PASS AUTOCAR MANUAL
THE PRINCIPLES:
1) Parking: The PASSes Autocar are parking tickets which must be used by all coaches parking
inside Paris, except for prior waivers. They are used to park in closed coach parks and on all
reserved parking spaces on the streets. Non affiliated private coach parks are excluded (for
example the "bateaux-mouches" coach parks or hotel coach parks). During the authorised period
the coach can move from one authorised coach park to another. All the gates controlling the
access to closed coach parks bear the logo 'Pass Autocar'.
2) Six time zones: Each PASS Autocar is valid for the entire period selected by the user, for one or
more uses. The periods, depending on the requested type of PASS are:
PASS "Matin":
from 8 am to 2 pm
PASS "Après midi":
from 1 pm to 7 pm
PASS "Journee":
from 8 am to 7 pm
PASS "Soirée":
from 6 pm to 2 am the next day
PASS "nuit":
from 6 pm to 9 am the next day
PASS "Jour-Nuit":
from 8 am to 9 am the next day
3) Pricing: PASSes Autocar are parking tickets issued by the City of Paris and must be purchased
in advance* via Internet on the PASS Autocar site, accessible from the site
www.passautocar.paris.fr . There are no other means of access to coach parking in Paris other
than the PASS Autocar.
PASSes Autocar are priced per period in parking units, called TUs, and are priced in the final
chapter (pages 21 to 22)
* it is possible to purchase certain PASSes on site without discount and with a price supplement
THE DIFFERENT SITUATIONS FOR PARKING USE:
1) The occasionals (pages 2 to 5): For occasional visits or trips to Paris it is possible to choose
from the Occasional Passes Autocar depending on the planned time of day and duration.
2) The specific occasionals (Pages 6 to 11): Coaches transporting groups of disabled persons
registered as such (pages 6 to 8), coaches hired for the transport of children organised by
approved bodies (pages 9 to 11).
3) Season ticket holders (Pages 12 à 16): This formula is for coach companies travelling regularly
to Paris, except for regular lines.
4) Regular lines (Pages 17 à 20): This formula is for coach companies running a declared regular
line to Paris to a given site.

The Occasional PASS AUTOCAR
Conditions for obtaining the Occasional PASS
The PASSes Autocar are parking tickets which must be used by all coaches parking inside Paris.
Each Occasional PASS (listed in "the principle") must be purchased in advance via the internet. It can also
be sold on site, on the day of use, with a surcharge, in coach parks and on certain coach parking spaces
on the streets from an employee (on site)
The Occasional PASS can be modified for 180 days from its purchase date if the change is requested
before the planned date.
How can it be obtained?
In advance, on the Internet on the site www.passautocar.paris.fr
1. Creation of a company account
This operation should be carried out once only.
WARNING: in order to be able to use your account, you must activate it by following the instructions
contained in the email which as sent to you: "Confirm account creation"
2. Ordering a PASS (Menu: Home page / button "Order an Occasional PASS Autocar")
This order contains the following information:
• Transporter name
• Vehicle licence plate number
• Trip dates
• Type of PASS (matin, après-midi, journée, ...)
Several trips can be ordered simultaneously.
3. Payment
Payment is made using a Bank Card. The acknowledgement by the accountant is immediate.
Other methods of payment (certified cheque, cheque, transfer) need to be validated by the City of Paris
Chief Accountant and are only accepted exceptionally. In these cases the PASS is delivered on receipt of
payment on the account of the City of Paris Chief Accountant a delay of at least 30 days should be taken
into account between the trip date and the payment date.
Once the order has been paid and registered by the City of Paris Chief Accountant, you can view the list of
PASSes and print them from the "Occasional PASS" menu.
To print a receipt, click on "Receipts".

