over the heads of two United Nations observers who
were investigating the Syrian complaint. These observers
were using a United Nations white jeep which was in
plain view.
In view of the above, it is superfluous to state tIIat
the continued and repeated violations of the Armistice
Agreement will not only aggravate the already critical
situation but will also lead to very serious repercussions.
My Government requests that the Security Council
be kind enough to take note of this protest against the
illegal behavior of the Israelis and to take the necessary
measures with a view to putting an end to these provoeative and aggressive actions.
The Security Couneil has undouhtedly received the
report of Major General W. E. Riley, Chief of Staff, set
forth in document S/2049 dated 21 March 1951. 1 respectfully draw the attention of the Council to the
memorandum contained therein, part IV, paragraph.3.

mesures nécessaires pour mettre fin à ces actes de
provocation et d'agression.
Le Conseil de sécurité a certainement reçu le rapport
du général W. C. Riley, Chef d'état-major, reproduit
dans le document 8/2049 en date du 21 mars 1951, et
sur lequel j'attire respectueusement l'attention du
Conseil, notamment sur le mémorandum qtlÎ fig~u'e au
paragraphe 3. de la section IV.

With reference to my letter of 29 March 1951 [8/2061],
my Government has again directed me to protest to the
Security Council against the illegal evacùation by
force on 30 March 1951, by the Israel police, of the Arab
inhabitants of the village of Baqqara, numbering, with
the neighboring refugees living in the same village,
'about 980.
The village of Baqqara is situated within the demilitarized zone on the western side of the Jordan River
in the Huleh area. It goes without saying that such an
action is a flagrant violation of article V, paragraph 2
of the General Armistice Agreement 6 , which stipulates
that no hindrance to the restoration of normal civilian
life by the inhabitants could he allowed in the demi li'"
tarized zone.
J'ai l'honneur de me référer à ma lettre du 29 mars
1951 [S}2061] et de vous faire connaitre que mon
gouvernement m'a chargé à nouveau de protester auprès
du Conseil de sécurité contre les agissements illégaux de
la police israélienne qui, le 30 mars 1951, a évacué de
force les habitants arabes du village de Baqqara. La
population arabe de ce village, à laquelle s'ajoutait
certains réfugiés du voisinage, comptait environ
980 personnes.

Le village de Baqqara est situé dans la zone démilitarisée, sur la rive droite du Jourdain, dans la région
de Roulé. Il va sans dire que cette action constitue une
violation flagrante des dispositions du paragraphe 2
de l'article V de la Convention d'armistice général 6 ,
d'après lesquelles il ne sera toléré aucune entrave au
rétablissement gradllel de la vie civile normale· des
habitants dans la· zone' démilitarisée.

It is, therefore, clear thnt the deportation of the
inhabitants by force from their homes and fields without
their consent is a sharp frustration of the exercice of
normal civilian life in the demilitar~ed ~one.
l request that this protest be registered with the
Security Council and the Secretariat of the United
Nations and be distributed as an official document to
the members of the Security Council.
Il est donc évident que la déportation forcée des
habitants, qui ont dû quitter sans leur consentement
leurs foyers et leurs champs, s'oppose sérieusement au
cours normal de la vie civile dans la zone démilitarisée.
Je demande que la présente protestation soit déposée
aux archives du Conseil de sécurité et du Secrétariat de
l'Organisation des Nations Unies et qu'elle soit communiquée aux membres du Conseil de sécurité à titre de
document officiel.

1. l have the honour in pursuance of tlie Security
Couneil resolution of 17 November 1950 [S /1907] to
submit the following interim report on the status of
operations of the Israel-Syrian Mixed Armistice Commission, with particular referenee to the dispute over
the Israel project for draining of the Huleh marshes
and the straightening and deepening of the bed of the
Jordan Hiver between Lake Huleh and Lake Tiberias.

maire ci-après sur l'état des travaux de la Commission
mixte d'armistice syro-israélienne en Ce qui concerne

d'asséchement des marais dll Houlé et au projet de
redressement du cours et de l'approfondissement du
lit du Jourdain, entre le lac Houlé et le lac de Tibériade.
2. Le rapport du Che! d'état~major des Nations
Unies en date du 12 mars 1950 [S/2049], concernant
l'état des travaux des Commissions mixtes d'armistice
entre le 17 novembre 1950 et le 17 février 1951, a retracé
l'historique du différend et indiqué les événements qui
se sont déroulés avant le 12 mars 1951. Le présent
rapport a trait aux événements survenus entre le
12 mars et le 27 mars 1951.
3. Le 14 février 1951, la délégation syrienne à la
Commission mixte d'armistice syro-israélienne a allégué
