Toulouse University
The Cluster of Higher Education and Research was created in 2007. It gathers most higher
education and research institutions of the Midi-Pyrenees region. Thanks to the pooling
and sharing of resources, the universities and engineering schools actively participate in
common far-reaching projects in the areas of training and research.
Toulouse University aims to internationally promote the attractiveness of Midi-Pyrenees
and at providing all the international students, PhD students and researchers with the
necessary help to adapt to their new environment.

Higher education
in France
> UNIVERSITIES AND SCHOOLS OF
HIGHER EDUCATION
To be accepted into a French university, you must have either the French
baccalauréat (the end of secondary school diploma equivalent to British A
levels or the American high school diploma), or an equivalent foreign diploma.
There are two types of institutions:
- Universities offer degree programs in all fields (arts, health, human and
social sciences, science, technology…)
- Schools of Higher Education: Schools of engineering, Business Schools,
Toulouse Higher School of Architecture, National Veterinary School of
Toulouse , Engineering School of Purpan.
> ORGANIZATION OF HIGHER EDUCATION
PROGRAMS
European countries have adopted a new common system for higher education in order to facilitate the recognition of diplomas and degrees and
students’ mobility:
- The “LMD” system: Bachelor’s (3 yrs) , Master’s (5 yrs), PhD (8 yrs);
- A semester-based organization:
1 year = 2 semesters;
- Degree programs organized into “Unité d’Enseignements” (UE) or
teaching units which can be either compulsory or elective.
They include lectures, tutorials, internships, dissertations;
- The European Credit Transfer System (ECTS): each UE corresponds
to a certain number of ECTS (1 semester = 30 ECTS)

> OPENING A BANK ACCOUNT
It is essential to have a bank account or a postal account (account with
“La Poste”) in France to receive and make bank deposits (CAF housing
allowance), to pay your rent…
Documents required to open a bank account:
- ID card (passport, visa, residence permit...);
- Proof of address (phone or electricity bill, …);
- Student card or proof of enrollment in a university.

INTERNSHIPS AND JOBS
For compulsory internships lasting 2 months or more, the student will be paid a
sum at least equal to 30% of the French minimum wage (SMIC), i.e approx. 430 €
net / month.
Job contracts must be signed prior to starting the job:
- seasonal jobs (summer, holiday jobs..)
- students jobs (maximum 20 hrs / week):
- students from the Schengen states: 20 hrs / week
- international students: 964 hrs / year except Algerian students: 803 hrs / year
- temporary work

Finding an
accommodation

> LOOKING FOR AN ACCOMMODATION
Finding accommodation may well be a real challenge and should be undertaken as early
as possible; things are easier on the sites of Albi, Auch, Castres, Figeac, Foix, Montauban,
Rodez or Tarbes than in Toulouse which counts 100,000 students. Please keep in mind
that proof of address is required by many organizations (banks, Préfecture,..) and that
some schools have their own halls of residence on their campus.
> CROUS HALLS OF RESIDENCE:
CROUS: 9750 rooms and studios in Student Halls
of Residence from 137 to 400 € / person
- French students must apply via the CROUS Student Social file (DSE) between January
14th and April 30st on the CROUS website.
- International students who are holders of a grant either of the French government or
of their government must apply with Campus France which is charge of their grants and
arrival procedures.
- Other international exchange students (Erasmus or exchange agreements), PhD
students or students in a 2nd year of a Master’s Degree must apply with the International
Relations Office of their university.
The other students are not entitled to CROUS accommodation. Please note that, as of November each year, the CROUS may have some vacancies in which case they allocate them
without any specific requirement. These vacancies are listed on the CROUS website.

Before finding your accommodation:
- Choose a guarantor or “garant”,
i.e someone who will pay the rent if you cannot.
- Assess your budget:
• The rent should not exceed 30% of your total resources;
• When signing the lease, you will have to pay:
- The deposit (at CROUS, too)
- The first rent
- The estate agency fees
-> in total a sum equal to two-month rent minimum and up to four or five-month
rent maximum

> GUARANTOR
The guarantor (“garant”) may be someone living and working in France or
an organization committing themselves to pay your rent in your stead.
Two aid schemes are available to those who have no guarantor:
• The LOCA-PASS guarantee is only available to:
Students under 30 who have been granted a CROUS scholarship entitling
them to APL or who have an internship contract of a minimum duration of
three months, a CDD (“Contrat à Durée Déterminée”- Limited duration work
contract) or a CDI (“Contrat à Durée Indéterminée” – Unlimited duration work
contract).

• “Garantie Midi-Pyrenees” (Regional guarantee): Available to all the other
French and foreign students registered in higher education institutions
provided the rent does not exceed 500 € for one person and 650 € for a couple.

The “Avance LOCA-PASS” scheme:
Eligible students must be under 30 and meet the following prerequisites: they must have a
CROUS scholarship or a CDD (“Contrat à Durée Déterminée”- Limited duration work contract)
underway when the application is lodged, an internship contract of a minimum duration of
three months, several CDDs of a cumulated minimum duration of three months over the last six
months, or a CDI (“Contrat à Durée Indéterminée” – Unlimited duration work contract).
This scheme helps and finance one-month rent; the corresponding amount is to be reimbursed by monthly installments;

Family Planning Centres in the region (CDPEF)
These centres provide detailed information, advice and support on all aspects
of sexual health, sex, contraception, prevention against STIs, abortion, etc… and offer

This association defends women’s rights against all types of violence. It encourages
straightforward, confidential and anonymous exchanges on all aspects of sexual

refers to medical counseling, performs pregnancy tests, and makes the morning after
pill/E.H.C and condoms available .

