QUESTIONS AND ANSWERS #1 QUESTIONS ET RÉPONSES No 1 Question 1 I have 4 questions: 1.1 Under section 5.1.7 it states that If the Contractor is able to make a sufficient number of contacts required to answer the questions for the four types of civilianization, it may authorized by Public Safety to proceed with Phase 2 of the work. However, should the Contractor be unable to make a sufficient number of contacts, Public Safety may not authorize the Contractor to proceed with Phase 2 of the work. Can you please provide further clarification on what is meant as “make a sufficient number of contacts”? Does this mean the number of civilians that are willing to participate in the interview (e.g., signed letter of consent) or the number of people identified as potential interviews but it is uncertain whether they will actually participate in an interview (e.g., holidays, sick, decides to opt out)? Based on our expertise, it is not a problem to identify “contacts” the challenge is to have individuals within the police services to actually participate in the interviews. 1.2 Under section 5.2.2. it states “submit all interview notes.” Can you please explain further on your intentions to require the submission of all interview notes. Do you want the scribbled/hand written notes, or type notes. If the interview is recorded, do you want the transcripts? Do you want any of the information redacted (e.g., critical of others people or organizations) and if so based on which policies? How do you want to receive the information as pdf files, or photocopies? This information is required so that the budget can be determined accordingly. 1.3 Section 5.2.2 also poses a much larger problem as under the federal government code of ethics and research, in a letter of consent form we must also state the project authority has requested the interview notes. Based on our expertise in police research, this requirement “will” substantially reduce the number of potential participants. Thus depending how you answer the question 1 (above) (signed letter of consent) this will impact the number of participants. Consequently, more work will be required to identify civilians who are willing to participate in the interview knowing that the PA wants the interview notes. This requirement may also result in the PA not proceeding to phase 2 of the project. Our thoughts are to drop this requirement. 1.4 Under section 3.1. the contractor must hold a valid Designated Organization Screening. Under Section 5.2.2 you want the contractor to submit all interview notes. Can you please provide clarification how this requirement under section 5.2.2 does not breach the requirements of holding a DOS. Furthermore, can you please provide an overview on how the PA will store the interview notes (e.g., keep the information for several years) or destroy them once the contract is completed. Answer 1 For question 1.1, a sufficient number of contacts refers to interviews scheduled that will answer the questions for the four types of civilianization. For questions 1.2, 1.3 and 1.4, Public Safety does not require the submission of interview notes. Please see amendment #1. Parlez-vous du nombre de civils qui sont disposés à participer à l’entrevue (p. ex., lettre de consentement signée), ou du nombre de personnes qui feront potentiellement l’entrevue mais dont la participation réelle est incertaine (p. ex., vacances, congés de maladie, décision de ne plus participer)? D’après notre expérience, la difficulté n’est pas de joindre des personnes dans les services de police, mais plutôt de faire en sorte qu’elles participent bel et bien aux entrevues. 1.2 La section 5.2.2 indique ce qui suit : « Soumettre toutes les notes d’entrevue. » Pourriez-vous expliquer davantage vos intentions concernant l’exigence de soumission de toutes les notes d’entrevue? Voulez-vous les notes gribouillées/manuscrites ou les notes dactylographiées? Si l’entrevue est enregistrée, voulez-vous les transcriptions? Voulez-vous que nous éditions certains renseignements (p. ex., ceux critiquant d’autres personnes ou organismes)? Le cas échéant, sur quelles politiques devons-nous prendre appui? Comment souhaitez-vous recevoir l’information? Sous forme de fichiers PDF ou de photocopies? Nous avons besoin de votre réponse pour déterminer notre budget. 1.3 La section 5.2.2 pose aussi un problème beaucoup plus vaste, puisqu’aux termes du code d’éthique et de recherche du gouvernement fédéral, dans une lettre de consentement, nous devons indiquer que le chargé de projet a demandé les notes d’entrevue. D’après notre expérience de la recherche dans le domaine de la police, nous pouvons affirmer que cette exigence réduira substantiellement le nombre de participants potentiels et, selon votre réponse à la question 1 ci-dessus (lettre de consentement signée), qu’elle aura une incidence sur le nombre de participants. Par conséquent, nous devrons déployer davantage d’efforts pour trouver des civils qui, sachant que le chargé de projet veut les notes d’entrevue, sont tout de même disposés à participer à l’entrevue. Cette exigence pourrait également empêcher le chargé de projet de passer à la phase 2 du projet. À notre avis, il vaudrait mieux éliminer cette exigence. 1.4 Selon la section 3.1, l’entrepreneur a besoin d’une attestation de vérification d’organisation désignée (VOD) valide. Or, dans la section 5.2.2, vous demandez à l’entrepreneur de soumettre toutes les notes d’entrevue. Pouvez-vous clarifier en quoi l’exigence de la section 5.2.2 ne va pas à l’encontre de celle relative à l’attestation de VOD? Pouvez-vous aussi donner un aperçu de la façon dont le chargé de projet entreposera les notes d’entrevue (p. ex., conserver l’information pendant plusieurs années), ou indiquer s’il les détruira après la fin du contrat? Réponse 1 Pour la question 1.1, nous entendons par « joindre un nombre suffisant des services de police requis » les entrevues prévues qui permettront de répondre aux questions pour les quatre types de civilarisation. Pour les questions 1.2, 1.3 et 1.4, Sécurité publique Canada n’exige pas la soumission des notes d’entrevue. Veuillez vous reporter à la modification no 1.
