ve ry good guidance and advice from the Euro p e a n
Fe d e rat i o n s ” said the Pre s i d e n t .
The idea of a European Games is not new, as it is one
t h at European sport has nu rt u red for a long time. I t
has however re c e n t ly taken on new impetus thanks to
the enthusiasm of the NOCs of E u ro p e, who have
ove r wh e l m i n gly supported the idea. A further ro u n d
o f meetings with the remaining Fe d e rations will now
t a ke place at the 2011 EYOF in Trab zon (TUR) between the 24th and 27th of Ju ly.

ont suivi au siège des Comités
Olympiques Européens.“Nos entretiens se sont avérés très positifs et
nous ont permis de recevoir desavis éclairés de la part des fédérations européennes”– a commenté le président des COE.
Un dossier à la fois vieux et de grande actualité, un projet longtemps choyé par l’Europe et qui re t o u rne sur le devant de la
scène grâce à l’enthousiasme des CNO d’Europe qui,à une très
grande majorité ont manifesté leur intérêt pour une telle manifestation. La prochaine occasion de rencontre avec les
Fédérations sport ives européennes sera offe rte par le Festival
Olympique de la Jeunesse européenne qui se tiendra à Trabzon
(TUR) du 24 au 27 juillet prochain.
The 6th European Athletes Fo ru m, wh i ch will take
place on the shores of L a ke Como in the north of I t a ly
on the 4th of N ove m b e r, was off i c i a l ly announced by
Italian canoe Olympian Antonio Rossi (ITA ), ch a i r
o f the EOC at h l e t e s ’ commission and Lecco prov i ncial councillor for sport . The announcement wa s
made at a press confe rence in Lecco on the 28th of
Ju n e, attended by rep re s e n t at ives from CONI and
local authorities. The Fo ru m , wh i ch the EOC and the
at h l e t e s ’ commission jointly organise eve ry two ye a rs,
will discuss the rights, duties and potential of a nat i onal at h l e t e s ’ c o m m i s s i o n , focusing on the function of
the athlete as role models for the yo u n g. The Fo ru m
will be hosted at Villa Monastero, a splendid ve nue on
the shores of the lake, and will be attended by delegations from the 49 NOCs of E u ro p e.
Le 6e Forum des athlètes européens, qui se tiendra le
4 novembre 2011 sur les berges du lac de Come, nord de
l’Italie, a été officiellement présenté au public le 28 juin
lors d’une conférence de presse organisée à Lecco par
champion olympique4 de canoë-kayak Antonio Ro s s i,
président de la commission des athlètes des COE et
conseiller provincial au sport, entouré de représentants
du CONI et des autorités locales. Le Fo rum, qui est
organisé tous les deux ans par les COE et la commission
des athlètes, aura cette année pour thème « Dro i t s,
devo i rs et potentiel d‘une commission nationale des
athlètes » et ab o rd e ra plus particulièrement le rôle de
l‘athlète comme exemple pour les jeunes. Les travaux du
Fo rum se tiendront à Villa Monastero, une splendide
demeure sur le Lac de Come, où sont attendus les délégations des 49 CNO d‘Europe.

On the 15th of June, the Brussels EOC EU Office once
again organised a European Evening of Sport, an event
held every two years, which brings
together representatives from the
sports movement and the
European institutions. The last
event, held in November 2009, was
dedicated to the application of the
Lisbon Treaty and the EU’s new
sports competence. Following a
lengthy period of consultation, the
EU institutions are currently in the
process of drawing up an EU
sports policy, so this year’s theme was “On-going activities
of the EU in the field of Sport and Future Challenges”,
which was dealt with by a panel composed of Patrick
Hickey and Antonio Rossi on behalf of the EOC, as well
as both the Hungarian minister for sport Mr. Attila Czene
(HON), MEP and rapporteur for sport Santiago Ayxela
Fisas, and Mr. Gregory Paulger, the Youth and Sport
Director for the European Commission. On the following
day, the Executive Board of the EOC EU office held their
board meeting in the Brussels office. Also on the morning
of 15th June, President Patrick Hickey attended a meeting
at IOC Headquarters in Laussane on 'Illegal Betting in
Sport'.

