ALL RIGHTS RESERVED OUTSIDE OF THE UNITED STATES. SUMMARY France is currently the third largest European market for packaging machinery. Since 1998, the French packaging machinery market has grown at a steady rate of 4 to 5 percent. The French packaging machinery industry is primarily composed of small and medium-sized companies which are highly specialized. The French market is currently characterized by an increasing demand for flexible, versatile and automated machinery. In terms of market structure, the majority of imports to France are from the European Union, although imports from the Unites States and Japan are relatively significant. In 1999, US products represented 5 percent of total French imports. French exports are primarily to other European Union nations, while the U.S. is one of the main non-EU markets for French packaging machinery. France is relatively receptive to imports as long as they comply with European and French standards and regulations. However, market conditions for US companies has recently become quite challenging, given the high value of the dollar vis-a-vis the French franc and the Euro. A. MARKET HIGHLIGHTS & BEST PROSPECTS * Market Profile France, with USD 819 million is the third largest market for packaging machinery in Europe after Germany and the U.K, and before Italy. In 1998, the market started to stabilize with a 3.8 percent increase that year after two years of exceptional growth of 18 and 13 percent respectively in 1996 and 1997. The reasons for the slowdown beginning in 1998 are that, first and foremost, large investments were made in those two years. Additionally, in spite of a favorable general economic environment and low interest rates, the food and beverage industry -- which accounts for 55 percent of the output for the packaging machinery -- had reached a maturity stage and was growing by less than two percent. Finally, the high degree of concentration in downstream industries (food, pharmaceuticals, cosmetics, chemicals) had resulted in price cuts and lower margins. The slower trend should continue until 2001. Forecasts predict an average 5 percent growth over the next two years. This is supported by the fact that consumption should remain high and that older machinery will be replaced in order to improve production and efficiency in a more competitive environment. Also, the growing demand for recyclable and environmentally friendly packaging material now favors the development of new technologies. It should also be noted that although France is still behind compared to the U.S. in Internet use, the Internet is rapidly advancing in France. In addition, ecommerce, both B2B and B2C is rapidly taking hold. As a reflection of this trend, during the second half of 1999, the French wholesaler and distributor Lymac launched a portal site www.ips-world.com. Packagers are demanding more automated, efficient and cost effective machinery. Therefore, for all applications, industry is looking for machinery incorporating computerized systems and robotics. B. COMPETITIVE ANALYSIS * Domestic Production The French packaging machinery industry is comprised of close to 170 small and medium-sized companies employing a total of 3,600 employes, all of which are in fact highly specialized businesses. Average employment is less than 20 employees per company, although 56 companies have over 20 people. The major French manufacturers of packaging machinery are Arcil, Cermex, Hema Technologies, Kalix, Meca-Plastic, MEE, PMA, Remy Equipement, Sabatier, Serac, Sidel, Thimon, and Zalkin. The leading manufacturing regions are the greater Paris area, the greater Lyon area, Burgundy and the central part of France, which together account for about 60 percent of the total market. Production in 1999 was valued at Euro 714 million (USD 765 million), 4 percent above 1998. Since 1998, the growth of domestic production has mainly been fueled by exports. This trend should be confirmed in the years ahead as France's extra-EU exports should grow, thanks to the weak Euro. In 1999, E.U. markets represented 37 percent of French exports, among which the U.K. accounted for 8.6 percent, Germany 7.2 percent, the Benelux 5.1 percent, Spain 4.5 percent, Italy 4.3 percent and The Netherlands 3.6 percent. With 5.5 percent each of French exports, the U.S. and China are the main extraE.U. markets for France. *Third-Country Imports For many years, France has recorded a trade deficit in the packaging machinery sector. France relies heavily on imports, which represent close to 60 percent of its total market. In 1999, it imported USD 526 million worth of packaging machinery, an increase of 4 percent compared to 1998. About 82 percent of France's imports originate from European Union member-states. Two countries, Germany and Italy, account for more than 60 percent of total imports. Non-E.U.countries with significant presence in the French market are Switzerland, the United States and Japan. U.S. companies mainly export control systems, labeling and marking equipment, wrapping/forming/cutting machinery, and multi-packaging machinery to France, some 4.8% of total imports. The appreciation by almost 40 percent of the dollar versus the French Franc and the Euro over the last