FINANCIAL TIMES: Gorbachev offers Yugoslav peace talks (56) ZAGREB - "President Mikhail Gorbachev yesterday intervened unexpectedly in the Yugoslav crisis by inviting the Serbian and Croatian leaders to Moscow for peace talks next week. The invitation came as both presidents of Croatia and of Serbia held talks with the Dutch foreign minister in The Hague. Western diplomats said the Soviet leadership was worried that the fighting in Croatia would spread to the republic of Macedonia, which borders Bulgaria and Greece, and could lead to a full Balkan conflict." *************** INTERNATIONAL MEETINGS IN BANGKOK FINANCIAL TIMES: IMF sets out debt strategy BANGKOK - "The world’s industrial powers and big banks were yesterday urged to be far more generous to debtor nations by Mr Michel Camdessus, managing director of the IMF. Putting forward what amounted to an enhanced debt strategy, he called on the G7 countries to grant official debt relief to more middle income indebted countries and urged them to produce ’tangible decisions’ to ease the debt burden of the poorest developing countries... Mr Camdessus acted to ease the concerns of many countries in eastern Europe and the developing world which fear that this year’s IMF and World Bank annual meetings in Bangkok will be dominated by the problems of the Soviet economy. His most sensitive proposal was that the Paris Club of creditor nations should ’go the extra mile’ and grant other lower middle income countries large-scale debt relief along the lines of that extended in recent months to Poland and Egypt." THE INDEPENDENT:Third world may win debt concessions BANGKOK - "...Yesterday it emerged that new concessions are being executed, planned or aired, to ease the economic plight of India, Brazil, the Philippines and Nigeria. The IMF signalled that measures have been taken to ease the economic crisis in India and that it will make a new gesture to end the isolation of Brazil... On Brazil, Mr Camdessus indicated the fund could reach agreement on a $2bn standby credit, the first since August 1988, by December. The last IMF credit was suspended after Brazil went into arrears on servicing its $58bn of commercial bank debt. The country, which owes $120bn of foreign debt, has now accumulated arrears of $6bn, and will owe a further $5bn this year." FINANCIAL TIMES: Camdessus urges long-term aid for Soviet Union (65) BANGKOK - "Mr Michel Camdessus, the managing director of the IMF, yesterday called on the big industrial democracies to consider giving long-term as well as short-term economic help to the Soviet Union... Mr Camdessus was speaking on the eve of today’s meeting of G7 finance ministers and central bank governors. Late last night, however, there was confusion in Bangkok over whether a Soviet delegation would join the US, Japan, Germany, France, Britain, Italy and Canada in today’s G7 talks." THE INDEPENDENT: World capital shortage predicted "The world faces a potential capital shortage of $100bn in the next 5 years, which could force up interest rates without significant reductions in public spending in the industrial world, Michel Camdessus said yesterday. New research by the IMF indicates that the shortage of capital will result from reconstruction in the Middle East after the Gulf war and the expected investment demands of Eastern Europe and the Soviet Union. Speaking ahead of the joint annual meetings of the IMF and the World Bank, Mr Camdessus indicated that the gap could be plugged by radical spending cuts in defence and ’pernicious’ farm and industrial subsidies." INTERNATIONAL TRADE REUTER:US rethinking Cocom curbs on sales to Soviets WASHINGTON - "The Bush administration is considering easing restrictions on exports of advanced telecommunications equipment, computers and satellites to the Soviet Union, THE WASHINGTON POST reported on Friday. The curbs are imposed by US allies in the 17-nation Paris-based Coordinating Committee for Multilateral Export Controls (Cocom). Some US officials are hoping to have a meeting of Cocom next month on the issue, the POST reported... The POST said a review was proposed earlier this week after 2 US companies, AT&T and International Business Machines (IBM), told a congressional subcommittee the restrictions were hampering the Soviet transition to a free-market economy." LES ECHOS:Les Etats-Unis menacent Pékin de sanctions "Les Etats-Unis poursuivent leur grande lessive commerciale. Persuadés de pouvoir réduire leur immense déficit commercial (101 milliards de dollars en 1990) en ouvrant - au besoin par la force - les marchés tiers, ils s’attaquent régulièrement aux principaux fossoyeurs de leur déficit. Par ordre de culpabilité, le Japon arrive en tête, responsable des 41 premiers mrds de dollars du déficit américain, suivi d’assez loin par Taiwan (11 mrds de dollars) et la Chine (10,4 mrds)... L’an dernier, les exportations chinoises aux Etats-Unis ont bondi de 27%, tandis que les ventes américaines à la Chine reculaient de 17%. Cette cellule, baptisée ’guichet unique’, est installée dans les locaux du Centre français du commerce extérieur (CFCE) et est dirigée par M. Germany FINANCIAL TIMES: New car sales fall again "An important change in the pattern of new car sales in western Europe is emerging with both the French and Spanish markets showing signs of a modest recovery in September, while the German market continued to weaken. Germany has been the mainstay of the western European new car market this year, but in September sales fell by 1.2% to 235,000 from 238,000 in the same month a year ago according to industry estimates. In August the German market suffered a heavy year-on-year fall of 20.1%."