4. Changing licence plate numbers (Menu: "Occasional PASS")
If the PASS has already been printed, click on "Modify" and follow the instructions.
If the PASS has not been printed, click on "Modify" and correct the licence plate number (this change is
only possible if the PASS has not been used).
5. Changing the date (Menu: "Occasional PASS")
If the PASS has already been printed, click on "Modify" and follow the instructions.
If the PASS not yet been printed, click on "Modify" and correct the date. (This change is only possible up
to the day before the planned use)
6. Refunds (Menu: "Occasional PASS")
It is possible to obtain the refund of a pre-paid Occasional PASS if the trip is cancelled or if the coach
parks are saturated, in compliance with the general terms and conditions.
The refund request must be made on the web site, before the date of travel and at least 15 days before
the PASS expiry date: Click on [DetailN° PASS] and on "RefundRemburse", and follow the instructions.
Exceptionally: you can purchase on the same day, on-site
There is an extra charge of 15 units.
Payment is made using a Bank Card, a cheque or cash.
It is sold in parking lots with a point of sale (Cf. map “Car park sites”
As a guide, it is Parks: Avenue Gustave Eiffel, Avenue Joseph Bouvard, Bercy, Carrousel-Louvre, rue de
la Porte d’Issy, Cours La Reine, Pershing, Place Vauban, Saint Emilion Parc.
Occasional PASS and additional price supplements
The valid prices on the order date can be viewed using in the "Prices" link
For information, on January 1st 2011, one parking unit costs 1 Euro.
The price of the Occasional PASS will be calculated in compliance with the terms of the "Parking Unit"
chapter using the following price tables

Period exceeded: If the end of PASS time limit is exceeded, the price charged will be
 in the central coach parks: the PASS for the following period is due. Sold on site, its price is
surcharged by the amount of the surcharge for on site sale defined in a) of this article
 in other coach parks: the driver can either purchase the next PASS (as defined in article
A3.1) along with the price supplement for on site sales as in the central coach parks, or 15
units per excess hour for an Occasional PASS, whatever the type
o
Extra hour: In the central coach parks and on parking spaces in central streets set by municipal
or prefectoral order, a valid PASS, whatever the type, only allows for a total of 3 hours parking
between 8 am and 7 pm. Beyond the 3rd hour during this period, the price charged is the following
 on the streets and in the City of Paris public coach parks: 10 units per hour, all hours
begun being due.
 in other approved central coach parks: special pricing per coach park set by agreements
signed between the City of Paris and the coach park manager, without the possibility of
exceeding the prices given above, with a common regime as from April 11th 2011.
o
Lost tickets
 A fixed price of 130 units will be charged if the entrance ticket is not shown in a covered
coach park.
 On other open spaces on the streets, in the case of absence of a parking ticket, the coach
is liable for category 1 parking fines per breach, the amount of which is defined in articles
R.47, R49 and R.49-9 of the criminal procedure code.
For information, the central coach parks are: Carrousel-Louvre, Cours la Reine, Avenue Gustave Eiffel,
Place Vauban and Avenue Joseph Bouvard.
Display of the Occasional PASS
The Occasional PASS is materialised in the form of:

an A4 format ticket showing the type of Occasional PASS (matin, après-midi, journée, soirée,
nuit, jour-nuit), the PASS number, the validity date, the vehicle licence plate number and the
commercial name of the coach company. This ticket must be displayed behind the coach
windscreen so that it is legible from the outside.

a 4 digit private code that the driver must enter after the PASS number (6 digits) when
accessing coach parks (entrance and exit).
The PASSes Autocar can be used in coach parks and street parking spaces defined by municipal or
prefectoral order.
For information the coach parks are Bercy, Carrousel-Louvre, rue de la Porte d’Issy, Saint-Emilion and
Pershing, and the following parking spaces on the streets: Avenue Armand Rousseau, Avenue Emile
Laurent, Avenue Gustave Eiffel, Avenue Joseph Bouvard, Avenue Rapp, Avenue de New York, Bd
Auguste Blanqui, Boulevard Arago, Boulevard Saint-Jacques, Cours La Reine, Place Vauban, Place de la
République, Poterne des Peupliers, Quai de Conti, Rue Auguste Comte, Rue Froideveaux, Rue Glück,
Rue Jean Cocteau, Rue Lachelier, Rue Taitbout, Rue Vieille du Temple, Rue de Maubeuge and Rue du
Faubourg St Martin.