Health insurance covers part of the health expenses. It is compulsory and

Animafac: This network of exchange of experiences and resource centre

young people and students. Afev now fosters tailored one-to-one support

International students or
researchers: residence permits
and other specificities
You are an international student or researcher? This chapter has been
especially designed to help you!
Schengen citizens just need a passport or ID card to enter the French territory. Other
citizens may apply for a visa before coming to France.
> HOW TO APPLY FOR A VISA
- Send your application to the French Consulate in charge in your home country.
- For long-stay visas, please enclose the OFII form.
- If you wish to do your internship in France, please enclose the “tri-partite internship
agreement” to be signed by the Préfecture.
The Consulate will decide to grant or not the visa and, if needed, the signed OFII form.
> YOU ARE A PHD STUDENT
- If you are enrolled in a French University and hold a French research body work contract:
so we recommend to apply for a “research scientist” residence permit which offers
advantages it both for you, your spouse and your children.
- If your thesis is not financed, you must apply for a student’s residence permit which will
enable you to get a job if needed.
> YOU ARE A STUDENT
Financial resources needed to study in France
If you do not hold a grant from your government or if you do not come under an exchange
program, you must give proof of sufficient financial resources, i.e 7680 € / year (640 € / month).

Residence permit
- Algerian students have to register with the Préfecture upon arrival in order to get a
temporary student residence certificate (CST) which will be valid for one year.
- Other students do not have to go the Préfecture: the long-stay student visa is equivalent
to a residence permit for 1 year.
Beware: a medical consultation at OFII is compulsory upon arrival in France in order to
validate your visa.

Extending your residence permit
You must apply for the extension with the Préfecture of your host city two months before
the expiration of your residence permit.
In Toulouse, you have to make an appointment with the Préfecture from the end of
August onwards www.haute-garonne.pref.gouv.fr. Please do not forget to fill in the form
and to print the appointment receipt. Make the appointment as early as possible: it may
take time (a few weeks or months). On appointment day, you will have to pay a 30 € tax
stamp to be bought at a tobacconist or at the Tax Authority headquarters. If you wish
to make an appointment between March and July, you have to go to the Préfecture (no
appointment on the webside).
Jobs:
In order to get a job, you need a valid residence permit or the receipt of the application
for extension.
To the exception of dual training contracts, you will only be allowed part-time jobs
(60 hrs / month, i.e 964 hrs / year, 803 hrs for Algerian students).
> YOU ARE A RESEARCHER
Any foreign researcher, lecturer, researcher lecturer, post-doc or PhD student enrolled in
a French university and holding a French research body job contract falls in this category.
Residence permit
Your visa will be valid for a period of 1 year on the French territory. You do not have to go
to the Préfecture upon arrival.
Extending your residence permit:
- Apply to the Préfecture of your host city two months before expiration of your residence permit
- Enclose the Master’s degree (or equivalent) certificate and the “convention d’accueil ”
(hosting agreement)
The residence permit can cover a one to four-year period, taking into account the
expected duration of the research work as stated in the “convention d’accueil ”.

> YOU ARE A TRAINEE
Upon arrival on the French territory, you must go to the Préfecture:
- To be delivered a trainee residence permit (only for Algerian citizens)
- To apply for a trainee temporary residence permit (all other nationalities)
The validity of the permit will correspond to the duration of the internship
If you then wish to study in France, you will have to go back to your home country and
apply for a new residence permit.

> OFII MEDICAL EXAMINATION
All the people holding a long-stay visa (3 months and above) must go to OFII for a medical
examination and pay a tax.
Upon arrival, please send the following documents to OFII by registered post with
acknowledgment of receipt:
- the application form for the OFII handed out by your Consulate
- a copy of your passport and of the page with the stamp showing you have entered the
French territory.
If you do not have a permanent address yet, you can indicate a parent or friend’s address.
You can also indicate your e-mail address or mobile phone as contact details.
The OFII will inform you on the date and time of the medical examination (1 month after
you have handed out all the documents and give you a certificate which will allow you to
circulate freely in the Schengen area.
On appointment day, you must pay a tax stamp that you can buy at the tobacconist or on
the internet: www.timbresofii.fr
- For students: 58 €
- For research scientists: 241 €
After the medical examination, the OFII will produce (within 3 months) a sticker that will
be appended to your passport.
Beware: even if you have had a medical examination in your home country,
you must have your passport validated by OFII.

The City boasts many highlights: an impressive Southern Gothic cathedral, a former Archbishop palace overlooking the river Tarn. Albi, listed on the World Heritage, is home to
the famous French painter Toulouse-Lautrec whose major works are displayed in a worldknown museum. Albi hosts several higher education institutions: J-F. Champollion University, l’École des Mines, the Teachers’ training Institute and UT3 Institute of Technology.
