Egan Ambassador Christopher F. Egan was appointed by President George W. Bush to serve as United States Permanent Representative to the Organization for Economic Cooperation and Development (OECD) in Paris, France and confirmed by the Senate on (October 26, 2007). From 1993 to 2007, Ambassador Egan was President and Founding Managing Member of Carruth Capital, LLC in Westborough, Massachusetts, one of New England’s top 10 largest commercial real estate companies. In 1986, he became the Senior Marketing Manager of EMC Corporation in Hopkinton, Massachusetts in 1986, creating and launching EMC’s Executive Briefing Center, which also served as a resource for attracting large corporate clients and business prospects to EMC In addition to his corporate achievements, Ambassador Egan has served as a board member of numerous organizations that promote public health care and business in Massachusetts, including chairing an Emerging Technology Fund which invests some $20 million in the biotech industry through direct loans. He is also the cofounder of “Break the Cycle of Poverty,” a non-profit organization that aims to lift people out of poverty through education. Ambassador Egan has been an active member and public figure in his local community of Westborough, Massachusetts. He was a television commentator for PBS, WNDS and NECN, as well as an op-ed contributor and a documentarian. In 2004, Ambassador Egan produced a documentary entitled, “Eclipsed by the Sun,” a critically acclaimed look at Massachusetts political history. Ambassador Egan graduated in 1986 from the University of Massachusetts with a Science Degree in Engineering and in 2005, received a Masters Degree in Public Administration from Harvard University’s Kennedy School of Government. One of five children of businessman and former Ambassador Richard J. and Mrs. Egan, Ambassador Egan is married to the former Jean Chisholm and is the father of three small children aged five, three and one years old. Cohen Mr. Cohen’s experience is primarily in mergers and acquisitions, joint ventures, project finance, technology licensing, international commerce, and corporate dispute resolution. Mr. Cohen advises on the negotiation of M&A and joint venture agreements around the world, often involving entities of different nationalities and assists clients with due diligence, regulatory approvals, and management and governance rules and procedures. In addition he advises clients on the applicability of international commercial rules, including in particular the World Trade Organization Agreements relating to free trade and defenses against protectionist behavior in certain public markets. In the project finance area, Mr. Cohen represents sponsors, lenders and multilaterals on large infrastructure projects, primarily in the metals and energy fields. He has worked on projects in Latin America, Eastern Europe and Asia. In addition to financing, Mr. Cohen assists clients with licensing, technical assistance and management agreements for major projects. Mr. Cohen counsels clients when disputes arise in the course of financing and constructing projects. He is adept at resolving disputes involving multiple parties, such as lenders, contractors, sponsors and local investment and management interests. These cases often involve technical issues, such as the causal relationship between mistakes and performance failures over a period of time. He is a member of the London Court of International Arbitration and is a mediator certified by the Center for Mediation and Arbitration of the Paris Chamber of Commerce and Industry. Mr. Cohen’s practice also includes counseling clients on privatization transactions and trade and commodity finance. The latter involves advice on how to reduce risk in the pre-export financing of commodities throughout the world. At the present time Mr. Cohen teaches a course entitled “The History of the United States Viewed through Its Legal System” at the business school in Lille l’HEDEC. Before joining White & Case in 2001, Mr. Cohen was an international lawyer and senior legal consultant for the French aluminum producer Pechiney for 25 years. He was responsible for negotiating and drafting licensing, know-how, technical assistance, turnkey construction, joint venture, agency, and purchase and sale agreements and also worked on antitrust matters, mergers and acquisitions, ICC arbitrations and business development strategy. In the early years of his career, Mr. Cohen served as law clerk to the chief Justice of the Superior Court of Massachusetts, Assistant Attorney General of the Commonwealth of Massachusetts; Project Director of the Ford Foundation Drug Abuse Council; Project Director for the public interest television series “The Advocates”, and Director of a UNESCO project examining the feasibility of rehabilitation centers in Europe. Mathilde de Maurel Mathilde Maurel, born 1966, is a former graduate from Ecole Normale Supérieure and Ecole Nationale de la Statistique et des Etudes Economiques. Her research focuses on comparative economics and transition economics. Her 1998 book, Régionalisme et désintégration en Europe centrale et orientale: une approche gravitationnelle, (Paris, Presses du CNRS), analyses the collapse of the Soviet area, by focusing on the trade aspects. Mathilde Maurel is specialized in transition issues, her interests focus on the role of institutions, property rights, the rule of law, regulatory framework for understanding the role of institutions in explaining the emergence of different transition paths from planned economies towards Market. More recently she shifted her research from the Soviet area to the Asiatic one. She was invited by the Center of European Studies University of Fudan and she spent one month in Shanghai for teaching and conducting research on China. Migration from Eastern to Western European countries is one aspect of the European regionalism, which remains her main area of expertise. In a recent work with Jean Claude Berthelemy and Monica Beuran, she analyses the skills composition of this migration and the complementarity versus substitutability of aid and migration. In June 2008, Mathilde Maurel organises a big conference in Bucarest entitled "Migration, Education: what prospect for growth in migrants sending countries'", which will focus on the European experiences.
