GEORGES PATRICK SPEECKAERT (Belgique). 306 The Calendar of Forthcoming International Meetings Cet article consacré au Calendrier des réunions internationales publié régulièrement dans le Bulletin ONG, et qui est le seul calendrier général donnant les annonces de toutes les réunions internationales, traite successivement des trois questions suivantes : (1) pourquoi un tel calendrier. (2) les sources utilisées, (3) la méthode de présentation. Une liste des calendriers spécialisés reçus par l’UAI est donnée en annexe. A MONG the activities undertaken by the UIA Service Centre is the compilation of a general calendar of all forthcoming international meetings. This work has received much attention by organizations, institutions and individuals, and we propose to examine more closely the purposes and techniques of its production. First, it should he stressed t h at the "General Calendar" published by the Centre is the only calendar in the world which aims at giving, as far as possible, the total list of all forthcoming international meetings. This effort to give the t ot al picture is therefore the most outstanding characteristic of the calendar, as different from all other calendars, which cover only a special field, or which being general in character makes a selection from the point of view of a special interest, country or organization. Why a General Calendar of International Meetings ? Having this special quality of the General Calendar of the Centre in mind, the following purposes can be listed. ( 1 ) The General Calendar has first of all the purpose of assisting the secretariats of international organizations in fixing subject, date and place of their next congress or study session. Decisions in this respect, usually taken by the Executive or General Assembly of an Organization, should preferably he made in the light of data supplied by the Secretary-General on the basis, not only of the considerations peculiar to the organization itself, but also on the basis of external considerations, among which figure the programmes of other international institutions. It is not only a question of asking whether another congress is scheduled to take place in the same town or at the same date as that planned in the organization itself. One should also consider whether or not it is advisable to choose a particular subject, or avoid it, having in mind that another international body may also have put it on its agenda. In that case the possibility may be considered, if desirable by joint agreement, to hold sessions of the organizations concerned either concomitantly. consecutively or close together, so that participants in the one can when desirable attend the other without onerous additional travel. Even if, within a particular field, a more sectional approach is called for, it may be important to keep an eve on the broader field and to avoid exaggerated specialization, or isolation. It is only necessary to glance at the 1951-52 edition of the Yearbook of International Organizations to realise that most international associations cover several fields of activities and have a broad field of interest in a addition to that specialisation, and thus to realise the great number of factors to be studied in this connection. ( 2 ) The General Calendar will encourage officers of international organizations to fix future meetings as far in advance as possible. The advantage of this is twofold : the abovementioned indirect co-ordination between international organizations in fixing their programmes would be facilitated, and the opportunity for more careful preparation for the meeting would in general be increased. Surely all organisers have to adjust themselves to current developments and may have to take into account matters of a merely ephemeral interest. Even so, their work would in most cases be improved 307 if a method of procedure can be followed which provides for the meetings to be announced a good time in advance. (3) The General Calendar provides information of importance to many different categories of people. Diplomats, civil servants, and journalists must have current information on meetings being held in their country or in the countries to which they are accredited. "International travellers", whether they be experts or students, must know about meetings their itinerary will allow them to attend; in fact, in some cases they actually organize their tour to fit in with these meetings. Editors of reviews, bulletins or papers are anxious to publish announcements concerning congresses dealing with their particular speciality. Many other people have a professional interest in following the work of international meetings — interpreters, translators, managers in the hotel industry and in air, sea and land transport, travel agents — all, in fact, who bring their various specialized services to bear where needed. (4) Finally the General Calendar provides for students of international life data on frequency of meetings, their types and places, developments in such and such a sector, and the subjects chosen, which reflect contemporary preoccupations. Naturally the Centre views the work of these people with sympathy, and is happy to provide material for their studies. In order to attain more completely the objectives outlined in summary fashion above, the Centre considers that, alongside the simple Calendar, it is necessary to provide in a concise but comprehensive form the programmes and agendas of scheduled international meetings. Accordingly every second month the readers of the AGO Bulletin will find a rough attempt to put this idea into practice. As financial means become available this work will be developed in a more systematic way. The question arises of issuing a yearly handbook presenting the more complete material necessary for a real study of the problems of mutual adjustment of international work, and at the same time establishing a permanent record of the problem both of substance and structure, which on the international level, occupy the attention of the world to an ever increasing extent. 