World Cup Competition in A n t ayla Turkey, and while
there, held talks with the new President of the Turkish
NOC – Ugur Erd e n e r, who is also the President of the
International Archery Fe d e ration

soirée européenne du sport est un événement qui réunit tous
les deux ans des représentants du
mouvement sportif et les institutions
européennes. La précédente édition,
tenue en novembre 2009 a a porté sur
l’application du Traité de Lisbonne et
les nouvelles compétences de l'UE en
matière de sport . Cette année, après
un long processus de consultation,les
institutions de l'UE sont actuellement en train de façonner la politique
de l'UE face au sport .La table ronde a
donc porté sur “les projets et défis de l’UE dans le domaine du
s p o rt”- thème disséqué par un panel comprenant pour le
mouvement olympique le président Patrick Hickey et
Antonio Ro s s i,Président de la Commission des Athlètes, et
pour l’UE Mr.Attila Czene(HON) ,Ministre d’état chargé du
s p o rt et responsable du sport pendant le semestre de présidence hongroise de l’UE,M.S a n t i ago Ayxela Fisas,M e m b redu
Parlement européen et rapporteur sur le sport , M. Grego ry
Paulger, Directeur Jeunesse Sports de la Commission
Européenne. M. Hickey avait participé le matin au siège du
CIO à Lausanne à une réunion sur le suivi du dossier des paris
i l l é gaux dans le sport . Le lendemain, l’Exécutif du bu reau UE
des COE s’est également réuni à Bru xelles.
Ce mois ci- le président des COE a assisté aux compétitions de
la Coupe du Monde de tir à l’arc à Antaya (TUR).Il a profité de
son séjour pour s’entretenir avec le nouveau président du
CNO, Ugur Erdener, qui est aussi président de la Fédération
i n t e rn ationale de tir à l’arc.

COMMISSIONS
The Medical and Anti Doping Commission, chaired by Klaus Steinbach, met in London on the 10th
and 11th of June at the invitation of the BOA and the
London 2012 Organising Committee. This provided a
special opportunity to hear from Richard Budge t t,
LOCOG chief medical officer (GBR), about the planning and delive ry of medical and anti-doping services
during the Olympic Games in London. The commission also heard reports from the IOC World
Conference on the prevention of injury and illness in
sport (Monte Carl o, 7th – 9th of April), and the adva nced team physician course (Calvi, Corsica, 3 rd - 5th of
April). The commission also addressed two major
issues brought up by the athletes: competitions in
Japan with regard to possible hazards caused by the
Fukushima radiation catastro p h e, and pro blems arising due to food contamination by certain chemicals
(particularly clenbuterol) in some countries, which are
on the WADA doping list. IOC medical & scientific
programs manager Susan Greinig was guest of
honour at the meeting.
La Commission Médicale et antidopage s'est réunie à Londres les 10 et 11 juin sous la présidence du Dr.
Klaus Steinbach, à l'inv i t ation du CNO local et du
Comité d'orga n i s ation de Londres 2012. Une occasion
spéciale pour apprendre du Dr. Richard Budge t t,
médecin chef du LOCOG, la planification et la prestation des services médicaux et antidopage pendant les
jeux Olympiques de Londres, et recevoir les rapports
de la Conférence mondiale du CIO sur la préve n t i o n
des blessures et de maladies dans le sport (MonteCarlo, 7-9 avril) et du Cours avancé pour les médecins
des équipes (Calvi, C o rs e, 3-5 av r i l ) . La commission a
également abordé deux questions majeures posées par
les athlètes: les compétitions au Japon et les risques
possibles provoqués par la catastrophe de Fukushima ;
les problèmes soulevés dans certains pays par la contamination des aliments par des substances chimiques
(clenbutérol) figurant sur la liste noire de l'AMA.

