Informationen zur Raumentwicklung Heft 11/12.2002 III Kurzfassungen – Abstracts Ingeborg Flagge: Baukultur – einige kritische Anmerkungen Building culture – some critical remarks Was ist Baukultur? Die extravagante Architektur, die Architekten glücklich macht, oder ein Bau wie ein Hundertwasserhaus, das die breite Zustimmung der Bürger findet? Die Wiederherrichtung einer Berliner Schlosskulisse oder gute Kindergärten, deren Räume anregend sind? Der Abriss von alten Bauten zugunsten eines schönen Wolkenkratzers? Eine breite Diskussion darüber, was qualitätsvolles Bauen heißt oder das Laissez-faire einer Bauverwaltung, die unter der Knute von Investoren steht? Hat Baukultur etwas mit regionaler Architektur zu tun oder mit Nachhaltigkeit? Die Antwort: Baukultur hat mit allem zu tun, was eine Gesellschaft angeht und was in ihr vorgeht. Da Baukultur eng mit Kultur zusammenhängt, gilt, was Sigmund Freud unter Kultur verstand, nämlich: „die ganze Summe von Leistungen und Einrichtungen, in denen sich unser Leben von dem unserer tierischen Ahnen entfernt hat und die zwei Zwecken dienen: dem Schutz der Menschen gegen die Natur und der Regelung der Beziehungen untereinander“. What is building culture? The extravagant architecture that makes architects happy or a building such as the one designed by Hundertwasser, which is widely accepted by the citizens? The reconstruction of the facade of a castle in Berlin or good kindergartens with stimulating rooms? The demolition of old buildings in favour of a beautiful skyscraper? A widespread discussion about the meaning of high-quality building or the laissez-faire of a building administration that is under the thumb of investors? Has building culture something to do with regional architecture or with sustainability? The reply is: building culture has to do with everything that concerns society and that happens in it. Since building culture is closely related to culture, Sigmund Freud’s understanding of culture applies, namely: ”the entire sum of achievements and facilities with which our life has moved away from the life of our animal ancestors and which serve two purposes: the protection of mankind against nature and the regulation of human relationships“. Irene Wiese-von Ofen: Baukultur – Planung. Das Thema aus der Sicht eines internationalen Verbandes Building culture – planning. The subject from the perspective of an international association Bauen ist ein Kulturprodukt eigener Art. Daneben hat auch Planung in ihrer Prozesshaftigkeit eine eigene Kultur entwickelt. Nichtregierungsorganisationen spielen dabei eine besondere Rolle für eine spezielle Beteiligungskultur und für den internationalen Erfahrungstransfer. Sie sind als Repräsentanten der Zivilgesellschaft Dialogpartner der gewählten politischen Repräsentanten und der ihre Entscheidungen vorbereitenden Verwaltungen. Building is a cultural product of its own kind. Next to it, planning in its quality as a process has developed a specific culture. Non-government organizations play an important role for a special culture of participation and for the international transfer of experience in this context. As representatives of civil society they are partners in the dialogue of the elected political representatives and of the administrations that prepare their decisions. IV Kurzfassungen – Abstracts Jörn Walter: Der Bauherr, der Wettbewerb und das Baurecht – Anregung zur Beseitigung eines Konstruktionsfehlers The building owner, competition and building law – suggestion for the removal of a construction fault Entgegen vieler Argumente gibt es zwar einen starken moralischen, faktisch aber kaum einen ökonomischen Anreiz, die Kultur des Bauens zu pflegen. Sich darüber Gedanken zu machen wird bedeutsamer, weil der Wandel zu anonymen Bauträgern, der Aufwand für Wettbewerbe und die geringer gewordenen Einflussmöglichkeiten der öffentlichen Verwaltung befürchten lassen, dass immer weniger Anlass zu baukulturellem Engagement besteht. Neben verbesserten Kommunikationsstrategien wird vorgeschlagen, Qualitätskriterien im öffentlichen Baurecht für Genehmigungs- und Verfahrenserleichterungen einzuführen. Zu diesem Zweck könnte das formalisierte Wettbewerbsverfahren nach den „Grundsätzen und Richtlinien für Wettbewerbe auf den Gebieten der Raumplanung, des Städtebaus und des Bauwesens“ (GRW 1995) eine neue und bedeutendere Rolle spielen. In contrast to many arguments there is a strong moral incentive but in fact hardly any economic inducement to care for building culture. It is becoming more important to consider this, since the transition to anonymous building owners, the expenses for competitions and the decreased possibilities of public administration to take influence