308 Having seen why the Centre produces its Calendar, let us now see how it is produced. Sources Obviously a Calendar is not a product of imagination, but results from a gathering of factual information from a large range of sources. These are calendars covering only limited specialized fields, periodicals of international organizations and announcements sent directly by the organizers of meetings. ( a ) Specialized Calendars. These cater for the particular concerns or needs of a class or group of organizations, of a scientific discipline, of a geographical area, etc. A list of such calendars received by the Centre will be found below. Knowing what long and arduous work goes into the compilation of these calendars, the Centre pays tribute to their authors, whose efforts serve not only the special class of individual readers directly concerned but also indirectly the broader group represented by the readers of the NGO Bulletin, who constitute an audience of a different composition. The Centre is equally pleased to note the frequent use made by other calendars or publications of information appearing in the NGO Bulletin. (b) Periodicals published by international organizations. The Centre receives regularly the organs of more than 250 international associations. They are carefully analysed, and from them are derived, among other things, a certain number of announcements of meetings, in many cases thus completing or correcting information contained in the specialized calendars. (c) Information sent direct by the organizers. This third source, which represents an ever increasing part of the mail received by the Centre on this point, is also the best, because it is the most reliable and in general the most up-to-date. This source is particularly useful when the announcement contains precise information and detailed agendas. Method of Presentation The observations contained in the preceding paragraphs brings us to the second aspect of « How the Calendar is Drawn Up ». All calendars of meetings are based on a multiplicity of decisions taken by international organizations. national associations, local societies, or private organizers. On the principle of proceeding « from the general to the specific », a previously compiled general calendar can be used in the preparation of specialized calendars which aim at penetration and co-ordination in a specific field. In this way labour and duplication of efforts can be saved, the organizations concerned being left free to devote themselves the more single-minded to their special problems, they do not need to worry about the primary compilation. The actual lay-out of the Calendar involves the announcements themselves and their classification. The announcement gives, wherever possible, the name of the organization concerned, the translation in English or French, the kind of meeting (e.g. 3rd congress, 6th session, 9th general assembly, etc.), and the general subject. In order to avoid having to devote an inordinately large part of the Bulletin, to the Calendar, a certain number of words in common use are abbreviated. The list of abbreviations is to be found at the beginning of the Calendar. The classification is purely chronological. Several readers have kindly suggested other methods of grouping — by geographical regions or by subject (medical sciences, social sciences, etc.) but after an exhaustive examination of the question it has seemed to the Centre that a purely chronological calendar is indispensable, and for the time being, at any rate, it is impossible, for practical reasons, to supplement it with other classifications. One exception has, however, been decided upon recently, namely the publication from time to time of a special calendar concerned with international meetings dealing with European problems, thus incidentally providing an example of what could be done in the way of special analytical lists. The Centre is of the opinion that it is up to the competent organizations to work out the most effective presentation of such special lists, in accordance with the principal aspects of their international activity and their aims. The Centre is happy to help them in their task by furnishing the necessary groundwork. Since the disappearance of the monthly calendar published by the Secretariat of the United Nations, the Calendar of the UIA Service Centre has acquired additional responsibility and importance. Nothing will be neglected in the effort to bring to the various categories of users complete, correct, and up-to-date information on forthcoming international meetings. It is to be hoped that organizers of international meetings will continue and develop the co-operation they have so far given the Centre and keep the Editors of the NGO Bulletin upto-date in regard to the full details about these meetings. Situated at AUTEUIL in one of the most pleasant and healthy districts of Paris, at the edge of the Bois de Boulogne, this establishment offers, within charming surroundings, fine comfortable premises ideally suited to young ladies. The organization includes a secondary school, a general education section including housekeeping courses, and a childrens section. Young ladies receiving a classical education do nut for that reason, neglect the Arts : Music, dancing, painting, and thus undergo the most complete formation for life. The classes are kept small in number, and the pupils are closely followed during their studies; much time is devoted to recreational sports (swimming, tennis, etc.), so necessary to youth, whose growth must be carefully supervised. PHYSICAL EDUCATION is given under the excellent direction of M. et Mme Georges HEBERT. There is continuous medical supervision, and the nourishing and abundant food plays an important rôle in sustaining a very high standard of health among the children. Chosen lecturers give talks on literary, musical and artistic subjects to the pupils of the higher classes. The didactic and documentary films frequently shown to the pupils reinforce the interest they take in their studies. The Institut MAINTENON d'AUTEUIL receives boarders, semi-boarders, and supervised day-pupils. It was founded nearly 50 years ago by Mme C. NOURRY, Officier de l'Instruction Publique, whose high moral values and