G R E AT BRITAIN – Thanks to the support of the
London Organising Committee, the BOA will provide all
Team GB summer and winter Olympians with an opportunity to purchase four tickets to London 2012 sessions. It
is anticipated that one pair of t i ckets will be made ava i l able
for the sport in wh i ch the Olympian prev i o u s ly competed.
Furtherm o re, as part of this Ticke t s h a re programme, the
BOA will also distribute 700 tickets free of ch a rge fo r
British Olympians to accompany and inspire groups of
young people, n o m i n ated by the NGBs, to wat ch a session
of the Olympic Games toge t h e r. Finally, plans are being
developed to host a series of special events for the 1948
Olympians, i n cluding a celeb rat o ry lunch at Team GB
House and a tour of the Olympic Vi l l age, with some of
these Olympians also having an opportunity to part i c i p ate in the Olympic Torch Re l ay.

also visited the Semmelweis Unive rsity Faculty of
P hysical Educat i o n , to learn about Hungary’s athletes’
dual career progra m m e, wh i ch includes long-distance
learning. The OS reps also met Jeno Kamu t i,chair of the
Intern ational Fair Play Movement, and the Hungarian
secretary of state for sport Attila Czene at the Houses of
Pa rl i a m e n t . The visit ended with a trip to GödöllŒ, near
Budapest, wh e re the delegation was re c e ived by Dr.
G yö rgy Gemesi, the NOC’s other Vice President and
M ayor of the city. L e aving Budap e s t , the OS delegat i o n
commented on how positive it was that there we re so
many Olympians who took an active part in Hungarian
social life.

par ailleurs visité la Faculté d'éducation physique et sciences du
sportde l’Université Semmelweis,où elle a été info rmée des programmes mis en place en faveur de la double carrière des athlètes,
des activités futures et des projets de formation à distance. Elle a
par ailleurs rencontré Jeno Ka muti, président du Comité
International du Fair-play.Les représentants de la SO ont ensuite
été reçus par Attila Czene,le secrétaire d’état au sport,au siège du
Parlement.Lavisite s'estachevéeparuntransfertàGödöllŒ,près
de Budapest, où la délégation a été reçue par le Dr. György
Gemesi, l’autre vice-président du CNO et maire de la ville. Au
terme de sa visite,ladélégation de la Solidarité Olympique du CIO
a constaté avec plaisir que de nombreux anciens champions sportifs participent activement à la vie publique hongroise.
ITALY – On the 22nd of Ju n e,NOC President G i ovanni
Petrucci, along with the Italian Minister for Educat i o n
Mariastella Gelmini, inaugurated the "Viva lo Sport"
d ay, as part of a drive to raise awa reness of the need to play
sport amongst youngsters and their families. The cooperation agreement between CONI and the ministry incl udes the promotion of c o m p e t i t ive sport at school level.
“ With this introduction to sport we aim to cut a million
kids off the list of those who live a sedentary lives”, said
Petrucci, congrat u l ating the minister for having given
sport such priority within the State educational progra mme. CONI invests over 11 million euro in school sport,
half of wh i ch goes to initiating kids at primary sch o o l
l evel. The ministry contributes a further 2.5 million.
ITALIE – Le Président du CNO Giovanni Petrucci et la
ministre italienne de l’Education, de l’Université et de la
Recherche, Mariastella Gelmini, ont présenté le 22 juin la
journée "Vive le Sport", liée au projet visant à faire découvrir l’activité physique et sportive aux jeunes et aux familles.
L’accord de la collaboration entre le CONI et le ministère
prévoit aussi la promotion du sport de compétition dans les
écoles. «L’alphabétisation motrice nous assure un million
de sédentaires en moins» a souligné M. Petrucci en félicitant
la ministre d’avoir su placer l’activité physique au centre de
la réforme de l’éducation nationale. Le CONI investit plus
de 11 millions di euros dans le sport à l’école,dont la moitié
destinée à l’alphabétisation motrice dans le primaire; le
ministère y contribue à hauteur de 2,5 millions.
LIECHTENSTEIN – after six days of festivities and high
emotions,the 14th Games of the Small States of Europe ended
on the 4th of June. The 900 athletes in the nine teams from
Andorra, Cyprus, Iceland,Luxembourg, Liechtenstein,Malta,
Monaco, Montenegro and San Marino competed in the nine
s p o rts featured on the programme - athletics,volleyball/beach
volley, cycling, judo, shooting, squash, table tennis, tennis and
swimming. The event ended with a highly colourful closing
cere m o ny, which celebrated the success of those teams from
Cyprus,Luxembourg and Iceland,but above all,c o n f i rmed the
success of the event itself. The flag of the GSSE has now passed to the NOC of Luxembourg,who will host the next round
of these popular games in 2013, after which it will come to the
last of this cycle of GSSEs in Iceland in 2015. But there’s no
doubt that a third round of GSSEs will be held, as stated at the
General Assembly of the GSSE,held in Vaduz.Indeed,after an
info rmal meeting with the ministers for sport from the nine
countries concerned,San Marino has already put itself forward
as a candidate for 2017.Meanwhile,our congratulations go the
organisers and participants of the 2011 LieGames, along with
our best wishes to the organisers of future games!
LIECHTENSTEIN - Le rideau est retombé le 4 juin sur la
14e édition des Jeux des Petits Etats d’Europe au terme de six
jours d’émotions et de fête. Les 900 athlètes des neuf équipes
( A n d o rre, Chypre, Islande, Luxembourg, Liechtenstein,
Malte, Monaco, Monténégro, Saint Marin) se sont aff rontés
dans neuf sports (athlétisme,volley/volley de plage,cyclisme,
judo, tir, squash, tennis de tabl e, tennis, nat ation) Ils se sont
quittés après une cérémonie de clôture haute en couleur qui a
célébré le succès des équipes de Chypre, Luxembourg et
Islande, mais surtout confirmé le succès de la manifestation.
Le drapeau des JPEE est maintenant passé à CNO du
Luxembourg qui accueillera la prochaine édition en 2013. Ce
s e raensuite au tour de l’Islande d’ organiser en 2015 la dernière édition de ce cycl e.Mais l’avenir du 3e cycle est dès à présent
assuré. L’assemblée générale des JPEE et la réunion info rm e lle des ministres des 9 pays concernés, tenues à Vaduz à l’occasion des jeux ont confirmé la fe rme volonté de poursuivre l’organisation de la manifestation. Une candidature est déjà
parvenue pour 2017 – celle de Saint Marin. Pour le moment ,
félicitations aux organisat e u rsdes LIE Games ainsi qu’à tous
les participants. Et bon courage aux futurs organisateurs !