lead to the apprehension that fewer and fewer reasons for an engagement in building culture exist. In addition to improved communication strategies the introduction of quality criteria in public building law to facilitate approvals and procedures are suggested. For this purpose the formalized competitive procedure according to the ”Principles and Guidelines for Competitions in the Fields of Spatial Planning, Urban Development and Building“ (GRW 1995) could play a new and more important role. Christian Brückner, Peter Brückner: Unser Weg Our way Planen und Bauen ist ein umfassender Kommunikationsprozess. Die Qualität der Auseinandersetzung mit Menschen und Dingen macht diesen Vorgang zu „Kultur“. Dafür gibt es kein Rezept. Jede Bauaufgabe erfordert und entwickelt neue Kommunikationsnetze und Medien. Immer wieder müssen Grenzen überschritten werden. Planning and building is a comprehensive process of communication. The quality of the attempt to come to terms with people and things turns this process into ”culture“. There is no recipe for this. Each building task requires and develops new communication networks and media. Limits must be overstepped again and again. Wir suchen die direkte Auseinandersetzung mit dem Ort und den Menschen und setzen auf kontinuierlichen Dialog. Planen ist für uns ein Versprechen, das eingelöst werden will; planerische Idee und gebaute Realität gehören untrennbar zusammen. We are seeking the direct confrontation with the place and the people and support a continuous dialogue. For us planning is a promise that is to be kept; the planning concept and built reality are inseparably linked. Informationen zur Raumentwicklung Heft 11/12.2002 V Ulf Matthiesen: Baukultur in Suburbia – Perspektiven und Verfahrensvorschläge Building culture in Suburbia – prospects and procedual suggestions Historisch und konzeptionell sind Diskurs und Praktiken der Baukultur auf die „kompakte und durchmischte Stadt“ geeicht. Die andere, automobilere Raumtextur von Suburbia und Suburbanisierungsprozessen macht hier erhebliche Re-Arrangements in der baukulturellen Stoßrichtung nötig. Der Beitrag prüft einmal die „kompaktstädtischen Hintergrundkodierungen“ von Baukultur (Flaneursperspektive, LesbarkeitsAxiom). In einem nächsten Schritt werden Forschungsfragen zur baukulturellen Alltagsästhetik suburbaner Räume durch Vorschläge zur Verfahrensbeteiligung für Verflechtungsmilieus ergänzt. Schließlich wird das Leitkonzept „Baukultur im Rahmen einer lernenden Stadtregion“ umrissen – mit einer Bestimmung seiner möglichen Akteurs- und Trägergruppen. In historical and conceptual terms the discourse and the practices of building culture focus on the ”compact and mixed city“. The different spatial texture of suburbia and suburbanization processes, which is orientated more towards the private car, makes considerable rearrangements in the thrust of building culture necessary. On the one hand the contribution examines the ”underlying codifications of the compact city“ of building culture (the perspective of the stroller, the axiom of legibility). In the next step research questions on the everyday aesthetics of suburban areas are supplemented by suggestions for participation in planning procedures for urban agglomerations. Finally the guiding concept ”building culture in the framework of a learning city region“ is sketched out – including the definition of possible groups of agencies and responsible bodies. Olaf Asendorf: Tradition, Architekturwahrnehmung und Laienvorstellungen Tradition, architectural perception and the ideas of laypersons In jüngster Zeit ist eine zunehmende Skepsis gegenüber den Strömungen Gegenwartsarchitektur zu erkennen. Nur ein Indiz hierfür ist die Entscheindung des Deutschen Bundestages für die Rekonstruktion der barocken Fassaden des Berliner Schlosses und gegen einen offenen Architektenwettbewerb mit modernen Entwürfen. Auf das Unverständnis bereiter Bevölkerungsteile gegenüber dem zeitgenössischen Bauen scheinen die Planer kaum zu reagieren. In Gegensatz dazu haben die Investoren zunehmend die Bedeutung von architektonischen Nachschöpfungen in historischen Stadtzentren als populäre Maßnahme erkannt. Worin liegt diese Skepsis gegenüber moderner Architektur begründet und wie kann die Wahrnehmung des architektonisch nicht Versierten auch auf die Qualitäten der Gegenwartsarchitektur gerichtet werden? Was wird an Gebäuden positiv oder negativ bewertet? Zu diesem wichtigen Bereich gibt es kaum empirische Untersuchungen. Recently an increasing scepticism towards the trends of contemporary architecture has become apparent. Just one indication of this is the decision of the German Federal Parliament in favour of the reconstruction of