The Honourable Dan Hays, Speaker of the
Senate of Canada, and Mrs. Kathy Hays
traveled to Poland to represent the Prime
Minister at ceremonies commemorating the 25th
Anniversary Poland’s Solidarity movement, from
August 30th to September 1st, 2005.

In Gdansk on August 31st, the Speaker took part
in the concluding session of the international
conference From Solidarity to Freedom. He also
attended the ceremony in Solidarity Square
during which was signed the Foundation Act of
the European Solidarity Centre. While in
Gdansk, Speaker Hays participated in events
hosted by Prime Minister Belka and former
president Lech Walesa. In Warsaw, Senator
Hays took part in a roundtable discussion on
Poland at the Crossroads.

The visit allowed for brief exchanges with the
Polish leadership, including Senator Pastusiak
(Marshal of the Senate), and was well
appreciated by Polish government
representatives.

Context
Contexte
Canada and Poland have strong ties based on
shared values, common interests, and a strong
commitment to democracy. Our long-standing
partnership in international forums, our joint
work in international peacekeeping and the
growth in bilateral trade and Canadian
investment in Poland further this relationship.
Trade is growing (up 70% in the last two years),
and there have been significant new Canadian
investments in Poland (SNC Lavalin, Alcan and
Shoppers Drug Mart, among others).
Poland is not at a crossroads in the sense that it
was some 15 years ago. The country has
achieved its basic goals of transforming itself
into a stable democracy with a multiparty
system and elections that work. In Poland today
democracy is proving successful as the

Poland still lacks a political center, and power
continues to move dramatically between the
right and the left. Poland strives to maintain a
balance between Europe and the USA, and its
ties with countries to the East. In general terms,
Poland’s foreign policy has three main thrusts:
effective representation in the EU; good
relations with its Eastern neighbours; and a
strong relationship with the United States.
En Pologne, le pouvoir politique alterne entre
la droite et la gauche sans s’arrêter au centre.
Le pays s’efforce de maintenir un équilibre
entre l’Europe et l’Amérique, et ses liens avec
les pays à l’est, En général, sa politique
étrangère repose sur trois grands objectifs :

Warsaw roundtable discussion

While in Warsaw, the Speaker participated in a
roundtable discussion on Poland at the
Crossroads. Participants at this embassyorganized roundtable included a number of well
known media correspondents, commentators
and editorialists, the chair of the Polish
Schuman Foundation, as well as
representatives of Poland’s MFA and
Foundation Innovation Centre. In addressing the
theme Poland at the Crossroads, and following
an overview of the current political dynamic in
Poland by Ambassador Lysyshyn, a number of
ideas of interest were advanced.

organisée par l’ambassade, qui a réuni de
célèbres correspondants, commentateurs et
éditorialistes des médias, le président de la
Fondation Schuman de Pologne et des
représentants du MAF et de la Fondation pour
l’innovation de la Pologne. La Table ronde et
l’aperçu de la situation politique actuelle en
Pologne par l’ambassadeur Lysyshyn ont été
l’occasion d’exprimer plusieurs idées
intéressantes.

The international conference From Solidarity to
Freedom, organized by the Solidarity Center
Foundation and the Lech Walesa Institute,
opened in Warsaw on 29 August, but moved to
Gdansk on the 31st for its final "Special
Session". Speakers at the concluding session
included former president Lech Walesa and
presidents Aleksander Kwasniewski (Poland),
Horst Kohler (Germany), Viktor Yushchenko
(Ukraine), Mikhail Saakashvili (Georgia), Lazlo
Solyom (Hungary) and Boris Tadic (Serbia).
There were also speeches by European
Commission President José Manuel Barroso,
former Czech President Vaclav Havel, former
US Secretary of State James Baker and
professors Zbigniew Brzezinski and Garton Ash.
La conférence internationale De Solidarité à la
liberté, organisée par la Fondation du Centre
Solidarité et l’Institut Lech Walesa, s’est
ouverte à Varsovie, mais s’est déplacée à
Gdansk le 31 pour la « séance spéciale » de
clôture. Les conférenciers étaient : l’exprésident Lech Walesa et les présidents
Aleksander Kwasniewski (Pologne), Horst
Kohler (Allemagne), Viktor Yushchenko
(Ukraine), Mikhail Saakashvili (Géorgie), Lazlo
Solyom (Hongrie) et Boris Tadic (Serbie). Des

Common to all presentations was
acknowledgement of the historic significance of
the Solidarity movement, and of its role in
bringing about the end of communism in Europe
and of the Cold War.

fin du communisme en Europe et de la Guerre
froide.
The ceremony in Solidarity Square saw the
signing of the Foundation Act of the European
Solidarity Centre. This centre will be located in

the Gdansk shipyards, and is intended to
combine scientific and research functions with
that of a museum, documenting the history of
the democratic opposition in Poland and the role
of the Solidarity movement.

Conclusion
The participation of the Speaker in ceremonies
commemorating the 25th Anniversary of the
founding of the Solidarity trade union served to
underscore Canada’s commitment to increasing
high-level contacts with Poland. It was an
important, senior level Canadian tribute to
Solidarity’s (and Poland’s) role in the overthrow
of communism and the peaceful, democratic
transition of Central Europe.
La participation du Président aux cérémonies
de commémoration du 25e anniversaire de la
fondation du syndicat Solidarité a été
l’occasion de souligner combien le Canada est
résolu à resserrer les liens avec la Pologne en
rendant un vibrant hommage, par l’entremise
d’un haut représentant, au rôle que Solidarité
et la Pologne ont joué dans le renversement
du régime communiste et la transition de
l’Europe centrale vers la démocratie.