LITHUANIA - On the 20th of Ju n e, after presenting
his thesis on “Olympic Lithuania in 1918 – 2008:
Turning Po i n t s,Stages and World Contex t s,” at Vilnius
Pe d agogical University, Lithuanian NOC president
Art u ras Pov i l i u n a s was unanimous conferred with a
doctorate in social sciences (educology) by the scientific council. His wo rk analyses the importance and role
of the country in the development of the Oly m p i c
m ovement worldw i d e. It also defines the directions
and potential of Olympic sport – including its importance for Olympic education, culture, prestige and the
spiritual development of youth. Lithuanian president
Valdas Adamkus, pro f. d r. h ab. Zofia Zukow s k a
from A c a d e my of P hysical Education in Warsaw,
numerous scientists concerned with Lithuanian sport,
and many other sports organization representat ive s,
including the LNOC staff, attended the ceremony.

CNO, s’est vu re m e t t rele doctorat en sciences sociales (éduc o l ogie) par le conseil scientifique à l’unanimité, après avoir
d é fendu sa thèse,une monographie scientifique intitulée «La
Lituanie olympique de 1918 à 2008: moments cl é s, époques,
c o n t extes mondiaux" . Tel ouvrage analyse l'importance et le
rôle du pays dans le développement du mouvement oly m p ique international ; il définit les orientations et les possibilités
du sport olympique - y compris son importance pour l'éduc ation olympique, la culture, le pre s t i geet le développement
mental des jeunes. Valdas Adamkus, le Président de république de Lituanie, le pro fesseur Zofia Zukowska de
l'Académie d'Education Physique de Va rs ovie ont assisté à la
discussion de la thèse, ainsi de nombreux scientifiques du
monde du sport let représentants d'orga n i s ations sportives,
y compris le personnel du CNO lituanien.
N O RWAY - The Olympic and Pa ralympic Committee
elected its' Executive Committee for the years 20112015. The new president is Børre Rog n l i e n, who succeeds Ms Tove Pa u l e, who held the role since 2007.
Mr Rognlien, who has been active in sport for many
ye a rs, had been 2nd Vice president in the previous
Board.
NORVEGE - Le Comité Olympique et paralympique
norvégien a élu le comité exécutif qui restera en charge
jusqu’en 2015. Børre Rognlien est le nouveau président; il
remplace Mme Tove Paule, qui occupait le poste depuis
2007. M. Rognlien, actif dans le monde du sport depuis
toujours, avait été 2e vice-président lors du précédent
Comité exécutif.
SAN MARINO – the first ever San Marino Youth
G a m e s, a new initiative launched by the NOC with the
patronage of the IOC, took place between the 10th
and 12th of Ju n e, and saw as
many as 1,500 youngsters, aged 6
to 18, take part in a range of
competitions organised by the
20 participating local sports
federat i o n s. EOC secretary