the baroque facades of the Berlin Castle and against an open architectural competition with modern designs. Planners hardly seem to react to the incomprehension of wide sections of the population with respect to contemporary building. In contrast, investors have increasingly recognized the significance of architectural remakes in historic urban centres as a popular measure. What is the reason for this scepticism towards modern architecture and how can the perception of persons who are not well-versed in architecture be directed to the qualities of contemporary architecture? Which features of buildings are evaluated positively or negatively? There are hardly any empirical surveys in this important field. VI Kurzfassungen – Abstracts Es gilt, nicht nur den Laien mehr Urteilswissen über ihre gebaute Umwelt zu vermitteln, sondern auch die Planer zu fragen, ob sie die Erwartungen der Nutzer tatsächlich erfüllen. Ein Mittel, um die nötige öffentliche Aufmerksamkeit für dieses Thema zu schüren, ist der Streit um Gebautes. Die Fachwelt sollte deshalb den Mut aufbringen, auch schlechte Beispiele zur Belebung der Diskussion herauszustellen. Eine weitere öffentlichkeitswirksame Maßnahme kann der Wiederaufbau des Berliner Stadtschlosses sein – an diesem Ort könnte eine erfinderische Synthese zwischen Tradition und Innovation demonstriert werden. The issue is not only to impart more knowledge to laypersons which enables them to form judgements about their built environment, but also to ask planners whether they really fulfil the expectations of the users. One means of creating the necessary public attention for this subject is the dispute about existing buildings. Specialists should therefore have the courage to publicize bad examples as well in order to stimulate discussion. A further measure with a publicity effect can be the reconstruction of the Berlin Castle – an imaginative synthesis between tradition and innovation could be demonstrated in this place. Christian Peters, Stephan Willinger: Architekturpolitiken in Europa – Ein Überblick Architectural policies in Europe – an overview Politik für den Baubereich wird heute nicht immer in dem Bewusstsein betrieben, ein kulturell bedeutendes Gut zu pflegen. Der Fokus liegt auf der Gesetzgebung, der technischen Normierung und dem Infrastrukturausbau. Die Gestaltung von Bauwerken und die Qualität der Herstellungsprozesse werden in ihrer Bedeutung für die Gesellschaft kaum thematisiert. Hinzu kommt, dass früher selbstverständliche baukulturelle Ansprüche öffentlicher und privater Bauherren aufgrund von Stellenabbau und Sparzwängen erodieren. Today policies for the building sector are not always carried out with the awareness that they are caring for an asset of cultural importance. The focus is on legislation, technical standardization and the development of infrastructure. The design of buildings and the quality of production processes are hardly discussed in terms of their significance for society. In addition the formerly natural claims on building culture made by public and private employers are being eroded as a result of staff reductions and the need to economize. Als Antwort auf diese Situation ist in den vergangenen zehn Jahren in mehreren europäischen Staaten die Architekturpolitik als Handlungsfeld entdeckt worden. Dieses umfasst alle Steuerungsversuche staatlicher Stellen, die eine Qualitätssteigerung des Bauens zum Ziel haben. Die Erfahrungen mit architekturpolitischen Ansätzen in Frankreich, den Niederlanden, Großbritannien und anderen Ländern werden im Hinblick auf die beginnende Beschäftigung mit diesem Thema in Deutschland zusammengefasst. Ein bewertender Vergleich ist allerdings nicht unproblematisch, ergeben sich doch aus dem Erfordernis, das Neue der Architekturpolitik in die jeweiligen kulturellen und institutionellen Kontexte einzufügen, national stark unterschiedliche Herangehensweisen und Profile. Kein Land kann daher unmittelbar als Vorbild für eine Architekturpolitik in Deutschland dienen. In response to this situation architectural policy has been discovered as a field of action in several European states during the past ten years. This comprises all attempts at control by government authorities that aim to improve the quality of building. The experiences with approaches of architectural policy in France, the Netherlands, Great Britain and other countries are summarized with regard to the beginning occupation with this subject in Germany. However, a critical comparison is not unproblematic, since strong national differences in approaches and profiles result from the need to integrate the new features of architectural policy into the respective cultural and institutional