two years will considerably hurt U.S. competitiveness. Even though the United States now ranks before European countries such as Spain, the U.K., the Netherlands and Sweden in terms of imports into France, the exchange rate of the dollar vis-a-vis the Euro and the French franc will make it very difficult for American firms to maintain market share. Given the current exchange rate and economic environment, U.S. companies could be in a position to make acquisitions at little cost in Europe and/or subcontract and assemble part of their production in Europe in order to maintain competitive ness and market share. The U.S. brands present in the French market through distribution include Automated Packaging Systems, Douglas, Marsh, Nimco, Shanklin, Shrinkfast, and TMC. U.S. Companies with a subsidiary include Markem, Mead, Norson, and Val Cincinnati. C. END-USER ANALYSIS Major end -users are the food and beverage industry which accounts for close to two-thirds of the output for packaging machinery. The pharmaceutical, cosmetics, and personal care products represent about 15 percent and the chemical sector 10 percent. Many large food groups, such as Danone and Nestlé, are vertically integrated. Even more, some of them have invested in packaging machinery-manufacturing companies. For instance, Danone is the owner of Arcil, which is known for its use of sequential technology in production. Major manufacturers of packaging containers are Cebal, Sealed Air, Toray and Valois, for plastics packaging; Altis, Beynel and Seguin Moreau, for wood packaging; Carnaud Metalbox, Continental Can, Crown Cork Company, Impress Metal Packaging and PLM, for metal containers; St Gobain Emballage and Champagne Emballage, for glass containers. The large majority of end-users are small and medium -sized companies involved in the production of packaging. There are over a thousand companies whose main activity is the manufacturing of packaging and containers. D. MARKET ACCESS * Import Climate The import climate in France for packaging machinery is, in general, excellent. Even though most of the imports originate from the E.U., and in particular from Germany and Italy, non-E.U. countries such as Switzerland, the U.S. and Japan are well established. However, the current high value of the dollar favors European exporters. There are no significant trade barriers for packaging equipment. However, U.S. firms must export products that adhere to EU and French regulations and that meet certain standards. This directive sets out safety requirements for all machinery as well as hygiene requirements for machinery used to package food. The compliance requirements in the machinery directive entitles manufacturers to carry the CE mark of approval on their machines. (CE stands for "Conformité Européenne" -- which means European Conformity). CE marking is a selfcertification process by which a company, including a non-EU company, needs to: 1) Draw up a (E.U.) declaration of conformity (in French for France); 2) Affix the "CE" marking on machinery; 3) Publish a technical construction file and instruction ha ndbook in French. Once affixed with the CE mark, the machinery can enter the EU market and the member-states cannot refuse entry of machinery to their markets. The CENTEC 146 EC safety standards, as well as the electromagnetic compatibility directive for electrical equipment, are also relevant to the packaging machinery. Legally, the product manufacturer is liable for the product. However, the importer or distributor can also often be liable for any defects or complications with imported products. Therefore, dealers are generally adamant that all U.S. products comply with French and E.U. standards. * Customs duties Non E.U.-imported products are subject to import duties. For products under all HS codes beginning with 8422 the rate is 1.7 percent on the C.I.F. (EU port of entry) value. Apart from these duties, the French Value Added Tax (VAT) for machinery is of 19.6 percent, which is the standard VAT rate applied to a wide range of products in France. Agents and distributors in France frequently require exclusivity. Foreign firms that are committed to the French market can also establish a commercial subsidiary or manufacturing facilities in France, which offers certain advantages in terms of competitiveness, proximity to the market and better control over distribution and sales. * Financing Payment is received from clients within an average of 85 days, close to the maximum industry standard of 90 days. Requesting payment at 60 days is often acceptable in the case of international transactions. All standard international means of payment may be requested from French clients, depending on the relationship and the financial strength of the purchaser. Using a documentary credit with a new client is highly recommended. However, when the seller and buyer have established a relationship of trust or when an agent or distributor agreement is signed, and after a credit rating has been established, terms of payment can be changed and broadened. * Assistance in the French market Programs available through the Commercial Service of American Embassies worldwide offer an excellent way for U.S. firms to enter French markets.