Vipond attended the opening
ceremony, together with the
secretary of s t ate for sport,
Fabio Berardi, NOC president Angelo Vi c i n i, secretary general Eros Bolog n a and numerous personalities from the tiny republican encl ave within Italy. Apart
the 250 medals to be wo n , the aim of the event was primarily to motivate, encourage and develop sport
among the young through a healthy sense of competition, but without forgetting that sport is also fun! Two
other competitions we re run in parallel with this eve n t :
one was to name the eve n t ’s mascot, baptised Olimpio,
and the other was for the eve n t ’s best photo, which wa s
won with a picture of t wo basketball players shaking
hands after a mat ch . The prizes we re awarded at the
closing ceremony. These “homemade” ga m e s, as
Angelo Vicini termed them, aim to bring all youngsters
closer to sport, with young Special Olympians also
taking part in a number of d i s c i p l i n e s.
SAINT MARIN - La première édition des Jeux de la
Jeunesse de Saint Marin, une nouvelle initiative lancée cette
année par le CNO avec le pat ro n age du CIO,s’est déroulée du

de quelque 1500 jeunes âgés de 6 à 18
ans aux nombreuses compétitions

du secrétaire général E ros Bologna et de diff é rentes personnalités de la petite république enclavée à l’intérieur de l’Italie.
Au-delà des 250 médailles en lice, la manife s t ation avait surtout pour but de motiver, encourager et développer le sport
jeunes, par un sain esprit de compétition, sans oublier le coté
ludique et joyeux.A cet effe t ,deux concours réservés aux jeunes ont accompagné les compétitions – l’un pour donner un
nom à l’ours mascotte des Jeux, baptisé “Olimpio”, et l’autre
pour la plus belle photo de la manifestation,rep o rté par l’image de deux jeunes baske t t e u rs se serrant la main après le
m at ch. Les prix ont été remis lors de la cérémonie de cl ô t u re.
Ces jeux “faits maison” comme l’a précisé A n gelo Vicini, ont
pour but de rapprocher les jeunes , tous les jeunes, du sport ;à
cet effet la participation de jeunes de Special Olympics dans
certaines disciplines avait été prévue.
SWITZERLAND - Daniel Suter, Swiss Oly m p i c
E xe c u t ive Director since the 1st of March, has resigned. The one-time director of the Swiss Transport
Museum found it difficult to settle into his new job,
and his replacement is now being active ly sought.
Swiss Olympic president Jörg Sch i l d said he deeply
regretted Suter’s decision, adding that he was “convinced that Swiss Olympic could have made great progress under his guidance.”

TURKEY - Sema Ka s ap ogl u,onetime swimming ch a mpion and now a member of her NOC’s executive committ e e, has been awarded the IOC Women and Sport Tro p hy
for Euro p e. She was awa rded the tro p hy thanks to a pro j e c t
for encouraging young women to play sport and have a phys i c a l ly active lifestyle. By appealing to volunteer tra i n e rs,
d o n o rs and sponsors, and thanks to her immense enthusiasm and drive, she has been able to involve a TV channel,
specialised in football, to also promote female soccer.
TURQUIE - Sema Ka s apoglu a remporté pour l'Europe le
Trophée Femme et Sport du CIO. Ancienne nageuse, aujourd’hui membre du comité exécutif du CNO, elle a lancé un projet
pour encourager les jeunes filles à faire du sport et à pratiquer une
activité physique, en faisant appel aux entraîneurs bénévoles et à
de généreux donateurs et sponsors.Elle a même réussi à convaincre une chaîne de télévision spécialisée dans le football de diffuser
un programme hebdomadaire surle football féminin.Elle travaille actuellement sur un projet de film avec de jeunes footballeuses.