exceptional pedagogic capacities inspired the confidence of the pupils' families. The present Head-Mistress, Mlle Germaine NOURRY, Officier d'Académie, has not hesitated to make use of the most modern active methods of education. She can furnish the highest references to families desiring fuller information. Some Operating Procedures of the World Organization of the Teaching Profession par William G- CARR Secretary-General T HE World Organization of the Teaching Profession was established in 1946. It is a voluntary, non-governmental organization, consisting chiefly of national teachers organizations in various parts of the World. At present national teachers organizations in Bolivia, Brazil, Canada, Ceylon, Ecuador, England and Wales, Finland, Haiti, Iceland, India, Italy, Japan, Korea, Luxembourg, Malta, New Zealand, Nigeria, Northern Ireland, Norway, Philippines, Scotland, Switzerland, Turkey, and the United States, form the basis for its membership. Like most international bodies, WOTP is managed by an annual meeting of delegates, an Executive Committee and a Secretariat. This article will present a brief discussion of the following procedures in WOTP : (1) Gathering documents for the annual meeting of the Delegate Assembly; (2) language problems in conducting meetings and issuing publications; (3) financial problems; (4) physical requirements for the annual meeting of delegates; (5) regional offices; (6) accomplishments of the organization; and (7) relations to the United Nations. Documents for the Delegate Assembly The newly-elected Executive Committee of WOTP is required by our Constitution to meet immediately after the Delegate Assembly. In practice, this meeting always occurs on the day following the adjournment of the Assembly. At that time the Executive Committee usually selects the central topic which will be used as a theme for the meeting one year hence. The member organizations are then invited to pre- pare reports giving a summary of their opinions and of their current practices with regard to the topic that has been selected. Each of the memoranda received as a result of this request usually occupies from three to a dozen pages, depending on the complexity of the request and the amount of activity which the respective national teachers organizations have to report. Among the chief topics which have been reviewed in the past five years by this form of multi-national reporting are : (1) Teaching of current events, (2) Annuities for retired teachers, (3) Salaries and economic status for teachers, (4) Ethics of the teaching profession, (5) Teaching the Charter of Human Rights, (6) Public relations for teachers organizations, (7) Services of national teachers organizations to their members, (8) International languages, (9) Interchange of pupils and teachers, (10) Literacy, (11) Health education, (12) Education and international peace. Other documents for the annual meeting arise out of other activities of the organization. A simple system of numbering documents for each meeting has been found useful. Thus all administrative documents are placed in the "A" series followed by an Arabic numeral. The agenda is number A-l, the report of the Executive Committee is number A-2, and other necessary administrative documents follow. Documents concerning the relationship between WOTP and other international governmental and non-governmental bodies may be assigned the letter "B" and will be numbered B-l. B-2, etc. Documents relating to the theme selected 313 for each annual Conference will be given still another letter. We have found that elaborate documentation for our annual meetings is neither desirable nor necessary. One of the great advantages of these meetings is to permit the formation of personal acquaintance and the direct exchange of opinions, experiences, and information. These important products of an international meeting of teachers would he obscured if the documentation were so massive as to keep delegates constantly engaged in reading documents rather than becoming acquainted with one another. Languages Our Association encounters the usual barriers growing out of the difference of language. It happens that when the Association held its constitutional meeting at Endicott, New York in 1946, it became the first organization to utilize the system of two-way simultaneous translation based on radio transmission of the interpreter's voice. The equipment for this form of translation was loaned to us without charge as a method of giving the equipment a try out under actual conference conditions. Observers and translators from the United Nations and other international bodies were in attendance to observe the effectiveness of the equipment. Thus our organization is proud of having served as a basis for this experiment which in later years has turned out to be such a useful adjunct in many kinds of international meetings. We no longer utilize the simultaneous translation systems, largely because of the cost of installing the equipment, engineer's booths, and so on. We therefore use either consecutive translation or whispered translation, depending on the number of delegates in attendance of each meeting who express the desire for another language than that which prevails for the majority of delegates. As an educational body, the WOTP has, of course, been interested in the problem of teaching foreign languages, quite apart from the problems of conducting its own meetings, and it has published a special report on the whole problem of international language. Language differences are a most important and troublesome problem in connection with 314 publications. The expense of securing good translations is steadily increasing. The necessity of printing or otherwise duplicating documents in two or more languages also adds substantially to expense and to administrative difficulties. Even if we issue all documents in French and English, for example, there are still many people to whom they are completely unintelligible. If some genius would only present us with a translating machine ! Financial Problems Like most non-governmental organizations, the World Organization of the Teaching