Die gigantische Autobombe, die am 14. Februar 2005 den
Politiker und Unternehmer Rafiq al-Hariri und zahl-reiche
seiner Begleiter in Beirut in den Tod riss, tötete nicht nur eine
der einflussreichsten und wichtigsten Figuren des Libanon,
sie erschütterte auch die politische Landschaft des Landes,
ja der gesamten Region. Bei der Suche nach den Urhebern
des Attentats, dessen Spuren verdächtig schnell beseitigt
worden waren, fiel der Verdacht rasch auf Syrien und seine
Geheimdienste. Immerhin hatte sich Rafiq Hariri gegen den
anhaltenden syrischen Einfluss im Libanon gestellt.
Mögliche syrische Hintermänner des Anschlags standen
zunächst auch im Fokus der Ermittlungen der internationalen
Kommission, die der UN-Sicherheitsrat eingesetzt hatte. Der
unter dem deutschen Staatsanwalt Detlev Mehlis erstellte
Kommissions-Bericht benannte hohe Vertreter in der syrischen
Nomenklatur und pro-syrische Kräfte im libanesischen
Regierungsapparat als Verantwortliche. Der öffentliche
Druck auf den Straßen von Beirut wurde so groß, dass sich
die syrischen Truppen im April 2005 aus dem Libanon
zurückziehen mussten. Auf Ersuchen der libanesischen
Regierung wurde ein UN-Sondertribunal geschaffen, das den
Mord aufklären und nach libanesischem Recht in Den Haag
Recht sprechen soll. Unterdessen wurden die Untersuchungen
der internationalen Kommission unter dem Belgier Serge
Brammertz und später dem Kanadier Daniel Bellamare
fortgesetzt, die sich, nach heftiger Kritik am Mehlis-Bericht,
nun offensichtlich bemühten, in alle Richtungen zu ermitteln
und schnelle Festlegungen zu vermeiden
Sechs Jahre nach dem Mord gibt es kaum einen politischen
Akteur in der Region, der nicht verdächtigt worden wäre, bei
dem Attentat irgendwelche Fäden gezogen zu haben. Außer
Syrien und pro-syrischen libanesischen Regierungskräften
erscheinen der israelische Mossad, die CIA und sunnitische
Jihadisten auf der Liste der Verschwörungstheoretiker. Auch
ein Mafia-Mord, um den erfolgreichen Baulöwen Hariri
auszuschalten, wurde diskutiert. Ende 2010 verdichteten
sich die Anzeichen, dass das Sondertribunal Anklage
gegen prominente Hisbollah-Vertreter erheben würde.
Daraufhin zog die Hisbollah die schiitischen Minister aus der
Einheitsregierung unter Ministerpräsident Saad Hariri, dem
Sohn des Mordopfers, zurück und stürzte das Land in eine
politische Krise. Ein Wiederaufflackern bürgerkriegsähnlicher
Auseinandersetzungen ist inzwischen nicht mehr
auszuschließen. Israel erklärte, es werde einen erneuten Krieg
mit der Hisbollah nicht scheuen.
Die komplexe politische Lage im Libanon und in der
Region nach dem Hariri-Mord wird in der sozialwissenschaftlichen Literatur unter den verschiedensten Gesichtspunkten diskutiert. Was bedeutet der Mord für die
Kräfteverhältnisse im Libanon, in der Region und für
Einfluss externer Mächte? Welche Auswirkungen haben
die Verdächtigungen, Ermittlungen, mögliche Anklagen
und schließlich Verurteilungen auf die fragile politische
Landschaft im Libanon und in der Region? Was bedeutet die
Einrichtung des Sondertribunals für die Fortentwicklung des
internationalen Rechts?

Die vorliegende Bibliographie gibt ohne Anspruch

Mehr als fünf Jahre nach der Ermordung des ehemaligen libanesischen
Premierministers Rafiq El-Hariri werden zum Jahresende 2010 die Anklagen
des Sondertribunals für den Libanon erwartet. Unbestätigten Berichten zufolge,
die von den politischen Akteuren jedoch längst wie Fakten behandelt werden,
sollen unter den Angeklagten auch Mitglieder der Hisbollah sein. Dies könnte
dramatische Implikationen mit sich bringen. Aufgrund der politischen und
militärischen Kräfteverhältnisse kann der Libanon nicht ohne die Kooperation
der schiitischen Organisation regiert werden. Internationale und regionale
Akteure wie Syrien, Iran, Saudi-Arabien und die USA schalten sich in den
Konflikt ein. Dem politischen System des Landes droht eine neue, gefährliche
Krise.

Premier ministre Hariri en février 2005 et le retrait des forces syriennes. Les

démocratisation du système politique libanais, d‘autant que le Liban prit une
importance symbolique pour l‘administration Bush comme pays rejoignant la
vague de démocratisation au Moyen-Orient promue par la politique étrangère
américaine. Mais les développements réels sont beaucoup plus complexes et
dangereux. La consolidation interne des nouvelles dynamiques libanaises est
cruciale dans un environnement régional frappé d‘insécurité grandissante et

Der Mord am früheren libanesischen Ministerpräsidenten Rafiq al-Hariri
am 14.2.2005 führte nach wochenlangen Massenprotesten und einer
internationalen Kampagne gegen das der Tat beschuldigte Syrien zum Abzug
der seit 1976 im Land stationierten syrischen Truppen sowie, nach einer
schweren innenpolitischen Krise, zur Rückkehr des mit dem Großteil der
anti-syrischenOpposition verbündeten Hariri-Lagers an die Macht. Inmitten
einer Serie blutiger Anschläge, die ebenfalls dem syrischen Regime angelastet
wurden, kehrten die alten Syriengegner Michel Aoun und Samir Geagea ins
politische Leben des Landes zurück. Das traditionell enge syrisch-libanesische
Verhältnis wurde durch diese Entwicklungen schwer in Mitleidenschaft

Der UN-Sicherheitsrat beschließt die Einrichtung eines „Special Tribunal for
Lebanon“ zur strafrechtlichen Verfolgung der für den Mordanschlag auf den
libanesischen Premierminister Rafiq al-Hariri vom 14.02.2005 verantwortlichen
Personen. Die Resolution enthält als Anhang das entsprechende Abkommen
zwischen den Vereinten Nationen und der libanesischen Regierung, das die
Details des Strafgerichtes regelt.

Personen, die von der Unabhängigen Internationalen Untersuchungskommission

Begehung dieser terroristischen Handlung verdächtig bezeichnet werden.