contexts. Therefore no country can serve directly as a model for architectural policy in Germany. Nevertheless sensible innovations can be found in all countries if government authorities take Informationen zur Raumentwicklung Heft 11/12.2002 In allen Ländern finden sich aber sinnvolle Innovationen, wenn staatliche Stellen selber die Initiative ergreifen oder – vielleicht noch mutiger – die Umsetzung architekturpolitischer Ziele an unabhängige kompetente Partner delegiert haben. Der Blick quer durch Europa zeigt, wie vielfältig die Möglichkeiten sind, Qualitätsdiskurse zu fördern, die über die Fachwelt hinaus auch in der Öffentlichkeit ein stärkeres Interesse für Baukultur wecken. VII the initiative themselves or – which is perhaps more courageous – if they have delegated the realization of the goals of architectural policy to independent, competent partners. A look across Europe shows how varied the possibilities are to promote quality discourses that generate a greater interest for building culture not only among experts but also in the public. Robert Kaltenbrunner: Bau und Überbau. Planung, Architektur, Kultur: Nur eine Frage der Wahrnehmung? Building and superstructure . Planning, architecture, culture: only a question of perception? Dem inneren Zusammenhang von (gebauter) Umwelt und Kultur nachzuspüren und ihn auf seine gesellschaftliche Relevanz hin abzuklopfen, ist nach wie vor ein Desiderat. Klar ist allenfalls, dass das Planen und Bauen über seine nüchterne Zweckbestimmung hinaus einen „Bedeutungsüberschuss“ aufweist, der in seiner Bewertung jedoch weltanschaulich eingefärbt ist. Zudem wird offenbar, dass sich in der breiteren Bevölkerung beispielsweise historische Stadtensembles oder Belange des Denkmalschutzes weitaus höherer Zustimmung erfreuen als eine dezidiert zeitgenössische Architektur, die zumeist nur als „Event“ im Ausnahmefall goutiert wird. Jene Zerstörung von Traditionen und Konventionen, jener Verlust einer semantischsemiotischen Kommunikationsfähigkeit, an Identifikationsangeboten von Architektur, die nicht zu Unrecht der Avantgarde der 20er Jahre zugerechnet wird, führt im Ergebnis dazu, dass Baukultur allgemein eher als retrospektiver Idealzustand gesehen wird. Doch auch die Fachgemeinde selbst pflegt eine eingeschränkte Sicht der Dinge, indem sie weite Bereiche – etwa Gewerbegebiete, ausgreifende Einfamilienhaussiedlungen oder Verkehrsinfrastrukturanlagen – aus ihrer „baukulturellen“ Wahrnehmung ausblendet. Beides stellt eine unzulässige Verkürzung dar. Stattdessen braucht es eine Kultur der permanenten Debatte, der Bewusstwerdung, des Betroffenmachens. Vielleicht benötigen wir auch eine Re-Etablierung bestimmter Konventionen: Gerade weil das vielschichtige Looking into the internal relationship between the (built) environment and culture and checking its social relevance is still a desideratum. At best it is clear that planning and building has a ”surplus significance“ that goes beyond the sober determination of its functions. The evaluation of this significance is, however, tinged by ideologies. Moreover it becomes apparent that historic urban environments or issues of building conservation, for instance, enjoy much greater approval in the general public than a decisively contemporary architecture, which is mostly appreciated only as an ”event“ in exceptional cases. This destruction of traditions and conventions, this loss of the semantic and semiotic ability to communicate and of architectural incentives for identification, which is not unjustly attributed to the avant-garde of the 1920’s, has the result that building culture is generally considered more like an ideal condition in retrospect. But the professional community itself also cultivates a restricted view of the matter by excluding wide fields – such as industrial and commercial areas, extensive single-family housing estates or transport infrastructure facilities – from its perception of ”building culture“. Both views constitute an illegitimate reduction. Instead, a culture of permanent debate, of developing awareness and of creating concern is required. Maybe we also need a re-establishment of certain conventions: it is just because the complex phenomenon of human needs is increasingly reduced to measurable categories of purposes which VIII Kurzfassungen – Abstracts Phänomen menschlicher Bedürfnisse immer stärker auf objektivierbare und messbare Zweckkategorien reduziert wird, gehen auch vitale Ansprüche an die Baukultur in der Scheinobjektivität einer planungs- und marktkonformen BedürfnisInterpretation verlustig. In diesem Zusammenhang rekapituliert der Beitrag kritisch die Metamorphosen, die das Bauen und Gestalten, die Stadt und die Planung in den letzten