Profession derives its income mainly from the membership dues of its national members. The only exception in the case of our organization is a small contract for S2,000 which Unesco has contributed for a specific study of the Teaching of Human Rights. All other income has come from teachers. We welcome as associate? individual teachers who pay a fee of two dollars a year. These individual associates receive the publications and may attend meetings. The privilege of the floor ami the right to vote are limited to delegates and in practice very few associates attend. The principal source of income, however, remains the dues paid by the national teachers associations that are members. Here a problem arises which no doubt is common to many nongovernmental organizations. We have fixed the dues at two cents per member in United States currency, or in foreign currencies at the rate of exchange prevailing at the time the membership is paid. While this is a substantial amount for a large organization, it does not represent a severe burden for most of our members. For some of our national members, however, two cents per member would be an impossible tax. Organizations of teachers which are federal in nature frequently have very limited funds in the central treasury, since most of their resources are devoted to state, provincial or cantonal organizations. Such national teachers organizations find it difficult or impossible to pay dues at the rate of two cents for individual members. Our world organization, therefore, has adopted the device of charging either : two cents per member; or, two percent of the annual national budget of the organization. This compromise is better than the flat formula of two cents a member, but it is still far from satisfactory. A large federated organization with half a million individual members, such as that of the All India Federation of Teachers Associations, pays a very small membership fee. Meanwhile an organization like the National Education Association of the United States, with approximately the same number of individual members, pays a very large membership fee. Moreover, when the voting strength of the two organizations is compared, they are roughly similar, since voting strength in WOTP is based roughly upon the size of the member organizations. It is probable that a more equitable formula could be derived by establishing a total budget and then requiring individual members to pay a fixed proportion of this total budget. Even here, however, elements of judgment would enter into the calculations in such a way as to make it difficult to devise a formula which would be completely acceptable to all interested parties. Physical Requirement for the Annual Meeting The place of the meeting is selected by the Executive Committee, usually at the meeting which follows immediately after the annual of the Delegate Assembly: thus the meeting place is fixed a year in advance. It has been found advantageous to appoint a local chairman who has sole responsibility for all arrangements emanating fom the central office and relating to the annual meeting. This local chairman may enlist whatever assistance he requires and can obtain to take care of hotel reservations and other arrangements, but all authority is centered in an individual person. The arrangements for our meeting include, beside the necessary sleeping rooms, a meeting room for the Delegate Assembly, smaller meeting rooms for committees, an office and a room for registration. Wherever possible we like to have also a room in which meals can be taken by the conference in a group. We have found that the custom of having meals served to the entire conference at small tables, seating four to six persons is an excellent device for promoting friendly international relations during the conference. Such an arrangement also facilitates the conduct of the Organization's business by making it possible for small special committees to meet during the meal hours, Regional Offices At the present time our organization maintains an office in Washington where the general business of the organization is transacted. It also maintains a European office at Edinburgh. One advantage of an office on a regional basis, apart from, bringing the organization nearer to its members, is the relative ease with which currency can be transmitted to such an office. For instance, all payments from the Sterling area are made to the Edinburgh office; thus greatly reducing the technical difficulties involved in the payment of fees. On the other hand, the multiplication of regional offices could lead to difficulties. There is always a question as to the number of such offices that are really needed. In an organization that must carefully guard every bit of its income, wasteful practices in the establishment of such offices cannot be permitted. Accomplishments of the organization In order to give a quick summary of what the organization has been able to accomplish in the short span of years over which it has been operating, the Executive Committee in December 1950 issued a short list of such accomplishments. The list follows : Organizational Development 1. Completed its own organization, including the writing of a Constitution, the adoption of Bylaws, election of officers, establishment of a Headquarters office in Washington and European office in Edinburgh. 2. Increased its membership from 15 full national members in 1947 to 19 in 1948 23 in 1949 and 28 in 1950. 3. Increased the number of affiliated organizations to 62 affiliated members. 4. Increased the number of individual associates to over 1,000. 5. Has provided an opportunity for approximately 500 teachers from various countries to meet with their colleagues at the Delegate Assemblies to discuss problems of common interest. 8. Has exchanged information to help improve the work of national members, and has developed friendly contacts among leading officials of teachers organizations. 9. Aided the Nigeria Union of Teachers in securing the retraction of a clause in teacher's contracts forbidding membership in the Union. 10. Assisted the Malta Union of Teachers in securing better teaching conditions. 