At the end of this event, we accepted the proposal from the Scientific Committee to chair and organise the 2008 event in France. We decided to integrate it within the international marine science and technology week (SeaTechWeek) in Brest, Brittany, while enlarging the industrial representation within the Scientific Committee which is now composed of fifteen members from ten countries. This new series of international conference on ocean energy (ICOE) complements the European Wave and Tidal Energy Conferences (EWTEC) primarily oriented towards research and development, in terms of calendar – EWTEC happens every second odd year – but most of all in terms of content and audience: ICOE covers all the ocean energy sources and involves all the players of the sector, in particular industrial ones. While closing the 2006 conference, we insisted on the favorable energy context and the need to deply demonstrators at sea to create confidence. What happened since consolidates this analysis: more than ever, the context implied by the new oil shock must have one to actively think about renewable energies, including marine ones, and several prototypes, if not small farms, have been deployed during 2007 and 2008. Pelamis Wave Power, Marine Current Turbines, OpenHydro, and the Sabella consortium, to quote only them, will share their experience during ICOE 2008. At both international and European level, the ocean energy sector starts to form itself. We can quote among others: the creation of an ad hoc committee within the International Electrotechnical Committee working on standardisation, and benefiting from the results of the European Project EquiMar dedicated to pre-normalisation and funded by the 7th R&D Framework Programme; the increasing importance of the IEA Implementing Agreement on Ocean Energy Systems which grows rich of new members; the involvement of most of the major energeticians at the international level within demonstration projects; the actual creation of the European Ocean Energy Association; the progress of the instruction of the “renewable energy” directive within the “climate-energy” European package, together with the European maritime policy coming into force during summer 2008, which clearly identifies ocean energy as able to contribute to reach the 2020 objectives. Being not far from 400 participants, you give ICOE 2008 a scale which shows the importance of ocean energy and which, in addition is fully in adequacy with the Grenelle de l’Environnement initiative in France. We congratulate ourselves on this point, and benefit from it to warmly thank Mr Jean-Louis Borloo, Minister of State, Minister for Ecology, Energy, Sustainable Development and Town and Country Planning, to have granted his high patronage to ICOE 2008. En 2006, l’ISET, Institut de technologie de l’énergie solaire de Kassel lançait la première Conférence Internationale sur les Energies Marines à Bremerhaven en Allemagne. A l’issue de cet événement, nous avons accepté la proposition du Comité Scientifique d’assurer la présidence et l’organisation de l’édition 2008 en France. Nous avons décidé de l’intégrer dans la semaine internationale des sciences et technologies de la mer (SeaTechWeek) à Brest, en Bretagne, tout en élargissant la représentation industrielle dans le Comité Scientifique qui est maintenant composé de quinze membres de dix pays. Cette nouvelle série de conférences internationales sur les énergies marines (ICOE) est complémentaire à celle des conférences européennes EWTEC (European Wave and Tidal Energy Conference) sur l’énergie des vagues et des courants de marée principalement orientée vers la recherche et le développement, en terme de calendrier – EWTEC se déroule sur les années impaires – mais surtout de contenu et d’audience : ICOE traite de toutes les énergies marines et implique l’ensemble des acteurs du secteur, en particulier les industriels. En clôture de la conférence de 2006, nous insistions sur le contexte énergétique favorable et le besoin de déployer des démonstrateurs en mer pour créer la confiance. Ce qui s’est passé depuis conforte cette analyse : plus que jamais, le contexte né du nouveau choc pétrolier doit conduire à une réflexion active sur les énergies renouvelables, y compris marines, et plusieurs prototypes, voire petites fermes ont été déployés sur 2007 et 2008. Pelamis Wave Power, Marine Current Turbines, OpenHydro, et le consortium Sabella, pour ne citer qu’eux, en témoigneront durant ICOE 2008. Au niveau international et européen, le secteur des énergies marines lui-même commence à se structurer. On peut citer entre autres : la création d’un comité ad hoc au sein du Comité Electrotechnique International travaillant la standardisation, et bénéficiant des travaux du projet européen EquiMar dédié à la pré-normalisation du secteur sur financement du 7e Programme-Cadre de R&D ; la montée en puissance du groupe de travail énergies marines de l’Agence Internationale de l’Energie qui continue à s’enrichir de nouveaux membres ; l’implication de la plupart des énergéticiens majeurs au niveau international dans des projets de démonstration ; la création effective de l’Association Européenne des Energies Marines ; la progression de l’instruction du projet de directive « énergies renouvelables » au sein du paquet « énergie-climat » européen, ainsi que l’entrée en vigueur à l’été 2008 de la nouvelle directive sur la politique maritime européenne qui identifie clairement les énergies marines comme pouvant jouer un rôle dans l’atteinte des objectifs 2020. En étant près de 400 participants, vous donnez à ICOE 2008 une ampleur qui montre l’importance des énergies marines et qui en outre est bien en adéquation avec la démarche du Grenelle de l’Environnement en France. Nous nous en félicitons et en profitons pour remercier chaleureusement M. Speakers’ briefings Would all speakers meet with their session chair-persons in the conference room 15 minutes before the start of the session they are presenting in, at which time they will be briefed by the chair on session management. Organising Committee, they are requested to go to the room of their presentation ½ hour before the beginning of the ½ day they present in. Les énergies renouvelables marines Synthèse d’une étude prospective à l’horizon 2030 Bien que peu cité dans la liste des énergies renouvelables, l’océan en est un immense réservoir : énergie des courants, des marées et des vagues, énergie éolienne en mer, énergie thermique, pression osmotique, biomasse marine… L’étendue de l’ensemble de ses façades maritimes permet à la France de disposer d’un potentiel très important de développement de ces énergies, notamment outre-mer. Conscient de ces enjeux, le Président de l’Ifremer a lancé en mars 2007 un travail de réflexion prospective sur les énergies renouvelables marines à l’horizon 2030. Mobilisant une douzaine d’experts sur une période d’un an, ce travail a permis de rassembler et de synthétiser un grand nombre de données et d’études. Il a permis de décrire un éventail de futurs possibles en mettant en exergue les plus contrastés et offre une capacité d’évaluation objective pour de multiples opportunités de partenariats.