Jahrzehnten durchlebt haben, wie auch ihre Wertungen. Weil Baukultur – darin der modernen Kunst oder Musik nicht unähnlich – in ihrer bildhaften und räumlichen Artikulation häufig genug einer Erklärung, eines Kommentars bedarf, um ihren Formen der Materialisierung zugänglich zu sein, liegt ihre Aufgabe darin, ein entsprechendes Qualitätsbewusstsein zu schaffen und dafür Maßstäbe zu erarbeiten und zu etablieren. Und wenn sich alles nur noch darum dreht, so billig wie möglich zu bauen, dann liegt eine zentrale Aufgabe darin, die Produktionsbedingungen gebauter Umwelt zu thematisieren. Denn Bauund Planungskultur zielt nicht nur auf das Gebaute, sondern nimmt darüber hinaus auch sein „Sein-Sollen“ ins Visier. can be defined in objective terms that vital claims on building culture are lost in the false objectiveness of the interpretation of needs in conformance with planning and the markets. In this connection the metamorphoses that building and design, the city and planning have experienced in the past decades as well as their evaluations are critically reviewed. Since building culture – not unlike modern art or music in this respect – often enough requires an explanation, a comment on its imagery and spatial articulation in order to make its forms of materialization accessible, its task consists in creating a corresponding awareness of quality as well as to develop and establish standards for this purpose. And if everything only becomes a matter of building as cheaply as possible, then a central task consists in discussing the conditions under which the built environment is produced. This is so because building and planning culture not only aims at the built environment but also develops a vision of ”what it is to be“. Hubertus Adam: Die Schweiz – das (angebliche) Architekturwunder? Switzerland – the (alleged) architectural wonder? Seit Jahren wirkt die Baukultur schweizerischer Architekten als positiver Imagefaktor für das Land: Peter Zumthor, Mario Botta, Herzog & de Meuron und viele andere mehr setzen nationale, zunehmend aber auch internationale Maßstäbe in der Architektur. Ein Wunder? Tatsache ist, dass unter der Federführung Schweizer Architekten, aber auch unterstützt durch die offizielle Bau(kultur)politik einzelner Kantone, wunderbare Bauten entstanden sind: zunächst im Tessin durch Luigi Snozzi, Aurelio Galfetti oder Mario Botta, dann im Basler Raum – befördert auch durch den Kantonsbaumeister Carl Fingerhuth – durch Herzog & de Meuron und andere Büros, schliesslich in Graubünden durch Peter Zumthor und seine Schüler. Diese Schweizer Baukultur respektiert die lokale Tradition, ohne sich von den Errungenschaften der Moderne abzuwenden, bezieht aber Gegenposition zu einer dem Funktionalismus der Since many years the building culture of Swiss architects is acting as a positive image factor for the country: Peter Zumthor, Mario Botta, Herzog & de Meuron and many others are setting national and increasingly also international standards in architecture. In fact wonderful buildings have been created under the responsibility of Swiss architects, also promoted by the official building (culture) policy of individual cantons: initially in Ticino by Luigi Snozzi, Aurelio Galfetti and Mario Botta, then in the Basle area – supported by the chief architect of the canton, Carl Fingerhuth – by Herzog & de Meuron and other offices, finally in Graubünden by Peter Zumthor and his disciples. This Swiss building culture respects local tradition without turning away from modern achievements, but it takes a contrary stand to late modernity, which has surrendered to the functionalism of the building industry, Informationen zur Raumentwicklung Heft 11/12.2002 Bauwirtschaft ergebenen Spätmoderne sowie zu einem erstarrtem Strukturalismus, Formalismus und Minimalismus. Mit einer im Regionalismus und in Bautraditionen befangenen „Schweizer Idyllik“ hat die neue Schweizer Architektur wenig zu tun. Sie formt regionales Bauen neu und sprengt nicht mehr zeitgemäße, regionale und nationale Grenzen. Allerdings: Die Ära der Solitäre, die das „Architekturwunder“ Schweiz vor allem kennzeichnet, sei es in Gestalt privater Wohnhäuser, Kirchen, kantonal beförderter Schulbauten oder Hotels für den Tourismus, erscheint zunehmend anachronistisch und realitätsfern. Auch die „splendid isolation“ der Schweiz, ihr verklärt romantisches Selbstbild gerinnt in heutiger Zeit zum bloßen Mythos. Ein Perspektivenwechsel ist notwendig und wird auch von den Schweizer Architekten vollzogen: Urbanistik ist die neue Disziplin, Netzwerk Stadt und Landschaft das Thema – auch als eine Art Binnenverschmelzung der zunehmend verstädterten Schweiz. IX as well as to a rigid structuralism, formalism