11. Investigated complaints of the Secondary Teachers Association in Greece concerning the post-war reduction of secondary school personnel. 12. Contributed $100 to. the Korean Education Association as an initial token of concern for relief needs of Korean teachers. 13. Has initiated a comparative study of teachers' salaries in various parts of the world. Publications 14. 316 Has issued and distributed French and English versions of the Proceedings of its Delegate Assemblies each year since 1948. In addition, more than 100 magazine articles summarizing the work and conclusions of its Delegate Assembly have been printed in educational journals with a total circulation of more than 5,000,000 copies. 15. Has compiled and published international studies and recommendations on the following subjects : Educational Reconstruction, Endicott, 1946: Education for International Understanding, Endicott. 1946; International Language, London. 1948; International Exchange of Teachers, London. 1948; Teaching Current Events, London, 1948; Health Education, London, 1948; Salaries, Pensions, and Tenure of Teachers, Berne, 1949; Public Relations in Education, Ottawa, 1950. 16. Has kept up to date an information leaflet which is now distributed at the average rate of 500 copies a month. 17. Issued the first WOTP newsletter in 1949 and in 1950 issued three news letters (in February, May and September) which circulated throughout the world the news of teachers associations as reported in their journals. Three thousand copies of the September 1950 issue were published. Co-operation with. United Nations and Unesco 18. Has been admitted as the official representative of the teaching profession in consultative status to the Economic and Social Council of the United Nations under Article 71 of the United Nations Charter and has sent representatives to a number of United Nations meetings. 19. Is recognized as a consultative agency by the United Nations Educational, Scientific and Cultural Organization and has sent representatives to all important meetings of UNESCO, including sessions on the Education of Women, Education for International Understanding, as well as the General Conferences of UNESCO. 20. Has encouraged and aided members in their teaching about the United Nations and other instruction related to peace and international understanding. It would be helpful if other international organizations could prepare similar lists and circulate them. Thus we might take advantage of experience in other fields. Co-operation with the United Nations Article 71 of the United Nations Charter provides the machinery for recognition of non- governmental organizations by the Economic and Social Council of the United Nations. The contribution of these non-governmental organizations to the work of the United Nations varies considerably from one organization to another. The large and well-financed non-governmental organizations are able to maintain full-time representatives at the headquarters of the United Nations. They are also able to pay the expenses of delegates to the major meetings of the United Nations wherever they may be held. The smaller organizations cannot afford to do these things. The result has been that some of the non-governmental bodies exercise an influence which may not always be proportionate to their contribution to the purposes of the United Nations. Many smaller organizations with limited finances could make as great a contribution as large organizations with ample financial resources. It appears reasonable that the United Nations should be asked to set aside a small part of its budget for financing the expenses of observers from the non-governmental organizations at important meetings, particularly those of the Economic and Social Council. No doubt such a policy would bring with it certain problems regarding the selection of the organizations to be included in the list of observers. It might be possible to set up a council of the non-governmental organizations with authority to recommend to the Economic and Social Council the particular non-governmental organizations to be selected for having part of their expenses paid at council meetings. Until some such assistance of this kind, either from the United Nations or from other sources, is forthcoming, the contribution of non-governmental organizations, at least as far as teacher organizations are concerned, will be far less than it might be. 317 MERCURY va devenir VOTRE AGENCE . A questionnaire sent out by the Organizing Committee several months in advance collected numerous data regarding the condition of the blind and the work done on their behalf in the coun- 322 tries from which the delegates had come and served as a basis for discussions. The immediate object of the Conference was to draft a series of conclusions which taken together, should in the opinion of the delegates, form a minimum program for the blind in any civilised country Conclusions were to be expressed in such general terms as to form a set of fundamental principles upon which any sound program for the blind could be built. Among the resolutions, the Conference approved unanimously the establishment of an International Committee for the Welfare of the Blind (Comité International pour la Protection Sociale des Aveugles). Its story is concurrent with that of the industry it has served and has been an organic part of its development. Founded as the International Traffic Association in 1919, it became the worldwide International Air Transport Association in 1949. Otlet started their life-work, which at first was connected with the term " Bibliography ", but to which gradually the word " Documentation was attributed. What they developed was of a far wider scope than the establishment of a new technique dealing with printed and non-printed documents. The art of documentation has come to be regarded as a practical necessity, as the only means of avoiding waste of efforts in the progress of intellectual activity. During fifty years, the fundamental principles of the art have gradually been evolved. Perhaps this is the reason why so few comprehensive treatises have, as yet, appeared.
