of Greene Avenue. We did the
sidewalks, and the streets. I do realize that
during that time, some parking spots were lost
on the street itself, even though the city had
said there wouldn’t be.”
The city’s traffic committee is currently
doing a study in the South West area to see how
more parking spots can be gained.

Michael Millman has owned Gallery West
End for half a century. For the last five years,
his Greene Avenue store has seen fewer and
fewer customers.
“First, Westmount had a history of streets
and condominium construction that lasted
about three years. During that time, we lost a
certain amount of traffic flow in a way. That,
plus the fact that the internet is pulling away
more and more demand for retail, was the
beginning of our loss of customers,” he said.
Since then, many stores have closed.
Some, like Lululemon, have decided to
move to the more accessible Sherbrooke street.
The more courageous, including Mr. Millman,
have formed the Greene Avenue Merchants
Association at the beginning of the year, created to help bring back customers to the street.
They created a website and hold scheduled
events to increase the visibility of the stores and
the cooperation between the retailers.
“Our first priority is to facilitate access to
the street, said Galia Déshautel from the association. There isn’t enough parking in the area
to support the businesses. There are about 120
businesses on the street for 90 parking spaces.”
The association has been lobbying for 30
years to expand the parking lots on Greene
Avenue. They have talked about multi-level
parking to multiple developers throughout the
years.
Still, Westmount has no plan to address the
situation, according to Millman.
“It’s not just Westmount, but a lot of cities
and boroughs are promoting green, people
walking and biking. There was a survey done
about five years ago as part of the minister traffic plan for Westmount. It shows that 63 per
cent of Westmounters never use a bicycle.
How do you expect people of 50 years and up
to go shopping on a bicycle, especially when
we have winter. We have less parking now than
we did 30 years ago, this is ridiculous.”

A new dog run in the southwest sector of
Westmount will cost no more than $50,000,
according to city councillor Cynthia Lulham.
Though the costs attributed to the dog run,
to open near the corner of Lansdowne Avenue
and de Maisonneuve Boulevard sometime in
June 2015, may actually be lower as the only
material needed is a fence and minimal
landscaping.
“There is definitely an advantage, financially, of placing the dog run here,” Lulham
said.
The commissioner of sustainability and
parks told the Examiner earlier this week the
dog run, revealed by city officials during the
Oct. 7 council meeting at city hall, will already
be fenced in on one side as it will sit adjacent
to the onsite tennis courts. The contracted
company will then install a fence alongside the
bike path - which will be moved further north
- on de Maisonneuve Boulevard to the north of
the dog run, as well for the area between the
WRC exit pavilion and the western edge of the
tennis courts.
Lighting will be provided by the adjacent
tennis courts.
Meanwhile, the area between the
Westmount Recreation Centre (WRC) roof
and the tennis court will also be re-landscaped.
The cost of the work will be incorporated into
dog run budget.
The dog run will replace the former dog
park at Lansdowne Avenue and Ste. Catherine
Street, which closed two years ago due to the
construction of the WRC.
It’ll also be a cheaper alternative to the previously proposed site at the shuffleboard courts
in Westmount Park, as considered by the
Hodgins and Associates dog run study released city officials announced last week it would install a dog run at the green space just north of the

“We saw enough resistance toward the shuffleboard proposal,” said Lulham. “We have so
many issues to deal with in the city that we
needed to move on.”
According to Peter Starr, head of the
Westmount Municipal Association (WMA),
the shuffleboard site would have cost the city
approximately $125,000.
Though he wouldn’t comment on behalf of
the WMA at the time of press, Starr said “we
worked very hard to assure Westmounters that
the Shuffleboard Area would not end up as a
dog run.”
The dog run will meet the size (10,000 to

The location was suggested by mayor Peter
Trent, said Lulham. “We realized it was a good
location; far back from the homes,” she said,
adding there was no need for the promised poll
that was originally slated for some time in
October.
According to Lulham, there weren’t
enough plausible sites to include in the poll,
and subsequently heed the opinions of
Westmounters.
“At a certain point, you need to make a decision,” said the city councillor. “We felt very positive about this site and it met all the criteria.”

