Citizenship and Youth, the Acting Minister of
Aboriginal and Northern Affairs, and the Minister of
Healthy Living

Her Majesty the Queen in Right of Canada, as
represented by the Minister of Indian Affairs and
Northern Development ("DIAND").

WHEREAS the Parties wish to work collaboratively,
collegially and as expeditiously as possible, toward
improving educational outcomes for First Nation
students in Manitoba, and
ATTENDU QUE les parties veulent collaborer
collegialement et aussi rapidement que possible afin
d'ameliorer les resultats scolaires des eleves des
Premieres nations au Manitoba;
WHEREAS the parties agree to work together to
support First Nation students in reaching their full
learning potential and in attaining achievement
levels comparable to the general student population
in Manitoba.
ATTENDU QUE les parties conviennent d'unir
leurs efforts pour aider les eleves des Premieres
nations a realiser leur plein potentiel en matiere
d' apprentissage et a atteindre des taux de reussite
comparables a ceux de l'ensemble de la population
etudiante du Manitoba.
THEREFORE THE PARTIES AGREE THAT:

1.
This Letter of Understanding is intended to
enhance administrative cooperation with respect to
education for First Nation students in Manitoba and
is not intended to effect a transfer of program
responsibilities among the Parties.

La presente Lettre d'entente a pour but de
renforcer la collaboration administrative en ce qui a
trait a l'education des eleves des Premieres nations
au Manitoba et ne vise nullement a transferer les
responsabilites en matiere de programmes entre les
parties.
2.
This Letter of Understanding is a statement
of intent by the Parties and is not legally binding.
It is not intended to define, create, recognize, deny
or amend any of the rights ofthe Parties and does
not oblige OlAND or Manitoba Education to act in
a manner inconsistent with federal, legislative or
regulatory jurisdictions or authorities.

Cette Lettre d'entente constitue une declara­
tion d' intention par les parties et n' est pas juridique­
ment contraignante. Elle n'a pas pour objet de
definir, creer, reconnaitre, nier ni modifier les droits
des parties et n'oblige ni Ie ministere des Affaires
indiennes et du Nord canadien ni Ie ministere de
I'Education, de la Formation professionnelle et de
la Jeunesse du Manitoba a agir contrairement aux
competences ou aux pouvoirs legislatifs ou regle­
mentaires du gouvernement federal ou de la prov­
ince.

The parties agree that this Letter of Understanding does not create legally enforceable obliga­
tions among them or between any two of them and
may be terminated by any party upon 30 days' writ­
ten notice to all of the remaining parties.

d'entente ne cree pas de devoirs ayant force obliga­
toire entre elles, et que toute partie peut y mettre fin
au moyen d'un preavis ecrit de 30 jours adresse a
toutes les parties restantes.
4.
The Parties will consider the following
areas in working to improve educational outcomes
for First Nation students in Manitoba First Nation
schools:
a.
Early Learning focusing on school readiness
for First Nation children
b.
Virtual Schools to increase course availability and options for First Nation students

Les parties examineront les domaines suivants dans les efforts qu'ils deploient pour ameliorer
les resultats scolaires des eleves des Premieres na­
tions au Manitoba :
a.
L'apprentissage des jeunes enfants des Premieres nations, axe sur la preparation a l'ecole;
b.
Des ecoles virtuelles pour accroitre les choix
de cours a l'intention des eleves des Premieres na­
tions et leur disponibilite;
c.
Le perfectionnement professionnel recip­
roque en vue de transmettre les connaissances et
I' expertise et d' elargir les possibilites de perfec­
tionnement;
d.
Des protocoles de transition pour aider les
eleves qui passent des ecoles administrees par des
Premieres nations aux ecoles provinciales;
e.
Des accords reciproques en matiere
d'education, qui pourraient comprendre les frais de
scolarite, les programmes et services, les roles et
responsabilites et la reddition de comptes;
f.
D'autres sujets dont on aura convenu.

Reciprocal professional development to
share knowledge and expertise and broaden opportu­
nities for professional development
d.
Transition protocols to support students
transitioning between First Nation and provincial
schools
e.
Reciprocal Education Agreements which
could include tuition amounts, programs and ser­
vices, roles and responsibilities and accountability
f.
Other agreed upon topics
5.
The parties agree to consult further as re­
quired to develop specific action plans under the
areas identified above.

besoin, pour l'etablissement de plans d'action par­
ticuliers touchant les domaines susmentionnes.
6.
The parties agree that the results collected
from the projects will be shared among all ofthem.