and minimalism. The new Swiss architecture has little to do with the ”Swiss idyll“ that is caught in regionalism and building traditions. It creates new forms of regional building and no longer breaks temporal, regional and national boundaries. However: the era of solitary buildings that is the main distinguishing feature of the ”architectural wonder“ Switzerland, be it in the form of private homes, churches, school buildings supported by the cantons or hotels for tourism, appears increasingly anachronistic and removed from reality. The ”splendid isolation“ of Switzerland, too, its idealized romantic self-image is turning into a mere myth in our present time. A change of perspective is necessary and is also realized by Swiss architects: urban development is the new discipline, the network of the city and the landscape is the theme – which can also be considered as a kind of internal amalgamation of an increasingly urbanized Switzerland. Bart Lootsma: SuperDutch afterthoughts. Ein Blick in die Niederlande SuperDutch afterthoughts. A look at the Netherlands Architektur und Architekten der Niederlande leuchten derzeit im Stern des SuperDutch – zurecht? Der Beitrag betrachtet die vielfältigen Auf- und Umbrüche des Bauens und der Städtebau- und Wohnungspolitik in den Niederlanden in den letzten Jahrzehnten und wertet sie im Lichte ihrer Folgen für die Bau- und Planungskultur: Wiederaufbau, Bevölkerungswachstum und technikfreundlicher Aufbruch zur Zweiten Moderne in den 60er Jahren, dann, unter dem Druck von Ölkrise und Umweltproblematik, die deutliche öffentliche Einforderung und Durchsetzung des Vorrangs der behutsamen Stadterneuerung in den 70er Jahren. Unter dem Einfluss der internationalen Architekturelite folgten in den 80er und 90er Jahren eine Rückbesinnung auf die wichtige Rolle der Architektur als „Kulturerzeuger“ und die aktive Förderung niederländischer Architekten durch staatliche Institutionen – der Mythos des DuperDutch entstand. Zeitgleich setzten aber – aus Sicht des Autors – der Bauqualität nachträgliche Entwicklungen ein, so vor allem eine zu- Dutch architecture and architects are presently in the limelight of SuperDutch – with justification? The article deals with the various breakups and changes in building and in urban development and housing policy in the Netherlands during the last decades and assesses them in the light of their consequences for the building and planning culture: reconstruction, population growth and technology-oriented breakup towards the second modern trend in the 60s, then, under the pressure of the oil crisis and of environmental problems, the clear public claim for and implementation of the priority of careful urban renewal in the 70s. Under the influence of the international architectural elite, in the 80s and 90s people started to think back to the important role of architecture as „producer of culture“ and to the active promotion of Dutch architects by public institutions – leading to the development of the SuperDutch myth. This was though accompanied by trends harming the building quality – from the point of view of the author –, above all by the X Kurzfassungen – Abstracts nehmende Privatisierung und Kommerzialisierung des Bauens und Planens im Gefolge der international geforderten Liberalisierung und des Rückzugs des Staates aus dem Baugeschehen. Dies gilt vor allem für die Kontrolle und Regulierung der baulichen und allgemeinen räumlichen Entwicklung in den Städten. Der Beitrag gibt am Beispiel von repräsentativen Bauprojekten in der Innenstadt von Ljubljana einen Überblick über die sich vollziehenden Veränderungen der innerstädtischen Strukturen in ost- und mitteleuropäischen Städten und erläutert kurz die Grundzüge der aktuellen Stadtplanung. Betrachtet werden vor allem die jüngeren Entwicklungen, die der Einführung neuer Sanierungsstrategien und der Imageerhöhung der Innenstädte allgemein wie auch der Erhaltung charakteristischer Identitäten spezieller City-Bereiche gelten. Recent rapid political and economic changes in many Central and Eastern European (CEE) countries have raised demands for corresponding changes in the established planning systems and especially in the areas of development control and building regulation practice. This paper, through representative examples of the building practice in the City of Ljubljana, reviews the current changes in the internal spatial structure of the CEE cities and briefly discusses the features of town planning practice today, focusing on current on-going changes with the development of new strategic approaches to redevelopment, and the enhancement of both the image of the city as a whole, and the characteristic identities of specific city areas.