The "Disabled" PASS AUTOCAR
Conditions for obtaining the "Disabled" PASS
"Disabled" PASSes are reserved for coaches transporting a group of which the majority of members are
disabled and have the disabled person card, which need to park for more than 15 minutes within Paris.
These PASSes are also available for the 6 periods described in the "principles".
These special PASSes can only be purchased in advance using an Internet pre-order, followed by the
communication of proof and payment to the accountant in charge of the PASS Autocar.
A price discount will be applied on validation of the documents given as proof. Failing this, the standard
Occasional PASSes will be applied at full price.
Documents sent as proof must be sent within 8 days from the pre-order. They are downloadable forms
available on the web site which must bear the establishment's stamp and the signature of its legal
representative.
Payment must be sent to Accounting at the latest 8 days after the order and must be effective 30 days
after the order.
How can it be obtained?

The document of proof is a declaration on the honour of the signatory that the body chartering the trip
organises the transport of groups of disabled persons holders of a disabled person card. A photocopy of
a document proving the relationship between the company object and the specific transport of disabled
persons.
WARNING: The price discount will only be applied after the documents have been validated by the City
of Paris management department.
WARNING: The dates cannot be changed after payment.

Several trips for the same group of disabled persons can be ordered at the same time.

3. Payment

The "Disabled" PASS is paid using a bank card for which proof of payment by the accountant is

The "School" PASS AUTOCAR
Conditions for obtaining the School PASS
The "School" PASSes are reserved for chartered coaches used to transport a group of children
supervised by approved institutions, eventually accompanied by a small number of monitors, whatever
the day of use and needing to park for more than 15 minutes in intramural Paris.
These PASSes are also available for the 6 periods described in the "principles".
These special PASSes can only be purchased in advance using an Internet pre-order, followed by the
communication of proof and payment to the accountant in charge of the PASS Autocar.
A price discount will be applied on validation of the documents given as proof. Failing this, the standard
Occasional PASSes will be applied at full price.
Documents sent as proof must be sent within 8 days from the pre-order. They are downloadable forms
available on the web site which must bear the establishment's stamp and the signature of its legal
representative.
Payment must be sent to Accounting at the latest 8 days after the order and must be effective 30 days
after the order. If the conditions are not met, the requester loses all rights to a refund.

the address or the identifier of the school or approved establishment, as well as the signature and stamp

Multiple trips for the same group of school individuals may be ordered in the same time.

The "Season ticket" PASS AUTOCAR
Conditions for obtaining the "Season ticket" PASS
Bus companies coming regularly to Paris may apply for Season Ticket PASS benefits. It is more flexible
to manage and avoids the use of an access code to enter covered coach parks by the use of a card. It
makes it possible to have large numbers of parking units, valid for a limited time, at a unit price that can
be less than the base price.
In order to be considered as a "season ticket holder" the company must, amongst other conditions, sign
a commitment to quality and best practises especially including