Police thwart thief’s escape
from apartment building

Montreal Police arrested a 49-year-old man
after he allegedly broke into a Park Place apartment building, as well as four cars parked in
the underground parking lot, on Oct. 8.
The Montreal man didn’t resist arrest shortly after he exited the building, located on Place
Park Street, at 3:28 a.m.; he was later brought
to a police detention centre and charged with
breaking and entering and theft in car.
At around 3:15 a.m., two officers of neighbourhood police Station 12 were dispatched
on scene after a local resident called in, reporting a break in. Once on scene, said Const.
Adalbert Pimentel, the officers noticed one of

carrying a backpack and a hammer.

Police intercepted the alleged thief shortly
after. The man is known to Montreal Police
and has spent time behind bars before, according to police.
Upon a search, police found tools and
items stolen from the cars. Const. Pimentel
couldn’t confirm the items stolen at the time

An MUHC project manager was a noshow for a scheduled meeting regarding the
noise emanating from superhospital, according to the city of Westmount.
A delegation from the city of Westmount
was ready to sit down last week with SNCLavalin, the builder of the Notre-Dame-deGrace-based hospital, and the Groupe
Immobilier Santé McGill (GISM). The latter
didn’t show up, said the city in a press release.
According to city officials, GISM was
given three weeks to study the excessive noise
emanating from the superhospital’s cooling
and ventilation systems – and find solutions.
“You would think that, of all institutions,
a hospital would seek to ensure that noise
levels would be even lower than the maximum required by regulation; instead noise
emanating from the facility is in contravention of the city of Westmount’s noise by-law,”
city councillor Christina Smith said in a
released statement.
The noise began in April when SNCLavalin started testing its ventilation and cooling systems.
Westmount officials sent a letter to GISM
last week expressing disappointment in the
meeting being postponed yet again.
No word, yet, on when the meeting will
be rescheduled.

Generous philanthropist Hainya Wiseman
opened her Westmount Square penthouse
apartment for a fundraiser to benefit the
Montreal Children’s Library. About 100
people attended the evening on October 9.
Wiseman is well-known for her exquisite
dinnerware collection – one she could easily
sell to museums but prefers to use for her
guests’ pleasure. The carefully-chosen food
and wine served paired well with the fine
china.
The entirety of the $3,600 raised will go
to the library, situated in the east of Montreal,
and help acquire new books for children and
support different programs. It’s the fourth
time that Wiseman – who adores kids – opened her house for similar events.
Hainya Wiseman’s fine china and extensive
dinnerware collection was used during the
fundraiser. Donations can also be given

Westmount’s CodeRED community notification system underwent a test run Oct. 8.
Run by the firm Emergency
Communications Network (ECN), the system’s messaging service, which disseminates
important or critical information in case of an
emergency, reached 7,030 phone lines.
The speed of the calls was 1,000 phone
lines reached per minute – “very good and
fast,” according to Maureen Lafreniere,
Westmount’s communications coordinator.
All phone lines were registered
automatically.
Also, 323 and 372 notifications were sent
via email and text message, respectively.
Before the test run, 559 residents and businesses signed up online.
“It’s a snapshot that allows us to know the
impact of the test message regarding new
signups. It also allows us to find numbers that
don’t function properly, or that have gone out
of services, or that should not be part of the list,
for other reasons,” said Lafreniere, adding
ECN will assess how many phones are inactive
or don’t function properly.
Following the test message, the CodeRED
notification system received a large boost in
signups.
According to Lafreniere, 7,371 phone numbers, residential and commercial, were registered at the beginning of the week.
Those with unlisted residential phone
numbers must register if they wish to receive
CodeRED messages, Lafreniere added.
Also, 644 people registered to receive messages via SMS (standard messaging service).
Over 1,110 residents signed up online on
the city’s website.