LONDON 2012 - On the 8th of June, the Organizing
Committee unveiled a prototype of the London 2012
O lympic Torch, which will carry the
O lympia Flame into the UK's capital
next summer. The torch was designed by Edwa rd Barber and Jay
Osgerby and weighs less than any
other in the history of the Olympic
Movement. Its gold-coloured fo rm
is perfo rated by 8,000 small cut-out
c i rcles, rep resenting the 8,000
Torchbeare rs and their stories of
personal achievement. The triangular design has been inspired by the
multiples of three identified across the vision and delivery of
the Olympic Games.These include the three Olympic Values
of respect, excellence and friendship; the fact the UK has
hosted the Olympic Games three times;and the vision for the
London 2012 Olympic Games to combine three strands of
wo rk– sport , education and culture.The torch will land in the
UK next May,and run throughout the country in a 70 day relay.

SOCHI 2014 – the dates and venue for EOC’s 40th General
Assembly have now been finalised.The work of the Assembly
will commence after lunch on the 23rd of November,the morning being re s e rved for an Executive Committee meeting,and
will continue until the 24th of November. On the morning of
the 25th of November, members will then be able to visit
venues for the Sochi 2014 Olympic Games in the coastal area,
before proceeding to Moscow,where they will take part in celebrations for the centenary of Russian Olympism.

RIO 2016 - earlier this month, the IOC Coordination
Commission,chaired by Nawal El Moutawake l,went to Rio
for their second official inspection. After three days of meetings with president C a rlos Nuzman and Rio organisers, as
well as various site visits, the CoCo said Olympic preparations
are back on schedule but that there’s no time to waste despite
more than six ye a rs remaining until the Games.“I am happy to
say that both Rio 2016 and its partners have taken these wo rd s
seriously, and that the progress made since then is really
impressive,” commented CoCo chair.
RIO 2016 – La commission de coordination du CIO présidée
par Nawal El Moutawakel a effectué la deuxième inspection
des travaux de Rio 2016 au début de ce mois.Après une réunion
de trois jours avec le président Carlos Nuzman et les organisateurs et des visites des différents sites,la CoCo a constaté que
les préparatifs sont en bonne voie, mais qu’il n’y avait pas de
temps à perdre, m a l gré plus de six années restantes avant les
Jeux. «Je suis heureuse de pouvoir dire que Rio de 2016 et ses
partenaires ont pris ces mots au sérieux et les progrès accomplis
sont impressionnants»,a commenté la présidente de la CoCo.

INNSBRUCK 2012 – on the 16th of June, within the cont ext of p rep a rations for the inaugural Youth Olympic
Winter Games, a confe rence on the subject of
'Simultaneous Interp reting' was held at Innsbruck
University. During this confe re n c e, students were able to
show their abilities by simultaneously tra n s l ating the pre s e ntations made in various languages by the members of the
Innsbruck 2014 organising committee into Engl i s h ,
French, Spanish, Italian and German.
INNSBRUCK 2012– Dans le cadre de la préparation des 1ers
Jeux Olympiques de la Jeunesse d’hiver, une conférence sur ce
thème a eu lieu le 16 juin dans le cadre de la formation des interprètes de l’université d’Innsbru ck. Au cours de cette conférence, les étudiants en interprétation ont mis en oeuvre leurs compétences pour interpréter en simultanée les présentations
multilingues des membres du Comité d’organisation des Jeux
Olympiques de la Jeunesse d’hiver de 2012 à Innsbru ck (IYOGOC) vers l’anglais,le français,l’espagnol,l’italien et l’allemand.

p re s i d e n cy plans to focus of t h ree are a s : f i rst and

d o p i n g ; s e c o n d ly, m at ch fixing; and third ly, vo l u nteerism in sport and its importance within the cont ext of the societal role of s p o rt . During Po l a n d ' s
P re s i d e n cy, the Ministry of S p o rt and Tourism plans
to organise the fo l l owing meetings in the area of
s p o rt : E x p e rts' meeting: social dimension of s p o rt
(18-19 Ju ly 2011, Wro cl aw ) ; I n t e rn ational confe re nc e : Volunteering in Sport (13-14 September 2011,
Wa rs aw ) ; I n fo rmal Meeting of M i n i s t e rs re s p o n s i bl e
for Sport (13-14 October 2011, C ra c ow ) ; Meeting of
E u ropean Sport Dire c t o rs (14-16 December 2011,
G d a n s k ) . An EU sports ministers ’ meeting is also
expected to take place at the end of N ove m b e r.