the respect by the driver of the regulations applicable to tourist coaches

the compliance of the vehicle to European pollution reduction standards:
o Until 30 April 2012: vehicles must at least be compliant with the "EURO2" standard
o From May 1st 2012 the coach company will have to undertake to only use coaches of
which EURO standard compliance is at least equal to the EURO standard preceding the
penultimate standard to the current standard, therefore at least EURO 3 (which came
into application in October 2000)
The Season Ticket PASS does not exclude the use of occasional PASSes by the same company
A single "season ticket" account is opened per company but several cards (each specific to one coach)
can be used.
The "season ticket" account is credited with quantities of parking units purchased in advance by the
coach company either via Internet for up to 1,500 Euros, or by cheque or bank transfer for higher sums.
The units are credited to the holder's account and their purchase date is recorded. The units are valid
for 90 days from the day the first unit was consumed or not later than from the 30th day following the
date of purchase of the units in question.
Every month the company indicates its forecast of PASS usage for the following month using Internet. It
undertakes to give prior notice of days of particular affluence, for example during major expositions or
congresses. This declaration is part of the commitments signed by the company.
Each controlled card debits the holders account on its day of use of the number of units corresponding
to the most advantageous PASS for the company. The definition of the PASS is that indicated in the
"principles", except for the "Jour-Nuit" PASS for which the period is counted from 8 am to 7:59 am the
next day.
The units are debited by period of 24 hours starting at 9:15 am taking into account all the entrances and
exits from coach parks and street parking spaces during the period.

How can it be obtained?
It is only delivered to carriers identified by a new account and having sent by mail or by fax the signed
quality and best practice commitment.
1. 1. Creation of an account by the carrier
This operation should be carried out once only.
This account is checked by the the site administratorof Paris in the light of a good practice commitment
signed and sent by the carrier.
WARNING: To use your account, you must first activate it by following the instructions that are
provided in the email that is sent to you: "Confirm account creation"
2. 2. Printing and sending the commitment by the carrier
The carrier prints and signs the commitment text to be found on the site (Menu " Subscriber PASS”)

3. 3. Validation of the account by the site Administrator
Upon verification of the application, the account will be activated by the site Administrator of Paris
Commissioner on receipt of the commitment signed by the carrier. The Season Ticket PASS order is
then accessible.
WARNING: This procedure may take several working days.
4. 4. Ordering Season Ticket PASS cards on the Internet
The carrier can buy online as may cards as he wants for the coaches likely to use Season Ticket PASS
(1 card per coach). The payment is made by bank card. The cards are valid for 2 years.
The carrier will receive them within 10 days of the order to

5. 5. Purchase and payment of units:
The carrier purchases the Season Ticket PASS units directly from the website for all the Season Ticket
PASSes (with a minimum of 800 units).
The payment is made by bank card.
Other methods of payment (certified cheque, cheque, bank transfer) need to be validated by the City of
Paris Chief Accountant and are only accepted exceptionally. In this case, the delivery of units is
performed upon receipt of payment into the account of the City of Paris Chief Accountant. This
procedure may take a several business days.
The units are purchased in advance (15 days for the first order, 8 days for the next orders), on the
website, the quantity depending on the needs of the holder
The units are valid for 90 days from the day the first unit was used or not later than from the 30th day
following the date of purchase of the units in question.
They are credited when the card is read or on the registration by controllers.

6. 6. Printing the Season Ticket PASSes
The carrier must print each Season Ticket PASS that will be used every month. This operation is only
possible if the cards have been purchased and activated and if units are available in the account.
7. Refund:
It is possible to obtain the refund of the remaining valid units on the Season Ticket PASS account if the
company closes the account. The request should be sent to:

The refund will be made on the basis of the true situation of the account on the day the commissioner
closes it.
The amount refunded will be equivalent to the cost of the units on their respective purchase dates.

Materialization of the Season Ticket PASS
The Season Ticket Pass is materialised in the form of an A4 format ticket which is to be placed behind
the coach windscreen (legible from the outside) whenever the coach is parked.
The following information is on this ticket:
• The PASS Number
• The current month of the year
• The carrier's logo,
• The coach registration no.
A card valid for 2 years is associated with the A4 Season Ticket PASS printed by the carrier for each
vehicle, bearing the vehicle licence plate number, its end of validity date and the company name. It is
designed to be used on the card readers on the green stations located at the entrance and exit to the
coach parks (it replaces the use of the access code)
The Season Ticket PASSes can be used in coach parks and on-street locations defined by municipal
and prefectoral orders.
As an example, these are the coach parks: Bercy, Carrousel- Louvre, rue de la Porte d’Issy, SaintEmilion and Pershing and the following locations on public roads: Avenue Armand Rousseau, Avenue
Emile Laurent, Avenue Gustave Eiffel, Avenue Joseph Bouvard, Avenue Rapp, Avenue de New York,
Bd Auguste Blanqui, Boulevard Arago, Boulevard Saint-Jacques, Cours La Reine, Place Vauban, Place
de la République, Poterne des Peupliers, Quai de Conti, Rue Auguste Comte, Rue Froideveaux, Rue

ECO PASS AUTOCAR
1 The principle
This system is for season ticket holders (excluding regular lines)
The discount will be made on the unit count.
2 The conditions
In order to qualify for the ECO PASS discounts a coach:

must have only one "season ticket" card

be at least compliant with the current EURO standard
3 Membership Application (Menu “Subscriber PASS” / “My vehicles”)
This operation is to be executed on the Internet only once for each bus:
 Declare the affected vehicles (EURO standard)
 Select the relevant vehicles
 Print the list by selecting the "print requests Euro standards' button
 Follow the instructions of the form
4 Discounts
The reduction is applied to each passage of the "clean" coach on the parking sites connected to the
Pass Autocar system.
The reduction will be different depending on the EURO standard level of the coach holding the PASS: it
will be in the order of:

10% for a coach compliant with the current standard (currently EURO 5 since 2009);

20% for a coach ahead of the currently applied standard (it will be the EURO 6 standard
planned for 2014).

The "Regular lines" PASS AUTOCAR
Conditions for obtaining the Regular Lines PASS
The Regular Lines PASS is a version of the Season Ticket PASS adapted to transport companies
which run a regular passenger transport line, whether public and "authorised" or private and "declared".
This PASS is reserved for the holders of an authorisation and/or a declaration acknowledging them as
the operator of a regular line which they must have sent to the Service in charge of the PASS Autocar
in order to qualify.
The Regular Lines PASS (RLP) operates as follows:

It uses the same type of card as the Season Ticket PASS.

It operates in the same way as a Season Ticket PASS: a card is assigned to each coach, a
single account credited in advance by the company is debited, the parking units are valid 3
months, purchase of a minimum of 800 units.

It is only valid in a single coach park.

The list of coach parks or parking spaces in the streets for which the use of a regular line
PASS is possible is defined by municipal or prefectoral order. This order also defines the
maximum number of parking spaces reserved for this use.

An interval of at least one hour must have passed between two uses of parking spaces by
the same coach.

The parking duration is 45 minutes maximum.
How can it be obtained?
It is only delivered to carriers identified by a new account and having sent by mail or by fax the signed
quality and best practice commitment.
1. Creation of an account by the carrier
This operation should be carried out once only.
This account is checked by the site Administrator of Paris in the light of a best practices commitment
and sent by the carrier.
WARNING: To use your account, you must first activate it by following the instructions that are
provided in the mail that is sent to you: "Confirm account creation"
2. Printing and sending the commitment by the carrier
The carrier prints and signs the commitment text that is to be found on the site (Menu " Regular line
PASS”)

3. Validation of account by the Administrator
Upon verification of the application, the account will be activated by the City of Paris Commissioner on
receipt of the commitment signed by the carrier. The Season Ticket PASS order is then accessible.
WARNING: This procedure may take several working days.
4. Ordering Season Ticket PASS cards on the Internet
The carrier can buy online as may cards as he wants for the cars likely to use Season Ticket PASS (1
card per bus). The payment is made by bank card. The cards are valid for 2 years.

Price of the TU parking unit
On January 1st 2011 the price for the TU parking units is 1 Euro.
Revision of the price of the TU parking unit
The "TU" parking unit revised price will be calculated on November 1st of each year n and applied on
May 1st of year n+1.
The revised price for the parking unit for one year "n" is equal to In x TUso. It is rounded to the 2nd
